This special issue contributes to the literature on gender differences in sub‐Saharan African agriculture primarily by using new and innovative micro‐data. The first six articles have a strong focus on understanding the extent and drivers of gender differences in land productivity and use data from nationally representative household surveys that are implemented under the Living Standards Measurement Study‐Integrated Surveys on Agriculture (LSMS‐ISA) initiative. The LSMS‐ISA data are multi‐topic, with geo‐referenced household and plot locations, and information on production and identity of managers and owners at the plot level. The last two articles in the volume rely on in‐depth quantitative and qualitative case study data, which, in combination with the nationally representative data, allow for greater insights into the extent and correlates of gender differences in sub‐Saharan African agriculture. While there does seem to be persistent evidence of gender gaps, the studies find the sources of these gaps to vary within and across countries. This makes designing policies to address gender gaps more challenging, yet of crucial importance. What is clear is that the failure to directly and explicitly address the underlying causes of the disparities is likely to end up exacerbating the observed gender gaps. 相似文献

Government distribution of subsidized fertilizer in Sub‐Saharan Africa is often characterized by cumbersome administrative processes and diversion of the product from the proclaimed beneficiaries. This study uses propensity score matching techniques to analyze an input voucher program in Nigeria that was meant to demonstrate an alternative and more efficient distribution mechanism for subsidized fertilizer. We find that participants in the 2009 voucher program received more bags of subsidized fertilizer than nonparticipants and also paid significantly lower prices compared to those who purchased directly from the market. On average, however, participating in the voucher program did not improve the timeliness of fertilizer receipt or the quality of the product. Where statistically significant, participating in the program increased the likelihood that the product was received late and that some complaint about the product's quality was made. As many developing countries; particularly in Sub‐Saharan Africa adopt the use of input vouchers or scale up already existing programs, this study demonstrates when the distribution of subsidized fertilizer via vouchers improves farmers’ timely access to good and more affordable fertilizer. The lack of information as well as some misperceptions about the distinction between the welfare consequences of higher versus more volatile cereal prices has limited the effectiveness of policy interventions during the recent food crises in many developing countries. This article proposes an integrated empirical strategy to investigate and compare the different effects of these two phenomena and tests it using nationally representative household survey data from four sub‐Saharan countries. Results show that the negative impacts of a cereal price increase substantially outweigh the effects of price volatility on household welfare across the entire income distribution. The amplitude and the distribution of those effects depend heavily on specific factors, such as: the weight of food consumption over total expenditure; the budget share devoted to cereals; the substitution effect among food groups; and the relative number of net sellers versus net buyers accessing the market. We also show that volatility mainly harms the poorest quintile of the population. 相似文献

The article examines gender differences in agricultural productivity using panel data for Tanzania. At the national level, there is weak evidence of mean differences in productivity between male and female plots, but conditional on manager characteristics, plot characteristics, inputs, and crop choice, plots managed solely by a woman are consistently found less productive than all other plots. An Oaxaca‐Blinder‐type decomposition reveals that important factors explaining the gender differential are plot area and family labor. Women are able to obtain higher yields on smaller plots farmed with less male labor and more female labor and thus cover the gender gap in productivity at the aggregate level, but there are still significant unobservable factors which contribute to widening the gap. 相似文献

Across the developing world, public goods exert significant impacts on the local rural economy in general and agricultural productivity and welfare outcomes in particular. Economic and social‐cultural heterogeneity have, however, long been documented as detrimental to collective capacity to provide public goods. In particular, women are often underrepresented in local leadership and decision‐making processes, as are young adults and minority ethnic groups. While democratic principles dictate that broad civic engagement by women and other groups could improve the efficiency and effectiveness of local governance and increase public goods provision, the empirical evidence on these hypotheses is scant. This article develops a theoretical model highlighting the complexity of constructing a “fair” schedule of individual contributions, given heterogeneity in costs and benefits that accrue to people depending, for instance, on their gender, age, ethnicity, and education. The model demonstrates that representative leadership and broad participation in community organizations can mitigate the negative impacts of heterogeneity on collective capacity to provide public goods. Nationally representative household survey data from Malawi, combined with geospatial and administrative information, are used to test this hypothesis and to estimate the relationship between collective capacity for public good provision and community median estimates of maize yields and household consumption expenditures per capita. The analysis shows that similarities between the leadership and the general population in terms of gender and age, and active participation by women and young adult in community groups, alleviate the negative effects of heterogeneity and increase collective capacity, which in turn improves agriculture productivity and welfare. 相似文献

Most studies of the welfare impact of higher food prices adopt Deaton's approach, based on the first‐order effect of prices changes using income and expenditure survey data. This paper explores the impact of higher maize and food prices in Ghana and considers the sensitivity of results to changes in several assumptions. If second‐order effects are included, incorporating household response to price changes, the welfare impact of food price increases is more positive, but only modestly so. However, if we assume that marketing margins are constant in real terms rather than proportional to prices, the welfare impact is substantially more positive. These findings highlight the need for more research on the behavior of marketing margins under volatile prices. 相似文献

This article estimates how storage losses from mold, insects, and other pests, combined with liquidity constraints, influence a smallholder farm household's decision to store maize on farm after harvest. We analyze panel data from 309 smallholders in Benin covering the 2011 and 2013 harvest seasons. Results suggest that smallholders are driven to sell at harvest time for different reasons, depending on their motivation for storing. In households that report direct consumption as their primary goal for storing maize, liquidity constraints, not storage losses, reduce the amount they store. In contrast, households that store maize with the intention of selling it later in the year appear unaffected by liquidity constraints. Instead, these households store less when they expect to lose more during storage. These results suggest that policies to provide liquidity will be more helpful in motivating storage among consumption‐oriented households. Households motivated to store for later sale will benefit from modern storage technologies that mitigate the operational costs associated with storage losses. 相似文献

Voluntary sustainability standards, aimed at improving the environmental, social and economic aspects of agricultural production and trade, are becoming increasingly common. The coffee sector is a prime example, where sustainability certification could improve livelihoods for poor smallholders. However, as individual production volumes are low, smallholder farmers need to cooperate in certification as a group, which makes impact assessment more complicated. Previous empirical studies, reporting premia of up to 30%, have neglected the costs associated with group certification. We explore the issue using an agent‐based simulation of coffee producer organisations in Uganda, including the certification‐related costs for farmers. Our results suggest that certification can have a small positive impact on participating households. But the added value of certification is substantially lower than the price premium, because of certification costs. Increasing both the membership of the producer groups and their deliveries of certified coffee are necessary to improve the rewards of certification. 相似文献

Agricultural development is indispensable for poverty reduction and food security in sub‐Saharan Africa (SSA). This study investigates the impact of rice production training in a modified version of the System of Rice Intensification (SRI) on the performance of small‐scale rice farmers in a rainfed area of Tanzania. Utilizing the plot level variation, we employ propensity score matching (PSM) to assess the impact of training on technology adoption, productivity, and profitability. We also estimate a difference‐in‐differences model with plot fixed effects using recall panel data covering the periods before and after training. We found that trainees achieved an average paddy yield of 4.7 tons per hectare and rice profit of 191.5 USD per hectare on the plots where new technologies were adopted, which is higher by about 1.3–1.8 tons and 119–137 USD per hectare than on the other plots. Our study suggests the high potential of transforming favorable rainfed rice growing areas in SSA so as to achieve a rice Green Revolution through training in modern input use and improved agronomic practices. 相似文献

This study investigates the impact of different soil and water conservation (SWC) technologies on the variance of crop production in Ethiopia to determine the risk implications of the different technologies in different regions and rainfall zones. Given the production risks posed by climate change, such information can be used by decision makers to identify appropriate agricultural practices that act as a buffer against climate change. Results show that SWC investments perform differently in different rainfall areas and regions of Ethiopia and that the effectiveness of technologies such as irrigation, fertilizer, and improved seeds often depends on whether these investments are coupled with SWC measures. These results underscore the importance of the selection of appropriate combinations of technologies and careful geographical targeting when promoting and scaling up SWC technologies for adaptation to climate change. 相似文献

While pesticides–such as insecticides, fungicides, and herbicides–are often promoted as inputs that increase agricultural productivity by limiting a range of pre‐harvest losses, their use may have negative human health and labor productivity implications. We explore the relationship between pesticide use and the value of crop output at the plot level and a range of human health outcomes at the household level using large‐scale, nationally representative panel survey data from four Sub‐Saharan African countries where more than 10% of main season cultivators use pesticides. We find that pesticide use is strongly correlated with increased value of harvest, but is also correlated with higher costs associated with human illness, including increased health expenditures and time lost from work due to sickness in the recent past. We take these results as suggestive that the findings of more targeted studies are indeed generalizable beyond their original, purposively chosen samples. 相似文献

Granivorous birds, mainly the Red‐billed Quelea, have subsisted on cereal crops in Africa for centuries and have caused substantial damage. There is, however, limited recent evidence on their impact. We propose an indirect method to estimate bird‐inflicted crop losses by fitting a production function with a damage abatement component and pest intensity slope dummies on a panel database of rice farmers in the Senegal River Valley. This allows us to estimate both bird damage and marginal productivity of bird control at different levels of bird pressure. Annual bird damage is found to average around 13.2% of the potential rice production during the wet seasons of 2003–2007, which translates into an average annual economic loss of 4.7 billion FCFA (€7.1 million). Our results are consistent with farmers’ perceived bird‐inflicted crop losses, averaging 15.2%. More alarmingly, we observe declining marginal productivities of bird control under increasing bird pressure. Farmers indicate that at high bird pressure, the efficacy of traditional bird scaring methods is inadequate, which suggests that predictive (monitoring), preventive (population control) and protective (insurance) measures against massive invasions are more urgent than improving the average efficacy of curative measures (pest control). These findings are especially relevant to farmers and policy‐makers who are currently struggling to implement an ambitious food self‐sufficiency programme in Senegal. 相似文献

We analyze the price determinants of specialty coffees traded at e-auctions. We hypothesize that since specialty coffees are a highly differentiated product, prices will be determined by both sensory and reputation attributes. To test our hypotheses, we estimate a hedonic price function using data from Central and South American e-auctions and calculate the implicit prices of sensory and reputation attributes. The results show that market clearing prices are a function of sensory characteristics and reputation variables including third-party quality ranking, country of origin, coffee variety, and quantity. The additional attribute information disclosed at e-auctions results in substantially higher prices relative to conventional commodity coffee market prices. 相似文献

This article presents multi-output, multi-input total factor productivity (TFP) growth rates in agriculture for 88 countries over the 1970–2001 period, estimated with both stochastic frontier analysis (SFA) and the more commonly employed data envelopment analysis (DEA). We find results with SFA to be more plausible than with DEA, and use them to analyze trends across countries and the determinants of TFP growth in developing countries. The central finding is that policy and institutional variables, including public agricultural expenditure and proagricultural price policy reforms, are significant correlates of TFP growth. The most significant geographic correlate of TFP growth is distance to the nearest OECD country. 相似文献

Limited empirical evidence exists on how multiple binding constraints influence the adoption of improved technologies by smallholder farmers. This article uses the case of groundnut variety adoption in Uganda to investigate the role of information, seed supply, and credit constraints in conditioning technology uptake. New data from a household survey in seven groundnut growing districts (n = 945) indicate that 8% of farmers lack information on new varieties, while 18% and 6% of farmers, respectively, cannot adopt mainly due to seed supply and capital constraints. A tobit‐type specification that considers all nonadopters as being uninterested in the technology (i.e., corner solutions) would lead to inconsistent parameter estimates and incorrect conclusions in this context. We therefore estimate a modified multi‐hurdle specification of demand for new varieties, taking into account how information, seed supply, and capital constraints jointly determine adoption probability and intensity. The study reveals new empirical insights on why agricultural technology adoption in Africa has lagged behind: slow uptake is not mainly due to a lack of economic incentives, but rather a reflection of information, seed supply, and credit constraints that prevent farmers from translating their desired demand into adoption of modern varieties. Achieving the Sustainable Development Goals (SDGs) in African agriculture requires a better understanding why high levels of poverty and resource degradation persist in African agriculture despite decades of policy interventions and development projects. In this article, we hypothesize that policies need to account for the key features of the semi‐subsistence crop–livestock systems (CLS) in the region to become effective. The semi‐subsistence CLS are characterized by a high degree of biophysical and economic heterogeneity and a complex, diversified production system involving a combination of subsistence and cash crops with livestock. We investigated the potential for interventions proposed by the Government of Kenya to meet the SDGs by 2030. The analysis uses an integrated modeling approach designed to deal with the key features of these systems. A strategy that stimulates rural development, increases farm size to a sustainable level, and reduces distortions and inefficiencies in input and output markets could lead to a sustainable development pathway and achieve the SDGs for rural households dependent on CLS. 相似文献

The current global food crisis has reemphasized the costliness of Africa's failure to achieve food security and poverty reduction. The instrument by which other more successful developing countries achieved these outcomes was a “Green Revolution” in agriculture. While previous research has provided largely discursive appraisals of the viability of an African Green Revolution, this article adopts a more rigorous methodology to address that question. First, an economy‐wide multimarket model, augmented with existing poverty–growth elasticities, is developed to assess the likely impacts of a rapid acceleration in food production (of the kind witnessed in previous Green Revolutions) on food prices, consumption and demand, farmer revenue, and poverty. Our results suggest that a rapid growth in staple production, together with more integrated regional markets, would reduce food prices by roughly 20–40% for consumers and 10–20% for producers among the major crops. This translates into a large rise in farm revenues, annual agricultural growth rates of 6.5% or higher, broader income growth and food security, and over 70 million Africans being lifted out of poverty. The article concludes by emphasizing the kinds of fundamental policy actions and resources that would be required for achieving these outcomes. 相似文献

This article estimates the effect of a fertilizer voucher program on farmer participation in the private fertilizer market in Nigeria. Using a double‐hurdle model (to address corner solution challenges with estimating input demand) and a control function approach (to account for the endogeneity of subsidized fertilizer acquired), the study finds evidence that receiving subsidized fertilizer in Kano, Nigeria increased both the probability and extent of participation in the private fertilizer market. Findings demonstrate that under certain circumstances, e.g., where input dealers’ links to farmer are weak; there could be significant gains from the temporary use of voucher programs to strengthen such links. 相似文献
