The Sardinian regional operational program 2007–2013 concerning the European Regional Development Fund (ERDF) (2007–2013 ROP-ERDF) respects the rules of the ERDF on the investments for territorial cohesion since it promotes their regional geographic concentration. These investments are evenly shared between large- and medium-sized urban areas, and disadvantaged zones. This paper analyzes the investment policies implemented by the Sardinian Region through the 2000–2006 ERDF based part of the Regional Operational Program (2000–2006 ROP-ERDF), in order to assess their effectiveness, in terms of expense efficiency, for urban areas and disadvantaged zones. The assessment of the expenditure efficiency of the 2000–2006 ROP-ERDF is very important to address the policies of the 2007–2013 ROP-ERDF in terms of geographic concentration. The essay analyzes the results of the 2000–2006 ROP-ERDF, with reference to the expenditure efficiency of Sardinian cities, represented through a geographic information system, by means of a multinomial logit model.  相似文献

This paper investigates the transposition and implementation of the Habitats Directive in four European member states, namely Denmark, the Netherlands, Greece, and Romania, and the role that institutional misfits have played in more or less successful implementation processes. Departing in the ‘Worlds of Compliance’ literature, it also explores if this typology can be useful for understanding the ways member states address institutional adaptation pressures in the implementation steps following the transposition phase. The requirements in the Habitats Directive expanded most member states’ nature conservation frameworks, especially in the obligation to introduce pro-active conservation, and it also laid down a number of steps to be taken for creating the European Natura 2000 network. It was found that the transposition did mostly follow general compliance types, but that these types also helped understand the extent and adequacy of adaptations and changes to the institutional framework in the implementation processes following the directive’s adoption. Implementation challenges were different for different countries. They showed a need to align institutional frameworks for a) Natura 2000 in areas with several existing types of landscape protections and ensuing spatial and institutional overlaps; b) clarifying the roles and responsibilities of various authorities involved in implementation; c) ensuring coordination with the other sectorial policy areas that interact with the Habitats Directive (such as the Nitrate Directive and the Water Framework Directive). It turned out that there could be a need for more flexible and less-top-down European legislation, providing a larger room-for-manoeuvre for integration with domestic approaches.  相似文献

In this article, we analyze the effects of household location and weather variability on the adoption of borewell technology along the rural–urban interface of Bangalore, India. Understanding these effects can help to design policies that ensure smallholders’ livelihoods and the functioning of ecosystems in drought-prone areas. First, a theoretical framework was developed that conceptualizes how household location and weather can influence farmers’ adoption decisions. Then, an empirical analysis based on a primary data set collected in 2016 and 2017, covering 576 farm households, was conducted. With a semiparametric hazard rate model, determinants of the borewell adoption rate were analyzed. Different rainfall variables were included to capture the effect of changing climate conditions as well as a two-dimensional penalized spline (P-spline) to estimate the effects of household location. Results show that proximity to Bangalore, but also secondary towns accelerate adoption rates. In terms of weather variability, the study finds that a higher amount of total annual rainfall decelerates adoption rates, whereas higher amounts of rainfall during the southwest monsoon (the most important cropping season) accelerate adoption.  相似文献

This article is intended to conduct a three-dimensional examination of China’s rural land rights and the complex dynamic among political power, economic capital, and farmers’ rights during the past seventy years. First, the study takes a close look at the historical changes in the nature, scope, and ownership of land property in rural China during four significant time periods from 1949 to 2019. Second, it uses Ronald Coase’s theory on property rights in dissecting the four paradoxes and dilemmas in China’s rural land ownership, including the extent of clarity and stability of land property rights, the “three rights system” (the rights to ownership, contracting and operation of land) and three stagnations in defining and exercising such three rights, the simultaneous shortage and waste of land resources, as well as the restrictions on land transactions and the requirement to protect collective property. With examples derived from selected evidence, the article documents how both political power and economic capital have worked together to deprive farmers’ land rights. It concludes with a critical analysis of the current status of China’s rural economy, the problem of applying Western economic theories to China’s reality, as well as the theoretical definition, legal protection and policy parameters of land property rights in China.  相似文献

A global understanding of landscape dynamics, through local case studies, is a prime topic in land change science. Consequently, this approach should be urgently applied to changing and heavily transformed environments, such as coastal areas. The aim of this work is to study landscape changes, comparatively, by focusing on three coastal sedimentary landscapes in the Canary Islands (Spain). We examine changes in main land cover types and identify their driving forces, actors and institutions, analyze their inter-relationships, and match each case to a case-specific development model. The three landscapes reveal very different change processes with regard to population density, land cover, and major land change processes (i.e., resource extraction, urbanization, tourism, and nature protection). We found that socioeconomic, political, and natural/spatial driving force types are of highest importance, while the local level is dominant in all three cases. The findings of this study can be used to interpret other similar landscapes worldwide. Driving-force and organizational-level patterns may be expressed in a synthesized manner as we demonstrate in this paper.  相似文献

Much of the research on urbanization has focused on how rural populations move to cities for work opportunities. This paper takes a different perspective on the relations between rural populations and urbanization. The livelihoods of rural dwellers on the outskirts of the city of Bogotá in Colombia are increasingly affected by the expansion of urban activities and infrastructure. Therefore, urbanization takes place in the areas of residence of the rural populations; these people do not migrate to the city but, rather, the city migrates to them. Consequently, rural ways of life face growing competition from the production of commodities and services on the urban-rural fringe, including quarrying and landfills serving the needs of industries and urban populations. We explore how rural populations and their livelihoods have transformed as a response to these urban dynamics and the expansion of the city. We focus on the strategies that the rural populations employ to deal with the physical and socio-ecological impacts of this change. The defense of peri-urban livelihoods through these strategies is simultaneously social and spatial and has been partially successful. However, increasing social and environmental inequality, including worsening access to land, water and vital ecological functions, tends to lead to a general reduction in the quality of life in the urban frontier.  相似文献

Humans have altered land cover for centuries, and land-cover change is a main component of global change. Land use transition trajectories, such as the forest transition theory (i.e. switch from deforestation to stable or increasing forest cover), relate long term changes in land use to gradual changes in underlying drivers, such as economic development, demographic change, and urbanization. However, because only few studies examined land change over centuries, it is not clear how land cover changes during very long time-periods which are punctuated by shifts in socio-economics and policies, such as wars. Our goal here was to examine broad land change patterns and processes, and their main driving forces in Central and Eastern Europe during distinct periods of the past 250 years. We conducted a meta-analysis of 66 publications describing 102 case study locations and quantified the main forest and agricultural changes in the Carpathian region since the 18th century. These studies captured gradual changes since the peak of the Austro-Hungarian Empire up to the accession to the European Union of most of the formerly socialist countries in the study region. Agricultural land-use increased during the Austro-Hungarian Empire in 70% of the case studies, but dropped sharply during and especially after the collapse of the Socialism (over 70% of the cases). The highest rates of abandonment occurred between 1990 and 2000. The Carpathian region experienced forest transition during the Interwar period (93% of the cases), and the forest expansion trend persisted after the collapse of Socialism (70% of the cases). In terms of the drivers, institutional and economic factors were most influential in shaping deforestation and agricultural expansion, while socio-demographics and institutional shifts were the key drivers of land abandonment. Our study highlights the drastic effects that socio-economic and institutional changes can have on land-use and land-cover change, and the value of longitudinal studies of land change to uncover these effects.  相似文献

Wind energy expansion across rural areas interacts with various interests at the local level, generating multiple reactions within communities. The Eólica del Sur wind farm implementation pathway in Mexico is a paragon of different positions vis-à-vis this industry after trying to install 132 wind turbines in other towns since 2006. This paper argues that there is a bias in studies of the politics of wind energy development in favour of oppositional voices, as opposed to groups that endorse wind energy expansion or that have stakes in the sector but neither support nor oppose wind projects per se. Based on fieldwork conducted over three years and semi-structured interviews with Eólica del Sur stakeholders, the paper argues that different responses to wind energy are linked to contrasting ownership claims over land in the region and competing notions of the institutions that should legitimize these claims.  相似文献

The European Landscape Convention (ELC) defines landscape as “an area, as perceived by people, whose character is the result of the action and interaction of natural and/or human factors”. Because all aspects linked to landscape are evaluated during the Environmental Impact Assessments (EIAs) procedure, we assessed the Swiss and Romanian experts’ perception and EIA reports regarding the landscape concept. Therefore, we analysed Swiss and Romanian experts’ perception of landscape, we evaluated concepts and methods used in environmental impact reports to assess landscape characteristics and functions, and how the ELC's aim and objectives are reflected by the EIA reports.The Canonical Correspondence Analysis performed to evaluate the experts’ perception of landscape integration in the EIA procedure showed a significant relationship among pattern of answers and experts’ professional background. Moreover, there is a significant difference between Swiss and Romanian expert's perception. Longer experience in the field and a higher level of education indicates higher awareness of landscape characteristics and properties, which demonstrates that alongside with the initial training, there is a need for developing a coherent long-life learning systems having landscape analysis as a focus.The ELC is familiar to nearly 86% of the Romanian Environmental Impact Assessment actors and nearly 29% of the Swiss experts. By contrast, most of the Romanian EIA reports analysed do not employ many concepts of the ELC, while most of the Swiss environmental reports incorporate objectives of landscape protection consistent with the Convention.Our study relies on the comparative investigation of representative case studies of Environmental Impact Assessment reports for industry, local infrastructures, tourism facilities, and wind farm projects, as well on tracking how the European Landscape Convention is reflected by the EIA reports. We found that EIA reports from both countries evaluate the visual landscape, thus, achieving subjective assessment of landscape aesthetics without focusing on social and ecological sub-systems. Quantitative elements of landscape analysis are mostly absent and it is challenging to evaluate whether environmental assessments are consistent among European Landscape Convention countries.To overcome the abstract way of evaluation of project's impact on landscape through EIA procedure, an improved landscape analysis procedure is needed and we propose developing technical guidelines, under the European Landscape Convention umbrella, in order to enhance landscape management.  相似文献

Climate change is likely to have substantial effects on irrigated agriculture. Extreme climate events, such as droughts, are likely to become more common. These patterns are evident in median projections of climate change for the Murray–Darling Basin in Australia. Understanding climate change effects on returns from irrigation involves explicit representation of spatial changes in natural stocks (i.e., water supply) and their temporal variability (i.e., frequency of drought states of nature) and the active management responses to capital stocks represented by mitigation and alternative adaptation strategies by state of nature. A change in the frequency of drought will induce a change in the allocation of land and water between productive activities. In this paper, a simulation model of state-contingent production is used to analyze the effects of climate change adaptation and mitigation. In the absence of mitigation, climate change will have severe adverse effects on irrigated agriculture in the Basin. However, a combination of climate mitigation and adaptation through changes in land and water use will allow the maintenance of agricultural water use and environmental flows. Le changement climatique risque d’avoir des répercussions considérables sur l’agriculture irriguée. Les phénomènes climatiques extrêmes, tels que les sécheresses, risquent de devenir plus fréquents. Ces phénomènes sont mis en évidence dans les projections médianes du changement climatique établies pour le bassin de Murray–Darling, en Australie. Pour comprendre les répercussions du changement climatique sur le rendement des cultures irriguées, il faut disposer d’une représentation explicite des changements spatiaux qui touchent les stocks naturels (c.-à-d. l’approvisionnement en eau) et de leur variabilité temporelle (c.-à-d. les états de la nature de la fréquence de la sécheresse) et assurer une gestion active des stocks de capital grâce à des stratégies d’atténuation et d’adaptation selon l’état de la nature. Une variation de la fréquence des sécheresses entraînera une modification de l’allocation des terres et de l’eau entre les activités de production. Dans le présent article, nous avons utilisé un modèle de simulation états-contingences pour analyser les répercussions des stratégies d’atténuation du changement climatique et d’adaptation à ce changement. En l’absence de stratégies d’atténuation, le changement climatique aura des répercussions défavorables sur l’agriculture irriguée dans le Bassin. Toutefois, des stratégies d’atténuation combinées à des stratégies d’adaptation comprenant des changements dans l’utilisation des terres et de l’eau permettront de maintenir l’utilisation de l’eau à des fins agricoles et les débits environnementaux.  相似文献

Given the stagnant agricultural productivity and persistent food insecurity in low-income countries—notably in sub-Saharan Africa (SSA)—there has been continued interest in the adoption of new technology and its impact on productivity in these regions. To increase crop yields and sustain yield gains, recent case studies of technology adoption unanimously recommend the adoption of integrated farm management systems, particularly in SSA. On the other hand, there have been increasing numbers of studies on social network or farmer-to-farmer technology extension. These studies explore more efficient extension systems than traditional public-sector extension approaches. This article reviews both recent case studies of technology adoption and its productivity impacts as well as studies on agricultural extension to identify common findings, shortcomings, and major remaining issues.  相似文献

The Netherlands were at the forefront of European nature conservation policy until recently. For years, a stable ‘social contract’ around Dutch nature conservation existed. To the surprise of many, this stability suddenly disappeared and Dutch nature policy has taken a dramatic shift with changing discourses on nature conservation, the halting of implementation of several key-policies and budget cuts up to 70%. This paper engages with discursive-institutionalism to understand such abrupt institutional changes through emerging ideas and discourses that reshape and undermine existing institutional arrangements. We show how the institutionalization of policy not only engendered but also restricted the impact of critical discourses in the 1990s and 2000s. However, critical discourses eventually played an important role in the sudden turn in nature conservation policy. The rise of a general populist discourse and the economic crisis contributed to the credibility of critical discourses and their translation into popular frames and storylines. Authoritative actors such as a new State Secretary opened up popular media for the critical discourses and contributed to their resonance among larger audiences. As such, the man and his new administration successfully used already existing counter-discourses to de-legitimise nature policy and break down important institutional arrangements at a pace unseen in Dutch politics. Adding a discursive element to institutionalism provides for analytical tools to understand change from both external as well as internal forces. In turn, enriching discourse theory with insights from neo-institutionalism helps to evaluate which ideas and discourses become materialized in policy and practice.  相似文献

Human societies constantly interact with the environment through mutual feedbacks and adaptations. The aim of this research was to analyze human and environmental dimensions so as to understand how the dynamic processes of land use and land cover change are contributing to the increase of forest cover observed between 1985 and 2011 in the Paraíba Valley, Brazil. The forestry sector, based on eucalyptus plantations, is given particular attention due to its role in these change processes. Multi-layer perception neural network (MPNN) models were adopted to evaluate the influence of independent variables in the process of the forest transition. Based on the model's results, we conclude that the process is conditioned by a set of biophysical and socioeconomic variables that operate during different historical periods and in different landscape settings. The proximity of Atlantic forest remnants was influential in the forest transition for the three periods analyzed: 1985–1995, 1995–2005, and 2005–2011. In the first period of change (1985–1995), topography was most influential. Between the periods of 1995–2005 and 2005–2011, the proximity to eucalyptus plantations was an important factor, indicating a high probability of native forest recovery occurring in the vicinity of these monocultural areas. The forest transition tends to occur in areas less suitable for agriculture at the outset, but as these areas are replaced by forest cover, socioeconomic drivers such as farm credit and economic development play important roles in forest recovery.  相似文献

The Amazon forest in the state of Maranhão ensures ecosystem services that directly and indirectly affect the life quality of its population and economy, via hydrologic and climatic regulation, among other benefits. Currently, only 25% of the original forest cover (24.7 thousand km2) remains while illegal deforestation persists in a violent process that provokes visible social, economic and environmental harm. Simultaneously, Maranhão has seen record levels of burning, faces a water shortage and fights against the worst social and economic indicators in the country. Conversely, secondary vegetation covers 19.9 thousand km2 (27% of deforested area) and is completely unprotected. Contrary to the international commitments assumed by Brazil to combat deforestation and restore forests, some of the political representatives of Maranhão have sought legal mechanisms to further diminish forest cover in public and private areas. To promote the conservation and restoration of Maranhão Amazon Forest, a multi-institutional network of researchers was established in 2015. This viewpoint paper aims to draw attention to this endangered region of the Brazilian Amazon and give science-oriented recommendations to policy makers in order to avoid more setbacks. We argue that Maranhão state must urgently establish a policy of Zero Deforestation, protect secondary forests and comply with the national forest restoration policy, thus ensuring long-term economic sustainability.  相似文献
