Neoliberal land policies such as land administration seek to improve property rights and the efficiency of land markets to boost rural economic production. Quantitative studies of pre-existing land markets can help planners to tailor these policies to local conditions. In this article we examine an extra-legal land market currently being modernized by a World Bank-sponsored land administration effort. Specifically, we use a hedonic-type revealed preference model and household survey data to estimate the factors affecting extra-legal land prices along an agricultural frontier in Petén, Guatemala. Our model indicates that land value is significantly affected by land attributes including location, tenure status, presence of water, distance to roads, and distance to landowners’ homes, and that land prices in the northwestern Petén are estimated to have risen on average 26.5% per year between 1977 and 2000. We contend that this rate of increase provides a strong incentive for colonists to speculate in land rather than invest in state sanctioned property rights. We conclude that if frontier development programs, such as land administration, are to become attractive to settlers in Petén and elsewhere, they must compete favorably with economic incentives associated with land speculation, or alternatively, target landowners who are not interested in playing the land market.  相似文献

Land regularization, the provision of state-sanctioned property rights to landowners, is an important development strategy in the Global South. Although much work has examined the effects of regularization in settled rural areas, the effects of this policy on agricultural frontiers are poorly understood. Four benefits of regularization that are predicted for settled rural areas are improved tenure security, increased land-attached investment and credit access, and more efficient land market activity. This study explores the extent to which these benefits accrue to campesino landowners and society in the early years of a regularization project implemented by a non-government organization (NGO) on an agricultural frontier in Petén, Guatemala. Based on semi-structured interviews with landowners from three rural communities in northwestern Petén and discussions with personnel from state agencies and NGOs, this study concludes that the predicted benefits of regularization are strongly constrained by socio-economic and ecological factors in the agricultural frontier region, specifically, the weak connection between legal tenure and de facto tenure security, inadequate markets, high wildfire frequency, unwillingness of banks to supply campesino landowners with formal credit, and the presence of a strong extra-legal land market.  相似文献

Degradation of natural resources in Haiti has been a growing concern to foresters, environmentalists, and local populations. Various approaches based on “participatory”, “fines and taxes” and “command and control” regulations, have been unsuccessfully implemented to persuade farm households to adopt conservation measures. Negative impacts on the welfare of farmers limit the efficiency of these approaches for forest conservation. This paper investigates alternative solutions to the problem of deforestation of Haiti using linear programming (LP) models. More specifically, this study evaluates the role of various policy instruments on large-income farm households and low-income farm households’ welfare and forest conservation in Haiti. Data from 243 farmers inside the Forêt of the Forêt des Pins Reserve are used in the empirical analysis. Results suggest that agricultural subsidies tied to environmental conservation would promote a more sustainable resource use in Forêt des Pins Reserve.  相似文献

In this paper we analyse the relations between land characteristics and land use, and their evolution in the Vallès county (Catalunya) since 1850. We reconstructed in digital format the 1850s cadastral maps of three villages (Caldes, Castellar, and Polinyà) and those made in 1950 of five villages (the previous three plus Sentmenat and Palau-Solità). For 1999 we used the available cadastral and land-use maps and conducted field surveys. We evaluated the suitability of land for the various agricultural uses (winter cereal, alfalfa, vineyard, olive, and almond orchards) considering the different land-use systems of 1850 and 1999. Forty to sixty percent of the land was more or less suitable for each of the land uses. Whilst in 1850 land used for agriculture was 46% of the total area and 29% was used for forest, these figures turned to 28% and 53%, respectively, by 1999. Urban and industrial areas now occupy 13% of the total land area and 47% of the best agricultural land. In 1850, 34% of the vineyards and 23% of the area with cereal crops were located on non-suitable or poorly suitable land for these uses. This shows a much more strict criterion for the location of cereal fields. But it also shows how the land-owning class tried to prevent further social conflicts by leasing their least suitable land for agriculture to the landless classes. In 1850 in the village of Caldes, 85% of the cereal fields were on slopes less than 20%, but 30% of the vineyards were on slopes of more than 30%, and sometimes up to 60–70%. Slopes protected with stone terraces occupied 700 ha, 43% of the land in agriculture in 1850, and 80% of that area was used for vineyards. Building of these terraces, which were generally small, required some 120,000 work days, and was undertaken on relatively soft geological materials while they disappear on the transition to competent geological materials. These results show that land characteristics influence land-use decision making and historical landscape changes. However, the extension of agriculture to non-suitable land in 1850 reflects deeper social conflicts, and required a vast labour investment in soil conservation by the poorest rural classes. The importance of terraces within this landscape and the land-use alternatives are also discussed.  相似文献

Natural Areas are biogeographical zones which reflect the geological foundation, the natural systems and processes, and the wildlife in different parts of England, and provide a framework for setting objectives for nature conservation. This paper argues, with particular reference to agro-ecosystems, that there is a need for an integrated, whole countryside approach to Natural Areas based on the principles of ‘strong’ sustainable development. In practice, this means the delineation of conservation objectives for the whole of each Natural Area and the application of policy instruments designed to address the causes of environmental loss and deterioration. The latter requires, it is argued, a structural analysis of generic environmental issues. A generic issues approach is required in order to avoid the pitfalls of environmental ‘symptom management’ (environmental managerialism), an approach which dominates current environmental and agri-environmental policy. Necessary as such discrete action programmes and measures may be as short-term ‘fire-fighting’ responses to immediate threats, environmental managerialism as a policy framework epitomises a non-holistic and ‘disintegrated’ approach to nature conservation. The paper goes on to discuss the configuration of agri-environmental policy that will be required to address generic agricultural impacts on biodiversity and the constraints and opportunities for its implementation that are likely to arise within the context of further CAP reform and the forthcoming round of WTO negotiations.  相似文献

A rebuttal is provided of David Wood's proposal to open up tropical forests to agricultural uses. Concern is raised that his proposal exaggerates the ability of forests to regenerate after agricultural uses, sacrifices tropical forests in the name of alleviating poverty and in support of large land owners, and prevents valuable potential resource use by local populations. There is misunderstanding by Wood of conservationists' postures and the cause of current deforestation. In Brazil, deforestation has occurred primarily for low productivity cattle pasture (62% of all private land in the Amazon region in ranches over 1000 hectares-ha). Only 11% of private Amazonian land was in farms of less than 100 ha; only 30% of this size farm area was involved in 1991 in deforestation, while 70% of deforestation took place on ranches over 100 ha. Mass migrations of Brazil's population from the northeast to the Transamazon Highway and from Parana to Rondonia were impelled by increasing concentration of land tenure in migrant areas, and not by population growth. The rate of deforestation has slowed due to the economic recession. A World Bank study indicates that redistributing unproductive large landholdings in northeastern Brazil would increase agricultural output by 80%. The agricultural productivity of tropic areas is not as assured; Wood's support is based on preliminary findings, which are being revised with more cautionary thinking. Wood also understates the maintenance of soil fertility with fertilizers. The issue of scale also affects the use of agroforestry and perennial crop plantations such as rubber and cacao, which can only absorb the production of small areas, due to marketing constraints and physical resource limitations. Conservationists have not effectively redirected World Bank efforts to protect environments and help the impoverished, as suggested by Wood. Forest recovery has been very slow in large cattle pastures, and would take thousands of years if the land is left undisturbed. Recovery even under traditional shifting cultivation schemes is slower than Wood recognizes. Wood's argument that deforestation is temporary is not sufficient to invalidate the claim for conservation now. Reallocation is really the same as land extensification; current practices in Brazil will not support large human populations. The solution is to develop environmental services and find other means to support rural populations in urban areas.  相似文献

Intensive forms of agriculture have been proven to cause severe environmental effects, such as soil erosion by water and wind, or the pollution of ground and surface water with nutrients and pesticides contributing to the deterioration of natural habitats and the loss in biodiversity. In order to avoid or mitigate these detrimental environmental effects, a number of conservation measures can be undertaken by farmers. However, the adoption of these measures is highly dependent on the assumed benefits and risks attached as well as the personal perception and attitude of the individual farmer.This paper presents the outcome of a survey conducted in north-eastern Germany aimed at analysing farmers’ acceptance of different conservation measures. Eleven farmers, managing more than 80% (about 13,000 ha) of the agricultural land in the chosen case study region were interviewed. Respondents were asked about their personal experiences with different environmental measures and requested to assess these measures, e.g., regarding costs, time and labour demands, attached risks, or effectiveness. They also ranked these factors in terms of importance for decision making on adoption or rejection of a new measure. The findings show that, despite of the general assumption that farmers’ decisions are mostly driven by economic rationality, costs were not the most important factor. Other factors, like associated risks, effectiveness, or time and effort necessary to implement a certain measure were equally or even more important depending on the specific situation.  相似文献

Successfully integrating human activities with ecosystem conservation forms the foundation of sustainability and is key to maintaining biological diversity. This is especially important in privately-owned lands in the U.S., which harbor high levels of biodiversity yet are often vulnerable to habitat degradation and loss. This study analyzes recreation as a sustainable use on private property, focusing on wildlife-associated recreation, defined here as fishing, hunting and wildlife watching. Eighteen national surveys implemented by three U.S. government agencies spanning 1999–2013 were analyzed to provide baseline information and an assessment of the conservation impact of recreation. Results show that approximately 440.1 million acres of private land, ∼22% of the contiguous land area of the U.S., are either leased or owned for wildlife-associated recreation. Land utilized for hunting accounts for 81% of that total. Approximately 33% of private forestland, 18% of private grazing land and 4% of private cropland is used to earn revenue from recreational activities. Annual spending for wildlife-associated recreation on private land is estimated at $814 million in day-use fees, $1.48 billion for long-term leases, and $14.8 billion to own land primarily for recreation (2011 dollars). Hunters own or lease properties of larger size classes than anglers or wildlife-watchers, indicating that hunting may provide a greater economic incentive for maintaining large unfragmented properties that provide a variety of conservation benefits. On grazing and cropland, landowners who earn income from recreation are significantly more likely to participate in government conservation programs (p < 0.001) and to pay for private conservation practices (p = 0.08). This provides support that recreation incentivizes conservation at higher rates than agricultural activities alone. Three policy measures that could further enhance conservation benefits of recreation are discussed.  相似文献

As agricultural policies affect land use, they have effects on the amount of soil erosion in agricultural regions through changes of the economic conditions of agricultural production. Prices of inputs and outputs, regulations and incentives can change, forcing or encouraging farmers to adopt new crop rotations. This paper shows how a bio-economic model can be used to describe and estimate the effects of policies on agricultural production and the risk of soil erosion at the example of a region in North-Eastern Germany. The model uses both an assessment tool that is based on a fuzzy-logic approach for the estimation of soil erosion risk of cropping practices, and a linear programming model, that simulates farmers’ economic behaviour under the assumption of gross margin maximisation being the main goal of farmers’ actions.The analysed policy options were both a targeted and an untargeted incentive programme for reduced tillage, and a restriction option where high erosive crops are not allowed on high erodible field types. The results show that policy changes can have an impact on soil erosion. Furthermore, soil conservation policies are shown to have different levels of efficiency in terms of reduced soil erosion related to the costs of the policy. In the case of this study, a restriction option was more efficient than the incentive options. The results of such simulations can serve as a decision support for the development of soil conservation policies and help to foresee the effects of general changes of agricultural policies.  相似文献

Environmental planning aims to safeguard and foster the ecological functionality of agricultural landscapes. In order to reach a sustainable development of agricultural landscapes, in addition to ecological objectives socio-economic ones also need to be considered. In this context, the authors draw attention to three points. First, whenever ecologically sensitive areas (“ecological sites”) are used for agricultural production, it is necessary to take account of the fact that farmers tend to adapt to environmental requirements by production responses outside the ecological site itself. Second, in order to identify the socially most “desirable” land-use responses it is necessary to supplement the above-mentioned environmental objectives by socio-economic ones. Third, when choosing an appropriate model for such multi-criteria decision analysis, the question of substitutability between criteria is of utmost importance. The paper discusses the above-mentioned issues against the background of a case study of environmental planning for an ecologically very valuable agricultural landscape in Germany, the Bayerisches Donauried. Two models of multi-criteria decision analysis (MCDA) are applied, one based on the “single synthesizing criterion” method, and the other one based on the “synthesis by outranking” method. The models serve to evaluate four different land-use options, using criteria mainly derived from landscape functions and weights gained from interviews with major stakeholders. The paper presents the models’ results concerning the ranking of the different land-use options and discusses the implications for agri-environmental policies and rural development planning.  相似文献

There is growing interest in Nova Scotia's Environmental Farm Plan (NS EFP) program among farmers and policy makers because of several reasons. First, effectiveness of standardized or uniform beneficial management practices in mitigating the negative environmental impacts from agriculture is limited by inherent heterogeneities in agricultural production systems. In addition, there is heightened interest in farmers generating ecological goods and services to society. This study investigates the determinants of participation in the NS EFP program. A discrete choice model of NS EFP participation was applied to a sample of 83 farmers (representing a 31% response rate). To increase relevance of the study to program administrators, the study also examined farmers’ use of various channels and sources of information on farm conservation practices. The most used sources of information on farm conservation practices include a mix of interpersonal sources and government agencies. Although online information (especially those available for free) appears to be gaining popularity in usage, overall, electronic and computer channels of information (especially radio and television) were used less compared with traditional channels of communicating farm conservation information (such as newsletters and agricultural magazines). Regression analysis suggests that farm characteristics (i.e., farm type, farm size, farm income) and farmer capacity variables (i.e., specialized training and knowledge from EFP program information sessions and workshops, and on-farm stewardship demonstrations) were significant determinants of environmental farm planning.  相似文献

This article is a case study of phase one of the World Bank's land administration project in Petén, Guatemala. Although the project's stated aims are merely to formalize an existing set of individual landed property rights, this development intervention necessarily changes the property regime, thereby changing underlying relationships that land as property embodies. Impact evaluations conducted by development economists may fail to substantively address displacement and violence that occur as a short-term effect of the project and long-term disparate impacts of the project that may exacerbate existing inequalities. The case of Petén also highlights the possibility for violent enforcement of property boundaries, where conflict surges between the disenfranchised and those who gain power under the new property regime.  相似文献

This paper compares levels of public subsidy and community stakeholders’ perspectives on American and British approaches to managing agricultural landscapes. In the US, changes in agriculture have played out on the landscape (i.e. countryside) with far less discussion about nonfood, public benefits derived from the working agricultural landscape. British stakeholders outlined a purposeful approach to landscape conservation and management programs, targeted at enhancing the agricultural system in support of landscape functions deemed to be of direct social value. In contrast, the New York stakeholder group was less comfortable with the idea of achieving a shared positive vision for the rural countryside, and more concerned with the negative consequences of agricultural production and greenfields conversion.  相似文献

Part of the Sustainability Transition Studies, this work addresses the question of the relationship between niches and regimes by examining the transition to conservation agriculture. It seeks to understand how farmers’ transition to conservation agriculture can contribute to a better understanding of the transition of agro-food systems towards sustainability. Based on an analysis of farmers’ trajectories in the Walloon region in Belgium, the paper develops the notion of insularization in order to characterize the emergence of conservation agriculture as a niche that is a dynamic process, growing from within and progressively detaching itself from the conventional agricultural regime. The analysis of farmers’ transition shows how, after an initial phase of destabilization of the conventional ploughing regime, learning and experiencing processes can lead to a transformation in soil and soil quality management perceptions. Our hypothesis is that this cognitive transformation constitutes a tipping point in the insularization process because of its effects on agricultural practices, which increase the detachment of conservation agriculture from the regime and thus embed the irreversibility and sustainability of the transition. Insularization describes an ecologizational pathway of agricultural practices endogenous to the regime that can not only lead to adaptive changes on the periphery of the system, but might also induce a deep and systemic transformation of conventional agricultural practices.  相似文献

This paper explores the significance of ‘life-worlds’ for better understanding why farmers adopt or reject soil conservation measures and for identifying basic dimensions to be covered by social learning processes in Swiss agricultural soil protection. The study showed that farmers interpret soil erosion and soil conservation measures against the background of their entire life-world. By doing so, farmers consider abstract and symbolic meanings of soil conservation. This is, soil conservation measures have to be feasible and practical in the everyday farming routine, however, they also have to correspond with their aesthetic perception, their value system and their personal and professional identities. Consequently, by switching to soil conservation measures such as no-tillage farmers have to adapt not only the routines of their daily farming life, but also their perception of the aesthetics of cultivated land, underlying values and images of themselves. Major differences between farmers who adopt and farmers who reject no-tillage were found to depend on the degree of coherence they could create between the abstract and symbolic meanings of the soil conservation measure. From this perspective, implementation of soil protection measures faces the challenge of facilitating interactions between farmers, experts and scientists at a ‘deeper’ level, with an awareness of all significant dimensions that characterise the life-world. The paper argues that a certain level of shared symbolic meaning is essential to achieving mutual understanding in social learning processes.  相似文献

目的 实现农业绿色发展,对于黄河流域高质量发展具有重要的现实意义。通过测度黄河流域农业绿色发展水平,解析其绿色发展水平的时序特征和区域差异,提出黄河流域农业绿色发展的政策建议。方法 文章运用熵权综合评价法,选取2012—2018年黄河流域面板数据,从资源节约、环境友好和高效发展三个层面构建农业绿色发展评价指标体系,评价分析黄河流域农业绿色发展水平。结果 从时序变化来看,2012年以来黄河流域农业绿色发展水平得到显著提高,农业绿色发展综合评价值从2012年的0.153提高到2018年的0.829;2018年资源节约、环境友好、高效发展的评价值分别为0.179、0.502、0.148,资源节约和高效发展是黄河流域农业绿色发展的短板;从区域差异上看,黄河流域各省区农业绿色发展水平区域差异较大,总体上呈现“上下游高中游低”的特点,2018年农业绿色发展水平最高的山东,评价值为0.528,排名最低的宁夏仅为0.317;黄河流域农业绿色发展总体水平较低,农业面源污染问题较为突出。结论 黄河流域各省区应弥补不足,缩小省域间差异;因地制宜,针对黄河流域的不同地区制定和实施差异化政策;聚焦资源节约和高效发展。  相似文献

Grasslands are among the most endangered ecosystems in the world. They supply vital resources for society, support an abundance of wildlife species, and store rich carbon reserves beneath their surfaces. Despite this, only a fraction of original grasslands in the United States now remains, and their rate of conversion to cropland has recently reaccelerated. This paper discusses opportunities that are immediately available to reduce the loss of U.S. native grasslands (i.e., prairie) and advance toward collective goals in grassland conservation. Potential solution-oriented actions include inventorying and monitoring remaining prairie, reconsidering public and private incentives for conversion and conservation, and establishing an industry-led moratorium on natural ecosystem loss. There is also a need among the engaged communities to develop unified messaging and a shared vision for grassland conservation in the U.S., such as “no prairie conversion” or “zero net loss of grasslands.” Additional tangible steps for action are outlined across the science, policy, and public-driven support arenas and offered for multiple stakeholder groups, including agricultural producers, policymakers, academics, and conservation organizations.  相似文献
