中国服务贸易:总量增长与结构失衡

20世纪80年代以来,随着国际分工的深入发展和世界经济全球化进程的加快,人们对服务的需求越来越大,从而使服务产品在国际间的流动性大大加强,服务贸易逐渐成为世界贸易中新的贸易增长点.根据WTO的统计,1980-2006年,世界服务贸易出口额从3600亿美元扩大到27100亿美元,26年间增长了7.5倍;而同期,世界货物贸易出口额则从19880亿美元扩大到117620亿美元,只增长了5.9倍,服务贸易的增长速度超过了货物贸易;世界服务贸易出口占世界贸易总出口的比重也从1/7提高到1/5.由此可见,世界服务贸易在世界贸易中的地位越来越高.

一、中国服务贸易的竞争力状况分析 研究一国服务贸易的国际竞争力有多种方法和指标,比较常用的是贸易专业化指数(Trade Specialization Coefficient简称TSC),也称出口竞争力指数.贸易专业化指数的计算方法是:(出口额-进口额)/(出口额+进口额).

正吕继坚商务部服务贸易和商贸服务业司副司长近几年,中国的服务贸易业发展速度比较快,前年中国服务贸易进出口额在全球排名第5,到去年就跃升到第3(去年总的出口额排名全球第5,进口额排名是第3,但进出口总额排名是第3)。今年根据我们的初步统计,从1月份至1 1月份,中国的服务贸易出口额已经达到4827亿美元,增速达到15.9%。预计今年可能要突破5000亿美元,增速比较快。中国的服务贸易(出口额)占整个外贸出口(总额)的比例偏低,全球服务贸易占外贸出口的比例是20%左右,而中国目前只有10%左右,这个比例还是偏低的。所以说,速度很快,但是结构性有些问题。——2013年12月14日在第三届中外套展项目合作洽谈会上接受新华网专访

中国服务贸易竞争力影响因素实证分析

分析我国服务贸易竞争力的影响因素,并建立模型,将货物贸易出口额、服务贸易开放度、FDI、人力资本作为解释变量,以服务贸易出口额作为被解释变量,进行回归分析。实证结果表明服务贸易开放和人力资本对服务贸易出口额有显著积极影响,而FDI、货物贸易出口额与其有正相关关系。在此基础上,提出开放服务贸易市场,实施"引进来"和"走出去"战略,积极培养和引进高素质人才等发展服务贸易的对策建议。
