One of the most sensitive criteria for gauging the degree of socio-economic prosperity of an urban settlement is the ability to sustain stable rates of population growth by attracting newcomers and retaining existing population. The present paper argues that after reaching a particular size (on the average, 20–30, 000 residents), urban localities n Israel tend to experience substantial changes in components of their annual population growth. Starting with this inflection point, the growth of settlements gradually becomes less dependent on natural causes (birth and death rates) than on the ability to attract newcomers and retain current residents. On the basis of this conclusion, a strategy of "redirecting priorities" to developing the peripheral regions of the country is suggested. This strategy proposes the concentration of state and local financial resources on selected development Settlements until they reach the above population threshold and become more attractive for newcomers, followed by the sequential transfer of this support to other small urban localities in frontier areas. Although the present analysis was restricted to urban settlements in Israel, the mode of analysis and its applications for planning policy may be applicable to regional and urban physical planning elsewhere.  相似文献

Cities confronted with unsustainable development and climatic changes are increasingly turning to green infrastructure as an approach for growth and climate risk management. In this context, recent scholarly attention has been paid to gentrification, real‐estate speculation and resident displacement in the context of sustainability and green planning in the global North. Yet we know little about the environmental‐justice implications of green infrastructure planning in the context of self‐built settlements of the global South. To what extent do green infrastructure interventions produce or exacerbate urban socio‐spatial inequities in self‐built settlements? Through the analysis of a greenbelt project, an emblematic case of green infrastructure planning in Medellín, we argue that, as the Municipality of Medellín is containing and beautifying low‐income neighborhoods through grabbing part of their territories and turning them into green landscapes of privilege and pleasure, communities are becoming dispossessed of their greatest assets—location, land and social capital. In the process, community land is transformed into a new form of aesthetically controlled and ordered nature for the middle and upper classes and for tourists. By contrast, communities’ planning alternatives reveal how green planning can better address growth and climate risks in tandem with equitable community development.  相似文献

This article details the evolving social and spatial dynamics of a planning approach that is now being used to regulate irregular or informal settlements in the conservation zone of Xochimilco in the Federal District of Mexico City. As part of the elaboration of ‘normative’ planning policies and practices, this approach counts, maps and then classifies irregular settlements into different categories with distinct land‐use regularization possibilities. These spatial calculations establish a continuum of ‘gray’ spaces, placing many settlements in a kind of planning limbo on so‐called ‘green’ conservation land. The research suggests that these spatial calculations are now an important part of enacting land‐use planning and presenting a useful ‘technical’ veneer through which the state negotiates competing claims to space. Based on a case study of an irregular settlement, the article examines how the state is implicated in the production and regulation of irregularity as part of a larger strategy of spatial governance. The research explores how planning ‘knowledges’ and ‘techniques’ help to create fragmented but ‘governable’ spaces that force communities to compete for land‐use regularization. The analysis raises questions about the conception of informality as something that, among other things, simply takes place outside of the formal planning system.  相似文献

在分析城市人居环境系统构成的基础上,构建了人居环境质量评价指标体系,利用熵值法对1991-2005年徐州市区的人居环境质量进行了分析与评价。结果表明,1990年代以来,徐州市区人居环境质量有了较大的提升和改善,并据此就徐州市区城市规划、基础设施建设、生态环境建设和保护等方面,提出了优化人居环境的措施和对策。  相似文献

随着中国社会经济的发展,近年来很多地区都经历着快速的城市化,一些大中城市出现了普遍的非自然性产业演替过程,这个过程中又伴随着城市人口的迅速膨胀和城市面积的急剧扩张,多种因素的共同作用使得中国一些大城市面临着不同程度的人口空间失配问题.论文通过对北京市不同区域内3个社区进行实地调研,在考察了各个社区内部居民通勤方式和工作可通达度之后得出关于北京市空间失配情况的结论,建议规划部门和房地产开发企业对新出现的空间失配现象给予足够重视,调整按照旧有城市发展进程设定的规划或开发选址思路.  相似文献

Since 1980, population trends in Australia have indicated new patterns of urbanization involving substantial growth not only in the dominant conurbations, but also in suburban areas and in an extensive coastal zone (Paris, 1994). Comparisons can be made with the emergence of post-suburban forms and processes in other parts of the world (Kling et. al., 1991). The principal aim of this paper is to present an analysis of some of the major local development conflicts and planning and environmental protection issues that are being faced by developers, planners and local communities as the urban restructuring of Australia takes place. The paper draws on evidence of urbanization on the upper North Coast of New South Wales and provides a detailed examination of two shires in the region — Ballina and Byron — where a study was carried out by the authors in 1994 and 1995. Previous research on the population and development trends in Australia is reviewed to provide a context within which the patterns in New South Wales and its North Coast may be placed, and a discussion is presented of the implications of new development with reference to Ballina Shire and Byron Shire. The usefulness of the postfordist model as an explanatory framework for examining these post-suburban landscapes and contested space issues on the North Coast of NSW is also explored.  相似文献

ABSTRACT. The spatial distribution of households and firms, or urban spatial structure, is a core element of the study of urban economics and the crucial determinant of commuting patterns. This paper examines developments in the analysis of urban spatial structure and commuting are related to the urban labour market—that is the analysis of labour supply and labour demand in a spatial context. These developments have been overlooked in the traditional approach to urban structure and commuting where most attention has been devoted to the markets for land and housing rather than the market for labour. Yet a little reflection suggests that the labour market might have a great deal to do with the location decisions of households and firms, and hence with commuting patterns. We argue that much criticism of the economic analysis of urban structure and commuting can be addressed by explicit incorporation of the labour market into the conventional model of urban location. This criticism includes findings that the theory cannot explain the tendency for richer households to live farther from the central business district and commute farther to work (Wheaton, 1977) and findings of substantial unexplained or 'wasteful' commuting according to conventional theory (Hamilton, 1982). The paper begins by outlining the basic model of residential location and commuting (Section 2). We then consider extensions that involve the introduction of labour supply decisions and which determine the value of commuting time (Section 3). More recent extensions involve the introduction of decentralized workplaces (Section 4) and, logically, the issues of job search and migration (Section 5). We conclude with a summary of the progress in incorporating labour market behaviour into the analysis of urban structure and commuting and our suggestions for further research in this area.  相似文献

In cities in the global South, internally displaced persons (IDPs) often end up in marginalized places created by uneven processes of urbanization. While IDPs experience similar disadvantages to the urban poor living in these places, they face additional vulnerabilities related to their displacement. Building on insights from urban studies and forced migration studies, we argue in this article that a multidimensional understanding of urban marginality is a useful analytical lens with which to examine the conditions of urban IDPs. Based on multi-sited ethnographic research in Kersa and Sululta IDP settlements of Ethiopia, this study reveals how IDPs experience similar spatial, social and symbolic marginality in different urban contexts. Our findings show the relational manifestation of segregation, social distance and stigmatization that impede IDPs’ access to urban space and services. This study also highlights how these dimensions of marginality interact and reproduce an additional layer of marginality. Our research suggests the need for inclusive urban governance in which IDPs contribute to and benefit from urbanization as citizens.  相似文献

首先介绍了在西方城市经济理论中被广泛接受的单中心城市空间结构静态模型。然后,利用比较静态分析方法(comparativestaticanalysis),分析区位、居民收入及交通费用(区位,居民收入及交通费用为模型的外生变量(exogenousvariable))对价格和房屋消费量(价格和房屋消费量为模型的内生变量(endogenousvariable))的影响。最后,理论模型通过引进一般住房生产函数,推导出土地价格及资本密度(即建筑高度)的空间变化规律。通过对城市经济模型进一步分析(对极值条件或解的微分解析分析)得出地价(地租),资本密度(或称容积率),人口密度的空间分布规律,这些规律对城市规划,城市政策,引进市场原则和价格机制来提高城市土地利用效率都有理论指导意义。  相似文献

随着"疏散化"趋势的到来,我国大都市地区所呈现的集聚与扩散趋势逐渐明显。以我国128个大都市区为例,对其经济发展在空间上的集散特征进行空间自相关分析。全局莫兰指数表明,2000年至2017年我国大都市区经济发展整体上呈现显著的集聚特征,但是集聚程度呈现下降的趋势。从东中西和东北地区角度看,东部地区和东北地区均具有显著的扩散趋势,但是原因不同;中部大都市区的集聚程度具有下降的趋势;而西部大都市区具有显著集聚上升的趋势。空间计量分析结果表明,城市化率、人口规模和城镇居民人均可支配收入水平均对大都市区的经济增长率具有显著的空间正向关系,且居民人均收入水平对城市经济增长率的影响程度最大,大都市区之间经济发展的空间溢出效应较为显著,经济发展水平较高的大都市区辐射带动作用较强。最后,从顺应大都市区发展趋势、因地制宜制定城市发展规划以及合理分布人口规模和提高居民收入水平三个角度提出对策建议。  相似文献

The purpose of this article is to discuss the strategic behavior—spatial and social—of the “Haredi” (ultra-orthodox) Jewish population. This behavior is associated, in essence, with self-segregation and social isolation accompanied by spatial expansion.

This study deals with these processes in one of the largest concentrations of the ultra-orthodox Jewish community—the northern neighborhoods of Jerusalem. The Jewish ultra-orthodox community is characterized by its special interpretation of Jewish law (halacha) and by its high degree of cohesiveness. It tends to segregate itself from the Israeli population for two main motives. The positive one is the desire to create and maintain “cultural dominance” in a specific area in which the community lives and functions. This includes considerations of scale economies and concentration economies in the provision of the special goods and services which it consumes. The second motive, a negative one, is the desire to avoid some kinds of contacts and interactions with the various groups which do not observe Jewish law according to the orthodox conception. This is done in order to prevent the transfer of secular cultural values of western society into their domain.

The high communal cohesiveness, coupled with high population growth and a strong desire for self-territorial segregation, results in increased pressure on the urban residential space. The fear of social relationship—which may serve as agents for transferring social or cultural values—results in a high degree of intolerance toward the non-religious Israeli population. The contact lines between the two populations have become, therefore, confrontation areas which are characterized by territorial conflicts.

Study of the directions of the territorial expansion suggests what the spatial strategy of the ultraorthodox community is: to gain control of a whole, well-defined urban space in order to maintain cultural dominance in it, while assuring potential directions for expansion in the future. The relationships with the outside, non-religious population is built on a modus operandi principle: i.e. minimal and culturally neutral interactions.

This strategy is carried out through penetration and expansion tactics in a well-known process. These processes present important challenges for planning areas in which ultra-orthodox communities reside.  相似文献

Selected statistical time-series covering the 30-year period from 1965–94 were studied to determine general trends of both economic development and population growth of urban settlements in the Negev desert of Israel. The research indicated that in comparison with urban settlements located in central ‘non-desert’ districts of the country, peripheral desert localities tend to exhibit wider fluctuations of economic activity, unstable population growth, and an attenuation of general urbanization trends that manifest themselves elsewhere across the country. The research led to a set of analytical models designed to explain development peculiarities of peripheral desert settlements. In addition, several planning strategies were proposed, aimed at enhancing the socio-economic sustainability of existing settlements in peripheral desert areas and facilitating prospective urban development there. These include: (1) the establishment of development clusters consisting of urban settlements which share some essential interregional functions such as employment, educational, cultural, and recreational services and facilities; (2) the adoption of a system of progressive economic incentives to promote private investment in peripheral desert areas; and (3) stricter regulation of land use in the central, non-desert regions of the country. Although the present analysis was restricted to small and medium urban settlements in Israel, the mode of analysis and its practical applications can be useful for urban and regional planning elsewhere. Certaines périodes, sélectionnées par le moyen de statistiques et couvrant une tranche de 30 ans de 1965 à 1994, ont étéétudiées afin de déterminer les tendances générales du développement économique et de l'augmentation démographique des installations urbaines dans le désert du Negev en Israël. Cette recherche indique que, par rapport aux centres urbains situés dans les régions centrales ‘non-désert’ du pays, les localités désertiques périphériques ont tendance à faire preuve de changements d'activités économiques plus prononcés, d'une croissance démographique instable et d'une atténuation de la tendance vers l'urbanisation générale qui se révélent ailleurs dans le pays. Cette recherche a conduit à une série de modéles analytiques créés afin d'expliquer les particularités du développement des installations périphériques du désert. De plus, plusieurs stratégies de planification ont été proposées, dans le but d'augmenter la viabilité socio-économique des installations existantes dans les régions périphériques du désert et d'y faciliter le développement urbain futur. Celles-ci comprennent: (1) l'établissement de groupes de développement composés d'installations urbaines partageant certaines fonctions inter-régionales essentielles comme les services et aménagements pour l'emploi, l'éducation, la culture et les loisirs; (2) l'adoption d'un systéme d'encouragements économiques progressifs pour promouvoir les investissements privés dans les régions périphériques du désert; et (3) des réglementations plus strictes quant à l'utilisation des terres dans les régions centrales non désertiques du pays. Bien que l'analyse actuelle ait été limitée aux installations urbaines de petite et moyenne tailles en Israël, la méthode d'analyse et ses applications pratiques peuvent ? tre utiles pour la planification urbaine et régionale dans d'autres régions.  相似文献

Shrinking mining cities — once prosperous settlements servicing a mining site or a system of mining sites — are characterized by long-term population and/or economic decline. Many of these towns experience periods of growth and shrinkage, mirroring the ebbs and flows of international mineral markets which determine the fortunes of the dominant mining corporation upon which each of these towns heavily depends. This dependence on one main industry produces a parallel development in the fluctuations of both workforce and population. Thus, the strategies of the main company in these towns can, to a great extent, determine future developments and have a great impact on urban management plans. Climate conditions, knowledge, education and health services, as well as transportation links, are important factors that have impacted on lifestyles in mining cities, but it is the parallel development with the private sector operators (often a single corporation) that constitutes the distinctive feature of these cities and that ultimately defines their shrinkage. This article discusses shrinking mining cities in capitalist economies, the factors underpinning their development, and some of the planning and community challenges faced by these cities in Australia, Canada, Japan and Mexico.  相似文献

The urban economic growth and suburbanization had increased the number of suburban commuters using rail transit in the Osaka metropolitan area for 40 years since the 1950s. This trend reversed to continuous shrinkage in the 1990s. The reduction in passengers may lead to financial problems for the operators and an increase in railway fares or decline in quality of service. This study investigates the factors responsible for the decline in demand for rail service by analyzing changes in population and commuters using Geographical Information Systems (GIS) and small area statistics linked with locations of urban rail networks. The results indicate that the dispersion of jobs from 1990 to 2000 significantly reduced commutes by rail. Demographic analysis shows that because of low fertility rates and the rapidly aging population the decline in the number of commuters will intensify in coming decades, causing serious financial problems for railway operators.  相似文献

城市扩展的空间数据是评估城市化进程的一个重要指标。文章以福清市为例 ,探讨了利用城市发展的空间数据研究城市化进程的原理和方法。文章综合应用遥感和地理信息系统技术分别提取了福清市 1991年和 1996年的城镇用地信息 ,发现在这 5年中 ,福清市城镇用地面积增加了 1 2倍。经过对城镇区域扩展进行空间分析 ,并结合社会经济统计数据进行逐步回归和主成分分析 ,进一步查明了福清市城镇化进程的驱动力主要为工业大发展和非农业人口的增加。但是 ,房地产业的兴起和交通运输业的发展也在某些乡镇和地区起了重要的作用。综合多因子分析表明 ,福清市城市化水平的提高主要得益于乡村的城镇化 ,而不是中心城区的贡献。总的看来 ,福清市城市化的水平明显落后于经济发展和城镇空间扩展的速度 ,大力发展第三产业是提高福清市城市化水平的主要途径。  相似文献
