(Co)-Contamination as the Dark Side of Co-Production: Public value failures in co-production processes

Co-production is associated with the expanding role that citizens and other third-party actors assume in the development and delivery of public services. While there are benefits to co-production, there are also challenges. This study draws from the marketing literature on value co-destruction to describe the processes in co-production of public services that can negatively affect public values from regular producers and users. We refer to this public value failure as co-contamination. Two case studies are used to explore some of the ‘dark sides’ of co-production. Our analyses reveal the co-contaminating aspects of this process and offer implications for public managers.

社区治理必须树立现代治理理念.政府与社区组织之间存在着相互依赖关系,必须彼此交换资源、合作互动、持续协调才能顺利实现各自目标.目前政府与社区组织在社区治理中的关系尚未理顺,政府职能转变进程的滞缓和主导性强势行为直接影响了社区治理的效果.要改变现状,政府必须正确定位,摆脱自身社会管理的重负,采取积极有效措施加快培育发展社区自治组织,使之有能力以主体姿态参与社区治理,实现社会管理社会化.     

Observations on the organizational commitment of Chinese employees: comparative studies of state-owned enterprises and foreign-invested enterprises

Although recent research has begun to touch upon the organizational commitment of Chinese employees, most studies have been limited to the transposition of Western methodology to a Chinese context. This paper examines two groups of Chinese employees, those working in state-owned enterprises (SOEs) and those working in foreign-invested enterprises (FIEs), and compares the organizational commitment of each group. In order to reflect Chinese characteristics more accurately, the present study used a questionnaire incorporating items drawn from previous Chinese and Western studies. The various multidimensional structures of organizational commitment put forward by both Eastern and Western researchers to date have been re-examined using a sample of 1,232 industrial employees. Results indicate that a five-factor component model, including affective commitment, active continuance commitment, passive continuance commitment, normative commitment and value commitment, fits the data best. The key findings of this study are that SOE employees have higher levels of active continuance commitment and passive continuance commitment, and a lower level of value commitment, than employees of FIEs. It can be inferred from these differences that, in contemplating appropriate measures designed to foster the commitment levels of Chinese employees, management should recognize that the measures required to achieve such a goal will vary according to form of economic ownership (SOEs vs. FIEs). Implications for human resource management in both SOEs and FIEs are discussed.     

Extending lead-user theory to online brand communities: The case of the community Ducati

While research on user innovations within communities exists mainly in offline contexts, few studies have attempted to define the profile of lead users in online (or virtual) communities, and even fewer have been conducted in the specific context of online brand communities, formed by people with a “common interest in a brand,” in its evolution and in the discourse about it. This study focuses on innovative activities within the Ducati Motor online community. The research reveals the following characteristics as crucial factors for the identification of lead users in online brand communities: willingness to collaborate, product knowledge and strategic alignment with the brand identity. Our sample consists of 2071 messages posted by 572 Ducati Motor virtual community members in a specific blog developed by Ducati Motor with the purpose of involving members in a collaborative innovation process that took nearly 14 months. Several implications for scholars and new product development managers are discussed.

Community leadership cycles and the consolidation of neighbourhood coalitions in the new local governance

The success of the new patterns of local governance depends on engaging communities in a range of partnerships at various geographic scales and administrative levels. In practice, this usually falls to a handful of community leaders in any given locality. Our research on area regeneration partnerships in the UK reveals a community leadership cycle, which proceeds through five phases. The first phase consists of the emergence of a first generation of leaders early on in a partnership, in the second phase their position in the partnership is consolidated and loyalty to the partnership developed, followed by a third phase of the cultivation of a second generation of leaders. Then comes a fourth phase in which the new generation of leaders raise their voices to challenge the established patterns of representation in the partnership. In the final phase, individual leaders exit from the partnership. This community leadership cycle is part of building multi-sector leadership coalitions in the neighbourhoods through strategies combining loyalty, voice and exit.

The embedding process of community ventures: creating a music festival in a rural community

Community entrepreneurship is a potentially powerful mechanism to improve the well-being of rural communities. To mobilize inhabitants for collective action, an emerging community venture must be embedded within a local community. Yet, the embedding process of community ventures is not well understood. Accordingly, this study explores how a community entrepreneur (CE) embedded an emerging community venture into a rural community and simultaneously stimulated social change in the community. Drawing on a longitudinal case study of a CE who created a jazz music festival in a rural Norwegian community, a dynamic conceptual framework was developed that highlights the roles and mechanisms that support the embedding process. The CE promoted social change by introducing external impulses to the local community and assumed a bridging role between the villagers and external actors in the embedding process. Some villagers assumed local embedding roles, while several external actors assumed external embedding roles. I identified four strategies that were used to increase the embeddedness of the community venture in the rural community and one strategy that was used by the CE to de-embed the venture in order to avoid constraints imposed by the local community. The importance of the different roles and mechanisms changed over time.
