Heavy Constraints on a “Weightless World”?

A bstract .   Late 1990s claims of a shift toward a new economy in the United States and other developed economies were said to accelerate earlier trends reducing the material content of production. The shift toward a postindustrial services economy is said to have been accentuated by application of new information and communications technologies, dramatically reducing the material content of production. This offers the possibility for continuous economic expansion unconstrained by resources supply. This paper provides a critical analysis of these trends in relation to resource use by developed economies. It shows that trends toward a lower material content of production are occurring, and this has led to poor demand conditions for primary producers. Nevertheless, these trends fall well short of eliminating Western economies' dependence on key resources. This paper shows the changing role of resources in economic activity among developed economies.     

基于SOA架构的云南省物流信息平台设计

随着云南省经济的快速发展,云南省物流业也迅速发展,信息化水平也进一步提升。但物流信息化也存在着共享性差,物流成本相互转嫁、利益分配不均衡、信息不对称和信息安全等相关问题,亟需建立能服务云南省整个区域的物流信息平台。为此,文中提出建立基于SOA架构的云南省物流信息平台,通过整合现有的物流信息平台资源,运用具体Web Services技术手段来实现平台的建设;并对SOA平台架构中存在的数据传输及安全问题,提出相关建议和措施。

Some comparisons of tests for a shift in the slopes of a multivariate linear time series model

Our objective is to find a simple, robust, reasonably powerful test for a shift in one or more of the slopes in a linear time series model at some unknown point of time. Two such tests are ‘Chow's test’ (1960) for a shift at the midpoint of the record and the ‘Farley-Hinich test’ (1970b); both can be performed easily with standard regression programs. In section 2, we compare the asymptotic properties of these tests when the disturbance variance is known. As expected, Chow's test is superior when the true shift is near the middle of the record; with a single, uniformly-distributed explanatory variable, the Farley-Hinich tests dominates over the remaining eighty-four percent of the record. In section 3, we describe the results of some Monte Carlo experiments with a finite sample, which can be summarized as follows. (i) The asymptotic results of section 2 were appropriate for finite sample power comparisons. (ii) The relative performance of the two tests does not depend appreciably on whether the variance is known. (iii) The likelihood ratio test, which is far more costly to perform than the other two tests, does not dominate either Chow's test or the Farley-Hinich test; it has moderately more power at the ends of the record, moderately less in the middle. The conclusion is clear: at low cost (in terms of computer cost and lost power), one can reduce the probability of over- looking a structural shift by routinely performing Chow's test or the Farley-Hinich test.     

The environmental challenge

We now come to the ultimate question of whether we should be optimistic or pessimistic about our environmental future, and indeed our survival. If we believe human beings to be rational and thus ultimately acting in their own self-interest, there is no reason to believe that the environmental challenges confronting us as individuals and as a society are not resolvable in a manner that allows both economic development and a reasonable quality of life for human beings. Indeed, we see, at least in the developed world, recognition of the magnitude of the problems that we face and movements toward solutions. Yet our nemesis is time. Irretrievable seconds are ticking away as we struggle against ignorance and economic self-interest. Our concern must be not whether we will act, but whether we will act in time to forestall environmental catastrophe for our civilization. The ultimate solution to our environmental problems must come from a fundamental change in the self-serving psychology that produced the tragedy of the commons. Self-interest must be sublimated not only to the greater needs of society, but to the needs of our posterity. The tragedy of the commons can only be avoided if our time horizon shifts from the short- to long-term. In addition, there must be a shift in values from obsession with economic development to concern for the quality of human life. These shifts dictate that in the future our economic, political, and social system must be built upon a foundation of "sustainable" growth. This means that "industries (and nations, for that matter) cannot thrive if they sacrifice future quality of life for present economic gain. In the long run, the principles of economic growth and environmental quality reinforce each other." How do we make this esoteric speculation relevant to our job each day as materiel managers in health care delivery organizations? We can do this by first understanding the problems that we confront and how we are a part of these problems. Next, we must assume a leadership role in confronting and resolving these problems. This means being an advocate for the environment and championing initiatives within the institution to resolve problems and advance environmental responsibility. Finally, we must remember that every day, with each purchase order we issue, we vote for or against the environment.     

ARCH MODELS: PROPERTIES, ESTIMATION AND TESTING

Abstract. The aim of this survey paper is to provide an account of some of the important developments in the autoregressive conditional heteroskedasticity (ARCH) model since its inception in a seminal paper by Engle (1982). This model takes account of many observed properties of asset prices, and therefore, various interpretations can be attributed to it. We start with the basic ARCH models and discuss their different interpretations. ARCH models have been generalized in different directions to accommodate more and more features of the real world. We provide a comprehensive treatment of many of the extensions of the original ARCH model. Next we discuss estimation and testing for ARCH models and note that these models lead to some interesting and unique problems. There have been numerous applications and we mention some of these as we present different models. The paper includes a glossary of the acronyms for the models we describe.
