During the global financial crisis, central banks in Pacific island countries eased monetary policy to stimulate economic activity. Judging by the ensuing movements in commercial bank interest rates and private sector credit, monetary policy transmission appears to be weak. This is confirmed by an empirical examination of interest rate pass‐through and credit growth. Weak credit demand and under‐developed financial markets seem to have limited the effectiveness of monetary policy, but the inflexibility of exchange rates and rising real interest rates have also served to frustrate the central banks' efforts despite a supporting fiscal policy. While highlighting the importance of developing domestic financial markets in the long run, this experience also points to the need to coordinate macroeconomic policies and to use all macroeconomic tools available in conducting countercyclical policies, including exchange rate flexibility.  相似文献

We analyze the lending cyclicality of 213 ASEAN commercial banks over the period 2001–2015. The findings indicate that lending by private banks is procyclical while lending by state banks is countercyclical. Long-term liabilities also move countercyclically for state banks whereas funding for non-state banks in the form of deposit and long-term liabilities is procyclical. Greater lending cyclicality is observed for both private and state banks in Cambodia, Myanmar, Laos, and Vietnam (CMLV) compared to Indonesia, Malaysia, the Philippines, Thailand, and Singapore (ASEAN-5). Lending of non-ASEAN based foreign banks shows greater procyclicality than that of domestic banks for the ASEAN-5 countries, although not for the CMLV countries. During the global financial crisis, lending by non-ASEAN based foreign banks contracted sharply even as lending by ASEAN based foreign banks was unaffected. Overall, our results confirm that bank ownership influences lending and funding sensitivity to economic fluctuations.  相似文献

China has sustained a high rate of economic growth even after the outbreak of global financial crisis around 2008 and 2009. Much of the growth stemmed from consistently high levels of lending after this period. Using a unique large dataset from all banking institutions in 90 counties across 14 provinces of China from 2005 to 2013, this paper examines the patterns of credit expansion by Chinese banks. Our study results reveal a clear pattern of counter-cyclical credit expansion by Chinese banks in response to the outbreak of global financial crisis. We find that ownership structure and bank governance do impact on bank lending: the large state-owned banks have responded more to political pressure to lend while the joint-stock banks and city commercial banks have been more profit oriented. The latter had increased their lending more to increase their presence at the county markets. Overall, compared with county-based small banks, cross-regional banks have expanded their lending much more aggressively. Differences in liquidity and deposit growth, risk management strategies, or legal enforcement cannot explain these results.  相似文献

We investigate the determinants of the end of lending relationships with banks using small business data. We also investigate how small businesses without lending relationships financed credit demand during the global financial shock. First, we find that firms with lower growth, low working capital, and high internal cash were more likely to end lending relationships with banks. Supply-side effects on the determinants of the end of relationships are insignificant. Second, when firms experienced credit demand during the financial shock, those with lending relationships increased bank borrowings while those without lending relationships reduced internal cash. Third, firm performance (in terms of profitability) was neither lower nor higher for firms that did not have lending relationships with banks during the shock period.  相似文献

This study presents new time series data for private debt in Sweden in 1900–2013, including credit from banks, mortgage institutes and credit companies. The reconstruction of the data is a scientific task by itself, and is complicated by changed definitions, breaks in the series, and the need for occasional interpolation and cross-reference of sources. The obtained data reveal both qualitative and quantitative changes in the structure of private debt in Sweden during the period. One finding is a pattern where the era starting with the deregulation of the credit market in 1985 resembles the era preceding World War Two. Both periods experienced a high level of private debt-to-GDP ratio as well as severe financial crises. In a first application of the data, the hypothesis of rising private debt in the years before a financial crisis is explored through logit regression. The findings are in line with international research, and suggest that higher lending, especially from banks, might aggravate the risk of financial crisis.  相似文献

微观层面上,商业银行有着“晴天送伞,雨天收伞”的行为特征;而在宏观层面上,银行信贷也存在明显的顺周期性特征。本文构建了一个带有金融摩擦的新凯恩斯主义DSGE模型,把对宏观经济现象的分析建立在坚实的微观基础之上,从而将上述两者纳入到一个统一的分析框架之内。此外,本文还运用我国的实际经济数据对模型中的结构参数进行贝叶斯估计,并对模型中的主要经济变量和外生冲击做了脉冲响应函数分析。研究发现:微观层面上,商业银行的信贷紧缩和扩张行为是其在金融市场存在信息不对称问题下的理性决策;宏观层面上,银行信贷的顺周期性是由于存在金融摩擦所导致的;在如今经济增速下行阶段,风险冲击增强了银行的惜贷慎贷情绪,加剧了企业融资难问题。最后,本文根据模型模拟为如何缓解企业融资难问题提出了一些实际的可操作的政策建议。  相似文献

中小企业融资难是全国乃至全世界的难题。本文通过对河北省高阳县小企业融资调查得出结论:中小企业融资主要来源于民间借贷,主要原因是现有商业银行对中小企业存在信贷配给,而民间借贷又具备其制度上的优势。所以解决中小企业融资应积极发展多种形式的民间金融组织,并放宽其准入,解决其资金问题,给予其适当的监管。  相似文献

This study evaluates the bank lending channel of monetary policy in Indonesia by using quarterly bank-level data over the period of 2005-2016. I find that the lending channel of monetary policy works for all banks, both large and small. The results suggest that higher capital buffers and better liquidity positions moderate the impact of changes in monetary policy on credit growth for large banks, while capital buffers and liquidity positions do not alter the strength of the lending channel for small banks. The findings indicate that the central bank can use prudential instruments affecting capital buffers and liquidity positions for managing the strength of adjustment in the monetary policy interest rate on bank credit growth.  相似文献

This paper aims to measure banking efficiency by considering risk preferences in 49 Chinese commercial banks during the period of 2004–2012. It adopts a method which allows for endogenous classification of three risk preferences, namely the conservative, moderate and aggressive risk modes, by changing direction vectors. Banking efficiency is measured on the basis of optimal risk preference. The findings show that the moderate risk preference is the most appropriate strategy to achieve technical efficiency in the Chinese banking sector. However, the aggressive risk preference involving low risk costs, compulsory credit spreads and scale expansion played a critical role in promoting the development of Chinese banking sector, but its effect decreased rapidly. The findings also imply that the average technical efficiency scores of joint stock commercial banks and city commercial banks were higher than those of state-owned commercial banks under the optimal risk preference, and that the measured efficiency mainly shows a trend of improvement over time.  相似文献

信贷管理是商业银行经营管理的核心内容,包括信贷规模管理和信贷合同管理两个方面,加强信贷规模管理和信贷合同管理是商业银行精细化管理的重要组成部分。在当前中央银行加强对商业银行规模控制以及实施新的《商业银行资本管理办法》的背景下,采用VAR方法和情景分析法实证分析了规模约束下和资本充足率约束下的信贷管理问题。结果发现:第一,规模约束直接影响商业银行的信贷规模,其中存款准备金率比存贷款利率对贷款规模影响显著,但存在4个月的时滞;第二,资本充足率约束直接影响到商业银行的信贷合同签订比例,按照新的资本管理办法,已签未贷合同需要增加资本金以覆盖其风险。  相似文献

From the mid‐1950s to the early 1980s the Treasury and the Bank of England successfully advocated a policy of restricting both private and public sector house‐building, as a key but covert instrument of their wider ‘stop‐go’ macroeconomic policy framework. While the intensity of restrictions varied over the economic cycle, private house‐building was restricted (through limiting mortgage availability) for almost all this period. This was achieved by keeping building society interest rates low relative to other interest rates and thus starving the building society movement of mortgage funds. Mortgage restriction was never publicly discussed and sometimes operated alongside ambitious housing targets and well‐publicized policy initiatives to boost housing demand. This article outlines the evolution of house‐building restriction, together with its impacts on the housing sector and the wider economy. We review the evolution of the policy framework and its consequences, compare the level and stability of British house‐building during this period—historically and relative to other countries—and undertake time‐series econometric analysis of its impacts on both house‐building and house prices. Finally, implications for debates regarding stop‐go policy, Britain's housing problem, and the distributional consequences of government macroeconomic policy are discussed.  相似文献

An accumulation of old banking laws was replaced with a single new one early in 1992. The previous focus on the lending side of banks' activities has been replaced by greater emphasis on their deposit mobilisation and intermediation functions. Distinctions between commercial, savings and development banks have been dropped—the only functional distinction remaining being that between banks which offer cheque account services and the much smaller ones which do not. Important changes relating to ownership include placing the state banks on the same legal footing as those from the private sector, allowing them to sell their shares to the public, and permitting foreigners to purchase shares in domestic banks listed on the stock exchange. Those who breach the new law are liable to heavy fines and gaol terms. The law allows the government to require all (not just state) banks to undertake special developmental or equity-oriented programs.  相似文献

Abstract: The question of the optimal spread between bank lending rates and rates that banks pay on deposits, which is fair to bankers, depositors and borrowers, has dogged economies for some time. In Ghana, there is widespread perception that the spread is too wide. Bankers, on the other hand justify the spread on the basis of economic variables that affect them. This paper contributes to the literature by identifying, in the case of Ghana, the short‐run response of the net interest margin of banks to changes in bank‐specific, industry‐specific and macroeconomic variables within the broad framework of Ho and Saunders (1981) . We find that increases in the following factors significantly increase net interest margin — bank market power (or concentration), bank size, staff costs, administrative costs, extent of bank risk aversion and the rate of inflation. On the other hand, increases in the following variables decrease net interest margin significantly — bank excess cash reserves, the central bank lending rate, management efficiency and the passage of time. To help reduce interest rate margins, we recommend that banks should not get too big, the central bank should consider lowering the capital adequacy ratio and banks should be required to pass on to borrowers the full extent of reductions or increases in the central bank lending rate. Continued efforts at keeping inflation at bay will also help.  相似文献

This paper investigates the strength of the bank lending channel in the transmission of monetary policy in Thailand. Bank behavior is captured by quarterly balance sheet data for ten commercial banks of diverse size for the period 2007-2016. Based on a flexible form profit function, bank supply and demand equations are estimated that capture lending and funding choices. The estimation results are used to derive time-dependent supply and demand elasticities which are then combined with estimates of pass-through from the policy rate to retail rates to simulate the dynamic impact of a monetary tightening on bank portfolio allocations. Due to pass-through differentials among retail interest rates, an increase in the policy rate is shown to raise the cost of loan-production relative to the return on loans, thereby motivating banks to contract their lending. Small banks show a greater degree of loan contraction than large banks because large banks are better able to fund continued lending through debt issuance. Because the Thai economy relies heavily on bank loans, these findings suggest that the bank lending channel is an important conduit for the transmission of monetary policy in Thailand.  相似文献

We found that the selective credit policy of the 1974-83 period benefitted the Indonesian economy in a way unanticipated by the protagonists in the financial repression debate. The selective credit policy by favoring the manufacturing and trade sectors reduced their decimation by the overvalued exchange rate created by expansionary macroeconomic policies. The existence of a sizeable tradeable sector when the negative balance of payments shocks hit after 1981 enabled Indonesia to earn enough foreign exchange to service its external debts and thus avoid the type of prolonged economic crisis experienced by Latin America. (It must be stressed that the selective credit policy constituted only one of the policy actions that preserved the economic viability of the tradeable sector.) Since the selective credit policy was not undertaken with the expectation of negative balance of payments shocks in 1980s, its beneficial effects on economic development were entirely fortuitous.  相似文献

The dominant role of commercial banks as a source of finance and the considerable asymmetry of information in financial markets in developing countries have raised an argument that the bank lending channel of monetary transmission mechanism would be very important in such countries. This study addresses the issue by investigating empirically whether there are differential effects of monetary policy on banks' balance sheets, and its implications to the existence of the bank lending channel of monetary policy in Indonesia, especially since the early 1980s when the government adopted a policy of financial deveculation. We find significant differences of balance sheet behaviour across bank classes in response to a change in monetary policy, consistent with the predictions of the bank lending view. We also found that because of access to foreign funds and the existence of bank loan commitment, the monetary policy was unable to constrain loan supply by the large (state) banks, indicating that the bank lending channel operates through smaller (non-state) banks.  相似文献

Despite the downward trend of land prices and the ex post low return on real estate loans, Japanese banks increased their lending to the real estate sector during the 1990s. We argue that this phenomenon can be explained by the risk-shifting incentives of banks and discover that banks with low capital-to-asset ratios and low franchise value chose high-risk assets such as real estate loans. Unlike previous studies, we show that the capital–risk relationship is non-linear and changes from positive to negative as franchise value falls. We also find that a capital adequacy requirement did not prevent risk-taking behavior of under-capitalized banks since they then just issued more subordinated debts to meet this requirement. In contrast, government capital injections led banks to reduce risky loans at the margin. Recapitalization by issuing subordinated debts helped banks recover their capital losses and mitigated the credit crunch, but consequently allowed them to increase their exposure to the real estate sector and worsened the bad loan problems.  相似文献

Employing the stochastic frontier approach, this paper investigates cost X-efficiency in China's banking sector over the period 1985–2002. The objective is to assess whether different ownership types and banking reforms affect X-efficiency. A two-stage regression model is estimated to identify the significant variables influencing X-efficiency. Overall, the results show that banks are operating 40–60% below the X-efficiency frontier. On average, the joint-stock banks are found to be more X-efficient than the state-owned commercial banks, but individual scores present a far more complex picture. It appears that X-efficiency was higher during the first phase of bank reform. Recent policies aimed at increased privatisation, greater foreign bank participation, and liberalised interest rates should help to improve the cost X-efficiency of China's banks.  相似文献

Since the 1970s, many central banks – including the Bank of England, the Bank of France, the Bank of Korea and the Bank of Japan – have announced that they have ceased direct credit controls. Researchers have tended to accept 'what they say', without gathering empirical evidence on 'what they do'. The Bank of Japan announced that it was abandoning direct credit controls in 1982. Since then, the monetary policy literature on Japan has focussed on formal policy tools, such as interest rates. This paper presents empirical research on the actual implementation of monetary policy by the Japanese central bank. The emphasis is on the period in the mid- to late-1980s when monetary policy was stimulatory and real-estate-related lending expanded rapidly, and the period in the early 1990s, when asset prices fell, resulting in the subsequent banking crisis and recession. The paper first briefly surveys the literature. Empirical research is then presented in three parts. Secondary sources are accessed to gain information on the mechanism of monetary policy conduct. New field work is then presented, which uses primary sources to probe the details of monetary policy implementation. Finally, econometric evidence is gathered to test various hypotheses concerning monetary policy procedures. The research successfully establishes the details and nature of the Bank of Japan's monetary policy implementation during the 1980s and early 1990s. The findings suggest the need for a modification of the generally prevailing view, as well as the need for further research on the actual implementation of monetary policy in other countries.  相似文献

We investigate the question of whether firms in Africa's manufacturingsector are credit constrained. The fact that few firms obtaincredit is not sufficient to prove constraints, since certainfirms may not have a demand for credit while others may be refusedcredit as part of profit maximising behaviour by banks. To investigatethis question, we use direct evidence on whether firms had ademand of credit and whether their demand was satisfied in theformal credit market, based on panel data on firms in the manufacturingsector from six African countries. Of those firms with a demandfor credit, only a quarter obtained a formal sector loan. Ouranalysis suggests that while banks allocate credit on the basisof expected profits, micro or small firms are much less likelyto get a loan than large firms. We also find that outstandingdebt is positively related with obtaining further lending. Therole of outstanding debt is likely to be a reflection of inefficiencyin credit markets, while the fact that size matters is consistentwith a bias as well, although we cannot totally exclude thatthey reflect transactions costs on the part of banks. We presentan analysis showing how much more profitable small firms mustbe to obtain a loan than large firms.  相似文献
