Using macro-level panel data, we examine the effects of taxation and tax progressivity on entrepreneurship in a large group of European countries. We address two main questions. First, we try to explore whether tax increases discourage entrepreneurial activity, focusing on new self-employment (nascent entrepreneurship). Second, we investigate the impact of tax progressivity on entrepreneurship, again focusing on new self-employment. We find that tax progressivity at higher-than-average incomes has a robust negative effect on nascent entrepreneurship. We discuss the policy implications of our results.  相似文献

Previous research on age and entrepreneurship assumed homogeneity and downplayed age-related differences in the motives and aims underlying enterprising behaviour. We argue that the heterogeneity of entrepreneurship influences how the level of entrepreneurial activity varies with age. Using a sample of 2,566 respondents from 27 European countries, we show that entrepreneurial activity increases almost linearly with age for individuals who prefer to only employ themselves (self-employers), whereas it increases up to a critical threshold age (late 40s) and decreases thereafter for those who aspire to hire workers (owner-managers). Age has a considerably smaller effect on entrepreneurial behaviour for those who do not prefer self-employment but are pushed into it by lack of alternative employment opportunities (reluctant entrepreneurs). Our results question the conventional wisdom that entrepreneurial activity declines with age and suggest that effective responses to demographic changes require policy makers to pay close attention to the heterogeneity of entrepreneurial preferences.  相似文献

This article is a review of three measurement issues that impact the study of entrepreneurship over time: (1) level of analysis difference between firms and individuals, (2) differences between rate and stock measures, and (3) the effects of choosing particular time frames on subsequent analytical results. Based on theory that views entrepreneurship as depending on ownership rights (Hawley 1907), this article develops a longitudinal measure of entrepreneurship in the United States—the number of organizations per capita. The problems and advantages of using a measure based on organizations per capita as an indicator of entrepreneurship is examined.Understanding how and what is being measured in studies of changes in entrepreneurship over time is an important issue for academic researchers and public policy makers. Measurement of changes in entrepreneurship over time can shed light on important research questions and public policy issues about entrepreneurship. For example, is entrepreneurship increasing in the United States? If entrepreneurship is increasing, is this trend comparable to any previous time periods, or is the current increase in entrepreneurship a new or unique social phenomenon? What influences changes in entrepreneurship over time?The choice of certain measures of entrepreneurship is likely to influence the answers to these questions. For example, the measures used in an entrepreneurship study are an implicit specification of one's views of entrepreneurship (e.g., entrepreneurship as self-employment or firm creation), and few measures of entrepreneurship reflect critical changes in important environmental influences (e.g., technological change) because of short measurement time frames. Therefore, determining the contribution of entrepreneurship to the well-being of an economy is dependent on understanding what measures of entrepreneurship are utilized for making these evaluations and the time frame used for these measures.We review three measurement issues that impact the study of entrepreneurship over time: (1) level of analysis differences between firms and individuals, (2) differences between rate and stock measures, and (3) the effects of choosing particular time frames on subsequent analytical results. Self-employment research focuses on individuals who employ themselves; that is, individuals who report wages, but not wages paid to them by other individuals or organizations. In most studies of the self-employed, firm founders would, therefore, be classified as wage earners and not as entrepreneurs. New firm research focuses on the rate of new firm entrants, typically measured as new incorporations, so such businesses as proprietorships or partnerships will not be counted.A rate is a change from one state to another (e.g., the number of people who become self-employed for a specific year, or the number of new firms created for a specific year), whereas a stock specifies a particular level (e.g., much like a stock of inventory), such as the number of self-employed, or a particular number of firms, for a specific time period. It is important to recognize that entry into business does not necessarily guarantee remaining in business. For example, although the number of people who become self-employed may increase for a specific year, the number of people who remain self-employed may actually decrease if more of the self-employed fail to remain in business than those that enter. The stock of the self-employed can decrease if the outflow of self-employed is greater than the inflow. For those persons interested in whether entrepreneurial activity results in wealth creation (either individually or societally), the realization that entry into business may not lead to a sustainable business (and therefore no creation of wealth) should be a signal that measuring rates of business formation and rates of self-employment may not be appropriate for this type of research.The factors that drive changes in the rate of entrepreneurship are not likely to be manifest over short timeperiods. Changes in values, attitudes, technology, government regulations, and world economic and social changes have a significant influence on changes in entrepreneurship over time. Studies that have measured entrepreneurship over recent time periods are, therefore, likely to miss the influence of these variables.We introduce a measure of entrepreneurship (organizations per capita) based on a theory of entrepreneurship as ownership. This measure shows the stock of organizations in the U.S. economy over time (from 1857 to 1992). The problems and advantages of using a measure based on organizations per capita as an indicator of entrepreneurship is examined. We conclude with some suggestions for improving entrepreneurship research by recognizing the limitations of particular longitudinal entrepreneurship measures and by challenging the field to seek convergent validity among measures.  相似文献

Have tax policies affected entrepreneurial activity in the U.S.? We extend the time series literature on this topic by using more recent data and modern econometric techniques to examine the importance of federal income, payroll, capital gains, corporate income, and estate taxes on self-employment rates. Regression results show that most of these taxes have significant but small effects on self-employment activity. A battery of cointegration and causality tests confirms the general finding that taxes can have significant influences on entrepreneurship, but they are likely to be ineffective tools for generating meaningful changes in entrepreneurial activity.  相似文献

We investigate the role of entrepreneurship culture and the historical knowledge base of a region on current levels of new business formation in innovative industries. The analysis is for German regions and covers the time period 1907–2014. We find a pronounced positive relationship between high levels of historical self-employment in science-based industries and new business formation in innovative industries today. This long-term legacy effect of entrepreneurial tradition indicates the prevalence of a regional culture of entrepreneurship. Moreover, local presence and geographic proximity to a technical university founded before the year 1900 is positively related to the level of innovative start-ups more than a century later. The results show that a considerable part of the knowledge that constitutes an important source of entrepreneurial opportunities is deeply rooted in history. Our paper presents an empirical analysis of entrepreneurial well-being using a large-scale longitudinal household survey from the UK that tracks almost 50,000 individuals across seven waves over the period 2009–2017, as well as a number of exploratory case studies. We contribute to the existing literature by investigating how entrepreneurial well-being varies across locations along the urban-rural continuum, and across wealthy-deprived neighbourhoods. We use a Coarsened Exact Matching (CEM) approach to compare the well-being outcomes of individuals who switch into self-employment from waged employment, and show that entrepreneurial well-being, in the form of job satisfaction, is significantly higher for those living in semi-urban locations, relative to those living in urban and rural locations. We argue that semi-urban locations provide an optimal combination of ease of doing business and quality of life. Our results also show that individuals in wealthy neighbourhoods who switch into self-employment experience higher job satisfaction than otherwise comparable individuals living in materially deprived neighbourhoods, although the latter experience greater levels of life satisfaction following the switch.  相似文献

We investigate the impact of a differential treatment of paid employees versus self-employed workers in a public health insurance system on the entry rate into self-employment. Health insurance systems that distinguish between the two sectors of employment create incentives or disincentives to start a business for different individuals. We estimate a discrete time hazard rate model of entry into self-employment based on representative household panel data for Germany, which include individual health information. The results indicate that an increase in the health insurance cost differential between self-employed workers and paid employees by €10 per month decreases the probability of entry into self-employment by 1.7% of the annual entry rate. This shows that entrepreneurship lock, which an emerging literature describes for the system of employer-provided health insurance in the USA, can also occur in a public health insurance system. Therefore, entrepreneurial activity should be taken into account when discussing potential health-care reforms.  相似文献

This paper explores entrepreneurship in the context of complex social problems (often referred to as ‘social’ entrepreneurship). Most management research in this area studies the entrepreneurs; we explore the institutional conditions which frame the likelihood of entrepreneurial engagement. We name these conditions ‘crescive’ and, following A.O. Hirschman's studies on institutional conditions for development we identify two analytically different sets of conditions: those that can stir up actors' motivations to engage and those that can alter their decision making logic. Our exploration of crescive conditions yields a novel conceptual model for entrepreneurial engagement in the context of complex social problems, which we label ‘crescive entrepreneurship’ and place in a space between functionalist and institutional action.  相似文献

Entrepreneurship research typically emphasizes firm-level outcomes such as growth and performance. However, people pursue entrepreneurship for deeply personal, idiosyncratic reasons. Therefore, as in other self-organized human pursuits, how entrepreneurship relates to fulfillment and well-being is of utmost importance. In this paper, we provide an overview of the well-being concept, related research, and its connection to entrepreneurship. We define entrepreneurial well-being as the experience of satisfaction, positive affect, infrequent negative affect, and psychological functioning in relation to developing, starting, growing, and running an entrepreneurial venture. We explain this definition of entrepreneurial well-being and review significant developments in our field and the broader field of well-being. Highlights of social, technological and institutional trends illustrate key areas for future research that can enhance our understanding of these phenomena. The eight papers in this special issue focus on entrepreneurial well-being each offering a specific perspective on how scholars can theorize and study the antecedents and consequences of entrepreneurship related to well-being.  相似文献

The entrepreneurial capacity in an economy is a key determinant of economic growth and productivity improvements. This paper uses survey data from the 15 EU Member States and the US to investigate two aspects of entrepreneurial capacity: latent and actual entrepreneurship. Latent entrepreneurship is measured by the probability of a declared preference for self-employment over employment. Other than demographic variables such as gender, age and education level, the set of explanatory variables used includes country specific effects, the perception by respondents of administrative complexities and of availability of financial support and a rough measure of risk tolerance. The most striking result is the lack of explanatory power of the perception of lack of available financial support in the latent entrepreneurship equation.  相似文献

This paper employs data from the German Socioeconomic Panel (SOEP) and data from the German Social Insurance Statistics to study nascent entrepreneurship. In particular, micro data from the SOEP characterizing employees and nascent entrepreneurs is combined with data characterizing the entrepreneurial environment. The principal findings suggest that individuals are embedded in their local entrepreneurial environment which influences an individual especially at the beginning of the decision process about whether to become self-employed. Work and previous self-employment experience is more important than formal education for the likelihood of being a nascent entrepreneur. Furthermore, social capital is an important stimulus for nascent entrepreneurs. Finally, the results indicate that financial assets are less important for nascent entrepreneurs.  相似文献

Empathy is a primary driver of social entrepreneurship and entrepreneurial action. However, empathizing individuals can arrive at different conclusions about what targets need. This variance in entrepreneurs' empathy for targets is important because it will help explain the type of interventions they initiate to help targets and the production of a range of benefits and costs for the targets and the entrepreneur. This study builds on and extends the theory of empathic interpersonal emotion regulation to construct an empathy-driven entrepreneurial-action model of well-being. We explore how an entrepreneur's empathy orientation for entrepreneurial action—the patterned way entrepreneurs focus their attention on a target's problems and then seek to enact this position through entrepreneurial action to help the target—shapes the organizing of an entrepreneurial intervention and the likely outcomes. We theorize entrepreneurial orientation of entrepreneurial action manifests as a hedonic paternalistic, counterhedonic, paternalistic, hedonic cooperative, or counter-hedonic cooperative. This empathy-driven entrepreneurial-action model of well-being contributes to the social entrepreneurship literature and inter-personal theories of empathy.  相似文献

Previous research showed that married individuals are overrepresented among the self-employed. Few studies proposed skill-spillover between the spouses within the marriage as an explanation. This paper deviates from the previous research by exploring different relationship contexts (e.g., cohabitation, being married or divorced, a widow(er) or single) and the role of partner influences under these contexts. It argues that the interaction between gender and relationship status implies variation in not only resources but also constraints, and hence sorts individuals into two different types of self-employment: entrepreneurial self-employment (i.e., incorporated business) and unincorporated self-employment. Using “Panel Study of Income Dynamics (PSID) 1965–2005” data, results of the competing risk models show that marital status contributes to both types of self-employment transitions, especially for men, but also for women. Cohabitation is a less supportive context for entrepreneurship and a partner’s self-employment experience increases only women’s likelihood of entering into entrepreneurship. These results suggest that skill-spillover between partners might be context dependent and only in one direction (from men to women).  相似文献

Social entrepreneurship activity continues to surge tremendously in market and economic systems around the world. Yet, social entrepreneurship theory and understanding lag far behind its practice. For instance, the nature of the entrepreneurial discovery phenomenon, a critical area of inquiry in general entrepreneurship theory, receives no attention in the specific context of social entrepreneurship. To address the gap, we conceptualize social entrepreneurial discovery based on an extension of corporate social responsibility into social entrepreneurship contexts. We develop a model that emphasizes mobilization and timing as underpinnings of social entrepreneurial discovery and offer distinct conceptual aspects and theoretic propositions instrumental to future social entrepreneurship research.  相似文献

Although there is a high level of practitioner, policymaker, and scholar interest in social entrepreneurship, most research is based on case studies and success stories of successful social entrepreneurs in a single country. We develop a methodology to measure population-based social entrepreneurship activity (SEA) prevalence rates and test it in 49 countries. Our results provide insights into institutional and individual drivers of SEA. Using the Global Entrepreneurship Monitor (GEM) methodology of Total Entrepreneurial Activity (TEA), we find that countries with higher rates of traditional entrepreneurial activity also tend to have higher rates of social entrepreneurial activity. We develop a broad definition of social entrepreneurship and then explore types based on social mission, revenue model, and innovativeness.  相似文献

Many universities are becoming more entrepreneurial by supporting spin-off activities of students and staff, installing entrepreneurship programs and creating networks with local entrepreneurs. But how do these activities affect university graduates’ employment choices? By utilizing different data sources, this question is addressed in the present study. Information collected through a large-scale graduate survey, implemented by the International Centre for Higher Education Research-Kassel, is combined with a ranking system of entrepreneurial orientation among German universities and data on the workforce within the university region. Empirical analysis suggests that the likelihood of entering self-employment is significantly positively related to the entrepreneurial orientation of the university. On the individual level, work experience prior to studying increases the likelihood of graduates entering self-employment while no robust influence of human capital indicators is detected.  相似文献

The article makes three contributions to the economics literature on entrepreneurship. We offer a new measure of entrepreneurship which accounts for variations in persistence in self-employment and as a result avoids the weakness of approaches which categorise an individual as an entrepreneur by observing their occupation at just one point in their career. We outline an econometric methodology to account for this approach and find, via a statistical test of model selection, that it is superior to probit/logit models, which have dominated the literature. While our results indicate that this existing literature is good at explaining an individual’s propensity to try self-employment, we find that entrepreneurial persistence is determined by a different model and unearth some new insights. Early self-employment encourages entrepreneurial persistence. For men, inheritance encourages persistence, and facilitates initial self-employment. Having a self-employed father as a role model makes sons persist longer. However, somewhat surprisingly, early experience of unemployment does not affect the probability of self-employment, while reducing persistence. The popular ‘unemployment push effect’ is thus rejected in our sample.

Intention, as the starting point of pursuing self-employment and creating new ventures, is crucial before actually establishing a business enterprise. Entrepreneurship is understood to be an essential ingredient for enhancing a country's economic competitiveness, growth, and sustainability while confronting the escalating challenges of globalization, such as increasing unemployment. This study provides empirical evidence on the factors influencing entrepreneurial intention and startup preparations among university students in Malaysia. The findings provide scholars and academic policymakers with insights into the effectiveness of Malaysia's entrepreneurial education as designed and practiced by public universities. The Malaysian government should apply these findings to fortify existing policies and programs and formulate new ones to support graduate entrepreneurs, while universities and other higher education institutions should provide high-quality entrepreneurial courses and programs to young Malaysians to foster an inclination toward entrepreneurship.  相似文献

This paper provides an endogenous growth model to illuminate the role of entrepreneurial start-up firms in structural economic transformation. We follow the Lewis-model distinction between a traditional and modern sector and underpin this distinction with micro-foundations. We specify mature and start-up entrepreneurs and make a distinction between survivalist self-employment activities in the traditional sector and opportunity-driven entrepreneurship in the modern. The model shows how opportunity-driven entrepreneurship can drive structural transformation in both the modern and traditional sectors through innovation and the provision of intermediate inputs and services (which permits greater specialization in manufacturing) and by increasing employment and productivity.  相似文献

Entering the third decade of the new millennium, the millennial generation is stepping into their most productive stage of life. We have witnessed a number of exemplary millennial entrepreneurs, such as Mark Zuckerberg, founder and CEO of Facebook. The world’s economy is evolving fast and presenting distinct entrepreneurial opportunities to millennials across the globe. It is critical that scholars of international entrepreneurship explore the new breed of millennial entrepreneurs and contrast them across generations and countries. Regrettably, the extant literature comes up short in fully addressing the new generation of entrepreneurs. We call for immediate scholarly attention on millennial entrepreneurs as they are in substantive ways unlike all earlier generations. We urge researchers to explore the unique characteristics of millennial entrepreneurs, their influence on entrepreneurial motivation, orientation, opportunity discovery and exploitation process, and the global ambition of their entrepreneurial ventures.  相似文献
