The Trade Restrictiveness of the Multi-Fibre Arrangement

This study uses the trade restrictiveness index (TRI) of Andersonand Neary (1990) to evaluate U.S. policy toward seven majorexporters of textiles and apparel under the Multi-Fibre Arrangement(MFA). The period covered is 1982–88. The MFA controlsthe shipment of most textile and apparel items to the UnitedStates through a system of bilaterally negotiated export quotasthat allow for annual growth. The arrangement itself was renegotiatedin 1986, with an expansion in the number of items covered andcountries included. In addition to these policy changes, changesin economic conditions during the data period altered the restrictivenessof the MFA. The TRI in principle permits all these influencesto be accounted for in a consistent manner. The TRI resultsare contrasted with the standard trade-weighted average tariffequivalent of the quotas. The correlation of the two measuresis not significantly different from zero.     

Measuring the Dynamic Gains from Trade

This article investigates the links between trade policy andeconomic growth in a panel of 57 countries between 1970 and1989. It develops a new measure of trade policy openness basedon the policy component of trade shares, using it in a simultaneousequations system to identify the effect of trade policy on severaldeterminants of growth. The results suggest a positive impactof openness on economic growth, with the accelerated accumulationof physical capital accounting for more than half the totaleffect; enhanced technology transmission and improvements inmacroeconomic policy account for smaller effects. This decompositionis robust with respect to alternative specifications and timeperiods. The article also successfully tests whether the modelexhaustively captures the effects of trade policy on growth.     

竞争政策与贸易政策的协调

在当前国际贸易环境下，竞争政策与贸易政策的协调引起了国际社会的普遍关注，WTO第四次部长会议已经同意将贸易与竞争政策的互动列为新的议题并就这一问题进行谈判。目前建立全球性的统一的竞争规则条件不成熟，现实的选择是，WTO下设的贸易与竞争政策工作组与各国竞争管理机构密切合作，先是在与贸易有关的竞争政策在执行程序方面达成一致，然后再对实质性标准进行协商，同时要从能力建设方面支持发展中国家加强竞争机构，全力考虑发展中成员和最不发达成员参加方的需要以及有关规则的灵活性。     

关于贸易保护政策选择的理论分析

贸易政策选择的纯经济分析并没有为解释现实中的贸易保护主义提供坚实有力的理论依据，这促使经济学着手从政治角度探究现实中贸易保护政策的本质——收入分配问题，以收入分配为主题，将公共选择的一些思想观点引入贸易理论，通过运用政治行为的经济分析，考察政治决策过程中贸易政策的选择和变化，贸易政策的政治经济学由此产生。其基本论点是：贸易政策的制定是国内政治经济诸因素综合作用和各国之间相互作用的结果。     

长期贸易逆差与新美元政策

长期贸易逆差不仅造成美国债务积累,影响经济增长,还会减少就业岗位,降低下一代人的福利水平.美国贸易逆差长期存在的主要原因在于美元长期被高估,以及国外官方和私人投资者大量购买美元资产所致.一般情况下,货币政策、财政政策和新美元政策的目标都是以较低的通货膨胀率和较小的贸易差额来实现充分就业和最大产出.但货币政策和财政政策侧重于就业和通货膨胀,且目前政策回旋余地非常小;而新美元政策则侧重于贸易平衡,因此,其对于减少美国贸易逆差十分重要.该政策主要包括两个方面:一是通过出售美元来购买外汇,从而使外币相对美元升值,以此来扩大出口,减少进口,缩小贸易差额.二是通过对外国资本流入征税,减少外资流入,防止美元被高估.     

基于产品内分工的贸易政策研究

当今世界贸易的一个重要特征是价值链的纵向分解和零部件等中间产品交易的迅速增长。产品内分工引致对贸易政策作用的传统分析不再有效。本文通过梳理该领域已有的研究成果,力图探寻相关的发展路径。     

论国际贸易理论的演进和战略性贸易政策的兴起

本文通过回顾国际经济学中国际贸易理论的演进路径,分析新的理论进展出现的原因和主要贡献,并探讨是否存在"新国际经济学"。     

Trade Policy and Poverty Reduction in Brazil

A multiregion computable general equilibrium model is used toevaluate the regional, multilateral, and unilateral trade policyoptions of Mercosur from the perspective of the welfare of allpotential partners in several proposed agreements. The focusfor Brazil is on poverty impacts. The results show that thepoorest households in Brazil experience gains of 1.5–5.5percent of their consumption, which are about three to fourtimes the average gains for Brazil. Protection in Brazil favorscapital-intensive manufacturing relative to unskilled labor-intensiveagriculture and manufacturing. So trade liberalization raisesthe return to unskilled labor relative to capital and disproportionatelyhelps the poor.     

中国的汇率政策和亚洲贸易

编者按:中国经济快速发展,贸易盈余不断扩大,世界贸易不平衡持续加剧,这种失衡状态不仅成为中国,而且成为世界各国近年来广泛关注的热点问题之一.本次金融危机虽然使各国经济发展步伐放缓,但世界经济的根本格局未变,在各国经济逐步走出低谷之后,预计世界贸易不平衡格局将进一步延续,对这一问题的关注将不可避免.人民币汇率升值能否改变中国和亚洲国家的贸易盈余,进而改善世界贸易不平衡状况成为问题的核心.     

转变外贸出口方式的税收政策选择

本文比较了不同外贸出口方式的税收政策,认为加工贸易出口的税收政策要优于一般贸易出口。在加工贸易出口方式中来料加工与进料加工贸易出口的税收政策也不尽一致。不均衡的外贸出口税收政策无益于我国外贸出口方式的转变,以及外贸出口的健康稳定和持续增长。为此,应以一般贸易出口为主、其他贸易出口为辅的外贸出口方针为指引,不同外贸方式的税收政策应统一;要进一步规范加工贸易出口的税收政策;实施鼓励使用国产料件的税收政策等。     

试析战略性贸易政策理论的理论基础

战略性贸易政策理论以规模收益递增和不完全竞争的市场结构为前提假设，较之传统的比较优势理论或资源禀赋理论，它能更好地解释二战后国际贸易领域里出现的亲贸易现象。战略性贸易政策理论有“利润”转移“与“外部经济”两个思想派别，并以博弈论、产业组织理论和国家经济干预思想为其理论基石。战略性贸易政策理论主要研究当代国际贸易产生的原因及战略性贸易政策的应用等问题。战略性贸易政策的理论和应用具有一些约束性条件。     

货币政策、商业信用与公司投资行为

本文利用中国上市公司数据,实证检验了不同货币政策下,商业信用对公司投资行为的影响。研究发现,在货币政策紧缩期,使用商业信用较多的公司投资增长更快,并且这一现象在投资不足的公司中体现的更加明显。进一步研究发现,对于投资不足的公司,在货币政策紧缩期,商业信用与银行借款存在替代关系,使用商业信用可以降低公司投资-现金流敏感性和现金-现金流敏感性,通过缓解融资约束实现投资增长。本文的研究结论为考察商业信用与公司投资行为的互动关系开拓了新视野。     

经济政策不确定性与公司商业信用供给

基于中国经济政策不确定性指数,本文使用2003–2015年上市公司季度数据考察经济政策不确定性如何影响公司商业信用供给决策。结果表明,经济政策不确定性的提高会显著减少公司提供的商业信用,外部融资环境和内部经营不确定性是这一影响的重要渠道。进一步分析发现,社会信任水平、地区金融发展程度和公司市场地位可以有效缓解二者之间的负向关系。而且,经济政策不确定性的提高还会导致公司缩短商业信用的供给期限。本文研究结果为宏观经济政策不确定条件下公司商业信用供给决策中成本和收益的权衡提供了新的经验证据,有助于政策制定者理解经济政策不确定性如何影响微观经济实体的财务决策。     

自由贸易港建设中的发展模式与金融政策研究

党的十九大报告提出"赋予自由贸易试验区更大改革自主权,探索建设自由贸易港",自由贸易港建设成为我国加快构建开放型经济新体制的一项重大举措。本文阐述我国特色自由贸易港建设的背景,将世界主要自由贸易港的重要功能进行"抽离",通过纵向发展与横向比较视角相结合,提炼出四种典型发展模式;立足国际视野分析自由贸易港的金融功能定位与离岸金融制度安排等金融发展经验,并就金融如何支持我国自由贸易港建设进行战略思考和政策探索。     

Measuring the Independence of Central Banks and Its Effect on Policy Outcomes

Making the central bank an agency with the mandate and reputationfor maintaining price stability is a means by which a governmentcan choose the strength of its commitment to price stability.This article develops four measures of central bank independenceand explores their relation with inflation outcomes. An aggregatelegal index is developed for four decades in 72 countries. Threeindicators of actual independence are developed: the rate ofturnover of central bank governors, an index based on a questionnaireanswered by specialists in 23 countries, and an aggregationof the legal index and the rate of turnover. Legal independence is inversely related to inflation in industrial,but not in developing, countries. In developing countries theactual frequency of change of the chief executive officer ofthe bank is a better proxy for central bank independence. Aninflation-based index of overall central bank independence contributessignificantly to explaining cross-country variations in therate of inflation.
