The highly anticipated publication of Karol Wojtyła’s Katolicka etyka społeczna (KES) in 2018 provides a novel and important basis for understanding the economic thinking of Pope John Paul II. The text is comprised of Wojtyła’s extensive lecture notes from the 1950s on the topic of Catholic social teaching and spans almost 500 pages. KES illustrates the future pope’s deep concern for economic justice as a young priest and his ambivalence towards capitalism, which persisted throughout his papacy. Given the size of KES, this article selectively focuses on Wojtyła’s treatment of topics of continuing relevance: the right of the Church to pronounce on economic matters; private property and the “social mortgage” on it; inequality, the just distribution of resources, and the “option for the poor”; the moral assessment of capitalism and Marxism; the dignity of labor and workers’ rights; and the role of conflict in promoting the common good. I contend that KES is consonant with the later papal teaching of John Paul II on economic justice and that it provides a hermeneutic key to understanding it. Furthermore, I argue that the “radicalism” of Karol Wojtyła on matters of economic justice in KES coheres with papal social teaching from Pope Paul VI through that of Pope Francis.  相似文献

Abstract . Henry George's classicism was evident in his acceptance of “hard core” assumptions inherent in classical economic analysis, notably that rational self-interested behavior exercise in competitive markets maximized economic welfare. However, George's “stage theory,” the “Law of Human Progress,” led him to reject the classical nexus between social and economic welfare. The emergence of an exchange economy improved efficiency and economic welfare, but institutional changes lagged behind, particularly the redefinition of property rights. Consequently, economic growth based on land as a private rather than public good widened the gap between economic efficiency and social welfare. Hence George's paradox of poverty amidst progress. George resolved the equity efficiency conflict by treating land as a public good. Then, the sale of monopoly rights to land through the “single tax” on land rents captured the difference between the private and social costs of land use.  相似文献

Abstract . From the economist Adolph Lowe's voluminous-writings, Allen Oakleyh has selected eight essays which present the gist of Lowe's thought. It unifies his structural analyses and his instrumental analyses into the system Lowe calls “Political Economics.” This pre-orders desired ends or effects and then determines or applies goal-adequate means to achieve these ends. Lowe's Essays in Political Economics sketches the economic paradigm by which he expands the evolutionary way of thinking from the subject —economic behavior— to the object, the socioeconomic world. He argues that instability is fundamental, basic and inherent in contemporary industrial capitalism as it has evolved physically, technologically and socially and stability can be restored by an approach which reverses the continuum to end-means. He holds that if the world evolves, and it does, so must the goal-adequate methods and instrumentalities to deal with it.  相似文献

Since the 1980s, much debate has revolved around Karl Polanyi's concept of the “dis/embedded economy,” generating some light and not a little heat. This paper looks at three reasons that account for part of the “heat.” It begins by tracing the sources upon which Polanyi drew. They include Karl Marx, Ferdinand Tönnies, and Max Weber, along with anthropology of the inter‐war period, and German and American Institutionalist economics. After exploring the differing ways in which these varying currents conceptualize the relationship between economy and society, I explore the different interpretations of what Polanyi means by embeddedness, and the different purposes to which contemporary economic sociologists have put the term. For some, he is held up as the originator of a line of sociological analysis that treats “the economy” as a subsystem “embedded in” a social system. In this reading the emphasis is upon the moral underpinnings of market behavior, in contrast to the naturalism of Ricardo, Malthus and their heirs. For others, his “disembedding” thesis contains a more radical tale: of the market economy coming to dominate “society,” bringing forth a sorcerer's apprentice world of untrammeled market forces that, although human creations, lie beyond conscious human control.  相似文献

An economic growth target is a declaration by policy authorities of commitment to that target and the corresponding allocation of resources. The constraints created by economic growth target are an important economic management method in China, which has helped China's economy to achieve remarkable achievements. However, it has also brought about serious environmental problems, threatening China's sustainable development. Using the data about economic growth targets in the work reports of 30 Chinese provincial governments from 2006 to 2017, this paper constructs several spatial measurement methods, such as the spatial Durbin model, to examine the constraints created by economic growth target's impacts on air pollution. The main conclusions are as follows. First, a significant “U-shaped” relationship exists between the constraints created by economic growth targets and air pollution. Second, the spatial Durbin model analysis revealed that PM2.5 across China's provinces display significant positive spatial spillover effects and spatial agglomeration characteristics. Third, the direct, indirect, and total effects of constraints created by economic growth targets on air pollution are all statistically significant and depict a “U shape.” Finally, the constraints created by economic growth targets have an apparent threshold effect on air pollution, and the inhibiting effects increase with human capital and industrial restructuring. However, with the increase in foreign direct investments, constraints created by economic growth targets may increase air pollution. The conclusions of this paper are of great significance for improving the management of local government economic growth targets and sustainable development.  相似文献

A global market economy of pure instrumental rationality now poses a growing threat, jeopardizing common citizenship, the capacity for human flourishing, and harmony between humans and nature. Growing skepticism about the sustainability of market capitalism and its moral legitimacy propels us to search for a new economic model in which humans are no longer held hostage to the unbridled pursuit of self‐interest and limitless possession at the expense of the well‐being of others and nature and that attempts to overcome the old conflict between capitalism and socialism. We can call this alternative model “moral economy,” an economic system that reconciles private interests with the public good broadly construed. In this article I reconstruct the Confucian ideal of moral economy by paying close attention to Xunzi's ethical and political thought. Xunzi, one of the key classical Confucians, stipulates the threshold of sufficiency by extending the ruler's care to the most destitute of society as well as giving moral priority to their basic needs without dismissing the foundational importance of individual merit and contribution. Rejecting both pure economic meritocracy and dogmatic egalitarianism, Xunzian Confucianism aims to create a political economy of harmony where various distributive values (need, equality, and merit, among other things) each have their own place.  相似文献

Abstract . Writers and speakers on the “comparable worth” or “pay equity” issue refer to “the economic view” but there is no such consensus. Three major paradigms exist in labor economics, the neoclassical, the “radical” or Marxian or Neomarxian, and the institutional Each differs in philosophical orientation, employs different analytical methods, and leads to different policy implications. On the issue of pay equity for women their views are contrasted; differences center on how successfully the market extends full options of choice. The analysis indicates that incremental advances in the direction of pay equity are to be expected, given present incentives in the private sector and less economic constraints in the public sector, provided women continue economic, legal, and political pressure. Surveying The Literature on the comparable worth or pay equity debate, one often encounters reference to the economic view. In reality however, three major paradigms exist in labor economics today; the prevailing neoclassical paradigm, the radical or Marxian view, and the institutional approach. While the three can be viewed as sharing common objectives (to describe, to predict, and to prescribe) they approach issues from different philosophical frameworks, employ different analytical tools, and lead to very different policy implications. Examining the pay equity issue from the perspectives of the three paradigms suggests different insights into the issue than that usually labelled the economic view.  相似文献

Abstract . Henry George's revision of classical economics was based on a new “hard core” assumption linking efficiency, equity, and social welfare to a revised concept of property rights in land. However, rather than create new core supporting “protective belt” theories, George either accepted or, when necessary, modified existing classical theories especially those which threatened his new hard core, for example, classical “wages-fund” theory. Consequently, George's adaptation of the Ricardian “stationary state” model was less accurate than mainstream classical economics in its predictions concerning the behavior of the distributive shares of income over time, and the effects of technological change on economic growth and economic welfare. Without its own protective belt, George's classicism became a special case of classical economics whose value, nevertheless, existed in its effective criticism of classical property rights theory.  相似文献

Abstract . Traditional economic theory regards the social costs of monopoly as the reduction in both consumer and producer surplus as a result of monopolization of certain sectors of the economy. Recent research has shown that a proper accounting of the social costs of monopoly must include the costs of obtaining and maintaining monopoly positions. Anne O. Krueger used the term “rent seeking” to refer to the expending of scarce resources by entrepreneurs to fight for rents created through government activity in the economy. Excessive interference in the economy by government can result in an increase in the social costs of monopoly. In a developing country such as Cameroon, where government activity in the economy has been quite pervasive since the latter part of the 1800s, opportunities have been created for rent seeking. This type of activity has helped to impede the economic growth of the country.  相似文献

Abstract . Economic cartel theory and Sociological social movement theory are used to achieve a socio-economic analysis of the problems and behaviour of the National Collegiate Athletic Association (NCAA). It is demonstrated that both cartel theory and social movement theory predict substantially similar behavior on the part of the NCAA and its 800-plus member institutions. Specific issues such as “need”scholarships, the possibility that the” big-time”football powers, may leave the NCAA, and the NCAA's relation with women's athletics, are considered. It is concluded that the NCAA is not likely to persist is an organization in its current form.

Abstract . An invitation to lecture at a Chinese university in 1986 afforded the writer and his wife an opportunity to revisit China. They had been there in 1975 while the “Cultural Revolution” was still on and again in 1983. Their first visit covered major modern cities and historical capitals, their second more remote areas and their third the rural areas. They were impressed by the economic progress, especially in 1983-86, even in rural areas which are still lagging behind the cities. The ability of the Chinese to cope with overpopulation aroused their admiration but it was clear that the problem would block or handicap development and modernization efforts for decades to come. China's overpopulation problem is a warning to other developing nations which neglect family planning.  相似文献

Abstract . Despite significant improvements in the status of women, a significant gap between the wages of males and females persists. Women's work is not paid according to its comparable worth. Henry George, the 19th century economist and social philosopher, advocated payment according to contribution to production in a freely competitive labor market. The present is an exploitative one distorted by employers’market power, offering no free choice among alternative occupations. When women can prove, as they do, that sex discrimination has played some part in their historically lower compensation rate, the market is shown to be not fair and efficient. Hence non-market decision making is demanded through vigorous and unrelenting prosecution enforcing the equal pay statute of 1964.  相似文献

Abstract . The tension between Henry George's reformism and his laissezfaire liberalism was resolved through a system of natural liberty George derived from the relation between Adam Smith's ethics and economics. Crucial for George's nonutilitarian philosophy of government was the interdependence between the moral sense (sympathy) and the prevailing socioeconomic order. In the appropriate institutional environment, the role of the government was diminished since the pervasive moral sense insured justice by monitoring the individual's pursuit of economic self-interest. In contrast, a defective socio economic order required government intervention. For example, land monopoly and the maldistribution of income undermined the role of sympathy, promoted excessive self interest and the breakdown of the system of natural liberty. Government action through the single tax eliminated the “fear of want,” restored an operative moral sense and guaranteed justice in society. Under these conditions, government can provide additional services for a growing society without being susceptible to “corrupt and tyrannous” behavior.  相似文献

A bstract . Walter Eucken's paradigm of a "social market economy" and "Ordnung" provides a framework for a functional free-market mechanism, which not only accommodates development and change, but which also assures human dignity and freedom, as cornerstones of the Kantian moral universe. Eucken places special emphasis on the integration of economics with "order" and "Justice ," in a synthesis of negative liberty and positive freedom and of Rawls' and Nozick's theories of justice. Adam Smith's laissez faire economy does not assure a competitive economy, he holds, and will evolve into monopolistic practices, interventionism , and distortions of price relationships; but "structural" and "regulating" principles will facilitate a functionally competitive economy with a compatible social policy, characterized by a flexible price mechanism and stable policies. This "social market economy" would provide goods and services efficiently and also eliminate poverty and the maldistribution of income and resources.  相似文献

Using the unique Chinese setting in which the “delisting regulation” is based on accounting numbers, we separate earnings management into (1) earnings management responding to regulation and (2) earnings management prompted by market pressures and further document that earnings management responding to market pressures produces the accrual anomaly (Sloan, 1996) and earnings management responding to regulation does not. Initially unable to detect the accrual anomaly in China's stock market, we were reluctant to conclude that China's market is more efficient than that in the United States. After observing a disproportionate number of “big‐bath” loss firm‐years in the lowest decile of accruals for our sample, we estimated the apparent earnings distortion induced by the delisting regulation. When we excluded this distortion from our analysis, we documented the presence of the accrual anomaly in China's stock market. We conclude that the delisting regulation creates an artificial distribution of firm earnings in China that affects the market pricing of accruals and masks the accrual anomaly. The results have implications for policy makers and regulators in general, and those in emerging markets in particular.  相似文献

Elinor Ostrom's work on the commons has convinced mainstream economists that “collective” governance of the commons can overcome the “tragedy of the commons” and “free‐rider problems.” Yet, a more systematic appraisal of Ostrom's work shows that it contains no concept of justice. Her idea of rights is extremely limited, often tied to the notion of joint, rather than equal, rights. Indeed, for Ostrom, the notion of the commons is socially separatist and not ecological. Ostrom uses historical examples, but without analyzing how common possession historically evolved and was undermined by external forces. Hence her proposed “collective action” to save the commons actually accelerates the real threats to the commons. A strikingly different and more holistic approach to the commons is offered by Henry George, who posits the commons as the most important path to social, economic, and ecological sustainability. Unlike Ostrom, who studied the commons “scientifically” to show that some goods are neither private, public, nor club‐based, George studied the commons to understand and remove injustice at the roots. His approach is more critical and certainly more relevant today in showing that another world is possible. However, George's work too, requires significant changes to update its framing of the meanings, prospects, and future of the commons.  相似文献

Abstract . Technological advance, quality of life and quality of the person as well as the interaction among them are at the heart of a meaningful theory of socioeconomic development. The complexity and hierarchical structure of the quality of life concept can be related to Maslow's study of human needs and economists’theory of human wants. The implicit assumption of the direct positive relationship between quality of life and quality of the person is challenged. The possibility of an inverse relationship between them is stated and illustrated. If the ultimate purpose of improving quality of life is moral perfection (homo humanis), then optimal quality of life is one which leads to attainment of this goal. Freedom, seen by Maslow as a necessary precondition for satisfaction of all other needs, is defined as voluntary subjection to the highest value. The search for truth—the only way to set a person free—takes the form of Hegelian dialectics. Theoretically, the high quality of people can be attained either by “Hegelian path” via coercion, or “Hegelian path” via freedom. Historically, the former utterly failed, while the latter, though highly desirable, is neither impossible nor assured.  相似文献

Abstract . The opportunity provided by the American Bicentennial for a re-examination of our political values is also an opportunity for a closer look at the political philosophy of Thomas Jefferson. Although Jefferson has been placed, with John Locke, in a “heavenly city of the eighteenth century philosophers” who sought new defenses on behalf of medieval spiritualism and divine law, the present essay contends that Jefferson's epistemological commitments differed from Locke's, and that Jefferson's political theory was far more “modern” than Locke's with respect to the key notions of rights, property, and consent. Some of Jefferson's political conclusions differed from those of Locke either in degree, such as in the details of representation, or in kind, such as in regard to the ownership of property.  相似文献

Abstract . An “industrial policy” for the U.S. appears from the writings and statements of its advocates to involve modification of federal tax laws and expenditures to allow a largely unchanged set of business institutions to better serve the public interest. It employs planning but it is planning of the sort the U.S. has always had. Those who oppose all government activity in the private sector oppose it, not realizing that the anti-trust laws, for example, do not interfere with the economy's operation but aid it to function beneficently. It is those whose activities are anti social who are loudest in their demands for business “freedom.” Does the U.S. need a more efficient economic system? Intercountry comparisons show that in many areas it lags. To achieve stability of income and employment as well as productive efficiency, the U.S. has many policy options it can consider—and it must.  相似文献
