This paper analyses governance structures used to organize partnerships in R&D networks using two approaches: transaction costs theory and social capital theory. We argue that these theories are complementary; this explains forms of governance through the degrees of administrative (structural and safeguard mechanism) and social factors (cohesion and openness) they embody. Data was obtained from European R&D networks created through Framework Programmes which include a great number of universities, non profit institutions and firms. Findings show the variables that characterize and explain the governance forms based on the applicability of R&D networks. This study not only provides a theoretical model for analysing governance structures of these networks, but is also useful for both improving the management of networks and for fostering collaboration at an international level.  相似文献

We propose a model that reflects two important processes in R&D activities of firms, the formation of R&D alliances and the exchange of knowledge as a result of these collaborations. In a data-driven approach, we analyze two large-scale data sets, extracting unique information about 7500 R&D alliances and 5200 patent portfolios of firms. These data are used to calibrate the model parameters for network formation and knowledge exchange. We obtain probabilities for incumbent and newcomer firms to link to other incumbents or newcomers able to reproduce the topology of the empirical R&D network. The position of firms in a knowledge space is obtained from their patents using two different classification schemes, IPC in eight dimensions and ISI-OST-INPI in 35 dimensions. Our dynamics of knowledge exchange assumes that collaborating firms approach each other in knowledge space at a rate μ for an alliance duration τ. Both parameters are obtained in two different ways, by comparing knowledge distances from simulations and empirics and by analyzing the collaboration efficiency \(\mathcal {\hat {C}}_{n}\). This is a new measure that takes in account the effort of firms to maintain concurrent alliances, and is evaluated via extensive computer simulations. We find that R&D alliances have a duration of around two years and that the subsequent knowledge exchange occurs at a very low rate. Hence, a firm’s position in the knowledge space is rather a determinant than a consequence of its R&D alliances. From our data-driven approach we also find model configurations that can be both realistic and optimized with respect to the collaboration efficiency \(\mathcal {\hat {C}}_{n}\). Effective policies, as suggested by our model, would incentivize shorter R&D alliances and higher knowledge exchange rates.  相似文献

This paper studies the firm’s decisions on in-house R&D and its procurement from outside through commissioned R&D, joint R&D, and technology acquisitions (i.e., licensing-in). Using the data about 14,000 manufacturing firms in Japan, we estimate a modified double-hurdle model in which the first hurdle determines whether the firm should perform any R&D at all and the second hurdle determines whether (and how much) it should perform each mode of procured R&D. The results generally support the two major theories—the transaction cost theory and the capability theory. The estimated positive effects of firm size, in-house R&D intensity, diversification, and vertical integration support the hypothesis that capability is needed for procured R&D, while the estimated positive effect of the index of appropriability by patents supports the hypothesis that this appropriability reduces transaction costs. In addition, we found that information flow from scientific sources and that from transaction-based sources affect the three modes of procured R&D differently.  相似文献

The Pentagon is the world's largest single software consumer and major sponsor of software R&D. This paper examines the Pentagon's ability to manage internal R&D during the 1980s and the economic implications of its R&D role. The Pentagon's huge bureaucracy proved antithetical to the economic and management dynamics that foster cost-effective R&D. The bureaucracy provided no incentives for overcoming problems of high levels of uncertainty, appropriability of nonspecific R&D, and long time lags for complex research. Further, bureaucratic barriers impeded sharing and coordinating R&D assets and using external research resources efficiently. These structural rigidities represented huge economic losses in ineffective public spending and by blocking efficient usage of ideas and expertise in the commercial sector.  相似文献

The paper by Ghosh and Saha (Econ Theory 30:575–586, 2007) shows that entry can be socially excessive even if there are no scale economies. We show that exogenous cost asymmetry is responsible for this result. In a simple model with R&D investment by the more cost efficient firm, thus creating endogenous cost asymmetry, we show that entry is socially insufficient instead of excessive if the slope of the marginal cost of R&D is not very high.  相似文献

Joint Ventures versus Contractual Agreements: An Empirical Investigation   总被引:2,自引:0,他引:2  
In this paper, we empirically investigate the determinants of the governance form of strategic alliances. We use a database with 1,344 worldwide alliances in several industrial sectors. In contrast with previous empirical studies, we find that alliances undertaking R&D activities are more likely to use loose forms of organization (contractual agreements) than more hierarchical ones (joint ventures), and this result is even stronger when the alliance takes place in technologically sophisticated sectors. Moreover, we show that alliances between rival firms tend also to be organized with forms closer to arm’s length transactions. When the scope of an alliance is multidimensional or the alliance is an international one, however, firms prefer more hierarchical organizations such as joint ventures. This paper derives a simple, but informative, model of firm R&D to figure out key factors that determine firm R&D effort. The model suggests a demand-pull, technology-push theory of R&D by showing that a firm's profit-maximizing R&D expenditure is determined jointly by both demand-side factors and technology-side factors. The former includes demand size (firm sales) and consumer preference over quality and price and the latter includes R&D cost structure or the production-cost effect of product R&D and firm-specific technological competence. In addition, the model shows that other things being equal, the stock of exogenous technological knowledge, including the firm's previously accumulated technological knowledge, relevant to current R&D which is negatively related with current R&D effort. An empirical analysis of firm R&D intensities and technological capabilities of more than 1600 firms in nine industries across six countries provides supportive evidence for the theory. Further, the theory implies that R&D intensity or the R&D-to-sales ratio is independent of firm size unless firm size affects technological competence and that given consumer preference and R&D cost structure facing all firms in the same industry, the distribution of firm-specific technological competence among firms determines the distribution of firm R&D intensities within the industry.  相似文献

Innovative performance is influenced both by the origins of the existing knowledge that is combined to generate innovation and by how economic actors search for new knowledge. Drawing on a sample of inter-firm dyadic R&D alliances, we found that whereas the integration of geographically distant knowledge and of organisationally proximate knowledge in R&D alliances are negatively related to the alliance innovative performance, search span positively moderates both relationships. We conclude that, in order to make the most of broad-span searching, firms participating in R&D alliances should integrate geographically distant but organisationally proximate knowledge. By doing so, firms take advantage of the diversity and novelty that characterises geographically distant knowledge, while preserving considerable levels of relative absorptive capacity that are needed for them to understand, internalise, and effectively use partners’ knowledge from different domains.  相似文献

This paper examines how strategic alliances to create and use standards affect economic growth and development. The explanation of the link from standards to economic growth and development is through the effects of standards on the incentives to perform industrial research and development (R&D). We examine product standards, metrology traceable to national and international standards, and regulatory standards to address negative externalities. The paper develops a theoretical explanation for the link from standards to growth, survey/interview-guides to gather information from industrial R&D experts about the explanation, and case-study evidence about the explanation. We discuss the standard-setting process and explain that it entails strategic alliances among firms and with government involvement. Case studies of R&D projects in firms and in a national laboratory support the belief that standards implemented via strategic alliances leverage economic growth and development.  相似文献

Based on the knowledge-based view of the firm, this paper analyses how alternative configurations of technological relatedness in interfirm research and development (R&D) alliances influence specific types of product innovation. A longitudinal study of pharmaceutical firms provides support for the argument that complementary alliances contribute to the development of both radical and incremental innovation. Collaborating with partners that have similar technologies only enhances incremental innovation, although its impact is curvilinear. These evidences highlight the importance of designing a suitable portfolio of R&D alliances in order to develop different innovative competences.  相似文献

The thesis of this study is that the convergence of genetics, genomics and proteomics spurs new technological paradigms in medicine, which are generating a R&D corporate change: division of scientific labour of the drug discovery process by strategic alliances among firms in order to reinforce the integrative capabilities in different biomedical research fields and collective and cumulative learning between in-house R&D and external sources of innovation. In this paper we analyze whether and how “research” and “development” subsidies influence private R&D activity. Our empirical results show that “research” subsidies stimulate R&D spending within firms while “development” subsidies substitute such spending. At the theoretical level we find empirical support for the market failure argument that private R&D expenditure is best stimulated in areas where the gap between the social and the private rate of return to R&D is high. A policy implication is that technology programs should support research projects in the private sector in order to stimulate to more R&D.  相似文献

There is a great and urgent necessity for appropriate data and methods to help organisations select appropriate R&D (Research and Development) partners. In response, this study presents a structured framework for identifying and selecting the R&D partners with the greatest potential to meet a given technological need. The formal methods in the framework include systematic information collection, patent portfolio analysis, technological similarity screening, and semantic evaluation that views subject-action-object (SAO) sentence structures as problem-solution patterns. The results of an empirical evaluation, with dye-sensitive solar cells as the case, demonstrate that using this framework can reveal more appropriate R&D partners for technological needs (TNS) in less time and with less cost than methods based solely on one criterion.  相似文献

This paper follows the dual‐cost function methodology and develops a theoretical specification that assesses the contribution of public R&D capital to the productivity growth. The empirical application focuses on the Greek food and beverages industry. For this purpose it employs a micro‐aggregated annual data set over the period 1976–2002. The regression analysis shows that publicly‐funded R&D capital is a productive input as 8.7% and 7.3% of the total factor productivity growth in the food industry and in the beverages industry respectively is attributed to the publicly‐funded R&D capital. The relationship between publicly‐funded R&D and privately‐purchased inputs is also examined.  相似文献

We study monopolistic competition with symmetric directly additive preferences (generating variable mark-ups) and an endogenous technology choice. Each firm chooses an investment in R&D to decrease its marginal cost. We prove that the equilibrium R&D investment increases with market size (a larger population or trade) only if the price-elasticity of demand is an increasing function. Together with the output levels, such equilibrium investments may be socially excessive or insufficient, depending on whether the elasticity of the subutility is increasing or decreasing. The main implication is that opening up to free trade can foster R&D through variable mark-ups.  相似文献

This paper examines whether stringent environmental regulations induce more R&D and promote further productivity in Taiwan. Using an industry-level panel dataset for the 1997–2003 period, empirical results show that pollution abatement fees, a proxy for environmental regulations, is positively related to R&D expenditure, implying that stronger environment protection induces more R&D. On the other hand, pollution abatement capital expenditures do not have a statistically significant influence on R&D. Further evaluation of the influence of induced R&D by environment regulations on industrial productivity shows a significant positive association between them. This finding supports the Porter hypothesis that more stringent environmental regulations may enhance rather than lower industrial competitiveness.  相似文献

The Cobb–Douglas form of the two-factor learning curve model has been the conventional choice in empirical studies of the relative importance of R&D versus capacity expansion for cost reduction in energy technologies. Most empirical studies have focused on the role of public R&D in the context of renewable energy technologies. In this study, we provide a rationale for considering a different model formulation of the tradeoff between R&D and production capacity expansion when studying technology development in the private sector and we compare it to the conventional Cobb–Douglas model. We compare two common government R&D support programs, R&D tax credits and direct R&D grants. To study their effectiveness and the extent to which their design matters, we analyze these programs within a dynamic equilibrium model of imperfectly competitive industries. Adopting comprehensive welfare measures that take into account government, producer and consumer surpluses, we find that both schemes exhibit positive social returns. Mid-range R&D-intensive sectors exhibit higher social returns than either high or low R&D-intensive sectors. Both incentive schemes generate positive measures of R&D input additionality of magnitudes consistent with empirical R&D research. However, R&D grants that require firms to allocate subsidy funds to R&D spur less R&D than a more flexible R&D tax credit. Subsidy schemes can even induce competing firms to over-spend on R&D, generating negative producer surplus and possibly negative social returns.  相似文献

This paper examines research and development (R&D) investment spillovers across different market structures. In particular, we extend the recent work in Matsumura et al. (2013) to incorporate R&D investment spillovers. When the market is a duopoly, noncooperative (cooperative) R&D investment is preferred for small (large) spillovers of less (more) than half. We show that as a market structure becomes more competitive, noncooperative R&D investment is more likely to be preferred. Moreover, noncooperative R&D is not always decreasing with the intensity of competition, even though it is ultimately zero with perfect competition. Our theoretical results fit well with existing empirical findings.  相似文献

The impact of asymmetries between partners on the likelihood of establishing successful research and development and production joint ventures relative to the alternative of own development is assessed analytically. The often empirically observed 50/50 sharing rule in asymmetric alliances is compared to a bargained rule, where asymmetries in absorptive capacity, as well as R&D and production efficiency are explicitly taken into account. Industry settings in which successful asymmetric alliances are more likely to occur are pinpointed. The analysis focuses on the influence of the size and format of these asymmetries, the technological appropriability and complementarity between partners on the incentives for both partners to cooperate as well as to cheat on the venture agreement. The results are compared to a setting where the joint venture is only involved in R&D.  相似文献
