This paper considers the use of alternative welfare metrics in evaluations of income inequality in a multi‐period context. Using Norwegian longitudinal income data, it is found, as in many studies, that inequality is lower when each individual's annual average income is used as welfare metric, compared with the use of a single‐period accounting framework. However, this result does not necessarily hold when aversion to income fluctuations is introduced. Furthermore, when actual incomes are replaced by expected incomes (conditional on an initial period), using a model of income dynamics, higher values of inequality over longer periods are typically found, although comparisons depend on inequality and variability aversion parameters. The results are strongly influenced by the observed high degree of systematic regression toward the (geometric) mean, combined with a large extent of individual unexpected effects.  相似文献

This article is aimed at undergraduate and graduate economics students, and public sector economists, who are interested in inequality measurement. It examines the use of the Atkinson inequality measure to compare income distributions. A major feature of this measure is that distributional value judgements are made explicit, via the use of a particular form of social welfare function. Emphasis is given to the interpretation of changes in inequality and the role of the relative inequality aversion parameter, which reflects an important feature of those value judgements.  相似文献

While it is necessary that researchers make choices in order to estimate inequality, the reasons for the measurement choices and their impact on inequality estimates have not been widely assessed. This paper uses Canadian data from the 1980s to analyse whether inequality estimates are sensitive to common measurement choices. Seemingly minor technical choices about the treatment of outlying observations, such as the use of top-income coded data, exclusion of very high and low observations, and differences among data sets in the capture of very high observations affect estimates of inequality. Further, the impact of the treatment of outlying observations on inequality estimates are at least as large as the impact of measurement choices of a conceptual nature, such as the income definition and population selection. The sensitivity of inequality estimates to measurement choices, which often remain invisible, affect inferences about the relative degree of inequality at a given point in time among countries and changes over time.  相似文献

ABSTRACT

We use information theoretic information recovery methods, on a 2005 sample of household income data from the Chinese InterCensus, to estimate the income distribution for China and each of its 31 provinces and to obtain corresponding measures of income inequality. Using entropy divergence methods, we seek a probability density function solution that is as close to a uniform probability distribution of income (with the least inequality), as the data will permit. These entropy measures of income inequality reflect how the allocation and distribution systems are performing, and we show the advantages of investigating province variation in income inequality using entropy measures rather than Gini coefficients. Finally, we use a sample of data from the China Family Panel Study to recover an estimate of the 2010 and the 2016 to investigate possible directions of inequality changes using these different additional data sources, given that the 2015 Inter-Census is not yet available.  相似文献

This paper analyzes the household level forces driving the positive impact of inequality on common property forest cover in Mexico. A game theoretic model demonstrates that when common property goods are complementary to private inputs in production, an increase in wealth inequality can lead to a decrease in exploitation of the commons. Data from 350 Mexican common properties show that as inequality increases, those on the lower end of the land distribution are less likely to use the commons. The data also show a negative correlation between inequality and poverty. Alternative hypotheses for these results are considered.  相似文献

Although inequalities in income and expenditure are relatively well researched, comparatively little attention has been paid, to date, to inequalities in resource use. This is clearly a shortcoming when it comes to developing informed policies for sustainable consumption and social justice. This paper describes an indicator of inequality in resource use called the AR-Gini. The AR-Gini is an area-based measure of resource inequality that estimates inequalities between neighbourhoods with regard to the consumption of specific consumer goods. It is also capable of estimating inequalities in the emissions resulting from resource use, such as carbon dioxide emissions from energy use, and solid waste arisings from material resource use. The indicator is designed to be used as a basis for broadening the discussion concerning ‘food deserts’ to inequalities in other types of resource use. By estimating the AR-Gini for a wide range of goods and services we aim to enhance our understanding of resource inequalities and their drivers, identify which resources have highest inequalities, and to explore trends in inequalities. The paper describes the concepts underlying the construction of the AR-Gini and its methodology. Its use is illustrated by pilot applications (specifically, men's and boys' clothing, carpets, refrigerators/freezers and clothes washer/driers). The results illustrate that different levels of inequality are associated with different commodities. The paper concludes with a brief discussion of some possible policy implications of the AR-Gini.  相似文献

There is no shortage of theories that purport to explain why globalization may have adverse, insignificant, or even beneficial effects on income and earnings inequality. Surprisingly, the empirical realities remain an almost complete mystery. In this paper, we use data on industrial wage inequality, household income inequality as well as measures of the economic, social and political dimensions of globalization to examine this controversial issue. Overall, while we find that globalization has exacerbated inequality; this is particularly true in the case of income inequality in OECD countries.  相似文献

We use historical publications and micro data from tax returns to construct internationally comparable estimates of the development in income inequality in Denmark over the last 140 years. The study shows that income inequality and top income shares have declined during several distinct phases in between periods of stability. Furthermore, the quality of the Danish data allows us to analyse not only the development in top income shares but also broader inequality measures such as the Gini coefficient. These analyses show that top income shares are a good proxy for the underlying development in inequality.  相似文献

Public transfers are designed with the idea of reducing poverty and inequality among specific population groups. The National Transfers Account methodology suggests the use of household head education (HHE) as a poverty proxy in the construction of profiles by socio-economic status. Considering the higher levels of inequality in developing countries, we construct and check inequality and intergenerational transfers using an alternative measure based on variables not endogenous to the underlying idea of intergenerational transfers: a Multidimensional Quality of Life Index (MQLI). We apply the methodology to a developing country, Colombia, and show that inequality and disparities in intergenerational transfers are best understood when using the MQLI.  相似文献

This article examines the relationship between economic freedom and happiness inequality for a large sample of countries. We find that economic freedom is negatively associated with happiness inequality and robust to several alternative measures of happiness inequality, including the standard deviation, mean absolute difference, coefficient of variation, and Gini coefficient. Among the economic freedom areas, legal system and sound money are negatively correlated with happiness inequality. Drawing on the Engerman‐Sokoloff hypothesis, we use a measure of factor endowments as an instrument for economic freedom to provide a further robustness test, finding a negative association between economic freedom and happiness inequality. We use top income data and the newly developed regime-switching Gaussian mixture vector autoregressive model to explain the dynamics of income inequality in developed economies within the past 100 years. Our results indicate that the process of income inequality consists of two equilibria identifiable by high inequality and high income fluctuations, and low inequality and low income fluctuations. Our results also imply that income inequality in the United States is the driver of income inequality in other developed economies. High wages and capital gains are found to be the likely channels for the U.S. influence.  相似文献

Income inequality is examined using the Panel Study of Income Dynamics and a consistent decomposition analysis. I only use inequality measures that satisfy the Principle of Transfers, have the property that a ceteris paribus increase in inequality within any subgroup increases overall inequality, and are independent of the scale of income and population. Decompositions are carried out by family size and by age of head for several definitions of income and income recipient. Whilst changing the time unit over which income is measured has a substantial impact on inequality, the effect of removing the between-age-group component of inequality is relatively slight.  相似文献

Income changes in an economy are usually assessed through the changes over time in cross-sectional variables such as economy-wide inequality. An alternative is to use panel data to gauge income changes among identified income recipients. In this article, we analyze these two approaches taken together, each measured in multiple ways. We establish that under specific conditions, it is impossible to have falling inequality together with divergent panel income changes. We also provide conditions explaining when rising inequality can arise together with convergent panel changes. We provide the intuition behind these results and show when such results fail to hold.  相似文献

I calculate education Gini coefficients and decompose the overall degree of educational inequality into age, sex, and within‐group components for 171 countries from 1970 to 2010. Doing so enables me to analyze the distributional outcomes of educational expansion. I use South Asia as a case study, as the education distribution in the region is among the most unequal in the world. Generally, educational inequality is decreasing over the observed sample period around the globe. Yet, as improvements are initiated by enhancing the educational opportunities of the young, the gap between cohorts widens in transition phases but vanishes thereafter. Gaps between the sexes are reduced substantially, but widen if either males or females are the first to enter higher education levels. Also, gaps within population subgroups follow a similar trajectory. Instead of a Kuznets‐curve relation, I thus find evidence for educational inequality to evolve in waves as education expands.  相似文献

This study addresses the question whether participation of the poor in microfinance contributes to reducing a country’s level of income inequality. Using data from 70 developing countries, we show that higher levels of microfinance participation are indeed associated with a reduction of the income gap between rich and poor people. We also show, however, that the effects of microfinance on reducing income inequality are relatively small. The results of this study add to the discussion on the impact of microfinance on poverty by showing that, although access to microfinance does seem to improve the relative income position of the poor, this improvement is modest, which is probably because the use of microfinance is generally small as compared to the size of the economy of the countries in our sample. Microfinance should, therefore, not be seen as a panacea for bringing down income inequality in a significant way.  相似文献

The paper, based on India Human Development Survey (IHDS) data, tries to address the question- how unequal is India in terms of income distribution? Accordingly, the paper examines the trends, levels, sources and factors of income inequality in India between 2005 and 2012. Three important results stemmed from our analysis. First, in this paper we use Gini as a measure of inequality and find that income inequality in rural India has increased from 0.50 to 0.54 between 2005 and 2012, whereas, in urban India income inequality has increased from 0.48 to 0.49 during the same period. Next and most importantly, we decompose income inequality by income sources and find that amongst different sources of income inequality; the contribution of farm income in total inequality has decreased from 35 percent in 2005 to 21 percent in 2012 in rural India. On the other hand, the contribution of salaried income in total inequality has plummeted drastically from 65 percent in 2005 to 16 percent in 2012 in urban India. Finally, we use Theil’s T index from the class of Generalized Entropy (GE) inequality measures, while decomposing income by four most important factors; namely, place of residence, social, educational and occupational groups. It is irrespective of these factors; the relative share of within-group inequality is not only much higher than that of between-group inequality, also its share has increased between these two periods. Thus, our paper suggests that these mutually reinforcing inequalities, in the long run, if not addressed effectively, will create a hard-hitting division between the privileged and the rest in Indian society.

Over the last twenty-five years, the economy of the Republic of Korea achieved a remarkable growth rate of 7 percent per year in real per capita income, causing it to be labeled, justifiably, as a "miracle economy." This exceptional economic growth has beenpp accompanied by an even more exceptional fall m labor income inequality. Using a newly-developed methodology, we use data from Korea's Occupational Wage Surveys to quantify the importance of various factors that have contributed to the fall in labor income inequality in Korea. We find the most important factors explaining the level of income inequality are job tenure, gender, years of education, and occupation, while those that are most important in explaining the change in income inequality are years of education, industry, occupation, and potential experience.  相似文献

This paper makes use of a linked employer–employee dataset to examine the evolution of wage inequality in the Czech Republic during 1998–2006. We find evidence of slightly increasing returns to human capital and diminishing gender inequality and document sharp increases in both within‐firm and between‐firm inequality. We investigate several hypotheses to explain these patterns: increased domestic and international competition, decentralized wage bargaining, skill‐biased technological change and a changing educational composition of the workforce. Domestic competition is found to lower within‐firm inequality whereas we find no evidence that increased international trade at the industry level is associated with higher between‐ or within‐firm wage inequality. The key factors driving the observed increase in wage inequality are increased educational sorting and the inflow of foreign firms to the Czech Republic.  相似文献

This paper studies utilitarian welfare maximization in a large economy with an excludable public good where individual preferences are private information. If inequality aversion is large, optimal allocations involve the use of admission fees and exclusion to redistribute resources from people who benefit a lot from the public good to people who benefit little. If inequality aversion is close to zero, optimal admission fees are zero. Because of inequality aversion, information rents of people who benefit a lot from the public good receive less weight, so optimal provision levels for the public good are below first-best levels.  相似文献
