This paper presents empirical results on matching in the labour market in Marseilles (France). Using a sample of meetings between employers and workers organized by a local employment office, we infer from estimation results that selection among applicants is on the basis of their level of education. The strength of this selection bias is substantially caused by the poor quality of the screening performed by the employment office. Employers appear also to discriminate against the youngest applicants, the long-term unemployed and applicants of North-African extraction. These effects are alleviated when employers face a labour supply constraint in the labour market.  相似文献

In this empirical paper, we assess how social exclusion arises in the context of labour market transition behaviour. We estimate a multi-state multi-spell competing risks model and identify five states: high skilled employment, intermediate skilled employment, low skilled employment, unemployment and out-of-the-labour market. Using data from the first seven waves of the British Household Panel Survey, we show that a substantial number of workers were trapped in a vicious circle of low-skilled employment, unemployment and inactivity in the 1990s. Workers who are part of the so-called flexible workforce are more likely to suffer social exclusion.  相似文献

This paper studies the endogenous determination of hierarchies in firms. Firms can design a hierarchy with a continuum of ranks, one for each ability level. Nevertheless, in the market equilibrium, they choose to have only a finite number of ranks, so that in each rank there are workers of different abilities, who produce different output, and receive the same wage. It is also shown that an increase in the extent of labour market competition reduces the number of ranks in the hierarchy.  相似文献

An adverse selection model is analysed, where firms can train or hire a skilled worker. In equilibrium, the market wage is determined by supply and demand. The quality of the supplied skilled labour is negatively biased, because workers stem from firms that shut down and from firms that observed their trainee's bad quality during the training. If fewer firms were to shut down, then the supplied average quality deteriorates and the incentive to train increases. The incentive is inefficient, because firms must share the informational rent and they free-ride. Ex ante workers may wish to increase the firms' bargaining power.  相似文献

Crisis may spread through economy via the propagating mechanisms of the labour market - households becoming delinquent due to an initial unemployment shock may be unable to continue servicing obligations versus the financial system. With large debts - e.g. mortgages - such defaults pose a threat to financial system stability. In this paper we use the Polish household budget surveys to simulate the impact of changes in the labour market status of household members on the ability of the household to service its mortgage payments. The simulation results are subsequently aggregated to facilitate a macro-level interpretation of the findings. We simulate various scenarios of labour market deterioration. Finally, we also introduce a policy instrument into the simulations providing, in a fiscally neutral manner, additional stability to the financial system. Based on robustness checks, the findings seem to be reliable. The results suggest that even with shares of debtors among consumers as low as in Poland, the propagation mechanism may indeed result in a considerable threat, while the fiscally neutral instrument is effective and well-suited to be addressed in providing additional stability to the financial system.  相似文献

The acceleration of the internationalisation of business and the division of labour has been led by improvements in technologies and communications, decreased barriers to trade, increased competition and the growth of multinational enterprises (MNEs). Employers, government organizations and unions, practitioners and academics are increasingly concerned with locating comparable statistics. This article reviews employment relations and labour market data for ten major industrialized market economies (IMEs) and discusses some of the challenges in the measurement and interpretation of such data. This paper investigates a form of diffusion largely overlooked in the literature, namely reverse diffusion, in which practices flow from the overseas to the domestic plants. It examines the process of this type of diffusion, focussing on the role of the HQ and the way in which plant managers are influenced by management at this level. We empirically examine the effect of product market deregulation on wages. The difference-in-difference approach is used with wage data from three motor carrier industries (the taxi, bus and trucking industries) in Japan to obtain the following findings. First, deregulations in the 1990s and 2000s caused the relative wages of taxi and bus drivers to decline, but this was not the case for truck drivers. Second, the large decline in the relative wages of taxi drivers can be explained by the deterioration of economic conditions; their wages are more sensitive to labour market conditions than those of drivers in other industries.  相似文献

Abstract.  In our increasingly interconnected and open world, international migration is becoming an important socioeconomic phenomenon for many countries. Since the early 1980s, many studies about the impact of immigration on host labour markets have been undertaken. Borjas (2003 , The labor demand curve is downward sloping: reexamining the impact of immigration on the labor market. Quarterly Journal of Economics 118(4): 1335–1374) noted that the estimated effect of immigration on the wage of native workers varies widely from study to study and sometimes even within the same study. In addition, these effects cluster around zero. Such a small effect is a rather surprising outcome, given that in a closed competitive labour market an increase in labour supply may be expected to exert a downward pressure on wages. We revisit this issue by applying meta‐analytic techniques to a set of 18 papers, which altogether generated 348 estimates of the percentage change in the wage of a native worker with respect to a 1 percentage point increase in the ratio of immigrants over native workers. While many studies in our database employ US data, estimates are also obtained from Germany, The Netherlands, France, Norway, Austria, Israel and Australia. Our analysis shows that results vary across countries and are inter alia related to the type of modelling approach. Technical issues such as publication bias and quality of the estimates are addressed as well.  相似文献

Addressing the issue of the embeddedness of labour markets, this paper compares the processes of finding employment in the film industry within two local labour markets. Drawing on studies of freelance film crews in London (UK) and Los Angeles (US), the paper concludes that the importance of social networks in job mobility in both contexts is a consequence of common production structures. However, common labour market practice varies in each geographical space as industry processes and structures are mediated by local institutional contexts.  相似文献

The aim of this research is to conduct a quantitative analysis of the factors leading Spanish companies to adopt certain forms of organization that are typical of flexible businesses and high performance organizations. Despite the supposed inflexibility of the Spanish labour market, the results both point towards the high capacity of Spanish companies to select the form of work organization that best suits them and show the key role that competitive strategy plays when it comes to differentiating or segmenting types of work or workers, over and above the rigid working regulations that, purportedly, standardize labour relations in Spain.  相似文献

This paper provides a unique cross-country comparative perspective on the impact of information and communication technology on the demand for skilled labour. It employs panel data for the US, the UK and France, comprising several skill categories for each country for the 1980s and 1990s. The paper considers the issue of whether skill bias is transitory or permanent both by considering changes through time and by dividing the highly skilled into IT specific and other occupations. The results indicate that the impact of technology on the demand for skilled labour is slowing down, at least in the US, supporting a transitory interpretation.  相似文献

During the Soviet era, directors and workers derived mutual benefits from concealing true capacity, hoarding labour and just fulfilling an enterprise's plan. In an environment of labour shortages and guaranteed markets, managers used informal mechanisms to reward and retain good workers given the absence of unemployment and meaningful wage differentials as mechanisms to discipline workers. This cultivated a paternalistic set of relations between enterprise managers and workers, which, it is argued, are being hollowed out in the post-communist era. This is explored in a case study of evolving labour relations in Moldova. Casualization of the workforce has been used as a buffer against greater instability in both the supply of raw materials and demand. Such a strategy has become feasible as enterprises, such as the case-study firm, now have a large pool of external surplus labour on which they can draw. However, paternalism has not been hollowed out completely but rather a split-level realignment is identified.  相似文献

This study assesses the value of a city by using the housing price function with a geographically weighted regression model, including various social, economic, and environmental factors. To assess these values, various specific data scores—such as those related to ethnic groups, green areas, crime rates, education, unemployment rates, number of entrepreneurs, and environmental quality—were considered in a case study of London. The results indicate that some variables such as time to city center and entrepreneurship have a positive impact on the local areas’ value in London, as shown by housing prices, while those related to unemployment have a negative impact. Moreover, although the London city center has benefitted more in terms of value than its outskirts have, a few specific policies related to startups and entrepreneurship have succeeded in connecting these areas to existing companies and entrepreneurs. In general, large cities may be better equipped to promote such startup and entrepreneurship policies under local industry plans for future development.  相似文献

Drawing from various literatures, this article explores links between equity markets and labour market flexibility. Various data sources are used to test relationships for a set of OECD countries, controlling for other likely influences on flexibility such as government and industrial relations institutions. The results are generally supportive as regards employment flexibility: equity market trading activity is associated with shorter job tenure, higher activity rates, and greater employment change over the cycle. However, the relationship between equity markets and pay flexibility is less statistically robust to the addition of controls.  相似文献

This article presents the findings of a field experiment carried out in Madrid which aims to analyse gender and age discrimination in hiring in the labour market of Madrid. A set of five pairs of fictitious man–woman curricula was sent in response to 1062 job offers in six occupations which were advertised on Internet over an eight-month period. It was quantified subsequently the extent to which the different firms contacted more or less the candidates of different sex, age and marital status. No discrimination is detected against women in terms of access to job interviews; however, discriminatory conduct is seen regarding the phenomenon of occupational gender segregation, in the sense that there is a continuance among employers of stereotyped views on the greater suitability of women for certain tasks. No evidence is found to indicate firms showing relative discrimination against married women with children in the first phase of hiring process. And a clear evidence of discrimination is obtained on the basis of age: firms show a substantial fall in interest over interviewing 38-year-old candidates (compared to those aged 24 or 28). This would imply that the tendency to discriminate against older workers may be high, and, what is more, it may start at a surprisingly young age.  相似文献

The weak performance of the Japanese economy since the 1990s has renewed the debate on the efficiency of its employment practices. Although actual changes have long trailed expectations, two major developments have taken place in recent years: a rise in non-regular employment and the introduction of performance-related pay (seikashugi). Both affect the internal labour market that has been crucial to human resource management in Japan. The first development diminishes its relevance and the second directly impacts its functioning. This paper discusses these changes and the factors that determine their character. Moreover, it argues that the changes are not just aligned with but also made possible by an important continuity in the support for the core practice of lifetime employment. What results is a story of institutional change and continuity which argues that the specific character of Japanese employment practices remains in spite of an apparent convergence.  相似文献

Using data from the 2011 and 2016 Life in Kyrgyzstan surveys, we examine Kyrgyz women’s labour supply elasticities at the extensive margin. We use Heckman’s two-step approach to predict earnings for the non-participating women and then use these predictions to estimate the participation equation. We find that women’s labour supply decision is not influenced by their earnings. We also show that there exists a significant gap in employment propensities among ethnic Kyrgyz women in consensual or arranged marriages compared to women in kidnapped-based marriages. This finding suggests that the practice of bride abduction adversely affects women’s probability of employment and might have negative consequences on their economic well-being.  相似文献
