This study examines the changing role of the public sector in Turkey with regard to housing provision since 1950, and particularly since 2000, and seeks to clarify how public intervention has affected housing provision and urban development dynamics in major cities. Three periods may be identified, with central government acting as a regulator in a first period characterized by a ‘housing boom’. During the second period, from 1980 to 2000, a new mass housing law spurred construction activity, although the main beneficiaries of the housing fund tended to be the middle classes. After 2000, contrary to emerging trends in both Northern and Southern European countries, the public sector in Turkey became actively involved in housing provision. During this process, new housing estates were created on greenfield sites on the outskirts of cities, instead of efforts being made to rehabilitate, restore or renew existing housing stock in the cities. Meanwhile, the concept of ‘urban regeneration’ has been opportunistically incorporated into the planning agenda of the public sector, and — under the pretext of regenerating squatter housing areas — existing residents have been moved out, while channels for community participation have been bypassed.  相似文献

Since the late 1990s, the ‘urban citizenship’ literature has accentuated the burgeoning potential of the city as host to more democratic interpretations of citizenship. A more recent literature highlighted the ‘local trap’ in such assumptions, arguing that the local cannot exist outside of neoliberalization. This article examines some of the recent institutional transformations in Istanbul's local government and seeks to understand where these might be situated in this discussion. Three institutions dealing with disability are scrutinized with regard to their power dynamics, discourses and practices. The argument is that, although superficially such developments seem to represent some of the tendencies highlighted by the urban citizenship literature (in terms of their scale, timing and appeal to a group previously excluded from modern citizenship), deeper analysis shows that these often promote charity‐ rather than rights‐based approaches. This is because the push factors in the emergence of these institutions are not the urban struggles on the part of the disability community, but rather the ruling party's populism, the impact of supranational agencies and the demands of non‐disabled residents at district level. Each of the three institutions examined is shaped primarily by one factor, leading to differing degrees of charity‐ and rights‐based practices. Arguments concerning the prospects of more democratic interpretations of citizenship at local level need to consider experiences in diverse settings.  相似文献

This article shows how the transformation of Istanbul's entertainment industry and of Beyo?lu, Istanbul's oldest, largest and the most diverse entertainment district, represents and reproduces spatial and economic divisions in the city. We argue that these differences also become compounded and intertwined with distinctions in consumption and taste. Taking a simultaneous look at the spatial, economic and symbolic transformations of the entertainment industry enables us to understand how and why these intense divisions emerge, and what kind of contestations, rationalizations and resistance strategies are at work in this transformation. A major contribution of this article is to document and discuss the political economy of the process of urban transformation in the city through the lens of the entertainment industry, providing an interesting case of ‘neoliberalism on the ground'. Examining the neoliberalization of nightlife in a relatively understudied context, Istanbul, also reveals that its segmentation and spatial inequality are not just determined by political economy but are also constitutive of it. By adding the concept of ‘image consumption' and taste distinctions into the analysis, the article also uncovers the symbolic nature of the ongoing transformations. Finally, exploring Beyo?lu as a district in transition with persistent contestations contributes, in turn, to the right to the city debate.  相似文献

The symbolic and physical map of Istanbul has undergone dramatic shifts over the past four decades. Squatters—the persistent underdogs in this huge metropolis—have mounted an attack against established economic and cultural hierarchies. This challenge has transformed the structures of symbolic violence through the production of an alternative urban space (contentious neighborhoods and districts, teahouses, innovative district and street layouts, and ‘Islamic’ internal and external architecture). In the process, the meanings of urbanity and provinciality, of secularity and Islam, have been altered—and stigma, along with urban rent, has been systematically redistributed (although redistribution has been far from egalitarian). The dominant sectors ultimately absorbed the attack: squatters remained subordinated, but the terms of subordination have changed. A synthesis of Bourdieu and (a geographically revised) Gramsci sheds light on this process of challenge and absorption in and through urban space.  相似文献

Squatting as a housing strategy and as a tool of urban social movements accompanies the development of capitalist cities worldwide. We argue that the dynamics of squatter movements are directly connected to strategies of urban renewal in that movement conjunctures occur when urban regimes are in crisis. An analysis of the history of Berlin squatter movements, their political context and their effects on urban policies since the 1970s, clearly shows how massive mobilizations at the beginning of the 1980s and in the early 1990s developed in a context of transition in regimes of urban renewal. The crisis of Fordist city planning at the end of the 1970s provoked a movement of \"rehab squatting\" ('Instandbesetzung'), which contributed to the institutionalization of \"cautious urban renewal\" ('behutsame Stadterneuerung') in an important way. The second rupture in Berlin's urban renewal became apparent in 1989 and 1990, when the necessity of restoring whole inner-city districts constituted a new, budget-straining challenge for urban policymaking. Whilst in the 1980s the squatter movement became a central condition for and a political factor of the transition to \"cautious urban renewal,\" in the 1990s large-scale squatting — mainly in the eastern parts of the city — is better understood as an alien element in times of neoliberal urban restructuring.  相似文献

The remediation and redevelopment of industrially contaminated land are complex challenges for urban regions worldwide. Yet the literature on urban brownfields mostly addresses this as a technical problem through dichotomic and anthropocentric terms, contrasting the passive and negative role of the contamination as a toxic entity in the ground with the active and positive roles assigned to human actors such as planners, developers and communities. This article contests this prevalent view by tracing in detail debates concerning the remediation of three highly contaminated military-industrial brownfield sites in the Tel Aviv metropolitan region. Drawing on notions of ontological multiplicity and enactment from science and technology studies and on qualitative analysis of a vast database of planning protocols and court hearings alongside interviews with key stakeholders, we uncover how contamination is enacted in multiple ways as mobile/immobile, unified/fragmented, remediable/irremediable. Furthermore, following one of our field's inherent controversies—whether to fully map the contamination prior to planning the sites—the article highlights the attempts to regulate this multiplicity and replace it with a single coherent contamination. By acknowledging the multiple enactments of contamination, our approach offers a more nuanced understanding that could help stakeholders rethink the remediation and redevelopment of urban brownfields beyond simplistic technical solutions or neoliberal policy imperatives.  相似文献

Gentrification in China is intertwined with urban redevelopment, which causes the large‐scale displacement of rural–urban migrants from ‘villages in the city’ (ViCs). Because of the informality of ViCs, migrant renters have very insecure tenancy and during redevelopment they are treated as a negligible (‘invisible’) social group. As they are very difficult to locate after displacement, they are also literally invisible to researchers. To make the invisible visible, this study traced a sample of displaced migrants from Huangbeiling village in Shenzhen. The focus was on the displacement process and on identifying the consequences for the displaced. We found various forms of displacement during the redevelopment process. Nearby ViCs were prioritized by displaced migrants to minimize as much utility loss as possible. However, they generally suffer from decreased proximity, increased living costs, and the loss of social networks and job opportunities. Remarkably, some choose to return to the gentrifying village, enduring displacement in situ caused by increasing rents, drastic physical neighbourhood changes and declining liveability, in exchange for retaining their original social and economic networks. Large‐scale urban redevelopment is causing the rapid shrinkage of informal housing. Recognizing and addressing the housing needs of this impoverished social group is a matter of urgency.  相似文献

This introductory symposium article develops a framework for an urban political reading and a theorization of urban uprisings. We argue that there is a need to foreground the notion of the urban political as central to the theoretical and practical demands of urban research today. First, we revisit critical urban theory in light of recent urban insurrections and point out a lack of sustained theoretical engagement with the political. Second, based on this critique, we argue for what we call a ‘re‐centring of the urban political' to rethink urban theory in ways that consider the city as a site of political encounter, interruption and experimentation, even when, or perhaps especially when, these ways fall outside institutional forms or lack the organizational form or legitimacy of social movements. Thus, we attempt to place politics at the heart of radical urban political theory and practice today in order to make sense of urban subjects, events and claims that elude established government practices and institutionalized structures.  相似文献

In the early stages of welfare planning, the Kuwaiti state restricted equal access to its housing programs in neighborhoods outside the city. The subsequent demographic shift, caused by a Kuwaiti exodus to the ‘suburbs' and non‐Kuwaiti urban labor migration, prompted calls for housing schemes to encourage city living for citizens. Georges Candilis's proposal for a residential neighborhood in Kuwait City emerged from this context. This article examining Candilis's unrealized project also offers a critical perspective on Kuwait's unbalanced housing policies. From this analysis, it draws observations on the role of architects and their limited impact on policies established by decision‐making networks within the welfare state. Seen from this perspective, the Candilis project bears witness to broader socio‐economic agendas that privileged some groups while marginalizing or excluding others.  相似文献

A burgeoning literature looks into the processes and actors involved in the adoption and emulation of best practices and models of urban policy and development across the globe, often with the aim of attracting investment and making cities more competitive. With its focus on leisure, tourism and global capital, the redevelopment of the Bay of Luanda, in the capital of Angola, echoes the rhetoric, policies and projects underpinning such practices. Yet, a deeper interrogation reveals that the redevelopment forms part of a predominantly inward‐looking project driven by the highest echelons of the national government and its ruling party. While these actors mimic and appropriate the language and tools of entrepreneurial cities, their aim is not necessarily to make the city more internationally competitive but to achieve domestic political legitimacy and stability. The argument presented in this article builds on McCann's ( 2013 ) call for scholars to also consider the ‘introspective’ politics of urban policy boosterism from the perspective of a context in which power is highly centralized. The article thus contributes to a growing literature that advances more adequate and provincialized theorizations of urban policy and city governance in the global South, with a particular focus on the African context.  相似文献
