This paper summarizes the history and effects of the Australian Government's higher education lsquo;reformrsquo; agenda on the accounting discipline. After providing a brief historical perspective, the paper summarizes the contents of the Task Force for Accounting Education in Australia, a Report commissioned by the two major Australian professional accounting bodies. An overview of the Government's higher education Green and White Papers and their implications for the accounting discipline in higher education, is then provided. We then survey some of the key recommendations of the Report of the Review of the Accounting Discipline in Higher Education(The Mathews Report), an enquiry commissioned by the Australian Government after an intensive lobbying campaign by the accounting profession. This paper reviews the research papers contained within the first ten volumes of Accounting Education: an international journal since its launch in 1992, identifying both areas that have been well covered and those that present opportunities for further research. The paper compares coverage with accounting education research published in the USA. It is hoped that the paper will be of interest to researchers who wish to establish the prior literature on their research topics or who are searching for research topics and/or methods that have been hitherto underexplored. The paper also provides some observations about the methods employed and source of papers in order to gain further insight into the state of accounting education research at the start of the 21st century.  相似文献

Prior research suggests that despite the mass development of higher education in Vietnam recently, the quality of higher education is declining. This study aims to understand the impact of the education reform on the quality of university accounting education by investigating the involvement of different stakeholders in accounting education within one leading university in Vietnam. The findings from the interviews of key stakeholders suggest that accounting education in Vietnam is driven by reduced state control, growing institutional autonomy and increasing external guidance. This has come at the expense of reduced academic self-governance as lecturers have discretion in curriculum delivery at the individual course level, but little input into the decision-making at the school or university level and minimal participation in the curriculum development process. The findings enable regulators and decision-makers to better understand the dynamics between stakeholders in accounting education to enhance accounting graduates’ competencies and outcomes.  相似文献

Although the expectation of accountants is that they will always employ high ethical standards, empirical evidence suggests that individual accountants are, at best, no more ethically aware than average. This gap between expectation and reality could be the result of inadequate education. Universities cannot be relied upon to teach accounting ethics to prospective professional accountants principally because too few accountants have an accounting degree and because of the surface nature of accounting students' learning. The professional bodies pay only lip-service to ethics education in their syllabi and their treatment of ethics is thus both quantitatively and qualitatively inadequate. Accountants are consequently ill-prepared to face ethical dilemmas.  相似文献

This research tests whether Holderness Jr., D. K., Myers, N., Summers, S. L., & Wood, D. A. [(2014). Accounting education research: Ranking institutions and individual scholars. Issues in Accounting Education, 29(1), 87–115] accounting-education rankings are sensitive to a change in the set of journals used. It provides updated rankings for accounting-education authors from Australia, Canada, New Zealand, the Republic of Ireland, the United Kingdom, and the United States using a sample that included the publications in 13 accounting-education journals. Our analysis indicated that Holderness et al.’s rankings of authors and departments were significantly different from our rankings. This research provides rankings of the top 50 authors and departments for three periods: from 2010 to 2015, from 2004 to 2015, and from 1992 to 2015. We provide data indicating the distribution of authors for these periods to assist authors not listed in the most prolific lists in determining their relative ranking. Finally, we provide data on the distribution of journal choices for accounting-education publications for the authors from each country.  相似文献

The Accounting Education Change Commission (AECC) was formed in the USA to be a catalyst for change in accounting education. The AECC has called for fundamental changes in what is taught and how it is taught. The AECC has issued Position Number 1 that describes the desired objectives for accounting education and has made ten grants to four-year and graduate schools to stimulate curriculum changes.  相似文献

In this study, we analyze why commercial banks failed during the recent financial crisis. We find that traditional proxies for the CAMELS components, as well as measures of commercial real estate investments, do an excellent job in explaining the failures of banks that were closed during 2009, just as they did in the previous banking crisis of 1985–1992. Surprisingly, we do not find that residential mortgage-backed securities played a significant role in determining which banks failed and which banks survived. Our results offer support for the CAMELS approach to judging the safety and soundness of commercial banks, but call, into serious question the current system of regulatory risk weights and concentration limits on commercial real estate loans.  相似文献

This paper revisits the original design parameters of what was a ‘new’ Masters in Strategic Foresight that commenced at Swinburne University in 2001. It explores which of the original purposes and assumptions have stood the test of time over the course of a decade and analyses how the course has evolved, partly through design and partly through necessity. The paper reflects on the primary contribution of the Masters teaching experience and proposes that encouraging the students to develop philosophical ‘literacy’ operated to develop both the practicality of their use of methods and the capacity of their leadership and critical thinking. A secondary contribution reiterates the importance of ‘place’ and the necessity of ‘sufficient time’ for adult development to occur.  相似文献

Language can play an essential role in shaping how accounting reforms and the information around them are communicated and legitimated. However, scant consideration has been given to study what happens when politicians are the decision makers of accounting changes. This paper explores the political use of language by investigating how the Members of Parliament discuss about public-sector accounting reforms, and deploy different rhetorical strategies to legitimate or de-legitimate them. Through the analysis of Italian parliamentary debates in the 1990s and 2000s, this study highlights how the use of language can facilitate the exercise of power by deploying arguments rhetorically dominated by authorisation and moralisation strategies. The rhetorical arguments brought forward allow politicians to disguise their loss of power in favour of the European Union, depicting their actions and proposals as necessary and/or in favour of the public interest.  相似文献

The voluntary self-regulatory system of the accounting profession was criticized in recent years for its lack of effectiveness, of public representation, and the conflict between the profession's desire to protect its industry and its “role as self-regulator and protector of the public” (Coofee, Working Paper, Columbia Law School, 2001, p. 22 (available on SSRN Electronic Library at id=270944)). This study examines the role of disciplinary activities of the profession in protecting the public interest in the Canadian province of Québec, a jurisdiction where, although the profession is self-regulated, several rules are imposed by the government, including mandatory public participation and oversight by a regulatory agency.My results indicate that at the trial stage, which is heavily regulated and where public participation is high, public-interest violations predominate, are considered more serious than private-interest violations, and result in more severe sanctions. At the inquiry stage, which is characterized by a lower level of public involvement and a high degree of discretion, the results indicate that the decision of whether or not to prosecute a case depends on the cost of the disciplinary process, the notoriety of the case, and the risk that the case if prosecuted results in an acquittal. These findings suggest that the preponderance of the public interest over the private interest depends on the degree of regulation and public participation.  相似文献

This paper examines the way in which cost accounting is decoupled from the financial accounting model that is circumscribed by the framework of the French plan comptable(i.e. comptabilité générale). Some attendant problems are investigated, and the conflicting views of leading commentators on French accounting are brought to bear. In particular, the tension between managerial accounting requirements of enterprise accounting, on the one hand, and the macroeconomic orientation of comptabilité générale, on the other, are analysed. Finally, the paper offers a concise appraisal of the Système Croisé, an integrated accounting model that was designed to resolve problems arising from the gulf between cost accounting and financial accounting in France.  相似文献

Little empirical evidence exists regarding students’ perceptions of the first course in accounting and the effect of these perceptions on deciding whether or not to major in accounting. The purpose of this study is to begin examining student perceptions regarding the first accounting course and how those perceptions relate to selection of accounting as a major. The study separately examines initial perceptions and changes in perceptions over the semester for intended accounting and non-accounting majors, and assesses the association of individual accounting instructors with changed student perceptions. We then examine the relationship between perceptual changes, final grades, and individual instructors on decisions to major in accounting. Responses from 331 introductory financial accounting students from two universities indicate that while intended accounting majors perceived the course more favorably than non-accounting majors at the beginning and end of the semester, both groups exhibited relatively positive attitudes toward the course. However, these attitudes were similarly less favorable by the end of the course for both groups. We also found evidence of the important role individual instructors play regarding changing student perceptions and selection of accounting as a major. The analyses for selection of accounting as a major indicate that the decision depended on initially intending to major in accounting, performance in the first course, and individual instructors, but not on changes in perception regarding the first course.  相似文献

This paper examines the standard-setting process during the recent reform of government accounting standards in Greece. The process is viewed through the lens of the ‘garbage can’ model, informed by interviews, informal discussions and archival data. Findings indicate a lack of effective monitoring of the process by politicians and external lenders (the ‘Troika’), and an outcome that favoured the bureaucrats and consultants involved.  相似文献

This paper explores accounting's mediating role in bringing theoretical statements from economics into life. It addresses the so-called performativity thesis that claims that economic theory does not just observe and explain a reality, but rather shapes, formats and performs reality. Accounting mediates in that process by creating cognitive boundaries that embed societal practices in economic theory. However, the performativity thesis is not without criticisms. Its main criticisms concern a lack of proof of the thesis; an overestimation of the power of economics to extend beyond the virtual; and a lack of a critical stance. In order to bring more nuance in the discussion on the performativity thesis the paper reflects on evidence from the field of accounting. The review of accounting studies reveals how accounting, to different degrees, is implicated in strategic and operational activities in markets and organisations and how it is a performative mechanism of economisation. Moreover, in order to accentuate the ‘good’ in society and to challenge the ‘bad’, the paper suggests a further development of (critical) management accounting research into the performativity of both economics and other social theories. A relational ontology of management accounting that is in politics and that is sensitive to ‘unlocalisable’ virtual powers of social-historical formations of management accounting may be developed.  相似文献

Clarke turns from his current series on American anticipations in order to contribute a thesis for this issue: that futuristic literature is in origin the creation of many original thinkers in France and the UK. As every British schoolboy knows, our relationship with the French began on the morning of October 14th 1066, when the mailed knights of William the Claimant, as he then called himself, advanced on the shield wall of the last Saxon king at Senlac near Hastings. The Norman-French victory was a triumph of foresight and military planning. However, the leader who entered British history as William the Conqueror could never have foreseen the most important consequence of his victory: the merging of Norman-French and Anglo-Saxon which would create the most flexible and effective means of modern communication—the English language.  相似文献

In contrast to previous examinations of the role of accounting in financial crises, this paper explores the way in which accounting has been woven into a new system of banking regulations. Although the regulatory reform of the mid-1980s was intended to maintain the soundness of banking businesses, it failed to prevent banks from excessive asset expansion in the latter half of the 1980s in Japan. One of the major causes of this regulatory failure is found in the way that the regulatory capital is defined for the new capital adequacy regulation. The latent revaluation reserves are partially counted as capital. Japanese domestic regulatory reform took place in the wider context of the international standardization of capital adequacy regulations (BIS standards). Japanese regulators utilized taken-for-granted practices of accounting to creatively comply with the BIS standards.  相似文献

Cole and White (J Financ Serv Res 2012) show that small banks which failed during the financial crisis–like small banks which faile in previous crises–tended to have high concentration of loans financing commercial real estate and real estate development several years before failure. In contrast, large banks failed during the financial crisis due to the novel strategy of investing in poorly underwritten subprime mortgages. The fact that large banks fail as a resut of changing business models while small banks fail for predictable reasons makes justifies a heightened level of supervision of large banks (consistent with the Dodd-Frank Act).  相似文献

Much of capital market research in accounting over the past 20 years has assumed that the price adjustment process to information is instantaneous and/or trivial. This assumption has had an enormous influence on the way we select research topics, design empirical tests, and interpret research findings. In this discussion, I argue that price discovery is a complex process, deserving of more attention. I highlight significant problems associated with a naı̈ve view of market efficiency, and advocate a more general model involving noise traders. Finally, I discuss the implications of recent evidence against market efficiency for future research.  相似文献

New academic accountants tend to believe that there is a singular academic labor market that will receive them as they approach the completion of their doctoral programs. In such a world, the caliber of their ideas would be judged according to their ability to make a contribution to the knowledge of discipline. However, past research suggests that a prestige structure exists for doctoral programs such that a candidate’s ability to be placed at a school is a function of his/her doctoral programs position in that hierarchy. In this world, limits exist upon possible placement for most candidates such that the caliber of their work will not be a determinative factor in their placement. Various divisions of the doctoral schools in accounting show that movement to higher groups is difficult for all groups. The higher-tier schools are more able to place their graduates in the same tier. Falls to lower tiers are especially likely for the graduates of the lower prestige groups of doctoral schools. This paper seeks to help participants in the labor market, doctoral candidates and those that hire them, obtain a more informed appreciation for their realistic prospects. In this way, an achievable expectation should lead to more efficient placement behavior.  相似文献
