A review of 356 publications addressing internationalisation aspects of the telecommunications services industry (TSI) shows a growing body of contributions, mainly covering research themes like settlement and regulation policy, strategic alliances and incumbents’ reactions to deregulation as well as opening of markets in-depth until recently. Wireline telephony TSI has been the dominant segment in most contributions, while the mobile or broadband Internet segments only featured in more recent work. Segment characteristics like non-uniform barriers to entry, different reasons for alliances and non-uniform levels of internationalisation differentiate these TSI segments pose a number of additional questions concerning telecom firms’ internationalisation strategy and success promising for future research.  相似文献

Revolutionary technological and institutional changes, introduced since mid-seventies, are drastically altering the quiet functioning of international telecommunications markets, traditionally characterized by a strong multilateral oligopoly. In such multilateral oligopoly firms had little scope and opportunity for any form of international growth. Since the early eighties the scope for international growth of telecommunications carriers is emerging as a critical issue in international telecommunications. The economics of multinational firms and international trade make it possible to assess the role of technology gaps in the modernization process, international telecommunications tariff asymmetries and global outsourcing as the determinants of multinational growth of telecommunications carriers and their international strategies.  相似文献

Municipal electric utilities (MEUs) are increasingly expanding into telecommunications services. Such entry is interesting in several respects. First, MEUs marry two potential pathways for the growth of telecommunications access infrastructure and services: public ownership of last-mile facilities and electric power company expansion into telecommunications. Second, municipalities are key early adopters of next generation access technology in the form of both fiber-to-the-home (FTTH) and broadband wireless (e.g., WiMax) systems. Third, MEUs are at the nexus of the debate over the proper role for local government in promoting broadband Internet access. Most homes in the United States are served by investor-owned local telephone and cable television providers, using company-owned wireline infrastructure. These providers have generally opposed municipal entry, arguing that it will crowd out private investment and represents an unfair and less efficient form of competition. A number of states have acted to limit—or in some cases—to promote such entry. Before engaging in this debate, it is necessary to have a clearer picture of the current state of municipal entry and the local demographic, cost, industry, and policy factors that influence its evolution. To address this need, this paper reports the results of an empirical analysis of MEUs that provide communications services to the public. This analysis shows that MEUs are more likely to offer such services if they also provide internal communication services to support their electric utility operations (scope economies); are relatively close to metropolitan areas (lower backhaul costs); are in markets with fewer competitive alternatives (cable modem and DSL service availability limited); and which are less encumbered by regulatory barriers to entry (in communities in states which do not restrict municipal entry into telecommunication services). Of these results, the competitive impacts are the least straight-forward to interpret, suggesting richer dynamics and avenues for further research.  相似文献

Existing telecommunications technology offers alternative methods of creating and distributing written information, and of attending meetings and conventions. The author analyses the reasons why people choose how they use physical resources and shows that two unique human talents can be more effectively utilized with the aid of telecommunications. An implementation strategy for a new service such as teleconferencing is presented, together with results from trials which suggest the expected rate of adoption of similar future schemes. Finally, a success/failure criterion for new interpersonal telecommunications services is presented.  相似文献

In the UK, considerable interest has been expressed in the extent to which telecommunications could help to improve the accessibility and provision of information services in rural areas. Information services are typically provided by local and central government departments, voluntary advice agencies, and by a wide range of professional, financial, public utility and transport undertakings. It has never been particularly easy to visit service outlets in market towns, but recent changes in the organization and location of information services, together with the withdrawal of many public transport services, have caused a significant deterioration in physical accessibility. The authors summarize their research project on ‘Telecommunications and information services in rural areas’, the final report of which was submitted to the UK Department of the Environment in October 1978.  相似文献

This article examines the organisational structure and strategic plans of the African Telecommunications Union (ATU). Although the ATU has been restructured to include private telecommunications entities as associate members, it remains essentially an inter-governmental agency. The article assesses the benefits of a regional approach to telecommunications reform and proposes that regional economic organisations replace the nation states as members of the ATU. Although the goals of the ATU, as articulated in its strategic plans are laudable, clearly defined benchmarks and specific strategies to achieve them are needed to make the organisation more effective.  相似文献

This paper reviews the nature and economic significance of the activities carried on by standards development organizations (SDOs), focusing in particular upon the telecommunications and information technology standards-setting work of the government-created public and quasi-public institutions, and the international treaty organizations that constitute the formal standards sector. It documents the current sources of tension within this regime and appraises various proposals for organizational reforms. There are especially pressing needs for adaptations of the inherited institutional mechanisms for technical coordination to provide for inter-operability in the development of new telecommunication networks and services. Among the manifold sources of strain on the old structure, those which seem at once most fundamental and potentially most threatening are the recently heightened industrial perceptions of the potential strategic value of standards as tools of business competition and national policy, and the incentives for ‘institutional by-pass’ that have been created by the rapid proliferation of technological possibilities. The paper considers some alternative organizational models for negotiated standard-setting that might be able to withstand, and better harness these forces for the continued production of standards as public goods.  相似文献

In May 1979, the Alaska State Legislature passed Senate Concurrent Resolution No 35 which directed the Legislative Council to conduct a feasibility study relating to educational television. This paper studies the relationships between economic growth, telecommunications development and productivity growth of the telecommunications sector in different countries and regions of the world. In particular, this study assesses the impact of mobile telecommunications on economic growth and telecommunications productivity. The results indicate that there is a bidirectional relationship between real gross domestic product (GDP) and telecommunications development (as measured by teledensity) for European and high-income countries. However, when the impact of mobile telecommunications development on economic growth is measured separately, the bi-directional relationship is no longer restricted to European and high-income countries. This study also finds that countries in the upper-middle income group have achieved a higher average total factor productivity (TFP) growth than other countries. Countries with competition and privatization in telecommunications have achieved a higher TFP growth than those without competition and privatization. The diffusion of mobile telecommunications services is found to be a significant factor that has improved the TFP growth of the telecommunications sector in Central and Eastern Europe (CEE).  相似文献

The growing worldwide trend towards deregulation in the telecommunications industry is raising concerns about anticompetitive behaviour by the dominant carriers. This article reviews some of these concerns and gives examples of alleged anticompetitive behaviour by Canadian carriers. The author assesses the conditions under which predatory activities and foreclosure are likely to occur, and concludes that they may be made even more likely by regulation. During the past 15 years Brazil has undergone a process of rapid modernization in its telecommunications. Starting from a chaotic situation, institutional foundations were established and an ambitious development programme carried out. A fundamental piece of this programme was a planning process that proved to be flexible and adequate to handle the social and economic disparities of the country. The policies that have emerged from the planning process were implemented and provided good economic results and satisfaction to customers.  相似文献

Since 1990 the telecommunication sector in Poland has been undergoing rapid development and modernization. It is heavily dominated by Telekommunikacja Polska SA (TP SA), a state-owned company which is split into 10 regional directorates. Although TP SA enjoys a legal monopoly only over international traffic, it is a de facto monopolist in the Polish market too. Apart from difficulties in funding local telephone operations, many of the difficulties facing private competitors to TP SA focus on interconnection and pricing issues. The Anti-monopoly Office, which seeks to restrict unfair competition and restrictive business practices, has been monitoring the compliance of TP SA with the statutory standards. In its business practices TP SA has been reluctant to meet the required standards, particularly these relating to the setting of tariffs. This has been found to have a restrictive effect on the emergence of competition in the form of local operators.  相似文献

The author argues for an integrated approach to the formulation of communication policies. He suggests that the term ‘communication planning’ signals changes in attitudes to planning in general, breaking through the boundaries of technical or quantitative exclusivity into a broader, more interdisciplinary approach. After describing the main characteristics of the integrated approach, he examines the Unesco Afghanistan survey as an example of recent work on the methodology of overall communication system planning. The author then discusses the issue of technology transfer in the context of communications, and concludes with an analysis of the trend towards the international coordination of planning approaches.  相似文献

In regulating the telecommunications industry, the separation between network and retail functions, which is designed to countervail the market power of incumbent operators, is a relevant issue. Despite its importance, little empirical research has addressed the effects of such a separation. Accordingly, this paper provides insights into the consequences of the Italian communications regulatory authority's (AgCom) decision to impose this type of separation on the incumbent telecommunications operator, Telecom Italia. In particular, the studied separation is between the firm's network-related functions, and those used for provision of its communication services. The present research finds that the type of separation implemented by AgCom allows a provider to maintain the advantages of operational scale in its network structure without dampening competition in the existing market for communications services. The study also offers further empirical evidence on the advantages of a composite vs. translog function in analyzing the multiproduct cost structure of a telecommunications operator.  相似文献

Using contemporary historical data, the analysis reported in this article has evaluated the impact of the various mergers of the local exchange companies that took place between 1988 and 2001 on financial performance. Performance was measured using an important metric normally used to measure synergies of firms undergoing mergers. The analysis has revealed that the relative cash flow variable for firms worsened after mergers. If the synergy motive had been primary in influencing merger decisions, and also approvals, then the past mergers approved led to decreased performance levels and corresponding welfare losses for American consumers; thus, the mergers of communications common carriers were not in the interest of the public, the shareholders and customers. On the other hand, given the negative outcomes, views that the quiet life, hubris or a quest for possible market power motivated the mergers could be discarded. The lessons of such contemporary historical analysis have suggested that antitrust oppositions to contemporary telecommunications sector mergers may have basis in fact and salient evidence.  相似文献
