A previous study developed a framework for choosing among groups of policy mechanisms for encouraging environmentally beneficial land-use change. The framework highlights that these choices should depend on the relative levels of private (or internal) net benefits, and public (or external) net benefits. Incentive-based mechanisms (polluter-pays and/or beneficiary-pays) and extension need to be targeted carefully to appropriate projects—where private net benefits are close to zero, and/or public net benefits are more extremely positive or negative. This article focuses on policy mechanisms that alter the net benefits of changing land management, including R&D to develop new technologies, and training to improve the skill of landholders at using existing technologies. These policy options are now treated more comprehensively within the public benefits: private benefits framework. Benefits of technology-change projects can include reductions in the opportunity cost of compliance with environmental programs, increases in the public benefits of a particular type of land-use change, or improvements in private net benefits, resulting in public benefits through greater or more rapid adoption by private landholders. From an environmental management perspective, technology development is most relevant where public net benefits of land use change are positive and private net benefits are negative, but not highly negative. There is a set of projects for which technology change is the only viable alternative to no action, highlighting the importance of technology change in these cases.  相似文献

Continued overexploitation of natural resources and the associated impacts of climate change threaten the sustainability and biodiversity of our global social-ecological systems. ‘Integrated landscape approaches’ are governance strategies that attempt to reconcile multiple and conflicting land-use claims to harmonize the needs of people and the environment and establish more sustainable and equitable multi-functional landscapes. Such approaches have gained prominence in recent conservation and development discourse, but critics have suggested a need for evidence of effectiveness to bridge knowledge-implementation gaps. Here we review the recent literature to provide a brief update on developments in the science and practice of landscape approaches, primarily in the tropics. We show that despite considerable enthusiasm for landscape approaches, the evidence base within the scientific literature remains poorly developed. Future application of landscape approaches requires concerted transdisciplinary actions that connect scales of governance to address the complex political economies in contested tropical landscapes. We highlight important challenges and opportunities for landscape approach implementation, particularly related to bridging sectorial and disciplinary divides, engaging the private sector, and monitoring landscape performance.  相似文献

Compared to studies evaluating the benefits from agricultural research, there are relatively few empirical studies of the net economic benefits of agricultural extension, and even fewer that consider both public and private sector extension effort. In this study we examine regional differences in the adoption of lupins in Western Australia (WA) in order to estimate the net economic benefits of public and private sector extension. Impacts of extension and other variables on adoption were analysed for 40 shires using multivariate regression analysis. The results suggest that both public and private extension activities influenced farmer uptake of lupins, particularly by bringing forward the start time of the diffusion curve. Economic benefits of extension, based on the statistical analysis, were combined with costs of extension estimated from public sector records and surveys of private sector extension agents and used to estimate the net present value of extension investments by the public and private sectors in the study area.  相似文献

Peri-urban agricultural landscapes around the world are undergoing rapid transformation due to urban expansion. While some landscape values are being protected by current land-use planning frameworks, we know little about the broader values and attitudes of the urban public shaping this transformation. The structure of the values assigned to peri-urban agricultural landscapes by residents of Melbourne, Australia was explored and related to stated landscape preferences and people's underlying values. Exploratory factor analysis was used to categorise assigned values in multifunctional, food and native biota groups, and stated preferences for photographs into four landscape categories: intensive landscapes, extensive landscapes, high tree cover and plantations. The structure of underlying personal values closely resembled other studies of environmental value orientations. Multiple regression analysis revealed that preferences for all landscape categories were predicted strongly by multifunctional assigned values. Significant relationships were also evident between all assigned value groups and the biospheric underlying value orientation. Attitudes towards residential development approaches were also related significantly to assigned but not underlying values. Assigned values appear therefore to mediate between underlying values and attitudes towards peri-urban landscapes. This research demonstrates that peri-urban agricultural landscapes are perceived as multifunctional systems by the urban public and are valued for a range of functions not typically included in land use policies. This study also suggests that in the context of rapid land use change, a variety of landscape types should be retained on the urban fringe for their benefit to the urban public, and synergies promoted between landscape functions.  相似文献

Agricultural landscapes deliver multiple, highly valued goods such as cultural amenities, biodiversity conservation and climate stability. These goods are often delivered as side-effects of farmers' production decisions driven by broad-scale, supranational changes in agricultural, trade or other policies. Human well-being is thus affected in ways not taken into account in these macro-policy decisions. To avoid this policy failure, there is a growing demand for the valuation of broad-scale changes in public goods by the general public. For this purpose, context-rich valuation scenarios at this broad scale need to be developed which are empirically-based, policy-relevant and understandable by the general public. In this way, respondents are focused on actual trade-offs rather than invited to give symbolic reactions. This paper presents and discusses a valuation framework developed to fulfil these criteria. The approach is based on a typology of Macro-Regional Agri-Environmental Problems (MRAEP). Each MRAEP is defined by: (1) prevailing farming systems and agricultural landscapes; (2) current levels of public-good delivery; (3) expected direction of land-use change; and (4) expected effects of such change on public-good provision in each macro-region. Multivariate analysis of EU-wide data on agricultural landscapes and farming-systems led to identify thirteen macro-regions in the EU. Current public-good provision was described using public-good indicators. Only those public goods that are expected to change or could be improved by available policy options (core public goods) were used to generate choice alternatives for survey respondents. The paper ends by discussing innovative elements in the proposed approach, achievements, shortcomings and possible policy uses.  相似文献

Environmental planning aims to safeguard and foster the ecological functionality of agricultural landscapes. In order to reach a sustainable development of agricultural landscapes, in addition to ecological objectives socio-economic ones also need to be considered. In this context, the authors draw attention to three points. First, whenever ecologically sensitive areas (“ecological sites”) are used for agricultural production, it is necessary to take account of the fact that farmers tend to adapt to environmental requirements by production responses outside the ecological site itself. Second, in order to identify the socially most “desirable” land-use responses it is necessary to supplement the above-mentioned environmental objectives by socio-economic ones. Third, when choosing an appropriate model for such multi-criteria decision analysis, the question of substitutability between criteria is of utmost importance. The paper discusses the above-mentioned issues against the background of a case study of environmental planning for an ecologically very valuable agricultural landscape in Germany, the Bayerisches Donauried. Two models of multi-criteria decision analysis (MCDA) are applied, one based on the “single synthesizing criterion” method, and the other one based on the “synthesis by outranking” method. The models serve to evaluate four different land-use options, using criteria mainly derived from landscape functions and weights gained from interviews with major stakeholders. The paper presents the models’ results concerning the ranking of the different land-use options and discusses the implications for agri-environmental policies and rural development planning.  相似文献

We employ an integrated spatial economic model to assess the net private and public benefits of converting marginal agricultural land into forest plantations (afforestation) in New Zealand. For numerous locations, we conduct policy analysis considering the magnitudes of net private and public benefits of land use changes to determine whether a policy response is justified and, if so, to identify the appropriate policy instruments to encourage adoption of afforestation. Net private benefit is commonly negative, so much so, that in most cases no policy response is justified. However, in certain cases, net private benefits are slightly negative and public benefits are significantly positive justifying the use of positive incentives as the most appropriate policy instrument to encourage afforestation in New Zealand. The most commonly used policy instruments for afforestation in New Zealand, extension and awareness training, are found to be appropriate in only a minority of situations.  相似文献

Human-induced changes in the natural environment are affecting the provision of ecosystem goods and services (EGS). Land use plans rarely include the value of public ecosystem services such as climate regulation and biodiversity due to difficulties in valuing these services. In this study, we assessed total economic value for five important ecosystem goods and services under five future land-use scenarios using varying levels of costs, prices and discount rates. Results indicated that at higher discount rates normally applied to commercial activities, and assuming the current prices for goods and services, net present value (NPV) was highest for landscape management scenarios aimed at maximising agricultural production. Potential income from services such as carbon and biodiversity does not offset projected income lost from agriculture due to land-use changes. At higher discount rates, NPV was negative for the two scenarios aimed at enhancing the longer term ecological sustainability of the landscape. These results indicate that income from carbon sequestration and biodiversity conservation would need to be considerably higher than current levels in order to justify focusing management of this landscape on ecological outcomes. At lower discount rates (at levels normally associated with public investments), the more ecologically appropriate ‘mosaic farming system’ had the highest NPV, indicating that this type of system might be attractive for investors interested in longer term return horizons or wider public benefits. Higher income from carbon or biodiversity, or increased return from timber by using high value tree species, could potentially make more ecologically appropriate systems profitable at higher discount rates.  相似文献

The paper aims to comprehensively analyze key issues of current land use in China. It identifies the major land-use problems when China is undergoing rapid urbanization. Then, the paper interprets and assesses the related land-use policies: requisition-compensation balance of arable land, increasing vs. decreasing balance of urban-rural built land, reserved land system within land requisition, rural land consolidation and economical and intensive land use. The paper finds that current policies are targeting specific problems while being implemented in parallel. There is lacking a framework that incorporates all the policies. The paper finally indicates the current land-use challenges and proposes strategic land-use policy system to guide sustainable land use in the future.  相似文献

Land-use change can significantly affect the provision of ecosystem services. On a local scale, zoning laws and other land-use regulations are commonly used to influence land-use change, but their effectiveness is often unclear. We evaluate the effectiveness of local land-use planning in concentrating development and minimizing impacts in riparian areas. We use spatially-explicit land cover data from the USGS Land Cover Trends project to measure development and disturbance rates before and after implementation of Oregon’s land-use planning system. We apply a difference-in-difference estimator to address the problem of non-random assignment of regulations on the landscape. We find that land-use laws in Oregon have concentrated development inside of UGBs and lowered development rates in riparian areas. However, disturbance in riparian areas has increased inside of UGBs. Overall, our findings suggest that local land-use planning can be an effective tool for promoting the provision of non-market ecosystem services.  相似文献

Farmland preservation is a topic of much discussion in many areas of the United States, but of little action. Only 1.6 million acres of U.S. farmland are permanently protected nationwide, a number not too different from some estimates of annual losses of farmland to development. While a number of studies have estimated the non-market benefits of preserved farmland (cf. Wichelns, D., Kline, J.D., 1993. The impact of parcel characteristics on the cost of development rights. Agricultural and Resource Economics Review 22 (October) 150–158), this study is the first to focus on the potential for a market for farmland preservation. Using primary data collected from farmers and citizens specifically to address this issue, we estimate the supply of and demand for farmland for preservation. Separate models are estimated for both privately and publicly run preservation programs. Demand is estimated under private-voluntary, public-voluntary, and public-mandatory scenarios. The results show that both public and private programs can be successful. The market capable of preserving the most acres is a tax-funded, state-run program which could permanently preserve over 200,000 acres in 5 years.  相似文献

This paper compares levels of public subsidy and community stakeholders’ perspectives on American and British approaches to managing agricultural landscapes. In the US, changes in agriculture have played out on the landscape (i.e. countryside) with far less discussion about nonfood, public benefits derived from the working agricultural landscape. British stakeholders outlined a purposeful approach to landscape conservation and management programs, targeted at enhancing the agricultural system in support of landscape functions deemed to be of direct social value. In contrast, the New York stakeholder group was less comfortable with the idea of achieving a shared positive vision for the rural countryside, and more concerned with the negative consequences of agricultural production and greenfields conversion.  相似文献

Traditional rural biotopes (TRBs) are threatened habitats that host significant biodiversity and several ecosystem services, and depend on active management such as low-intensity grazing. The current study explores private landowners’ decision-making on TRB management and abandonment within a social-ecological system framework. We provide insight into supporting resilience of TRB systems in the face of agricultural modernization. Using a mixed methods approach with content analysis and Q analysis, we demonstrate that TRB management fosters cultural, biological, aesthetic, and utilitarian values. These are reflected in different ways through conservationist’s, profit-oriented farmer’s, landscape manager’s, and landscape admirer’s discourses on TRB management. Overall, management reinforces landowners’ place attachment, and reflects an approach to landscapes as spatial representations of cultural heritage and identity over multiple generations. Landowners consider TRB pasturage and its social-ecological outcomes motivating and rewarding. Giving up grazing cattle and perceived bureaucracy of national agri-environment scheme contribute to TRB abandonment. Landowners point out that current policies detach TRB management from what is seen as “regular agriculture”, and the focus on monetary compensation bypasses the multiple values tied to TRB management. Based on our results, we suggest that promoting TRBs requires reconfiguring the current arrangement of remedial management payments and adopting a more participatory governance approach. Locally, resilience of TRB systems relies on the connections between landowners and landscapes that foster sense of place and landscape identity, which can be supported by knowledge sharing and collaborative grazing efforts among landowners.  相似文献

In many countries, electricity transmission networks are being upgraded and developed arising from policies aiming to decarbonise energy systems. However, new power lines are often controversial, due to their perceived negative impacts on rural landscapes. Despite the fact that visual impacts are an important element of public objections, to date, little research has analysed public preferences for alternative pylon designs, as well as investigating the social and psychological factors that might explain such preferences. This paper sought to address this gap, informed by research on public acceptance of renewable energy technologies, using a survey conducted with a representative sample of UK adults (n = 1519). The findings indicate that the ‘T-pylon’ design, winner of a recent competition, was most strongly preferred and the one most perceived to fit with a rural landscape, by comparison to the conventional ‘A frame’ design and a ‘Totem’ design shortlisted in the competition. Linear regression analyses indicated three factors that explained perceived fit, regardless of the designs: lower levels of educational attainment, positive general attitudes towards transmission lines and higher levels of trust in National Grid were associated with positive perceptions of fit of the pylons in a rural landscape. Finally, findings concerning public support for diverse mitigation measures indicated that the use of alternative designs was less supported than burying new powerlines underground and routing pylons away from homes and schools. The implications of these results for more sustainable grid networks are discussed.  相似文献

This article develops a theoretical model to analyze the spatial targeting of incentives for the restoration of forested landscapes when wildlife habitat can be enhanced by reducing fragmentation. The key theoretical result is that the marginal net benefits of increasing forest can be convex, in which case corner solutions—converting either none or all of the agricultural land in a section to forest—may be optimal. Corner solutions are directly linked to the spatial process determining habitat benefits and the regulator's incomplete information regarding landowner opportunity costs. We present findings from large-scale empirical landscape simulations that support our key theoretical results.  相似文献

The rural landscape is “the dwelling place” of rural residents who generate a unique landscape through their daily activities. In order to strengthen the resident-led landscape management in rural areas, this study intends to gauge how and to what extent such rural landscapes are unique, as these landscapes are not easily appraised by existing landscape assessments that rely mainly on visual criteria, and suggest residents’ perception should be consider in the landscape planning. To conduct this study, residents’ subjective perceptions, in contrast with experts’ perceptions, were collected via a survey method referred to as photo-elicitation with walking. The survey revealed various everyday landscape objects perceived by the residents as meaningful, as well as scenes where visual characteristics were prominent. The results of survey also demonstrated that the residents are relatively insensitive to the visual and physical characteristics of landscapes objects, while sensitive to the “relationship” with the landscapes formed through the residents’ experiences. This pattern of sensitivity appears to be linked to the residents’ consideration of the landscape as a kinetic “dwelling place” rather than a static image. This pattern can be regarded as the reason residents perceive meaning in everyday landscapes. The results of this study suggest that by interpreting rural landscapes as everyday landscapes, landscape planning and management could be adapted to fit the needs and perceptions of rural residents and could, therefore, provide a basis for sustainable resident-led landscape management methods in connection with the everyday lives of rural residents.  相似文献

Human activities such as urban densification, soil sealing and the spread of service infrastructure are altering the quality and quantity of ecosystems. They are depleting natural capital, like water supply and air quality, on which society depends. To preserve natural capital, the European Commission is promoting new land-use policies, one of which is Green Infrastructure (GI). It has been postulated that GI planning can promote sustainable land-use by supporting a wide range of ecosystem services. Research conducted in the GREEN SURGE project (FP7-ENV.2013.6.2-5-603567) has suggested that a number of tangible benefits accrue when GI planning is implemented at different spatial scales. In support of this, GI has been conceptualized in a case study in Southern Italy using the Driving force–Pressure–State–Impact–Response (DPSIR) framework. This framework was employed to promote the GI approach with the aim of ensuring sustainable land development without compromising natural capital. In fact, the DPSIR framework used in the case study shows how GI, through the provision of ecosystem services, is a response to various critical environmental issues. Despite known limitations as reported in the literature, the DPSIR framework was selected for its simplicity in representing and reporting the interactions between the environment and society. Given the complexity of environmental issues and the presence of various stakeholders involved in decision-making processes, DPSIR provides planning professionals with a streamlined tool to develop strategic solutions for sustainable land-use and for promoting societal wellbeing.  相似文献

This paper highlights land use changes in the agricultural sector of Peninsular Malaysia. Since rational land use necessitates consideration of alternatives in relation to the natural potential of the land, the author examines the land resource inventory based on soil suitability and land utilization. This is followed by a discussion of land use changes brought about by public sector land development agencies and the private sector. The present work explores the synergies between socio-metabolic energy use and landscape patterns, starting from the hypothesis that there is a complex and changing relationship between the efficiency in both the societal use of energy, and land-use, and the ecosystem functioning of the whole land matrix of the Barcelona Metropolitan Region (BMR). It first compares changes in the social metabolism (i.e. the total energy or material throughput of the economy) and in landscape structure and function from 1850 to the present in three municipalities of the Vallès county (N of the BMR), as a first attempt to establish a link between the societal uses of land and energy together with their impact on landscape patterns. Secondly, the study explores the role of natural versus rural landscapes on the maintaining of basic functional properties such as connectivity in the whole BMR. We base our analyses on parametric methodologies that describe both structural and functional properties of landscapes, aimed at assessing the landscape efficiency of both energy-use and land-use planning. The first comparison reveals that the simultaneous loss of energy efficiency and land-use efficiency from the mid-19th century to present can be tracked by changes in the functional landscape structure. The second study shows the importance of the traditional rural landscapes in maintaining the ecological quality of non-built-up land. In consequence, the organized complexity of the land system necessary to host biodiversity and basic ecological processes cannot be guaranteed if the agro-forestry mosaic is not taken into account, together with the network of protected areas.  相似文献
