Abstract

Innovation in public organizations is widely documented and has increasingly been the subject of empirical scrutiny. This article integrates the empirical evidence of the internal and external antecedents of process innovations in local governments and proposes directions for future research. The importance of the internal antecedents of organizational size, administrative capacity and organizational learning is uncovered using the meta-analytic support score method, but not in relation to external antecedents. Directions for further research are presented on the independent, joint and non-linear effects of antecedents on the adoption of innovation, and the implications of these arguments on the future study of innovation in local governments are considered from a structural contingency perspective.  相似文献

Innovation portfolio management has been touted as a new dynamic capability following the evolution of team‐ and project‐based organizational forms. In this article, we conceptualize innovative dynamic capabilities as a multidimensional construct that comprises distinct but related aspects in managing innovation. We test our model, which links this capability to innovative performance by using survey data from a sample of 923 firms. We find empirical support for our conceptualization and its impact on firm innovative performance.  相似文献

Publications pushing the “innovation ecosystem” meme have added valuable dimensions to the economic development discussion. The phrase has captured the imagination of policy makers and has motivated public initiatives of substantial magnitude. This paper reviews the concept of innovation ecosystems as it is set forth in the academic and trade literature, and asks, “What is gained from adding ‘eco-’ to our treatment of national and regional innovation systems?”The answer is, “Very little, and the risks outweigh the benefits.” Innovation ecosystem is not yet a clearly defined concept, much less a theory. Moreover, the idea carries pitfalls, notably its over-emphasis on market forces, and its flawed analogy to natural ecosystems.The prospect that the phrase “innovation ecosystem” is here to stay, in investment and economic development circles, implies a research gap, and indicates caution in using the phrase in rigorous research. The paper describes the gap, indicates directions for bridging it, and offers recommendations for prudent use of “ecosystem” terminology.  相似文献

在世界经济发展出现信息化、知识化、全球化和区域化的背景下,区域创新能力已经成为区域经济取得国际竞争优势的根本性条件,构建区域创新系统也已经成为实现经济快速持续健康发展的重要战略选择,因此,区域创新系统理论逐渐成为国内外区域经济研究中的热点问题。文章阐述了区域创新系统的概念内涵、要素构成、结构模型、类型划分以及评价体系,并对国内外区域创新系统理论与实证研究的相关文献进行了梳理。在此基础上,提出了目前区域创新系统研究面临的问题以及未来的研究方向。  相似文献

The primary objective of this paper is to demonstrate how regional innovation system theory may be translated into manageable micro-level methods with the potential for strengthening the productive dynamics of a regional innovation system. The paper meets this objective by presenting network-based innovation brokering (NBIB), a practical method designed using insights from regional innovation system theory and trust theory. Five cases from two Norwegian regional innovation networks show that in addition to knowledge development and diffusion, NBIB strengthened collaborative attitude and trust between members of the regional innovation system. Moreover, it served as an arena for entrepreneurial experimentation, resulting in projects combining two modes of innovation; the Science, Technology and Innovation mode and the Doing, Using and Interaction mode. The method, thus, may be viewed as a useful addition to the inventory of methods used to stimulate innovation in regional innovation systems (RISs). On a more general level, the paper represents a call to the community of innovation researchers and practitioners to give a higher priority to the question of how to better realize the pragmatic potential of RIS-theory.  相似文献

Despite the growing interest and attention from IT researchers and practitioners, empirical research on the adoption of e-Marketplaces has been limited. This study identifies the factors influencing e-Marketplace adoption from an IT innovation perspective. Innovation, environment, and organization characteristics were tested as determinants of the adoption of an e-Marketplace based on a survey of 39 manufacturing firms. The findings indicate that external pressure and organizational size have positive relationships with organizational adoption of e-Marketplaces. Contrary to the prior innovation research, however, relative advantages did not have a significant impact on the organizational adoption of an e-Marketplace.  相似文献

Public clients’ decisions on the procurement and contracting of civil engineering projects have far-reaching effects on the development and implementation of innovations. Two decades ago, a trend towards the use of integrated contracts started to improve constructability and stimulate innovations. However, for radical innovations, the unilateral allocation of innovation risks to the main contractor is undesirable since most of the associated innovation risks are difficult to assess and manage due to the inherent uncertainties. An in-depth case study was used to investigate the development and application of an alternative public-client-led approach to realizing a radical innovation in a civil engineering project. This study shows that: (1) government championship, through a proactive participation of the public client in the initiation, development and implementation of the project and the willingness to bear innovation risks; (2) the application of innovation risk management strategies and the availability of a fall back option; (3) the establishing of favourable organizational and relational conditions, were determinative factors for the successful development and implementation of the intended radical innovation. Research on human resource (HR) practices and innovation has increased in the strategic HR management literature over the last decades. Scholars suggest that commitment-based HR practices contribute to innovation performance of the firm. However, prior research puts little emphasis on the causal linkages among commitment-based HR practices, different types of innovation activities and firm innovation performance. This article opens the black box of the relationship between HR management and firm performance by examining the causal relationships among a bundle of commitment-based HR practices (i.e. a commitment-based HR system), different types of innovation activities and firm innovation performance. On the basis of a survey of 103 Turkish firms, empirical results show that a commitment-based HR system has a positive effect on process, organizational and marketing innovation activities. Furthermore, a commitment-based HR system mainly affects organizational innovation activities and shows that these innovation activities are the core drivers of process and marketing innovation activities, leading to higher rate of product innovation activities. Subsequently, product innovation activities enhance firm innovation performance, emphasizing their determinant role.  相似文献

As social systems, organizations need to ensure connectivity between established and deviant communication streams to accomplish organizational innovation. This article explores elements and systemic strategies of connectivity formation for the introduction of an organizational innovation such as the concept of crowd innovation in the public sector. For public administrations, crowd innovation represents an organizational innovation since it implies broad participation and the integration of external ideas, and thus often opposes prevalent organizational structures. Our findings contribute to the knowledge on systemic innovation management and suggest that public managers can enhance connectivity formation by addressing semantics, routines, practices, roles, and redundancies.  相似文献

Innovation policy has emerged as a new field of economic policy during the last few decades. This paper explores the rationales for national innovation policies, as laid out in the existing literature on the subject, and considers what the lessons and challenges for theory and practice in this area are. Innovation policy attempts to influence innovation activity, often with the purpose of increasing economic growth. But it can also have more specific aims such as preventing unwarranted climate change, improving national health, and so on. The increasing attention given to innovation policy at the national level from the 1990s onwards went hand in hand with the development of a new, systemic understanding of innovation, which in a better way than before accounted for the ‘stylised facts’ of innovation activity as identified by empirical work. The system approach, as the paper shows, came to have a significant influence on the subsequent policy discourse. Drawing on recent advances in innovation-systems theory, a synthetic framework for the analysis of innovation policy is developed and used to highlight issues of particular relevance for the conduct of innovation policy and future scholarly work in this area.  相似文献

The Open2-Innova8ion Tool is an interactive, multi-media, web-based software tool for rating organisational innovation performance. This tool was designed for organisations to use as an adaptation of the European Commission's work on developing empirical measures of national innovation performance with the Summary Innovation Index (SII). It is designed for users with experience of employment in an organisation, from senior managers to all types of employees, with an interest in rating the innovation performance of their organisation. The Tool is quick and intuitive to use, and provides textual feedback, together with graphic ratings using Google meters. Feedback is based on user perceptions of organisational indicators of Innovation Enablers, Activities, and Outputs to provide an overall rating of innovation performance; this can be compared with a self-rating of innovativeness to allow some interpretation of the congruence between the user and their organisation. This prototype Tool was trialled and evaluated during a workshop on low carbon vehicle innovation, with participants (innovators) representing organisations from the surface transport industry as part of the U-STIR programme with EU Framework 7 funding. Existing research on the relationship between high‐performance work systems (HPWS) and organizational innovation has paid insufficient attention to the boundary effects of employee participation and human capital. Bridging the human resource management (HRM) and employment relations literature, this study contributes to the contingency view of HRM and China‐specific research by investigating how human capital and employee participation, direct voice mechanism, and corporate governance participation jointly moderate the relationship between HPWS and organizational innovation. We test our three‐way interaction model using a sample of 108 firms and 1,250 employees in China. The results suggest that HPWS are positively associated with organizational innovation when employees with relatively less human capital are coupled with more direct voice mechanism or less corporate governance participation. In contrast, HPWS are negatively related to organizational innovation when employees possessing greater human capital are coupled with more direct voice mechanism. The theoretical and managerial implications and future research directions are discussed.  相似文献

This paper analyzes how multiproject management can build up and develop a low‐end disruptive strategy. It is based on a deep longitudinal analysis of a case within the automotive industry, namely, the Logan case developed by the Renault group. The results bring new insights into both the multiproject management and innovation strategy fields. On the project organizing side, it characterizes the complex and in some way ambiguous relations between the firm governance and the pilot project initiating the disruptive strategy. The case also formalizes project‐lineage management as a way to expand the initial move into a diversified range of products and a multi‐continent deployment, while keeping the key specificities of the pilot project. On the innovation strategy side, it demonstrates how disruptive strategy and organizational ambidexterity research fields can benefit from input from the project organizing domain.  相似文献

Open Innovation is currently one of the most debated topics in management literature. Nevertheless, there are still many unanswered questions in Open Innovation research. Especially two issues require further investigation: (i) understanding the relevance of Open Innovation beyond high-tech industries and (ii) studying how firms implement Open Innovation in practice. The paper addresses these topics by studying, through an in-depth case study, the journey that the Italian leading cement manufacturer, has undergone to move from a Closed to an Open Innovation paradigm.The paper shows that the Open Innovation paradigm is implemented along a three-phase process that comprises the stages of unfreezing, moving and institutionalising. Moreover, it emerges that the changes through which Open Innovation has been implemented involve four major dimensions, i.e. networks, organisational structures, evaluation processes and knowledge management systems. They should be therefore conceived as the managerial and organisational levers an innovating firm can act upon to streamline its journey toward Open Innovation. Theoretical and managerial implications of using these levers for implementing Open Innovation are discussed at length.  相似文献

Complex innovation incorporates more than one innovation type. Using the number of dimensions of the ‘most significant innovation’ implemented by each public employee’s workgroup as a proxy for innovation complexity, this study explores factors that are associated with complexity and examines how complexity affects innovation outcomes. Employing a sample of 4,369 Australian Government employees, we find that the more complex the innovation, the greater the number of barriers a workgroup has to face in its implementation. A broader (but selective) range of idea sources and a more decentralized workplace where both individual and team creativity is encouraged increase the likelihood of implementing complex innovations. Innovation complexity is positively correlated with the variety of beneficial outcomes, suggesting both policy and management interest in supporting complex innovation in the public sector.  相似文献

This study combines insights from the entrepreneurship, competency-based view and innovation policy literature to analyze the relationships among different types of public incentives designed to foster innovation and product innovation at both new ventures and incumbent firms. To test our hypotheses, we ran a system of regression models on a cross-national sample comprised of 5238 firms from 29 European countries and found a different pattern for new ventures and incumbents. Our results suggest that support for attendance or participation in trade fairs and networking with other companies are the most effective methods of promoting product innovation for new ventures. However, for incumbent firms, we found that the most effective policies consisted of tax reduction for R&D expenditures and subsidies for acquiring buildings or other infrastructure(s) for innovation activities. This distinction prompts interesting insights related to theory development in research on entrepreneurship and innovation policy.  相似文献

Mass customization (MC) refers to the capability to produce customized goods for a mass market. Innovation can enhance the flexibility and responsiveness of a company, and standardization enables the company to achieve economies of scale and scope, both of which are necessary for developing MC capability. A conceptual model is proposed to explore the relationships among innovation, standardization, MC capability, and delivery speed. Hypotheses are tested using survey data from 204 manufacturing companies in China. The results show that standardization positively influences innovation. Innovation and standardization positively affect MC capability and are complementary in developing MC capability. Innovation significantly enhances delivery speed. However, the direct effect of standardization on delivery speed is nonsignificant. In addition, innovation and standardization indirectly affect delivery speed through MC capability. This study contributes to the literature by providing empirical evidence on the individual and interactive effects of standardization and innovation in developing MC capability and their joint influence on delivery speed. The results will help managers understand the roles of standardization and innovation in improving organizational capability and performance.  相似文献
