From the early 1970s, the Governments of Finland, Norway, and Sweden have shown considerable concern for the plight of rural consumers consequent on the closure of small stores in sparsely populated areas. In each country, special commissions were established to consider the consequences of retail concentration and legislation has been introduced to provide aid to small retail business in rural areas. The paper examines the background to this legislation and compares and contrasts the measures adopted in each of the three countries. While the policies attempt to improve the viability of rural small stores, it is argued that the measures are essentially a special type of consumer policy and that not only is there a need for more research into the effectiveness of the policies, but that perhaps the measures ought to be extended somewhat, particularly to protect the interests of consumers in urban areas.
Staatliche Unterstützung des kleinen Einzelhandels: eine skandinavische Form von Verbraucherpolitik
Zusammenfassung Die Regierungen Finnlands, Norwegen und Schwedens befassen sich seit etwa zhen Jahren mit der Situation von Verbrauchern in dünn besiedelten ländlichen Gebieten, die sich durch das Verschwinden kleiner Ladengeschäfte verschlechtert. Es wurden Kommissionen zur Untersuchung der Auswirkungen der Konzentration im Einzelhandel gebildet und Gesetze zur Förderung des kleinen Einzelhandels in ländlichen Gebieten erlassen. Dieser Beitrag behandelt den Hintergrund dieser Entwicklung und vergleicht die in den drei Ländern angewendeten staatlichen Maßnahmen, die in ihrem Kern als eine spezielle Form von Verbraucherpolitik betrachtet werden.Der Hintergrund für solche Stützungsmaßnahmen ist gekennzeichnet durch strukturelle Veränderungen im Einzelhandel seit dem 2. Weltkrieg. Seit den 50er Jahren und verstärkt in den Jahren zwischen 1960 und 1973 ging die Zahl der traditionellen Gemischtwarenläden um bis zu 50% zurück. Die Konzentration hat dazu geführt, daß der Kolonialwarenhandel von drei bis vier Ladenketten bestimmt wird und viele ländliche Gemeinden gar keinen oder nur noch einen einzigen örtlichen Laden besitzen.Um dieser Entwicklung entgegenzuwirken, bieten alle drei Staaten Investitionszulagen für die Modernisierung und Vergrößerung von Ladengeschäften. Norwegen und Schweden gewährt darüber hinaus auch Zuschüsse zu den laufenden Kosten. Abbildung 1 (S. 200) gibt einen Überblick über die Unterschiede, die zwischen den drei Ländern bestehen, jeweils im Bereich der staatlichen Maßnahmen, der Voraussetzungen, an die die staatliche Unterstützung geknüpft sind, und der verwaltungstechnischen Abwicklung.Die Betrachtung der Auswirkungen der Unterstützungsprogramme ergibt, daß in Norwegen nahezu 50% der infragekommenden Geschäfte eine Unterstützung erhielten und das Ladensterben im Laufe der Jahre von jährlich etwa 650 auf jetzt etwa jährlich 300 verringert werden konnte. In Finnland wurden bis Ende 1977 109 Geschäfte unterstützt; außerdem richtete die Regierung 10 neue Läden ein und kaufte zusätzlich 113 mobile Verkaufsstellen. In Schweden bekamen in den ersten vier Jahren 97 Läden eine Unterstützung, durch die für 20 000 Verbraucher in ländlichen Gegenden und weitere 5000 Feriengäste die Möglichkeit notwendiger Einkäufe gesichert werden konnte.Der Beitrag plädiert für eine Erweiterung der bisherigen Maßnahmen, um auch die tieferen Probleme des kleinen Einzelhandels angehen zu können. Er stellt dabei die wichtige soziale und wirtschaftliche Rolle heraus, die der kleine Laden im ländlichen und im städtischen Bereich übernimmt. Insofern wird der skandinavischen Gesetzgebung Modellcharakter auch für andere moderne Volkswirtschaften zugesprochen.Der Beitrag schließt ab mit einigen Vorschlägen für künftige Forschung und stellt dabei vor allem heraus (a) die Kosten-Nutzen-Analyse der staatlichen Maßnahmen, (b) die Untersuchung der Reaktionen der Händler auf die Förderungsprogramme und der Auswirkungen auf die geförderten Geschäfte und (c) die Analyse der Einstellungen und des Verhaltens der Verbraucher gegenüber kleineren Geschäften, um zu ermitteln, ob diese Geschäfte den Ansprüchen und den Bedürfnissen der örtlichen Kundschaft tatsächlich besser entsprechen. Darüber hinaus richtet sich ein eher theoretisches Interesse auf die Eigenschaften, die eine Volkswirtschaft aufweisen sollte, wenn die Unterstützung des kleinen Einzelhandels zugleich ein erfolgreiches verbraucherpolitisches Instrument sein soll.

To counter the growth in online retailing, high street retailers are increasingly adopting multichannel distribution strategies, seeking to target individual consumers via both physical and electronic channels as multiple routes to purchase. In order to develop successful marketing strategies within this environment, however, an understanding of consumer selection between available purchase channels is clearly needed. This paper explores the issue of shopping mode selection from an environmental psychology perspective, applying a traditional Belkian analysis of situational variables in a longitudinal study of consumer channel selection decisions. Preliminary findings from an empirical study of consumers of a leading UK fashion retailer are reported which reveal significant differences in the prevalence of different Belkian variables between shopping modes, suggesting a major role for situational influence during the channel selection process.  相似文献

Although relationship marketing (RM) is widely discussed in contemporary marketing literature, its theoretical foundations are rarely debated. Much published work on the subject relies implicitly on behaviourist exchange theory to support major propositions. Exchange theory neatly elucidates many RM hypotheses, but cannot explain the failure of campaigns that furnish customers with increasingly generous relationship rewards. Phenomenological approaches which explore the fundamental psychodynamics of supplier/customer relationships (especially the ways in which entities inwardly construct their own meanings for their experiences) represent a powerful alternative to the behaviourist model. A business, it is suggested, is like a person in that it possesses an ego, has a collective psyche, adopts specific ego states, and occupies a particular corporate life position which helps determine the nature of its relationships with its clientele. Core propositions of transactional analysis are commandeered to categorize managerial feelings towards customers. It is concluded that positive self‐regard, corporate openness and integrity, transparency of the corporate self, genuine liking for customers, and unadulterated confidence in the propriety of the company's mission are necessary prerequisites for successful RM. Also the firm has to view RM as an entire philosophy of marketing; not merely as a set of promotional practices and techniques.  相似文献

We argue that regional differences in a large culture influence leadership effectiveness. Studying the differences and their consequences on leader–member exchange (LMX) and the employee performances in two neighboring Chinese cities, our empirical results show significant differences between group supervisors in Hong Kong and those in Shenzhen. Hong Kong supervisors apply the LMX technique more aggressively, and also more successfully than their Shenzhen counterparts in terms of improving employee performance and reducing turnover.  相似文献

The purpose of this study is to examine factors influencing consumers' attitudes toward mobile marketing across two major markets—the United States and China. Drawing upon the technology acceptance model (TAM), the theory of reasoned action (TRA), and the perceived characteristics of innovations theory (PCI), we develop and test a conceptual model examining the joint influences of TAM constructs (perceived ease of use and perceived usefulness) and individual characteristics (personal attachment, innovativeness, risk avoidance, and privacy concern) and on consumer attitudes toward mobile marketing practices. Focusing on youth consumers, we empirically test the model using data collected in an established (United States) and an emerging market (China). Findings across these two markets reflect cross‐market similarities and differences related to consumers' attitudes toward mobile marketing. © 2012 Wiley Periodicals, Inc.  相似文献

Following a review of the history and organization of farmers' markets in Costa Rica, a comparison was made of prices offered to consumers at farmers' markets, produce markets and supermarkets in Costa Rica. Findings reveal there are substantial price savings to Costa Rican consumers that shop at local farmers' markets for fruit and vegetables compared to produce markets and supermarkets.  相似文献

Small and medium enterprises (SMEs) play a significant role in the growth of the economy. Many SMEs have set up activities beyond their home markets, and their role is more important in contributing to future growth. They are confronted with international competition and forced to compete in international markets. In this study, authors have categorized obstacles to firm internalization as internal and external barriers. The three dimensions of external barriers include governmental and economic political/legal barriers, procedural, and currency barriers, and task and socio-cultural barriers. The internal barriers considered for the purpose of the study were informational barrier, managerial barriers, financial barriers, and marketing barriers. Authors have used adapted scale from previous researches in these domains. Database accumulated the SMEs that were involved in manufacturing activities in the state of Rajasthan, India. The measurement model is a confirmatory factor analysis. The measures used within this study were within the acceptable levels supporting the reliability of the constructs. The analysis of the data revealed that there was moderate correlation between the external and internal factors. Within the external factors, procedural and currency barriers showed the highest obstacle for SMEs in their pursuit for internationalization followed by task and socio-cultural factors. Results specified that the entrepreneurs were not able to handle and manage foreign exchange fluctuations due to their lack of knowledge in this field.  相似文献

Growing corporate internationalization and the emergence of environmental concerns are two of the main trends in the business world. This paper analyzes whether strategies for environmental protection can help small and medium enterprises (SMEs) as they internationalize their activities through exports. Personal interviews were conducted with 123 general managers of exporting SMEs from the Spanish food industry. The results show a relationship between advanced environmental strategies and export intensity for the sampled firms. However, the size of firm plays a role in this relationship, as the relationship between advanced environmental strategies and exports is stronger with an increase in the size of the SMEs. Authors discuss implications of these results for practitioners and future research.  相似文献

Analysis with reports from more than 56,000 consumers across 38 countries reveals that social comparison (upward/downward) moderates the relationship between consumption restriction and life satisfaction. Specifically, insufficient access to goods and services combined with the likelihood of making upward social comparisons lowers life satisfaction??this negative consequence also is exacerbated by poverty. Most studies focus on wealthier consumers given importance of material abundance to affluent lifestyles; this investigation suggests that materialism also influences lives of impoverished consumers. Challenging our conventional wisdom, these results reveal that social comparisons are significantly more powerful determinants of life satisfaction for people in much poorer, developing societies than for people in more affluent societies. Specifically, compared to their affluent counterparts, impoverished consumers experience greater decreases in life satisfaction when their access to goods and services is lower than others within their societies.  相似文献

Product bundling is an increasingly important marketing strategy within many industries, and consumer influence on companies' ranges of product bundles is, thus, becoming an important issue. The aim of this study was to investigate product bundling strategies consumers are exposed to by some selected companies in the Swedish automobile, travel and banking industries. Bundling strategies were considered in relation to business orientation as well as the consumer's potential to influence the product bundles offered by these companies. Fourteen qualitative telephone interviews were conducted with senior representatives from the three sectors. Interview respondents were selected in cooperation with their respective companies. Results underwent interpretative analysis, and the findings indicated that business orientation is linked to product bundling techniques and to the type of customer influence on product bundling. Consumers were exposed to mixed and complementary bundling strategies, and customers of companies that apply a market orientation were found to have greater opportunities to influence product bundles directly, whereas companies that apply a production‐oriented approach were less able to respond to their customers' wishes. Consumer influence on the product bundles of production‐oriented companies was found to be of a more indirect nature.  相似文献

The most important findings of a research project on consumer organizations in the FRG point to the necessity for an alternative orientation in consumer policy in circumstances of economic crisis. During the thirty years of their existence, consumer organizations have specialized in educating the consumer about the rules under which the market operates and have requested the suppliers to comply with these rules. The organizations are faced today, however, with the situation that the process of interaction between producer and consumer functions only to a limited extent as an instrument for securing the satisfaction of wants. Many indicators show that the dynamics of economic development are taking a hold on more and more spheres of life and are jeopardizing the substance of natural and social living conditions. The inquiry shows that the consumer organizations, in contrast to the numerous initiatives of those affected, have gained no effective access to this problem. This reinforces the tendency towards an unfruitful polarization between grassroots-oriented forms of protest and traditional, in part publicly financed and institutionalized, interest representation structures.
Verbraucherpolitische Alternativen: Eine Untersuchung der Verbraucherorganisationen in der Bundesrepublik
Zusammenfassung Gegenstand des Forschungsprojektes waren Alternativen der Verbraucherpolitik und der Organisierung von Verbraucherinteressen in der Bundesrepublik Deutschland. Innerhalbe eines kooperativen Arbeitszusammenhangs von 6 Forschungsteams bildet das Projekt einen Bestandteil des Verbundes EMPIRISCHE VERBRAUCHERFORSCHUNG. Die hier thesenhaft referierten Ergebnisse beziehen sich auf die Evaluation unterschiedlicher Verbraucherorganisationen in der BRD (Arbeitsgemeinschaft der Verbraucher, Verbraucherzentralen, Stiftung Warentest, Stiftung Verbraucherinstitut).Die Verbraucherorganisationen stehen gegenwärtig vor dem Problem, daß aus dem Umfeld von Konsum und Reproduktion Problemlagen entstanden sind, die mit der traditionellen Orientierung der Verbraucherorganisation an Markt und Wettbewerb allein nicht mehr effizient zu bearbeiten sind. Umwelt- und Gesundheitsgefährdung, Verknappung der Rohstoffe sowie die Zerstörung traditioneller Lebens- und Kommunikationsformen bilden Stichworte einer gesellschaftlichen Diskussion, die als Indikator dafür zu werten ist, daß die Dynamik der ökonomischen Entwicklung auf immer mehr Lebensbereiche übergreift und natürliche und soziale Lebensbedingungen in der Substanz gefährdet. Die Ergebnisse zeigen, daß die Verbraucherorganisationen bisher keinen effizienten Zugang zu diesen Problemen gefunden haben und so die Tendenz zu einer unfruchtbaren Polarisierung zwischen basisorientierten Formen des Protestes und den traditionellen, teilweise öffentlich finanzierten und institutionalisierten Strukturen der Interessenvertretung verstärkt wird. Die Untersuchung geht daher der Frage nach, ob die für die gesellschaftliche Integration wichtigen intermediären Organisation so organisiert werden können, daß sie ihre Vermittlungsfunktion zwischen den zentralen gesellschaftlichen Entscheidungsprozessen und der Ebene alltäglicher Betroffenheit nicht verlieren. Dem stehen die korporatistischen Beziehungen zwischen den Verbraucherorganisationen und der Bürokratie entgegen, über die sich gegenwärtig die staatliche Option der Rückverweisung ökonomischer, sozialer und gesellschaftspolitischer Problemlagen an den Steuerungsmechanismus der Marktregulation auch in der Verbraucherpolitik durchsetzt. Ein deutlicher Hinweis ist die Tendenz zur Ökonomiesierung der Verbraucherorganisationen. Mit der zunehmenden Umstellung auf kommerzielle Angebote an Verbraucherinformation drohen sie zu Dienstleistungsunternehmen zu entarten. Der Alternativentwurf zielt darauf ab, daß die Verbraucherorganisationen, entgegen der bisherigen Konzentration auf Probleme des formalen Austauschprozesses zwischen Produzenten und Konsumenten, neue und u.U. konfliktäre Problemfelder des Konsumbereiches zum Selektionskriterium ihrer Tätigkeit machen. Soweit hierbei disparitäre Bedürfnisbereiche und nicht Marktprozesse den Ausgangspunkt bilden, wird die Orientierung der Verbraucherpolitik an Markt und Wettbewerb in Teilbereichen durch die Bedürfnisorientierung ergänzt.

Seatbelts and child restraints can reduce deaths resulting from road traffic crashes, and are one of the risk factors being targeted by the Road Safety in 10 Countries project in Mexico. This study quantifies the prevalence of restraint use in two of the intervention sites (Guadalajara-Zapopan and León) and one comparison site (Cuernavaca). Three rounds of roadside observations were conducted between November 2010 and January 2012. The overall prevalence of seatbelt use was 45.0% (95% CI = 44.3–45.7) amongst all occupants ≥10 years of age in the three cities. Child restraint use in children <5 years of age ranged from 7.9 to 17.4%. Two rounds of surveys were administered to all road traffic injury (RTI) victims presenting at a tertiary hospital in each city; RTI victims had lower seatbelt use than the general population (31% vs 42%, p = 0.037). This study demonstrates the need for further targeted intervention to increase use of these highly efficacious safety devices in Mexico.  相似文献

While lack of scale economies have traditionally limited the use of human capital programs among small and medium enterprises (SMEs), outsourcing models have recently emerged to provide cost-effective access to these programs. Drawing on the diffusion of innovation literature, we apply the rational accounts model and institutional theory to examine why SMEs differ in their willingness to use newly available human capital programs. We specifically examine the impact of SME size on the adoption of human capital innovations. Using survey and archival data from over 400 SMEs, we found broad support for the integrated approach we propose.  相似文献

We develop a model of a small economy whose residents choose whether to borrow in domestic or foreign currency. The central bank, in turn, chooses fixed or flexible exchange rates, taking the currency denomination of debts as given. We characterize the simultaneous determination of portfolios and exchange rate regime. Both floating and fixed rates can occur as equilibrium outcomes. “Fear of floating” may emerge endogenously and in association with a currency mismatch in assets and liabilities. If equilibria with both fixed rates and floating rates coexist, the latter is Pareto superior. Lessons for current “de-dollarization” proposals are discussed.  相似文献
