Direct policy interventions with regard to building energy efficiency are necessarily abstract and therefore not always flexible enough to suit individual living conditions. They disregard local knowledge and cannot benefit from a decentralized search process which would ensue under a taxation scheme. Detailed central decision making is also vulnerable to lobbying by interest groups. The interview results presented here support the high costs and lacking flexibility of current retrofit guidelines. One theoretical as well as three actual retrofit scenarios suggest that the costs of CO₂-reduction under the current policy scheme lie between 300 and 1,000 Euro/ton. Indirect policy schemes are associated with abatement costs of 30 to 200 Euros per ton.

Dadurch unterstützt PROMET das Category Management sowohl in der Bewertungs-als auch in der Planungsphase von Promotionen.

Within four years now, the German Renewable Energy Resources Act (EEG) has been amended in 2016 for the third time. The main point of the current reform is the extension of bidding schemes to determine the remuneration of renewable power generation. The articles analyses whether or not the expected decrease in costs and improvement of deployment control could ever occur, and considers the critique of thwarting the energy transition and jeopardising the diversity of actors involved in the industry.

ANFA – nationale Geldschöpfung als Sprengsatz für die Währungsunion?

The so called ANFA secret protocol brought to the public’s attention the previously only little noticed opportunity for national central banks of individual Eurozone members to create money through purchases of securities at their own expense. The ANFA financial assets amount to the significant share of 51% (gross) or rather 18% (net) of the Eurosystem’s balance sheet total and 41% of its total liquidity, thereby jeopardising the principle that the communities of the emitting and the money accepting countries should be congruent, which is seen as a stability condition for currency unions. There is a danger that the money creation via ANFA acts as an explosive device for the currency union. It is therefore necessary to clearly limit the own funds portfolio in order to restore the community of money emission.

Digitalisation is associated with manifold challenges for the public sector. There have been relatively few scientific studies to address these challenges, particularly regarding potential effects on public expenditures. It is obvious, however, that digital change implies opportunities as well as threats for public revenues and expenditures. Fiscal and regulatory policies are confronted with significant challenges, which require supranationally coordinated policy initiatives in addition to national measures. In-depth theoretical and empirical analyses is required to examine digital technology’s sizeable potential impact on public finances.

Im Dezember 2010 hat der Bundestag eine schrittweise Anhebung der Tabaksteuer beschlossen. Das Ziel dieser Ma?nahme ist eine Erh?hung des Steueraufkommens. Lenkungswirkungen sind eher nicht zu erwarten und wohl auch nicht beabsichtigt. Ob die externen Kosten des Rauchens durch die zus?tzlichen Einnahmen besser gedeckt werden k?nnen, bleibt fraglich. Sicher sind die regressiven Verteilungseffekte dieser Steuererh?hung.
