This research focuses on the effects of public sponsorship, and regional infrastructure on the emergence and survival of new organizations. Propositions are tested regarding the joint effects of sponsorship and infrastructure on industrial development in a randomly selected sample of fourteen regions. The data include six measures of infrastructure, sponsorship as measured by the total dollars spent for economic development and their individual and joint effects on the number of firms and employees in high technology industries for the years 1965, 1970, 1975, 1980 and 1984. This preliminary analysis suggests that variation in the infrastructure and level of sponsorship within a region is related to the birth and survival of new organizations.  相似文献

In the real world firms operate in more than one market and consequently can exploit scope economies and/or demand complementarities. Introducing multi-product firms in the picture makes the standard assumption that more competition is always beneficial for social welfare less clear-cut. In this paper we show that a concentrated structure can be socially preferable in the presence of scope economies, whereas a fragmented structure has to be preferred when products are close substitutes. We also identify either analytically or numerically the socially optimal market structure when aggregate output (and then consumer surplus) or total welfare are used as ranking criteria. The analysis is useful for discussing which market structure should be favored by policy makers aimed at introducing competition in sectors which were previously monopolized by state-owned firms. To that respect, our findings point out that not only the level (number of firms) but also the form (type of firms) of competition matters.  相似文献

This article is written in the context of current British interest in management training and development, in which an emphasis on competency is viewed critically, as technically oriented, with little attention paid to ethics and moral values. It is suggested that a concern for ethics in management development can be expressed in terms of four requisite management attributes or qualities: theoretical knowledge and understanding; affective qualities; personal and interpersonal skills; and self-knowledge. Following Kohlberg's work on moral development, the cultivation of these attributes is viewed as a life-span process involving three broadly defined forms of management development practice, each appropriate to different circumstances and stages in a learner's career. Entrepreneurship,Innovation and Economic Growth: Evidence from GEM data   总被引:8,自引:0,他引:8  
Studies on the impact of technological innovation on growth have been largely mute on the role ofnew firm formation. Using cross-sectional data on the 37 countries participating in GEM 2002, this paper uses an augmented Cobb–Douglas production to explore firm formation and technological innovation as separate determinants of growth. One area of interest is the contrast between different types of entrepreneurial activities as measured using GEM Total Entrepreneurial Activity (TEA) rates – high growth potential TEA, necessity TEA, opportunity TEA and overall TEA. Of the four types of entrepreneurship, only high growth potential entrepreneurship is found to have a significant impact on economic growth. This finding is consistent with extant findings in the literature that it is fast growing new firms, not new firms in general, that accounted for most of the new job creation by small and medium enterprises in advanced countries.  相似文献

Recently McCuddy and Peery (1996) have suggested that business students may not respond the same way to unfamiliar business ethical dilemmas as they would to more familiar academic ethical dilemmas. The purpose of this study was to present the same students with both unfamiliar business dilemmas as well as possibly more familiar academic dilemmas in order to examine this issue.Findings of the study revealed that students did not exhibit different perceptions of the unethical actions performed in the academic and accounting/business ethical vignettes. However, the students indicated that both they and their peers would be more likely to act unethically to resolve the dilemmas in the accounting/business cases than in the academic cases. This finding is troubling in that it suggests that students either feel less compelled to act ethically in business, or that they perceive that ethical standards in the business world are generally low when compared to their current educational environment. In addition, the students in the study maintained the same halo effect (i.e., the difference between an individual's perception of their likelihood of performing an unethical action compared to their perception of their peers' likelihood to perform the same unethical action) across the two types of ethical dilemma.  相似文献

This essay is an attempt to clarify the meaning of capitalism and to argue that this form of economic pattern will survive in the U.S. in the twentieth century. Capitalism should not be viewed as an abstraction which implies a religion, an ideology, a form of government, or a moral philosophy, but rather the private ownership of capital. Marx was wrong when he predicted the speedy decay of the capitalistic system in the West and when he claimed that a competitive system will lead to servitude and poverty for the masses; on the contrary, the American economic system is a grand success. Part of this success resulted from natural resources; part from America's being one of the largest free-trade areas; and part from the economic system, so-called capitalism, by which we have governed ourselves. The outcome is a greater measure of freedom, prosperity, leisure, and industrial sophistication. These achievements are hardly paralleled by any of the advanced countries of the world. There is a growing volume of literature that points to the potential for small technology-based firms to achieve substantial employment growth. As a direct consequence of such work this sector of any economy has attracted increasing attention from national and local Governments concerned with finding ways of revitalising economically deprived localities and creating employment opportunities. This paper provides up-to-date empirical evidence surrounding the ability of small high-technology firms to create additional jobs in Great Britain. In addition, key founder and business characteristics are isolated which are significantly associated with employment change in growing high-technology firms over the 1986 to 1992 period. With respect to factors influencing these high levels of employment growth, a high firm size (in 1986) was found to act positively on employment growth, as was a graduate level education for the key founder. On the finance side firms which had access to and used a multiplicity of sources of start-up finance tended to grow faster. Futher, on the basis of our results we would suggest (and recommend) a Government policy which at the firm level actively encourages high-technology firm start-ups (who record higher rates of survival than firms in more conventional sectors) as well as providing support for existing high-technology firms who have already demonstrated the inclination and ability to grow in employment size.  相似文献

Conclusion This paper has presented the case that small firms deserve greater attention from economists who, in the past, have been interested primarily in larger firms.It is argued that it is unjustifiable to regard the small firm as simply a scaled-down version of a large firm. Instead, in several important areas of economics the small firm behaves in a way which is the opposite to that proposed by conventional theory, calibrated upon the large firm sector. For example it is shown that Gibrat's Law does not apply to the small firm sector. It is also argued that entry by new firms does not necessarily take place when profitability in that industry increases.Given that the small firm sector is becoming of increasing importance in the creation of wealth and employment in most developed countries the paper begins to sketch out the factors which influence the motivations and aspirations of the owners of these businesses and explores their implications for conventional economics.In particular it discusses the role of multiple ownership of small businesses by entrepreneurs. It argues that this little researched topic requires more investigation by theorists to investigate the factors influencing entrepreneurs decisions on the appropriate portfolio of businesses to be owned.This paper has benefitted from the many helpful comments received from Zoltan Acs, Hans-Jurgen Ewers and others attending the symposium. The author introduces constructs based on neo-classical and socio-economic assumptions, and argues that board-management relations should be characterized by both independence and interdependence. Interdependence is especially important in small firms. The article presents a model of directorates from research about directorates based on agency theory assumptions. This model is supplemented with constructs from the theory of contractual relations. Whilst traditional literature tends to focus upon independence from an agency theory perspective, this article argues that it is necessary to use more than one dimension of attributes regarding the board-management relations in order to understand the board's contribution to company performance, and that trust and solidarity is especially important in small firms. Board-management relations described by simultaneous independence and interdependence are proposed to give the highest contribution to company performance. The theoretical propositions are exemplified and supported by results of a field survey of directorates in small firms.  相似文献

The purpose of this paper is to provide some new and useful perspectives to assist our understanding of the job creation process; especially of the relative capacities of small and large firms to create jobs.Through an initial discussion of components of change analysis, it is shown that (dynamic) job change can often be attributed to (static) size cohorts of firms in an illogical fashion. Also, change which results from firms oscillating in and out of neighbouring size cohorts has continued to be confused with shifts in employment levels which are of a long term nature.Job generation analysis has tended to ignore the role of the stable firm. However, both small and large firms, which tend to exhibit low levels of internal job change, are performing a fundamental and important task in terms of simply sustaining jobs.In the author's opinion, traditional methodologies used to investigate job creation in any economy have tended to distort our understanding of job creation and loss. Recommendations for alternatives, especially those which incorporate a temporal element into the job variable, are put forward.  相似文献

International entrepreneurship (IE) research has commonly neglected significant perspectives applied by international business scholars. Explanations for the emergence and growth of international entrepreneurial firms largely focus on the resource-based view and the network perspective. While these approaches are useful, we suggest that IE would benefit significantly from a greater emphasis on its international nature. Therefore, theories of international business should be employed in conjunction with other approaches in order to appropriately emphasize the international character, holistically study the IE notion, and considerably broaden the scope of IE examination. This paper presents a negotiation model that includes value creation. It shows that creative negotiation efforts tend to intensify toward the deadline, and that the deadline is determined endogenously by the tension between two motives, creating more value and claiming from existing value. When the parties can present misleading offers in order to claim rather than create value, the outcome in early negotiation rounds may display an impasse where any proposal is rejected without inspection, while negotiation activities such as value creation through sincere offers and inspection of clauses intensify toward the deadline.  相似文献

Three general types of problems entail different strategies. Continuing to seek solutions to tame problems when we face messes, let alone wicked problems, is potentially catastrophic hence fundamentally irresponsible. In our turbulent times, it is therefore becoming a strategic necessity to learn how to solve the right problems.

But then, you may agree that it becomes morally objectionable for the planner to treat a wicked problem as though it were a tame one, or to tame a wicked problem prematurely, or to refuse to recognize the inherent wickedness of social problems. Rittel and Webber (1973).

Timing is becoming a new source of competitive advantage. The business press extols the benefits of faster product development. This paper examines whether competitive advantage can be gained by reducing development time across all types of new products or whether this advantage is restricted to certain types of new products. It proposes that product innovativeness moderates the relationship between development time and initial market performance. A survey of 110 small manufacturing firms in computer related industries supports the hypothesis. The survey findings indicate that a firm must guard against over- or under-development of the new product since product innovativeness was found to influence the impact of development time on market performance. The implications for managers are: beware of bringing a new product that is too much, too early or too little, too late.  相似文献

This article examines the ethical implications of Ian Mitroff's scholarly contribution to the study of Organizational Communication. Although Mitroff does not specifically ground his work in ethics, this article considers an ethic of choicemaking to be a significant interpretive key for understanding the contribution of his research. In addition, this article provides another conceptual key for understanding the considerable quantity of Mitroff's work by organizing it around three major themes: science, decision-making, and myth. The goal of this article is to make explicit two conceptual keys to Mitroff's scholarship, an ethic of choice and a three-fold division of his work that exemplifies his commitment to maximizing choice in organizational settings. Ronald C. Arnett is Academic Dean at Manchester College in Indiana. He has won Recipient of Outstanding Article of Year Award in Religious Communication, 1979, and Elected Vice-Chair Elect of Communication Ethics Commission of Speech Communication Association in 1986. In this paper it is argued that even though the consumer cannot (anymore) be reduced to a homo oeconomicus, competition law is the cornerstone of consumer law and that the decentralised application of EC competition law since 1 May 2004 (pursuant to Regulation 1/2003) gives new opportunities for an effective application of the EC competition rules to the benefit of consumers. While the EC Treaty (and the future Constitution for Europe) aim to protect consumers in the framework of the internal market programme, as well as on the basis of a genuine consumer protection policy, it is submitted that an effective competition policy remains crucial for consumers in a market economy. Consumer interests are generally diffuse and therefore difficult to protect via legal procedures. Nevertheless a further development of remedies which are already available in Community law (nullity of restrictive agreements, claims for damages, actions for a cease and desist order, and so on) will contribute to an increased application of the competition rules in the interest of consumers.  相似文献

This paper examines the moral responsibilities of physicians, toward themselves and their colleagues, their students and patients, and society, in terms of the nature and exercise of professional self-regulation. Some of the author's close encounters with cases involving research misconduct, behavioral impairment or deviance, and medical practice at the moral margin, are described to illustrate why, in Freidson's words, physicians are a delinquent community with respect to the ways they meet their responsibility to govern the competence and conduct of their members. In Norway, a lively mass media debate, together with legal deregulation, has caused shops to extend their opening hours. In addition, the same debate slightly influenced consumer demand for extended opening hours. Consumer demand also changed in response to the actual extension of opening hours, an effect which was stronger than the mass media effect. In some cases, the demand for extended opening hours appears to have been based upon objective needs, in other cases upon subjective desires. Underlying the debate and the deregulation there must be some basic phenomena connected to the general economic and cultural development in society, since the appearance of the opening hours issue on the political agenda has occurred more or less simultaneously in several European countries.
Änderungen beim Bedarf nach Ladenöffnungszeiten in Norwegen — verbraucherpolitische Implikationen
Zusammenfassung Die Liberalisierung der Regelung der Ladenöffnungszeiten und eine lebhafte Debatte darüber in den Massenmedien hat in Norwegen viele Läden zu einer Ausweitung ihrer Öffnungszeiten veranlaßt. Auch der Wunsch der Konsumenten nach verlängerten Öffnungszeiten wurde durch diese Debatte leicht beeinflußt. Stärker allerdings wurde dieser Wunsch durch die tatsächliche Ausweitung der Öffnungszeiten beeinflußt. Man kann sogar sagen, daß das Angebot verlängerter Öffnungszeiten die entsprechende Nachfrage erst geschaffen hat und nicht umgekehrt. In manchen Fällen dürfte die Nachfrage nach längeren Öffnungszeiten auf objektive Bedürfnisse, in anderen Fällen auf subjektive Wünsche zurückgehen.Forschungsergebnisse zeigen, daß der Wunsch von Konsumenten nach längeren Öffnungszeiten umso stärker ist, je dichter besiedelt das Gebiet ist, in dem sie leben. Ferner zeigt sich, daß jüngere Konsumenten längere Öffnungszeiten (bei Geschäften und bei Banken) haben wollen als ältere. Ähnliches gilt für politisch konservativ eingestellte Konsumenten und für solche, die lange Arbeitszeiten haben. Andererseits gibt es aber auch Konsumenten, die eigentlich einen objektiven Bedarf nach längeren Öffnungszeiten haben müßten, diese subjektiv aber nicht wünschen (z. B. solche, deren Arbeitszeit die Ladenöffnungszeiten überstreicht). Diese Einstellung resultiert vermutlich aus traditionellen Denkformen und aus empfundenen Konflikten zwischen Verbraucher- und Arbeitsinteressen. Manche Konsumenten äußern ausdrücklich ihre Solidarität mit den Beschäftigten in den Geschäften, deren Arbeitszeit von den Änderungen der Öffnungszeiten berührt wird. Wenn andererseits ein Wunsch nach längeren Öffnungszeiten tatsächlich besteht, so steht dahinter häufig das stärker empfundene eigene Verbraucherinteresse, häufig werden aber längere Öffnungszeiten einfach nur als bequem und attraktiv empfunden.

This paper provides a preliminary study of the way in which the births and deaths of firms interactover time. It uses the retailing sector as a case study, although the results also have relevance for other sectors. Section I of the paper introduces the background to the paper. Section II provides a non mathematical theoretical framework for analysing the births/deaths interrelationship. It identifies three separate types of effect operative in these interrelationships: the competition, multiplier and Marshall (life cycle) effects. The data used in this study (Value Added Tax registrations and deregistrations) and their limitations are considered in Section III. Section IV presents the preliminary empirical results. This section utilises panel data vector autoregression techniques to identify the salient birth-death relationships. The final section concludes the paper and draws out possible policy conclusions.
