10 years after its implementation, we explore the equality reach of the 40% Norwegian gender quota regulation for boards of public limited companies (PLCs) using a multi‐strategy approach (administrative data and interviews with women directors) to capture interrelated macro and meso changes. We employ Acker's (2006) inequality regimes as our analytical framework, augmented by the “equality reach” concept. We found strong compliance with the 40% Quota. However, there was little evidence of voluntary spillover to limited companies as envisaged by Quota proponents; instead Quota coverage reduced as some PLCs changed status to avoid the Quota requirement. We reveal that positive equality reach in one of the most equal countries in the world is confined to a PLC “quota silo,” which has shrunk over the life of the Quota. Moreover, we suggest that PLC high levels of compliance may be a defensive strategy seen as necessary in the regulatory/high sanction context of the Quota. We demonstrate the need for further political and organisational interventions to improve equality reach beyond the quota silo. We also show the value of the equality reach concept for research on equality interventions and warn of the dangers of an intervention leading to an equality silo. 相似文献

The absence of female leaders in business and public life is conspicuous in Islamic societies. One explanation may be that Islam imposes legal and social inequality on men and women. However, a comparison of female entrepreneurship in pre‐Islamic society and in Mohammed's era shows that women occupied leadership roles before and after the establishment of Islam. Mohammed's wives were commercially astute, and Mohammed and his contemporaries respected the rights of women to make decisions regarding finances, matrimony and religious affiliation. The right of women to assume public leadership roles is compatible with Islam. 相似文献

通过对联合国框架下的人权条约、各区域人权条约以及主要缔约国在外国人财产权保障方面的规定和做法进行研究,可知联合国人权条约对一般意义上个人(包括外国人)财产权的保护程度明显偏弱,各区域人权公约对财产权的保护则各有侧重,各缔约国对外国人的财产普遍有一定限制。其中有不少是我国在外国人财产权方面制定和适用法律、规则可借鉴的做法。 相似文献

中国农村改革始终围绕着不断落实和保护农民产权而进行,从实施\"农民土地所有权、三级集体所有、家庭联产承包责任制\"等,到\"三权分置\"\"土地确权\",经历了五个阶段的改革和发展,对新时代深化农村产权制度改革具有重要的启示作用。新时代,我国农村产权制度改革存在农村新型经济组织法律主体地位缺失等困境。为此,应通过完善相关法律法规、引入共享经济模式盘活农村空置住宅、发展农村社区股份合作社、减轻新型经济组织和农民税费负担、加快对新型集体经济组织进行顶层设计等举措深化农村产权改革,补齐农村发展短板,促进乡村振兴。 相似文献

Sexual harassment has been documented as a widespread and damaging phenomenon yet the specific patterns of behaviour reported in alleged sexual harassment cases and the factors influencing the lodgement of formal, legal complaints have received little attention. This two‐stage study explored 632 cases of sexual harassment reported to a community advocacy organisation in Queensland, Australia. Two kinds of sexual harassment are distinguished: quid pro quo harassment (an exchange for sexual favours) and hostile environment harassment (sustained unwelcome overtures). Only 10 per cent of specialised assistance cases involved quid pro quo harassment, with the remainder categorised as hostile environment claims, including sexual remarks, physical contact and sexual gestures. Organisational responses to many of the allegations of sexual harassment were inadequate. The seriousness of many claims was also concerning, although the gravity of the harassment was not closely linked with the likelihood of a complaint being formally lodged. Most cases in one of three state/ Commonwealth commissions involved a conciliation conference and financial settlement, averaging A$5289. The study has implications for women's equal opportunity. Among these, the study suggests that complaints encountered long delays and received small settlements incommensurate with harm. Entrepreneurial activity among women continues to attract attention world wide. However, despite obvious gains, women lag behind men in business ownership and economic independence on every continent. This paper will review the research on entrepreneurship as a career choice for women, the motivations and career paths followed by women entrepreneurs, the attitudes and behaviors associated with successful ventures, the problems that persist and policies that conspire to keep women’s businesses few and small. The very expression Gender Statistics calls for a double interpretation. It accounts for the popular mix‐up of statistical methodology with its typical products such as indexes, tables and graphs. At the same time it implies a broader and forward‐looking perspective, which is inspired by the increasing demand of gender sensitive statistical information coming from society, official agencies, economy. Gender statistics stands as a proper independent field of statistics with its own objectives and a variety of applications in social, human and life science. Concurrently an emerging necessity of appropriate equipment of methods and dissemination tools is noticeable. Gender bias is a pervasive problem with significant negative outcomes for women leaders and organizations. Bias manifests in a multiplicity of forms, ranging from subtle to overt. To date, no instrument exists to measure women leaders' perceptions of gender bias. This study presents a comprehensive measure of how women leaders perceive and experience gender bias. Drawing from a national sample of female higher education executives (n = 488), faith‐based organization leaders (n = 298), physicians (n = 293), and attorneys (n = 527), the present research developed and validated the Gender Bias Scale for Women Leaders. Building upon a previously established and expansive cross‐level conceptual framework to develop the initial item pool, results from both exploratory and confirmatory factor analysis supported a factor structure consisting of six higher‐order and 15 lower‐order factors. Our results show that several factors of the Gender Bias Scale correlated with workplace outcomes of turnover intention and satisfaction. Human resource development (HRD) professionals may use the Gender Bias Scale to identify the specific types of bias prevalent for women leaders in their organizations and apply interventions accordingly. Implications for women leaders and HRD professionals and recommendations for future research are discussed. 相似文献

This study aimed at identifying the factors that working women in Cyprus are faced with which lead to experience discrimination, examining possible barriers that affect women's advancement and identifying organizational practices that assist them in achieving work–life balance. The data were collected by the distribution of a questionnaire, which was on a voluntary, anonymous and confidential basis and targeted women of four different occupational levels. Several barriers were identified, preventing them from advancement such as stereotypes, conflicting work and family obligations, lack of women role models and low levels of self-confidence. This research enhances women's awareness of the existence of gender discrimination at work and the barriers in their career advancement. It highlights the creation of company programs such as mentoring programs, refresher courses, flexible work hours and on-site childcare, which could help women in developing and advancing their careers as well as achieving work–life balance. 相似文献

Based on 14 in-depth interviews, this paper explores the unique workplace experiences of transgender individuals in the UK employment context. The paper identifies gender identity diversity as a key blind spot in HRM and diversity management research and practice. The findings reveal the range of workplace challenges experienced by transgender employees. Major findings are that discriminatory effects are often occupation- and industry-specific; transition is a period where many transgender workers suffer due to lack of proper organisational support; and expertise deficits exist in supporting and accommodating transgender employees' needs. In unpacking these experiences, the paper demonstrates the distinctive dimensions of challenges faced by transgender employees, revealing the need for conceptually expanding how we frame diversity and diversity management. Our findings identify the necessity for an emic approach not only to researching diversity but also to devising organisational diversity strategies. The paper provides recommendations for HRM policy and practice in order to develop a more sophisticated approach to achieving inclusion. 相似文献

Studies of gender and entrepreneurship highlight the problematic emphasis of the gender equality discourse in entrepreneurship that ignores wider structural inequalities but provide a limited explanation of how the allure of this discourse is sustained. To address this lacuna, we draw on Bourdieu's theoretical ideas to theorize and demonstrate how certain women trade-off their capital endowments to compensate for gender inequality in entrepreneurship. Through an analysis of forty-nine biographical interviews with women entrepreneurs in London (UK), we show two forms that the ‘illusio’ of gender equality manifests: ‘illusio of work-life balance’, and ‘illusio of meritocracy’, and reveal how this doxic experience that escapes questioning and allows certain women to continue to play the game, entrenches the illusio of an entrepreneurial field free from gender bias. We thus illustrate the conditions of possibility and the various trade-off mechanisms through which gender inequality in entrepreneurship is reproduced or contested. 相似文献

The emerging employment system characterized by a high degree of employment security with flexible job assignments, employee involvement in problem solving and continuous improvement, and continuous training of employees is discussed. This model is called the SET system (for Security, Employee involvement and Training) and it is examined by means of case studies of five US firms that are attempting to establish or maintain a SET system. It is found that SET systems are difficult to implement in a gradual and partial manner. The three elements of SET reinforce one another and firms that are successful in adopting SET have made an investment to implement all three SET elements simultaneously.
