This paper provides variants of Arrow's impossibility theorem, which states that there exists no non‐dictatorial aggregation rule satisfying weak Pareto, independence of irrelevant alternatives and collective rationality. In this paper, independence of irrelevant alternatives and collective rationality are simultaneously relaxed. Weak independence is imposed instead of independence of irrelevant alternatives. Social preferences are assumed to satisfy the semi‐order properties of semi‐transitivity and the interval‐order property. We prove that there exists a vetoer when the number of alternatives is greater than or equal to six.  相似文献

A characterization of consistent collective choice rules   总被引:1,自引:0,他引:1  
We characterize a class of collective choice rules such that collective preference relations are consistent. Consistency is a weakening of transitivity and a strengthening of acyclicity requiring that there be no cycles with at least one strict preference, which excludes the possibility of a “money pump.” The properties of collective choice rules used in our characterization are unrestricted domain, strong Pareto, anonymity and neutrality. If there are at most as many individuals as there are alternatives, the axioms provide an alternative characterization of the Pareto rule. If there are more individuals than alternatives, however, further rules become available.  相似文献

It is well known that the Gibbard–Satterthwaite theorem cannot be circumvented by adding extraneous alternatives that are included in the individual preference information but are never selected. We generalize this by proving that, for any domain on which every strategy-proof rule is dictatorial, the addition of extraneous alternatives will not permit the construction of a non-dictatorial and strategy-proof rule if the new domain is a product set. We show how this result, and our other theorem, can be applied to seven families of social choice situations, including those in which more than one alternative is selected.  相似文献

Consider a committee which must select one alternative from a set of three or more alternatives. Committee members each cast a ballot which the voting procedure counts. The voting procedure is strategy-proof if it always induces every committee member to cast a ballot revealing his preference. I prove three theorems. First, every strategy-proof voting procedure is dictatorial. Second, this paper's strategy-proofness condition for voting procedures corresponds to Arrow's rationality, independence of irrelevant alternatives, non-negative response, and citizens' sovereignty conditions for social welfare functions. Third, Arrow's general possibility theorem is proven in a new manner.  相似文献

We consider the problem of selecting alternatives from a set of feasible alternatives over which each agent is endowed with a strict preference. We show that there is one and only one rule that satisfies anonymity, neutrality, efficiency, tops-only, and reinforcement. The rule is known as plurality rule, which selects the alternative(s) most preferred by the largest number of agents. I would like to thank William Thomson for helpful suggestions and discussions. This paper considers an aggregation rule when each alternative consists of elements of multiple issues. I assume that each issue-specific aggregation rule can be applied to each issue and explore whether various different issue-specific aggregation rules are compatible. When the set of alternatives has some structure (which we call a set connected by loops), there exists a powerful individual whose preference always coincides with the social ordering in every issue. As a corollary, Arrow's General Possibility Theorem is obtained.  相似文献

This paper examines aggregation procedures that map profiles of individual preferences into choice sets. An aggregation procedure is said to be “manipulable by a coalition” if there is a group of individuals, and a preference profile, such that every member of the group prefers the choice set obtained when they are misrepresenting their preferences, to the one obtained when they are honest. We show that the Pareto rule, which is an aggregation procedure that maps profiles of individual preferences into corresponding sets of Pareto optima, is not manipulable by any coalition of individuals under various behavioural assumptions which relate preferences over choice sets to preferences over alternatives. The non-manipulability of the Pareto rule by a single individual follows as a special case under these behavioural assumptions.  相似文献

Summary. The Borda rule is known to be the least vulnerable scoring rule to Condorcet inconsistency, Saari (2000). Such inconsistency occurs when the Condorcet winner (the alternative which is preferred to any other alternative by a simple majority) is not selected by the Borda rule. This note exposes the relationship between the Borda rule and the Condorcet q-majority principle as well as the Condorcet q-majority voting rule. The main result establishes that the Borda rule is Condorcet q-majority consistent when where k is the number of alternatives. The second result establishes that is the minimal degree of majority decisiveness corresponding to the Borda rule under sincere voting. The same majority is required to ensure decisiveness under the Borda rule and to ensure that a q-rule (the generalized q-majority Condorcet rule) is a voting rule. We analyze the problem of aggregating judgments over multiple issues from the perspective of whether aggregate judgments manage to efficiently use all voters' private information. While new in judgment aggregation theory, this perspective is familiar in a different body of literature about voting between two alternatives where voters' disagreements stem from conflicts of information rather than of interest. Combining the two bodies of literature, we consider a simple judgment aggregation problem and model the private information underlying voters' judgments. Assuming that voters share a preference for true collective judgments, we analyze the resulting strategic incentives and determine which voting rules efficiently use all private information. We find that in certain, but not all cases a quota rule should be used, which decides on each issue according to whether the proportion of ‘yes’ votes exceeds a particular quota.  相似文献

An aggregation rule maps each profile of individual strict preference orderings over a set of alternatives into a social ordering over that set. We call such a rule strategy-proof if misreporting one's preference never produces a different social ordering that is between the original ordering and one's own preference. After describing two examples of manipulable rules, we study in some detail three classes of strategy-proof rules: (i) rules based on a monotonic alteration of the majority relation generated by the preference profile; (ii) rules improving upon a fixed status-quo; and (iii) rules generalizing the Condorcet–Kemeny aggregation method.  相似文献

This paper identifies and illuminates a common impossibility principle underlying a number of impossibility theorems in social choice. We consider social choice correspondences assigning a choice set to each non-empty subset of social alternatives. Three simple axioms are imposed as follows: unanimity, independence of preferences over infeasible alternatives, and choice consistency with respect to choices out of all possible alternatives. With more than three social alternatives and the universal preference domain, any social choice correspondence that satisfies our axioms is serially dictatorial. A number of known impossibility theorems—including Arrow’s Impossibility Theorem, the Muller–Satterthwaite Theorem, and the impossibility theorem under strategic candidacy—follow as corollaries.  相似文献

We consider the problem of allocating indivisible goods among couples. Agents in a couple share the indivisible good assigned to them. The main result is that an allocation rule is strategy‐proof, neutral and non‐bossy if and only if it is serially dictatorial. An allocation rule is serially dictatorial if there is a priority order of couples and a function that identifies who chooses in each couple, such that for all preference profiles, a good assigned to couple i is the best element according to the preference of the identified agent in couple i among the remaining goods when the couples with higher priorities have made their choice.  相似文献

We consider collective choice from two alternatives. Ex-ante, each agent is uncertain about which alternative she prefers, and may be uncertain about the intensity of her preferences. An environment is given by a probability distribution over utility vectors that is symmetric across agents and neutral across alternatives. In many environments, the majority voting rule maximizes agents? ex-ante expected utilities among all anonymous and dominant-strategy implementable choice rules. But in some environments where the agents? utilities are stochastically correlated, other dominant-strategy choice rules are better for all agents. If utilities are stochastically independent across agents, majority voting is ex-ante optimal among all anonymous and incentive-compatible rules. To allow society to treat unequal alternatives distinctly we propose a natural extension of Approval Voting by relaxing the assumption of neutrality. According to this extension, every alternative receives ex-ante a strictly positive and finite weight. These weights may differ across alternatives. Given the voting decisions of every individual (individuals are allowed to vote for, or approve of, as many alternatives as they wish to), society elects the alternative for which the product of total number of votes times exogenous weight is maximal. If the product is maximal for more than one alternative, a pre-specified tie-breaking rule is applied. Our main result is an axiomatic characterization of this family of voting procedures.   相似文献

This note presents an alternative parameterization of any scoring rule that satisfies the score-expansion property. This parameterization is based on the vector that specifies, for every number of alternatives k, k ≥ 3, the minimal size of a coalition that can veto an alternative which is preferred by everybody outside the coalition. Our result sheds new light on the commonly used plurality and Borda rules, as well as the inverse plurality rule and any “vote for t alternatives rule”.  相似文献

Aziz and Stursberg propose an “Egalitarian Simultaneous Reservation” rule (ESR), a generalization of Serial rule, one of the most discussed mechanisms in the random assignment problem, to the more general random social choice domain. This article provides an alternative definition, or characterization, of ESR as the unique most ordinally egalitarian one. Specifically, given a lottery p over alternatives, for each agent i the author considers the total probability share in p of objects from her first k indifference classes. ESR is shown to be the unique one which leximin maximizes the vector of all such shares (calculated for all i, k). Serial rule is known to be characterized by the same property. Thus, the author provides an alternative way to show that ESR, indeed, coincides with Serial rule on the assignment domain. Moreover, since both rules are defined as the unique most ordinally egalitarian ones, the result shows that ESR is “the right way” to think about generalizing Serial rule.  相似文献

The relative majority rule is characterized, when there are only two alternatives, in terms of axioms of unanimity, reducibility, ontoness (which expresses citizen sovereignty), and no veto power (a weakening of almost unanimity). The strongest axiom is reducibility, which embodies the preference aggregation procedure that successively synthesizes two divergent preferences until divergence disappears and, therefore, unanimity can be applied.  相似文献

We show that strategy-proof allocation mechanisms for economies with public goods are dictatorial—i.e., they always select an allocation in their range that maximizes the welfare of the same single individual (the dictator). Further, strategy-proof and efficient allocation mechanisms are strongly dictatorial—i.e., they select the dictator’s preferred allocation on the entire feasible set. Thus, our results reveal the extent to which the conflict between individual incentives and other properties that may be deemed desirable (e.g., fairness, equal treatment, distributive justice) pervades resource allocation problems.  相似文献
