The commercial agricultural sector in South Africa has historically been dominated by large-scale operations run by white owners and managers. In redressing this imbalance, black farmers classified as ‘emerging’ are being encouraged to engage in high-input agricultural production in order to obtain ‘commercial’ status. Since existing practices in commercial agriculture rely heavily on pesticides, emerging farmers aspiring to become commercial are pressured to adopt and/or increase the use of pesticides. However, problems of access to land, finances, resources, skills and markets overshadow the health and safety of these farmers and their labour force that may be affected by exposure to pesticides. This paper presents the results of a policy study based on primary interview data with key stakeholders and secondary documentary review data, to illustrate how pesticides are used in an occupational health and safety vacuum because the focus of key institutions is rather on economic productivity. 相似文献

The objective of this paper was to quantify the levels of social capital of emerging raisin producers from Eksteenskuil, and to explore the relationship between the socio-economic characteristics of the farmers and their social capital levels. The respondents prove to have high levels of social capital. Interestingly, they tend to trust and get along with each other more than they actively participate in organised group activities in the community. Their social capital thus can be said to be more cognitive than structural. Higher levels of social capital were also found to be associated with higher age, experience and education levels of the respondents. Ultimately it was concluded that the complexity of social capital makes it difficult to implement initiatives that will contribute to developing the social capital levels of these farmers. Efforts to stimulate collective action and farmer-to-farmer skills transfer should take cognisance of the role of social dynamics in the behaviour of emerging farmers. 相似文献

Binswanger attributes the problem facing poor people in financing land purchase to the inclusion of a real capital gains component in the price of land. This article attributes it largely to a cash flow problem which arises from positive inflation rates. The Ricardian rent return to land in South African agriculture is estimated at between 4 and 5 per cent while the Land Bank's interest rate is 15 per cent. Interest payments on a bond can therefore not be met from rents to land alone. If, as an extreme situation, the expected inflation rate were zero, farmers might have been able to borrow funds at 4 to 5 per cent. To bring debt servicing in line with projected cash flows in the real situation, mortgage interest rates could be subsidised; or, in an alternative affirmative action, the state could contribute towards the purchase price of land. Anecdotal evidence shows that despite extensive restrictions on the hiring of African workers, these workers were increasingly employed in semi‐skilled occupations throughout the apartheid era. This article shows that White skill acquisition throughout the apartheid era reduced the supply of White semi‐skilled workers and led to the removal of job reservation, the process of reserving skilled and semi‐skilled jobs for Whites. Although job reservation declined, there is little evidence of a decline in racial segregation in the labour market. It is concluded that the transformation in the labour market was driven by White economic incentives rather than any evident change in White preferences regarding racial segregation. 相似文献

South Africa's first build‐own‐operate‐transfer (BOOT) project for municipal services was signed in late December 1998 by the city of Durban and a private project company associated with French conglomerate Vivendi. The project will treat waste water for sale to industrial customers who would otherwise use more expensive potable water in their manufacturing processes. The project structure, with its multiple contracts and supporting agreements, guarantees and complex shareholding relationships, represents a sophisticated analytical challenge for lenders, whose financing will ultimately be at risk in the deal. Development finance institutions, such as the Development Bank of Southern Africa (DBSA), must review such projects in even greater detail because of their mandate to promote sustainable infrastructure development in the region. This article presents the DBSA ‘s analytical perspective on the Durban BOOT project in an effort to capture the complex, innovative and strongly developmental character of what, for South Africa, is a ground‐breaking public‐private partnership project. 相似文献

In South Africa the distribution of land rights remains a major manifestation and cause of injustice, only slowly affected by the constitutionally mandated programme of land restitution, redistribution and tenure reform. The Transformation of Certain Rural Areas Act 94, 1998 (Trancraa) is the first post-apartheid legislation to reform ‘communal’ land tenure. It applies to 23 former ‘coloured rural areas’ and was introduced in six areas in Namaqualand in the Northern Cape Province during 2001–2. In a different, contested process a Communal Land Rights Bill for the former ‘homelands’ was published in August 2002, adopted by Cabinet in 2003 and signed into law in July 2004. While the Communal Land Rights Act relies on ‘traditional councils’ with a majority of non-elected members, Trancraa was enacted in the context of the 1997 White Paper of South African Land Policy and focused on community choice and the role of municipalities. The consultative process in Namaqualand was driven by civil society organisations and community actors, but did not include the training, finance and development support needed to transform rural relations among people affected by unemployment, land scarcity and weak local organisations. To promote procedural and substantive justice, tenure reform must honour the human rights of equality, redress and land development support articulated in land policy and the Constitution. 相似文献

This article examines transformation in South Africa's social security system from a human rights and civil society perspective. Three claims are made: rights can be realised by civil society organisations, civil society organisations can transform social security, and the realisation of social security rights by civil society organisations can give us a means to address many of the problems identified with the involvement of NGOs in development. The basis of this assessment is a performative conception of rights, derived from the Grootboom legal judgment, which would allow civil society action to address the problems inherent in the social security system in South Africa. An analysis is thus made of this kind of public action and it is shown how it can be subsumed under the 1996 South African Constitution, and how the Constitution could transform civil society organisations' social action. Civil society action, it is proposed, could be valuable in further reforming the South African social security system, and in realising rights as autonomous social action. 相似文献

However, South African NGOs have reported that several barriers prevent poor South Africans, and black women in particular, from accessing the country’s social assistance system. As reflected in a series of court judgements, many problems faced by the system relate to the administration of payments by South African and multinational corporations. New Zealand replaced customary tenure of Maori land with titles. Some issues are relevant to South Africa. Massive redistribution of Maori land is accounted for by inadequate property rights conferred fay colonial legislation. Institutions emerged to deal with problems of landlessness and low farm incomes created by titling, among which private incorporations and trusts were particularly successful Such institutions may under certain conditions be useful to smallholders in the former homelands and to groups of farmers who acquire freehold land in South Africa. 相似文献

The purpose of this article is to classify farmers in developing rural areas according to their commercial orientation and to evaluate their distinguishing characteristics. Farmers in these areas use both farm and non‐farm activities to commercialise to some degree. The aim of the commercialisation strategy is to generate income for acquiring other basic goods and services. A cluster analysis of 392 households surveyed in 1987 in the former KaNgwane identified seven groups of farming households: very low commercial households, moderately commercial households, high agricultural commercial households, livestock commercial households, non‐farm income households, non‐farm and agricultural commercial households and highly commercial households. The characteristics of four of these groups were investigated further. The current status of the commercialisation process suggests several policy directions: food security programmes should be aimed at those lacking resources, who may also be threatened by food shortages; emerging farmers with limited resources should be encouraged to diversify their income‐generating activities ‐ they should be given support (including access to land, markets, credit and management) to encourage them to prosper; and the progressive farmers require enhanced programmes to sustain their competitiveness. 相似文献

Using hand-collected data on IPOs by private-owned enterprises, this article examines the regulatory benefits of political connections in China's state-controlled going public process, a subject that has rarely been investigated in existing literature. This article makes the following findings: first, political connections have significant positive impact on enterprises' chances of being approved for IPOs; second, enterprises with political connections are significantly more likely to receive preferential treatments (e.g., higher offering price-to-earning ratio) from regulatory authorities; third, enterprises with political connections are significantly less likely to be selected for pre-IPO on-site auditing by regulatory authorities. The findings of this article may provide answer to the question why China has been so reluctant to adopt disclosure-based regulatory regime as well as insights into the puzzle of the consistent poor performance of China's stock markets. 相似文献

This paper investigates the value of political institutions for financial markets, using panel data from emerging market countries. We test the hypothesis that changes in political institutions, such as improvements in democratic rights and increased government accountability, have a direct effect on sovereign interest rate spreads. We find that financial markets value institutions over and above the economic and fiscal outcomes these institutions shape. Democracy and accountability generally lower sovereign spreads, political risk tends to increase them, and financial markets view election years negatively. 相似文献

Financial globalisation has been associated with divergent current account patterns in emerging markets. In this paper we test for the relevance of financial market characteristics in explaining different current account patterns in emerging Europe and emerging Asia. We find that better developed and more integrated financial markets increase emerging markets’ ability to borrow abroad. The degree of financial integration within the convergence clubs as well as the extent of reserve accumulation are found to be the most significant factors to explain divergent current account patterns in emerging Europe and emerging Asia. 相似文献

Sustainability practices, particularly those relating to Socially Responsible Investment (SRI), have still to be fully evolved in a developing country context. This article considers international trends in SRI and how these may relate to South Africa. It considers how, internationally, SRI has become increasingly motivated by the business case for risk-management and therefore how it may have the potential to offer superior returns (as demonstrated by recent experience in the United States). Aside from the very high inequality of land ownership, South Africa is characterised by a dual land tenure system comprising of private ownership and communal land ownership. Using waves 4 and 5 of the National Income Dynamics Study longitudinal data set, a set of econometric methodologies is employed to quantify the impact of ownership and tenure on an index of subjective wellbeing (SWB) constructed from eight self-reported responses covering general life satisfaction, contrast, social capital, mental health and hope for future. Controlling for the income effect and other pertinent drivers of SWB, the study highlights the non-income impact of land ownership and tenure on the subjective wellbeing of individuals. To account for possible endogeneity and self-selection, instrumental variable and matching method-based treatment effects are computed. This paper has two main findings in relation to land tenure in South Africa: (a) land owners have on average a higher index of SWB compared to those not owning land, and (b) owning land privately, compared to owning land communally, has a positive impact on subjective wellbeing within land owners. These results are consistent and statistically significant across the various estimation strategies and provide additional motivation for expediting land reforms in South Africa. 相似文献

The article argues for a more flexible and inclusive approach to research on women and the state in Africa and, in particular, women's political participation. Inter alia it suggests moving away from restricted Western definitions of politics, from overly aggregated notions both of “the state” and of “women,” and from too centralized a focus on government; and moving to include a greater appreciation of informal organizations, unusual modes of participation, uneven tradeoffs and even manipulated politics. Its concern is to ensure that we do not overlook or close off those narrow spaces of participation which may, by default, have been allowed to women, or which women may have fashioned for themselves. 相似文献
