The Victorian terminal gate pricing scheme commenced in August 2001. This paper will quantify the impact of the scheme on relative Melbourne and country Victoria retail petrol prices. This is done through autoregressive integrated moving average modelling coupled with intervention analysis using weekly price data. For Melbourne it was found the scheme was associated with an increase of around 2.2 cents per litre from late October 2001. For country Victoria it was associated with an increase of around 2.1 cents per litre from early November 2001. Claims the increase in relative Melbourne retail petrol prices was part of some wider trend across mainland capital cities was tested and found to be without empirical support. It is concluded terminal gate pricing made Melbourne and country Victoria motorists unambiguously worse off.  相似文献

This paper examines the effects of introducing competition into monopolized network industries on prices and infrastructure quality. Analyzing a model with reduced-form demand, we first show that deregulating an integrated monopoly cannot simultaneously decrease the retail price and increase infrastructure quality. Second, we derive conditions under which reducing both retail price and infrastructure quality relative to the integrated monopoly outcome increases welfare. Third, we argue that restructuring and setting very low access charges may yield welfare losses, as infrastructure investment is undermined. We provide an extensive analysis of the linear demand model and discuss policy implications.  相似文献

This paper examines how pre-tax petrol and diesel prices in Singapore respond to changes in crude oil prices using an asymmetric error correction model. We pay particular attention to the effect increased use of smartphones may have had in altering the pattern of price adjustment as consumers become more informed about fuel prices and as search costs decline. The results suggest that increases in the use of smartphones and tablets have increased the estimated short-term response rate but only for the adjustment of retail prices to decreases in crude oil prices. We find no evidence of a smartphone effect for wholesale prices indicative of the different roles played by consumers in competition.  相似文献

This paper examines the relationship between retail petrol prices, excise duties and crude oil prices in the UK over the period 1973–1988. The existence of a stable relationship between the petrol price, level of excise duty and spot oil price is confirmed through use of the cointegration approach. Although the speed of reaction of petrol prices to changes in the crude price depends on whether crude prices are rising or falling, any asymmetry in the pricing response is virtually absent after an adjustment period of only four months.  相似文献

It has been documented that retail gasoline prices respond more quickly to increases in wholesale prices than they do to decreases in wholesale prices. However, there is little empirical evidence that identifies the link between the pass-through of oil prices to gasoline in different volatility regimes. Using a Markov-switching model on weekly observations of fuel prices from 1990 to 2011, we find that fuel prices respond significantly faster to increases in crude oil prices than to decreases in crude oil prices. However, when volatility is low, the transmittal of a price change from crude oil to retail fuel is higher compared to periods of high volatility. These results provide important information on the behavior of retailers. The findings of this paper therefore provide clues for better understanding the recent dynamics of fuel prices and some policy implications.  相似文献

The purpose of this article is to examine the relationship between retail prices of petrol, international oil prices and tax rates in Greece. We examine not only the hypothesis that retail prices act asymmetrically to crude oil price changes and the pass-through rates of tax increases, but also use the cross-sectional dimension of the data to explore whether the existence or otherwise of market power affects retail prices. Our results provide little evidence for asymmetric behaviour. However, the degree to which prices overreact to tax changes and the significance of market power across the different regions suggests that the market for petrol/diesel is not very competitive.  相似文献

With the inflation rate rising in the 1970s, the concept of an underlying rate of inflation became increasingly popular. The rationale for subtracting out food and fuel price increases was straightforward: such increases were viewed as reflecting special supply-side factors likely to be temporary and reversible or, at worst, one-time rises in relative prices with no lasting effect on the inflation rate. This paper presents empirical evidence that raises serious questions about these assumptions and procedures. More specifically, shifts in aggregate demand have a statistically significant cumulative effect on food prices and this effect increases quantitatively as food moves from the farm to the retail level. The cumulative effect of demand on food prices was also found to have increased over time (as farmers' value-added declined) and demand appears to effect prices more quickly at the wholesale level than at the retail level.  相似文献

The Hilmer reforms served electricity consumers well over the first post-reform decade. However, three key issues emerged from the mid-2000s: (i) a significant and largely unnecessary rise in network expenditures; (ii) emissions policy discontinuity; and (iii) a large increase in wholesale prices due to rising fuel prices and the sudden exit of generators. The consequence was a doubling in retail prices. Deficiencies in cost-recovery mechanisms have meant price increases have disproportionately affected low-income households. We propose three key reforms as rectification: (i) integrating emissions reduction and energy policies; (ii) boosting network capacity utilisation; and (iii) improving cost recovery mechanisms.  相似文献

Creating a successful energy tax policy requires understanding the markets that the energy policy targets. This paper analyzes coal, natural gas, and oil markets to determine the extent to which these fuel prices move together. Results indicate that a stable long-run relationship between coal and oil prices existed until 1974 and that this relationship changed after 1974. The long-run relationship between coal, natural gas, and oil prices implies that a single fuel tax in these markets would not be effective as a single tax policy. Similarly, an equal percentage tax on these energy sources, which does not change relative prices initially, would not keep relative prices unchanged in the long run. Energy policy must take account of the long-run relationship between different energy prices. Otherwise, the long-run results of energy policy could be quite different than intended .  相似文献

In this paper we analyse the potential asymmetric response of retail prices for gasoline and diesel‐fuel to changes in oil prices for the Spanish economy and its relation with the so‐called ‘rockets and feathers’ behaviour. We show that the assumption made by previous studies, which use as the key explanatory variable the sign –positive or negative‐ of the change in international oil prices, is inadequate for the Spanish case and the magnitude of the change in international oil prices is also relevant. For small changes in international oil prices there is neither price asymmetry nor rockets and feathers behavior in the retail markets. However, price asymmetries in line with rockets and feathers behavior in retail gasoline and gasoil markets are present when these changes exceed a certain threshold. Following Martín‐Moreno et al. (2018) we first apply an Auto‐regressive Error Correction Model and endogenously estimate the threshold triggering the rockets and feathers behaviour. A time‐varying nature for the dynamic response of retail prices to oil price shocks is revealed when we estimate the TAR‐ECM model using rolling windows. Hence, in a second stage, we use a Markov‐switching estimation of the model to test the robustness of the results given its suitability to changing environments. This study could have relevant policy implications for the Spanish gasoline and gasoil retail markets due to the ongoing debate on the existence of a rockets and feathers behavior in gasoline and gasoil retail markets between the Spanish regulatory body and the oil companies.  相似文献

This article provides an overview of the burgeoning academic literature on price dynamics and price cycles in retail petrol markets. I first present evidence of petrol price cycles and studies that describe what types of petrol markets tend to exhibit price cycles. I further discuss empirical investigations of firms’ pricing strategies in cycling markets. In light of the empirics, I outline theories of competition and consumer demand in petrol markets that help us understand various facets of petrol price cycles.  相似文献

Fair trade, also known as resale price maintenance (RPM), is a per se violation of the antitrust laws. Economic theory suggests that RPM may enhance the efficiency of distribution, but opposition to the practice remains strong. This opposition may stem from concern that RPM raises retail prices and penalizes well-informed customers. This paper summarizes research on the motivation for RPM as well as its impact on prices. The analysis suggests that comparing prices in RPM jurisdictions with those in free-trade areas provides little guidance on likely effects if RPM were permitted everywhere. An analysis of RPM's impact on prices is developed, and then this analysis is employed to assess RPM's welfare effects. Results of the welfare analysis are shown to depend crucially on which form of cost function is assumed for services provided by dealers.  相似文献

This paper quantifies the magnitude and duration of the goods and services tax (GST) effect on the quarterly growth rate of the 11 groups of the consumer price index (CPI) in Australia using the Box and Tiao intervention analysis. It was found that prices did not increase significantly before or after the introduction of GST, beyond what could have been expected on the basis of the discernible systematic pattern of fluctuation in the data. Furthermore, the varying one-off effect of GST on prices was significant in seven out of 11 CPI groups; the effect was found insignificant for the other four CPI groups.  相似文献

In 1989, the United Kingdom Monopolies and Mergers Commission (MMC) recommended measures that eventually led brewers to divest themselves of 14,000 public houses. The MMC claimed that their recommendations would lower retail prices and increase consumer choice. Since that time, however, retail prices have risen. This paper examines the farm—retail price spread for lamb from monthly UK data for 1979–1993. Using cointegration, it examines seasonal patterns in producer and retail prices and seeks to identify a long-run relationship between them. Results show that a long-run relationship exists, and that the direction of Granger-causality is from retail to producer prices. Lamb prices are therefore set in the retail market. Results also show that there is a structural break in the relationship in January 1990 when the price increases; this coincides exactly with a change in policy.  相似文献

The state of Wisconsin's Unfair Sales Act prevents the sale of any item below cost in order to attract business, and specifically requires petrol (gasoline) stations to mark up their prices by at least 6% over the wholesale price. While the ostensible reason for this law is to protect small, independent retailers and thus enhance competition, the evidence suggests that the primary result of this law has been to inflate the price of petrol for Wisconsin consumers and facilitate tacit collusion in retail petrol markets. Petrol prices in two major markets in the state are examined, as well as in one market outside of the state where no minimum markup is required. The data show that when the penalties for violating the Unfair Sales Act were strengthened, the average markup of retail petrol over the wholesale price increased significantly in Wisconsin without a commensurate change in the average markup in the market outside of Wisconsin. It is also found that price dispersion is significantly lower over a two-year period in the protected Wisconsin market than in the unprotected markets.  相似文献

Abstract We construct a model of trade with heterogeneous retailers to examine the effects of trade liberalization on retail market structure, imports and social welfare. We are especially interested in investigating the transmission of lower import prices into consumer prices and the effects of retail market regulation. The paper shows that changes in import prices may have large effects on consumer prices and import volumes when changes in retail market structure are taken into account, and that restrictions on retailing, as they occur in several countries, may significantly alter this transmission mechanism by reducing imports and raising consumer prices.  相似文献

We assess the impact of ECB monetary policy on global aggregate and sectoral commodity prices over 2001–2019. We employ an SVAR model and separately assess periods before and after the global financial crisis. Our key results indicate that contractionary monetary policy shocks have positive effects on commodity prices during both conventional and unconventional monetary policy periods, indicating the effectiveness of unconventional monetary policy tools. The largest impact is documented on energy (fuel) and food commodities. Our results also suggest that the effect of ECB monetary policy on commodity prices transmits through the exchange rate channel, which influences European market demand.  相似文献
