The economic approach (as compared to the traditional exchange of rights approach) to evaluating international aviation liberalisation proposals is gradually becoming more commonly used. With it, the various benefits and costs of liberalisation are assessed in a cost benefit framework. This approach is used to develop a framework to evaluate whether Germany will gain or lose from allowing airlines of the United Arab Emirates, and specifically Emirates Airlines, to fly to Berlin. This is something that the German government has so far refused. The economic approach is still evolving, and several new aspects of cost and benefits are being recognised and evaluated, for example the implications of foreign ownership of airlines, and benefits from inbound tourism. In this paper, a framework for determining whether Germany will gain from allowing these airlines access to Berlin is set out, and indicative conclusions are drawn.  相似文献

This study presents an analysis of the state of aviation liberalisation in CARICOM (Caribbean Community) and its implications for regional tourism to Barbados as a member state in CARICOM. The evidence shows that improvements to the regulatory aviation environment in CARICOM would aid improvements in intra-regional tourism. Given the benefits that have been obtained globally, previous studies have been deductive and analysed the benefits of a less restrictive aviation environment in the region. However, the inductive approach of this study reveals that before there can be a successful attempt at any such liberalism in CARICOM, there are pre-existing constraining factors which must be addressed since they will hinder the effectiveness of any such policy. The study therefore proposes that the effectiveness of the existing regional multilateral agreement is hindered by political interference, not only in the overall context of aviation bureaucracy, but also in the business operations of the regional carriers.  相似文献

At a time when the liberalisation of air transport is increasingly being promoted as a means to induce the growth of the tourism business, it is striking that there is little evidence to suggest that such liberalisation has indeed led to a growth in tourism. Furthermore, the evidence is usually restricted to the impacts of sole low-cost airlines on tourist destinations newly served by such airlines. In contrast to various ideological or naïve statements, this paper shows that assessing the relationship between liberalised air markets and trends in tourism is challenging. On the transport side, aviation liberalisation is rarely considered as a dimension that can be measured accurately; similar protected markets are not considered for comparison; and trends in charter flights are neglected. On the tourist side, broad definitions of so-called tourists are usually considered and include immigrants visiting their home country; nights spent are neglected, despite a possible trend in declining length of stay; and substitution between places is usually disregarded, as are the long-term effects.  相似文献

The paper discusses the implications of modern civil aviation regimes for tourism in Europe. A discussion of the relation between air transport and tourism sets the foundation for the study focus. The market strategies of the players involved are examined within a multidimensional framework of corporate rivalry during regulation and liberalisation. This paper assesses government support measures to the air transport sector following the outbreak of the coronavirus disease (COVID-19) pandemic from two points of view. First, it explores the factors that shape governments’ willingness to support airlines. This is followed by a discussion on the various types of support that may be provided and how country-specific parameters influence the choice of measures. Second, it analyses the implications of government support in three dimensions relevant to air transport policy: competition and liberalisation, airline ownership and control, and environmental sustainability. The analysis suggests that most governments give a high priority to maintaining air transport connectivity in order to protect economic activity and jobs, in aviation itself and in related sectors such as tourism. The trade-off between ensuring connectivity and maintaining competition after the COVID-19 pandemic is a challenge with several political and economic dimensions. The re-orientation of public policy in the aftermath of the pandemic may limit the relative importance of the policy priorities that shaped the evolution of the air transport sector before the crisis, especially those related to climate change and the environment. The role of government and public authorities at all levels – especially the type and duration of measures affecting transport operations – will be crucial for the future development of the aviation industry.  相似文献

To promote the development of air transport at the continental level, several policies were introduced, leading to the Yamoussoukro Decision (YD) in late 1999, which had the liberalisation of the intra-African aviation spaces as its main objective. Even though notable progress has been achieved towards more market-oriented aviation policies, at the pan-African level some markets are still restrictive and inconsistent with the YD, particularly with respect to the granting of 5th freedom rights. This paper aims to examine recent developments in the aviation sector in Africa, with a focus on the implementation of the YD. The obstacles to liberalisation are discussed and several measures for facilitating Africa’s move towards multilateral open skies are investigated. These include, among others, a greater collaboration and co-operation among African airlines, as well as between African airlines and foreign ones; redefinition of the role and responsibilities of different institutions which are instrumental in implementing the YD and some further issues such as ownership guidelines.  相似文献

This paper develops new measures of tourism yield in the context of Cambodia, a developing country in South East Asia. It first sets out some data regarding tourism in Cambodia and the reasons for tourism being identified as a tool for economic development and poverty alleviation. It then sets out the method and findings of a study by the International Finance Corporation-Mekong Private Sector Development Facility to develop standard and extended measures of tourism yield to assess the pro-poor impact of international tourism in Cambodia. These yield measures extend earlier work undertaken by the first author. It then discusses the policy implications of the findings. It is concluded that while tourism goes some way in reducing poverty in Cambodia, informed policy initiatives can enhance the effect. It is argued that different visitor yield measures provide an important basis for the development of strategies to increase tourism's pro-poor impact. A substantial barrier to the formulation of appropriate policies to increase the pro-poor benefits of Cambodia arises from the limited data available in poor countries generally.  相似文献

This paper attempts to derive policy indices to quantify the restrictiveness of the aviation regimes in the Asia-Pacific region, and use the indices to establish the relationship between people movement and liberalisation in policy. Australia and Singapore have the most liberalised environment in this region. Evidence has been found that passenger traffic between city-pairs has been hampered by the restrictive air transport policies. Restrictions on the air transport sector also have a substantial negative impact on bilateral tourist flows. Further liberalisation in this sector could help build up a stronger tourism industry.  相似文献

According to recent research, countries may have a positive image from a tourism perspective, but they may be seen as lacking from an economic or political viewpoint. As governments and destination management organisations spend large sums of money in promoting tourist attractions, the question of whether these activities also influence other aspects of a country's image becomes relevant. The objective of the research is to determine the effect of tourism promotions on the image of the country and that of the destination as two separate concepts, in the case of Israel, a country subject to continuous conflicts. A 2?×?2 quasi-experimental design is utilised to investigate the influence of tourism promotional brochures. Additionally, a comparative perspective is used to determine whether people from diverse countries and backgrounds may be affected differently by the same information. The findings confirm that tourism brochures influence not only the image of the destination, but also that of the country. These effects are found to be different for respondents from the two different countries compared. The article focuses on understanding how tourism communication strategies may also be used to improve the image of a country, with potential benefits for international marketing and international relations.  相似文献

Many air carriers have challenged each other's financing arrangements, each asserting that the other benefits from substantial subsidies. We argue that the ‘subsidy’ classification is a distraction. Firstly, subsidies are quite difficult to define. Secondly, subsidies are little different in their economic effects to many other policy actions, and should be evaluated by policymakers similarly to these other measures. An economic approach would be to assess whether, in overall cost-benefit terms, a country is harmed by subsidies received by another country's airlines. Even if home airlines lose out, home passengers will gain, and the balance will often be positive. The paper outlines the circumstances under which a country would gain or lose from a subsidy to a foreign airline.  相似文献

The global air transport has been undergoing wings of change in the past 30 years as a result of deregulation and liberalisation. During this period, the air transport in China has also been undergoing significant transformation and rapid growth following the reform and opening up policy of China since 1978, the same year when the USA enacted the Airline Deregulation Act. Although China has become the world's second largest air transport system since 2006, few studies have analyzed the growth pattern and policy evolution of this important market. This paper critically reviews the development of the air transport policy of China and examines the challenges in the 21st Century. Such an investigation leads to the following conclusions: (A) the reform of China's civil aviation has been based on the national policy in socialist market economy as well as the liberalisation of air transport; (B) the substantial growth in the last three decades has been driven by economic growth as well as the transformation of China's transport industry. (C) In order to sustain the rapid and continuous development in civil aviation, China should continue to implement scientific management and development, deepen the reform and opening up and continue liberalisation.  相似文献

Nations with tourism dependant economies are becoming increasingly concerned about the inclusion of aviation in greenhouse gas mitigation policy for international bunker fuels and more recently adaptation policy proposals. The central concern is that such policies will increase the cost of traveling by air, therefore reducing visitor arrivals to long-haul, tourism-dependent destinations, often small island developing states. This study used a tourism arrivals model to examine the implications of currently proposed climate policies for the world’s most tourism dependant region – the Caribbean. Results indicate that under current proposals for both mitigation and adaptation focused climate policy, reductions in tourist arrivals from the major markets of Europe and North America would be negligible versus business as usual growth projections Only under the most stringent mitigation policy scenario. Which may portend a post-2020 policy regime, is a significant decrease in tourist arrivals predicted. Of the climate policies assessed, the adaptation policy had the potential to provide greater economic benefits to the Caribbean region.  相似文献

The countries of Association of South-East Asian Nations (ASEAN) have agreed to the formation of open skies within the region. Member countries differ widely in terms of their GDP per capita, their size, aviation policies and the strength of their aviation industries. Granted these differences, several possibilities for facilitating the move are examined. These include taking an economic approach to aviation negotiations, liberalising within sub-regional groupings, a staged framework of liberalisation, and increasing the scope for low-cost carriers to compete, possibly through development of secondary markets. Moves will also necessitate attention being given to complementary issues, such as competition and subsidy policies and ownership.  相似文献

The Open Skies agreements are in the centre of the European Union’s external aviation policy. They form the basis of liberalisation of aviation between the EU and the rest of the world, opening up markets and promoting fair competition. The progress made since the original road map in 2005 depended both on the priorities of the European side and the individual strategy of each external partner. This paper discusses the status of the EU’s aviation relations with four important partners: USA, Russia, Morocco and Turkey.Aviation liberalisation is at a different stage of maturity in the four examples. The evolution of traffic over time can give an insight into the impact that gradual liberalisation had in each case: total traffic grows faster when restrictions are lifted, but new demand is not spread equally across airports on either side. The impact on concentration, measured with the Herfindahl–Hirschman Index (HHI) at airport level, varies significantly between the various markets. Political, geographic, demographic and economic factors influence the airline network dynamics and lead to distinct patterns of expansion. Special emphasis is given to the analysis of the role of airline alliances, ownership limitations and specific obstacles such as the visa limitations and the Siberian overflight royalties.  相似文献

The tourism industry has become increasingly important as a source of revenue and employment for countries in Southeast Asia. Within the Southeast Asian region, intraregional travel has also seen an upsurge since the Asian Financial Crisis of 1997. More attention is also being paid to attract other Asian tourists from China, India, Japan and South Korea to the region. Competition to be tourism hubs in the region has seen countries such as Singapore developing an array of incentives to entice inbound foreign tourists to its shores. The aim of this paper is to examine the growing importance of India as a source of inbound tourists for countries in Southeast Asia and in particular Singapore. India is an apt case study because of its long historical and cultural links with the region. Another main motivation for examining inbound tourists from India is India's engagement with the Southeast Asian region through its ‘Look East’ policy. Following from its economic reforms and liberalisation of 1991, India has sought to strengthen economic links with ASEAN member states through a range of economic sectors including tourism. The 1991 Indian economic liberalisation has also created an upsurge of Indian business travellers who are exploring investment and business opportunities in the Southeast Asian region. With India's economic liberalisation of 1991, an expanding middle class has come to view foreign travel as a necessity. In turn, ASEAN member states, such as Singapore in particular, which is heavily dependent on its services sector, including tourism, for revenue, have chosen to regionalise its tourism operations by collaborating and investing in projects in India to woo more Indian tourists. Competition in the tourism sector among ASEAN countries has increased the urgency for Singapore to reinvent itself to attract foreign tourists and implement a number of initiatives to maintain its share of the tourism market. This paper discusses the factors that affect network connectivity and competitiveness in the European Union and Latin America/Caribbean air transport market. The methodology is based on detailed real origin and destination data that allow the calculation of levels of market concentration and segmentation, airport connectivity and network efficiency. The bilateral markets analyzed compare unfavourably with other inter-continental markets, even though the economic growth of the countries involved would suggest otherwise. The market is dominated by a small number of airports and airlines, and connectivity in several Latin American and Caribbean states is over-dependent on tourism. Geographic factors can partially explain the situation identified, while the impact of policy, especially as regards the fragmented moves towards liberalisation, is also discussed.  相似文献

Sustainable Jet Fuel (SJF) represents an important component of the airline industry's strategy to simultaneously reduce GHG emissions while meeting a growing demand for international air travel. SJFs also have the potential to provide fuel supply diversification and security, enhance fuel price stability and provide regional/rural economic development benefits. This paper measures and ranks perceived drivers and barriers to an economically viable SJF industry in a unique U.S. region, the U.S. Pacific Northwest (PNW), through personal interviews with key aviation fuel supply chain stakeholders conducted from June to September 2015. In addition to providing a fertile arena for this first effort to systematically assess these drivers and barriers, the U.S. PNW is unique due to the region's long strategic focus on aviation innovation and its importance to the regional economy, the seminal efforts in the region to outline a path forward on SJF beginning in 2010, and the relatively small population spread over a large geographic area with a limited number of “hub” airport nodes which geographically concentrates aviation fuel demand and distribution. Nineteen stakeholder interviewees acknowledge that, in order for regional SJF adoption-diffusion to occur, airline jet fuel buyers must drive the process, particularly as they deal with greenhouse gas (GHG) emission issues and related policy considerations. Important perceived barriers to SJF industry scale-up in the U.S. PNW include the high production costs of SJF and related issues, such as fuel logistics and quality control in the transport, storage, and blending of SJFs. Perceptions around chain-of-custody issues, such as blending, tracking, and crediting of SJFs and future SJF market share projections for the year 2030 were also examined. Incorporating stakeholder input into discussions about adding blended SJF into the U.S. aviation fuel supply provides needed insight for the biofuels industry, policymakers, and researchers.  相似文献

This study observed tourism development in the popular South African destination of Dullstroom, Mpumalanga, and sought to identify the significant social benefits that have been fostered as a result. Dullstroom is synonymous with fly-fishing and is well-known throughout the country for its unique natural environment that is host to diverse flora and fauna. In the South African context, the impacts generated by tourism development on local communities have remained preoccupied with the economic benefits they deliver and rarely the important social gains that may also be developed. Between October 2012 and March 2013, a qualitative research methodology was developed to capture the views and experiences of 46 local employees (predominantly Non-white, South African females) and 16 owners or managers of local tourism-focused businesses. The findings reveal that tourism development has provided a number of positive impacts and that local community members encountered a number of benefits that ventured beyond economic factors. These benefits included empowerment through capacity building and the acquisition of positions that involved a high degree of responsibility, many of which would have been otherwise unobtainable but for the support of local tourism businesses. Others were afforded opportunities to pursue formal qualifications that enabled them to pursue dreams of senior positions or even new career paths beyond Dullstroom. The platforms that enabled these outcomes are discussed from the perspectives of both employers and employees in the local tourism economy.  相似文献

Nonmarket strategy – strategic actions directed at influencing the governmental, legalregulatory, and societal environment of business – is a key factor in an airlines' competitive position yet remains relatively under-analyzed in aviation research. The COVID-19 crisis has created a heightened role for nonmarket strategy and our paper argues that in deciding how to respond to a variety of policy measures introduced by governments, airline executives need to take into account the perceived legitimacy from the flying public of their response to governments. Our paper presents an integrative framework to analyze airlines' nonmarket response to COVID-19 governmental policy measures. Using a two-by-two matrix, we identify key conceptual links between industry's nonmarket response, the health impacts of a given policy measure as well as its economic costs for the airlines. Our study concludes that, unless economic stakes in a given policy measure are high, airlines do not risk active bargaining with governments over the content of that measure. Such bargaining could trigger a delegitimation cascade: a self-reinforcing process in which key stakeholders reassess their view of airlines' conduct and the industry's broader societal impact. Bargaining is pursued when economic impacts of policy measures are high, and in that case, the choice between cooperative and adversarial posture towards the government depends on the health impact of a given policy.  相似文献

The cruise industry has become a significant component of the Uruguayan tourism economy in the last few years. The present study aims to provide a better understanding of the cruise industry by considering the expenditure of cruise ship passengers disembarking at the ports of call of Montevideo and Punta del Este as a key variable in the economic analysis of the costs and benefits. We estimate two cross-sectional regression models for cruise passenger expenditures, and show that the size of the group the visitors travel with and visitor mobility within the country are the most important variables to explain individual expenditure behaviour. We also include some management recommendations that policy-makers could implement in order to improve the economic profits from cruise ship tourism.  相似文献
