In this paper we review the Argentine experience of hyperinflation, concentrating on understanding why stabilization took so long, and was only implemented by the most unlikely candidate. To explain these facts we present a voting model in which politicians' actions transmit information about the state of the economy and thus shape voters' behavior. We discuss the implications of the model for countries which are going through the same instability that characterized Argentina in the late 80s.  相似文献

We study an election with two perfectly informed candidates. Voters share common values over the policy outcome of the election, but possess arbitrarily little information about which policy is best for them. Voters elect one of the candidates, effectively choosing between the two policies proposed by the candidates. We explore under which conditions candidates always propose the voters' optimal policy. The model is extended to include strategic voting, policy-motivated candidates, imperfectly informed candidates, and heterogeneous preferences.  相似文献

This article develops and estimates a dynamic spatial model of voting. The distribution of voters' policy positions and candidates' valence are recovered using individual‐level data on voting decisions in two consecutive presidential elections. The estimated model is used to provide an equilibrium interpretation of observed individual voting profiles and aggregate electoral outcomes as well as to conduct counterfactual experiments that assess the impact of candidates' policy positions, valence, and voters' information on electoral outcomes.  相似文献

In the average voting rule, the outcome is some weighted average of votes. The unique average voting outcome is characterized by a median formula, which depends on voters' preferred allocations and some parameters constructed from voters' weights. A minority is said to be protected by a switch in voting rule if the outcome becomes closer to the median bliss point of the minority. Sufficient conditions for minority protection are that, either the minority's weight is sufficiently large or the majority outcome is too unfavorable to the minority. Applications to the composition of public goods and to public expenditures level are considered. We explore the combined use of average and majority voting in a two‐stage procedure for determining the level and the composition of public expenditures.  相似文献

We report on an experiment comparing compulsory and voluntary voting institutions in a voting game with common preferences. Rational choice theory predicts sharp differences in voter behavior between these two institutions. If voting is compulsory, then voters may find it rational to vote insincerely, i.e., against their private information. If voting is voluntary so that abstention is allowed, then sincere voting in accordance with a voter's private information is always rational while participation may become strategic. We find strong support for these theoretical predictions in our experimental data. Moreover, voters adapt their decisions to the voting institution in place in such a way as to make the group decision accuracy differences between the two voting institutions negligible. The latter finding may serve to rationalize the co-existence of compulsory and voluntary voting institutions in nature.  相似文献

In judgment aggregation, unlike preference aggregation, not much is known about domain restrictions that guarantee consistent majority outcomes. We introduce several conditions on individual judgments sufficient for consistent majority judgments. Some are based on global orders of propositions or individuals, others on local orders, still others not on orders at all. Some generalize classic social-choice-theoretic domain conditions, others have no counterpart. Our most general condition generalizes Sen's triplewise value-restriction, itself the most general classic condition. We also prove a new characterization theorem: for a large class of domains, if there exists any aggregation function satisfying some democratic conditions, then majority voting is the unique such function. Taken together, our results support the robustness of majority rule.  相似文献

We demonstrate that the Hotelling–Downs model with runoff voting always admits symmetric mixed strategy equilibria for any (even or odd) number of office-motivated candidates (provided they are at least four). In specific, (a) we show that the game does not admit any symmetric atomless equilibrium, (b) we fully characterize a class of symmetric atomic mixed equilibria which exist for any distribution of the voters' ideal policies and (c) we argue that these equilibria are more robust than pure strategy equilibria to introduction of uncertainty about the voters' preferences.  相似文献

The new field of judgment aggregation aims to find collective judgments on logically interconnected propositions. Recent impossibility results establish limitations on the possibility to vote independently on the propositions. I show that, fortunately, the impossibility results do not apply to a wide class of realistic agendas once propositions like “if a then b” are adequately modelled, namely as subjunctive implications rather than material implications. For these agendas, consistent and complete collective judgments can be reached through appropriate quota rules (which decide propositions using acceptance thresholds). I characterise the class of these quota rules. I also prove an abstract result that characterises consistent aggregation for arbitrary agendas in a general logic.  相似文献

In this paper, we analyze a model of repeated strategic communication between a sender and a receiver. The sender has private information on a policy‐relevant variable but does not know the receiver's motives. Together with the desire of the sender to please the receiver and the desire of the receiver to be pleased, the two‐sided incomplete information creates an interesting communication problem in which players can choose to use information strategically. We analyze various modes of communication, which allow for information transmission, and we compare them in terms of both the quality of the policy implemented and the welfare of the players.  相似文献

I analyze symmetric majority rule voting equilibria when voters wish to elect the better candidate and to vote for the winner. When voters care only about the winning candidate (the standard formulation) a unique responsive equilibrium exists. The addition of a desire to win creates multiple equilibria, some with unusual properties. In most of these equilibria information is not aggregated effectively, and I uncover the novel possibility of negative information aggregation in which information aggregated in equilibrium is used to select the worse rather than the better candidate.I then characterize the efficiency of optimal equilibria as the population becomes large and show that a discontinuity arises in the information aggregation capabilities of the majority rule voting mechanism: in elections without a dominant front-running candidate the better candidate is almost surely elected, whereas in races with a front-runner information cannot be effectively aggregated in equilibrium.  相似文献

We consider a group of individuals who face a binary collective decision. Each group member holds some private information, and all agree about what decision should be taken in each state of nature. However, the state is unknown, and members can differ in their valuations of the two types of mistakes that might occur, and in their prior beliefs about the true state. For a slightly randomized majority rule, we show that informative voting by all voters is the unique Nash equilibrium, that this equilibrium is strict, and that the Condorcet asymptotic efficiency result holds in this setting.  相似文献

Dekel and Piccione [2000. Sequential voting procedures in symmetric binary elections. J. Polit. Economy 108, 34–55] have proven that information cascades do not necessarily affect the properties of information aggregation in sequential elections: under standard conditions, any symmetric equilibrium of a simultaneous voting mechanism is also an equilibrium of the correspondent sequential mechanism. We show that when voters can abstain, these results are sensitive to the introduction of an arbitrarily small cost of voting: the set of equilibria in the two mechanisms are generally disjoint; and the informative properties of the equilibrium sets can be ranked. If an appropriate q-rule is chosen, when the cost of voting is small the unique symmetric equilibrium of the simultaneous voting mechanism dominates all equilibria of the sequential mechanism.  相似文献

The design of strategic rent-extracting trade policies requires information that may be private, such as the cost structure of an industry or parameters of the demand function. As a consequence, under asymmetric information, the design of these policies is problematic. We propose screening menus consisting of different instruments (tariff vs. quota) designed to solve this informational issue. We first use a simple model that examines a Cournot duopoly between a domestic firm and a foreign firm with linear demand and cost functions, with both firms supplying a homogeneous good on the domestic market. In this scenario, if the government does not have information regarding the demand parameter, which is known by both firms, a menu consisting of a rent-extracting tariff for a low demand parameter and a rent-extracting quota for a high demand parameter maximizes the government's objective function. This menu leads the domestic firm to reveal private information. We then generalize this framework to a scenario with imperfect information regarding the firms' marginal cost. Finally, we discuss the issue of quotas generating public revenues and study the case of a menu consisting of a tariff and a free quota.  相似文献

We develop an incomplete information theory of economic voting, where voters' information about macro‐economic performance is determined by the economic conditions of people similar to themselves. We test our theory using both cross‐sectional and time‐series survey data. A novel survey instrument that asks respondents their numerical assessment of the unemployment rate confirms that individuals' economic information responds to the economic conditions of people similar to themselves. Furthermore, these assessments are correlated with individuals' vote choices. We also show in time‐series data that state unemployment robustly correlates with evaluations of national economic conditions, and presidential support.  相似文献

This paper explores the role played by press regulation in selecting the information mass media deliver to voters. The focus is on whether press regulation can reduce political corruption and increase voters' welfare. By endogenizing the response of the voters to information from the media, we clarify under which circumstances regulation reduces or increases corruption. We show that punitive laws can reduce political corruption only if the moral hazard problem dominates adverse selection and the punishment is large enough to deter the publication of some well-founded scandals.  相似文献

We study information aggregation in large elections. With two candidates, efficient information aggregation is possible (e.g., Feddersen and Pesendorfer [5], [6] and [7]). We show that this result does not extend to elections with more than two candidates. We study a class of simple scoring rules in voting games with Poisson population uncertainty and three candidates. No simple scoring rule aggregates information efficiently, even if preferences are dichotomous and a Condorcet winner always exists. We introduce a weaker criterion of informational efficiency that requires a voting rule to have at least one efficient equilibrium. Only approval voting satisfies this criterion.  相似文献

We consider the problem of efficiently allocating several indivisible objects between agents who are to receive at most one object and whose preferences are private information. We examine this standard “assignment” problem from the perspective of mechanism design giving up the usual assumption of linear preferences and instead using a full preference domain (with indifferences permitted). We characterize two classes of mechanisms: (i) Bi-polar Serially Dictatorial Rules by Essential Single-Valuedness, Pareto Indifference, Strategy-Proofness and Non-Bossiness; and (ii) all selections from Bi-polar Serially Dictatorial Rules by Single-Valuedness, Efficiency, Strategy-Proofness and Weak Non-Bossiness. We compare the outcomes from the (Bi-polar) Serially Dictatorial Rules with the outcomes obtained using a market based approach, namely the “core” of the market. We show that all strongly efficient outcomes in the core can be generated using Serially Dictatorial Rules. Moreover, we argue that Serially Dictatorial Rules have an advantage over the market based approach in that they yield strongly efficient solutions for all preference profiles, making it possible to use randomization to restore equity. When preferences are private information, this type of ex ante equity cannot be implemented using the market based approach.  相似文献

This essay discusses the power of an m-member subgroup of an N-member (N = 2n + 1) voting body, whose members vote either ‘yes’ or ‘no’ to a given issue. Passage or defeat of an issue is determined by simple majority. The power of the subgroup is defined as the probability that the outcome of a vote changes if all the members of the group reverse their votes. We assume that across a sequence of issues voters' behavior can be described by a Pólya-Eggenberger probability model, containing a parameter interpretable as group cohesiveness. Special cases are bloc voting and completely independent voting.Our model allows us to study interesting intermediate cases, i.e., situations where group cohesiveness is less than that of bloc voting yet stronger than in the case of independence. Satisfaction, defined as the probability of voting with the majority, and individual power are discussed in the light of the model.  相似文献

We model dynamic mechanisms for a global commons. Countries value both consumption and conservation of an open access resource. A country's relative value of consumption to conservation is privately observed and evolves stochastically. An optimal quota maximizes world welfare subject to being implementable by Perfect Bayesian equilibria. With complete information, the optimal quota is first best; it allocates more of the resource each period to countries with high consumption value. Under incomplete information, the optimal quota is fully compressed: Identical countries receive the same quota even as environmental costs and resource needs differ. This is true even when private information is negligible.  相似文献

We study the judgment aggregation problem from the perspective of justifying a particular collective decision by a corresponding aggregation on the criteria. In particular, we characterize the logical relations between the decision and the criteria that enable justification of a majority decision through a proposition-wise aggregation rule with no veto power on the criteria. While the well-studied “doctrinal paradox” provides a negative example in which no such justification exists, we show that genuine possibility results emerge if there is a gap between the necessary and the sufficient conditions for the decision. This happens, for instance, if there is only a partial consensus about the appropriate criteria for the decision, if only a subset of these criteria can be elicited, or if the judgment on criteria is based on probabilistic acceptance thresholds.  相似文献
