规划支持系统:现状与思考

首先从数据处理、分析模型、成果展示、管理平台四个角度分析我国规划支持系统的研究和应用现状,指出几个突出问题:(1)GIS数据处理瓶颈;(2)专用软件分析功能单一或过于复杂;(3)可视化效果不尽人意。文章提出新一代规划支持系统框架是从构建系统,发展为搭建定量分析科学,最后走向为公众和管理服务,并以Whatif2.0为例,指出当前可操作的规划支持系统应着重解决:(1)支持多源数据的输入输出;(2)模型操作的简洁易懂;(3)配套情景规划的实施;(4)分析结果的可评价性。     

Justice As Subject and Object of Planning

Considerations of justice have moved to a central place in planning theory following Susan Fainstein's (2010) eloquent plea to elevate justice to the principal criterion for the evaluation of planning practice. Justice based on this understanding is the object of planning—the normative end that planning practice should strive to achieve. In this essay I explore the implications for planning theory and practice of making justice the subject rather than the object of planning. This formulation places justice at the center of rather than regarding it as the outcome of practice: what is of concern here is planning as the practice of justice rather than the justice of planning practice. The question for planning in this mode shifts from ‘Is this a just outcome?' to ‘What is justice in this situation?'. Based on John Dewey's pragmatist philosophy, this question transcends the dualisms between subject and object, and process and outcome, by understanding outcomes as already formulated (what Dewey called ends‐in‐view) in the process of their production. A planning process that takes justice as its subject is anti‐foundational and contextual rather than universal, anticipatory rather than retrospective, generative of solutions rather than evaluative of outcomes, culturally encompassing rather than project‐delimited, and inclusively democratic rather than expert‐driven. Examples from a variety of sources illustrate the practice of justice as the subject of planning.

Post-Thatcherite Urban Planning and Politics: a Major Change?

The political ideology driving urban statutory planning in the United Kingdom has held a central place within planning literature during the 1980s and 1990s. The distinctiveness of leadership style and political ideology associated with the Thatcher governments have been widely recognized both in practice and academia. However, the distinctiveness of political ideology to determine the form and status of statutory urban planning since John Major acceded to the prime ministership in 1990 has not been assessed so markedly. Questions emerge on whether Thatcherite ideology is continuing in the 1990s within the realm of planning and environment, of whether a watered down version of New Right policies are being implemented, or whether central government policies towards planning over the last six years marked a change in ideological direction. This paper examines statutory planning during the Major years with reference to the ideological components of Thatcherism. From this assessment, a comparative analysis is undertaken of both political administrations. The paper concludes by finding that although elements of Thatcherite ideology are continuing, there have been initiatives that move away from the primacy of the market. However, these do not form any ‘big theory’: the differences between Thatcher and Major are more related to style than substance. Thatcherism is continuing but in a neo-Thatcherite way.

在阐述"改善金"基本原理的基础上,通过对新加坡发展税的实例研究,从外部负效应的内部化、规划控制弹性及引导城市开发市场三个方面分析了发展税与城市规划和开发的关系,目的在于结合我国的情况说明这一政策的借鉴意义。结论认为,随着中国城市的不断发展,"改善金"问题将日益凸显,并从现实和未来两个层面提出了在中国借鉴实施"发展税"政策的意义和其实施所需的三个条件。     

国外休闲和旅游规划理论及案例分析

目前国外形成了在功能、方法等方面与旅游规划存在明显差异的新型规划:休闲和旅游规划。休闲和旅游规划分为总体规划和专项规划两种类型,二者在理论和路径上各有差异。在具体分析国外休闲和旅游规划理论与实践的基础上,对法国和荷兰在休闲和旅游规划实践领域方面的探索经验进行了分析。     

汽车零部件物流系统规划方法研究

文中研究了如今国内外现有的汽车零部件物流规划的相关规划理论,运用精益生产的理论和方法研究汽车行业零部件物流系统。文中结合汽车零部件物流的特点,对物流系统规划的内容、步骤和方法进行了系统性总结和归纳。该研究不仅仅局限于传统的SLP/SHA理论,还在流程规划中提出了七要素法,引入了流程FMEA的方法,重视包装单元化设计的作用,以及PFEP的方法。这些方法深化了规划的作用,明确了规划程序,而且便于在规划实践中应用。     

University planning,decentralization and resource allocation

This paper proposes a system of resource allocation in universities which addresses both the problem of useful simulation of alternatives and efficient substitution of resources. It is the authors' view that the reasons why various university planning models proposed in the last few years have not been found useful in practice is that they take inadequate account of the decentralized nature of decisionmaking within universities. In this regard the three main points of the paper are: (1) university planning models should have flexible aggregation categories which can be determined and re-adjusted by the decisionmaker as he uses it; (2) resource constraints in university planning models should be flexible and negotiable, and negotiation over resources should be part of the analyst's domain of inquiry; (3) planning in universities must take into account the problem of introducing incentives which cause the behavior of individuals within the university to be directed to the needs of the institution's clienteles.

城市形象的形成,城市特色的塑造,应充分发掘城市的个性魅力,创造城市的个性特征。本文在总结现状情侣路沿线城市景象的基础上,从塑造城市个性形象入手,根据情侣北路(南段)规划实践,尝试以空间布局为基础,初步探讨城市特色塑造与规划控制引导之间的关系,并通过规划控制引导城市建设,从而建立独有的城市特色形象,增强城市的吸引力和凝聚力。
