Derivative Process Model of Development Power in Industry： Empirical Research and Forecast for Chinese Software Industry and US Economy

Based on the concept and theory of Development Power, this paper analyzes the transferability and the diffusibility of industrial development power, points out that the chaos is the extreme of DP releasing and order is the highest degree of DP accumulating, puts forward A-C strength, the index of adjusting and controlling strength, and sets up the derivative process model for industrial development power on the Partial Distribution By the derivative process model, a kind of time series model, we can describe the process of industrial development effectively, and can forecast the future direction of industry or economy. Finally, by making use of the actual data of Chinese software industry and data of USA GDP （chained） price index, we give the examples of empirical analysis, and forecast the future of Chinese software industry and USA economic development. The conclusions in this paper are believed to be valuable and significant to guide the establishment of the industrial policy and to control the industrial development.     

Trends and Paths From Border Regions＂ The Frontier Centro-Castilla y Leon of Portugal and Spain

The objective of this paper is to determine whether the process of European Union （EU） integration has unleashed a new territorial dynamic with the convergence of border regions. Authors intend to analyze trends and trajectories of the Portuguese--Spanish border regions of the Center of Portugal and Castilla y Leon, particularly the municipalities of NUTS Ill and northern and southern Beira Interior （Central Region） and the provinces of the municipalities of Salamanca and Zamora （Region of Castilla y Leon）, in the last 20 years, given a set of demographic, economic, and social indicators, by using statistical analysis combined with contributions from the development processes established in these regions.     

Analysis on Development Strategy of China＇s Commercial Street： A Case Study of Hangzhou City

China is arranging a boom of commercial street development across the country and Hangzhou works as an outstanding example. Commercial street economy is boosting China＇s urbanization and industry prosperity. Concerning on the rapid and sound development of commercial street in China, this paper introduces many problems and conflicts that block domestic commercial street development. With the guidances of China Commercial Walking Street Committee and Hangzhou Bureau of Economy and Trade, data analysis by Hangzhou Municipal Bureau of Statistics, and case study of commercial streets in Hangzhou, the paper states that commercial street development beyond China＇s socialism economic system should follow the guidance of scientific outlook on development, insist on government-led and market-driven, design first and service-oriented, and highlight core feature and comprehensive facility. Also, it is essential to unify and ensure legal status of management committee, and streamline organizational structure, balance between interest groups, weaken conflicts of public and private, and promote industry association development and privately-operated public affairs to ensure sustainable development of commercial street, which will truly benefit domestic urbanization as well as improve people＇s material and cultural life. For the other developing countries in the urgent progress of industrialization and urbanization, the paper is expected to be guidelines.     

Smooth production and supply of live pigs in China：Fluctuations and adjustment

Although the pig-breeding industry in China has been developing rapidly, it has undergone an unsmooth process, which features periodical fluctuations of live pig production. First, this paper explains the meaning of smooth production and supply of live pigs, then this paper analyses the fluctuations of production and price of live pigs in China based on related data, and by use of Griliches＇ partial adjustment model construct short-term and long-term models for the production and supply of live pigs in China. Finally, this paper analyses the obstacles hindering the smooth production and supply of live pigs in China, and puts forward some strategies for the smooth production and supply of live pigs.

Transaction Costs of Entrepreneurs as a Deterrent of Housing Construction Development in Russia

Nowadays realization process of investment and construction projects is not always effective because of imperfection of institutions regulating construction, high investment risks and, as a consequence, increase transaction costs. The facts of the objective existence of transaction costs in the economy, including housing construction, are researched in the article. We have determined that the transaction costs significantly affect the cost of construction, reduce profit entrepreneurs, and indirectly increase the shortage of housing in Russia. Such parts of modern economics as neoclassical economics and institutional economics are methodological basis of the paper. Logical, economic and legal （institutional）, socio-economic approaches were used during the research of transaction costs function. The authors used the complex of ideas and different methods of sociological and economic analysis that allowed deepening the importance of institutional state regulation of business activity in housing construction area. The classification of transaction costs creation was worked out; this model unlike well-known models considers the most important parts of transaction costs which really exist in business activity of construction companies nowadays; implementation of the model allows calculating and predicting this kind of costs in business. Recently Russian government returns to the questions about efficiency of production （increase of labor productivity, efficiency and profitability of production）, therefore attention to the reduction of transaction costs is going to increase profits and efficiency.

Global Cities in Process of World Economy Net-Working and Transnationalization

Cities play a key role in the modem global economy. They became full-fledged （together with states, multinational corporations, and international economic organizations） subjects of international economy relationships; concentrated financial and commodity markets, enormous productive and innovative potential of humanity. The main reasons of transformation of economic importance of cities are their advantages in comparison with State economic systems. Labor and capital in urban economy systems are more mobile and productive; cities are more predisposed to create and commercialize innovations. Moreover, cities are easier to connect with international markets and world trade, which are able to reduce transport costs, to increase own investment attractiveness, and to rapidly form new types of business activities and forms of manufacturing organization. Commitment,Communication, and Leadership Determine the Leader： A Qualitative Analysis of Businessperson Characteristics Practiced by SME and Family Business Directors

This article outlines the details of an empirical study into the perceptions of small and medium-sized enterprise （SME） directors regarding the concepts of communication and commitment to leadership style and the interpretation of these concepts by way of depth interviews. The commitment by SME directors is represented by the themes of emotional commitment, visibility, financial bond, and personality traits. The communication by SME directors is represented by the themes of empathy, type of information, reaction and personality of the communication. The concept of leadership in the SME sector is typically closely associated to the charismatic leadership and the theory of the inclusive leadership （IL） style. The IL is a representation and use of all of the represented leadership styles depends on a situation. This study can be described as an exploratory study, consisting of qualitative in-depth interviews that were conducted with 19 directors of SMEs in the Netherlands and a qualitative matrix method was utilised.     

Generating of multi-criteria alternatives for decision-making in electric light rail control

The purpose of this paper is to study and evaluate genetic algorithms and scheduling theory about the methods of controlling public electric transport. Scheduling theory can be defined as criteria of time constraints for target functions of the optimal electric transport control task and for electrical process diagnostics task. Mathematical models and procedures are developed for the control of electrical processes and the optimization of railway traffic control, using scheduling theory and multi-criteria of decision making. Functional dependencies between electrical processes and dynamics of electric transport flow states are investigated in the research. Genetic algorithms are investigated for getting dynamic multi-criteria optimization of processes in real time mode. Efficiency of proposed methods about procedures for optimal electric transport flow control is analyzed and. Safety is considered as an inherent component of the total transport system, which embraces infrastructures, goods and containers, transport users and operators, vehicles and vessels, measures at policy and legislative levels includes decision support and validation tools. Integrated safety and security systems for surface transport systems includes advanced modeling, simulation and engineering tools, aiming at the improvement of safety and security performance of transport systems. Development will include methodologies and designing environments for risk based design and approval, roll-over test development and pre-normative research towards regulations based on virtual testing methods as well as mechatronic systems for dynamic stability, reliable and effective braking systems for vehicles. The paper is based on authors＇ previous scientific work which researches the intelligent device systems and their applications in transport systems. Intelligent devices are controllers, which have interface to work in global network and wireless networks, and are programmed to use methods of the artificial intelligence. Intelligent devices have possibilities to negotiate with each other and to coordinate their work to get better decision. The results of experiments show the possibility of the developed systems to prevent accidents and to avoid different problems by intelligent diagnostic and coordination devices.

On the Management of Prevention and Control of Water Pollution in China

In China, per capita water resource is hard up very much, and it has already become a very important restrictive factor to the economic growth, for over 20 years, the water quality of the river basins of our country has worsened continuously, further aggravated the pressure from water resource !o society and economic development. Though the party and government have done a large amount of work; and have made great achievements in prevention and control of water pollution, but as a whole, the severe situation of water pollution hasn＇t been changed radically, in some areas, it＇s being still aggravated. The appearance of this situation involves numerous causes of many aspects, such as the thought, technology, method and system, etc. The author maintains that we must strengthen the construction of legal system, and overcome the problem of soft management existing at pre sent, to enhance the dynamics of prevention and control of water pollution; simultaneously sets forth a concept： on the basis of green accounting, use the economic means, harden the interest restriction, strengthen the management of preventing and controlling of water pollution; hopes to offer a new way of thought for improving the water quality and environment.     

Research on the expenditure of Yunnan fiscal on agriculture and its performance

This paper applies stepwise regression to analyze the contribution of Yunnan fiscal expenditure of agriculture to agricultural economy growth and per capita annual income on agriculture of rural inhabitants over the period from 1978 to 2006, and uses Granger causality test to examine the relation of fiscal expenditure and per capita annual income of rural inhabitants and the income differential between urban and rural residents. The results suggest that it is the structure of fiscal expenditure on agriculture rather than the scale that has effect on the income of peasants. Because of the deviation of objectives of fiscal expenditure, the expenditure of agriculture could not narrow the income differential between urban and rural inhabitants.
