John Rawls's A Theory of Justice is examined from the perspective of experimental methods in economics and complex adaptive systems simulations. This paper first discusses the justice principle selection process in Rawls's representation of it as a hypothetical experiment. This hypothetical experiment fails to satisfy reasonable experimental controls, particularly as reflects the conception of the individual it employs. The second section of the paper discusses the differences between Rawls's two conceptions of rational persons associated with his distinction between thin and full theories of the good. The third section uses his fuller conception of rational persons, life plans, and psychological laws in the third part of the book to offer an alternative view of the selection process understood as a complex adaptive system. The fourth section turns to a topic raised by this complex system approach, the status of normative reasoning in political-economic systems. The fifth section summarizes.  相似文献

Abstract

No doubt, the global economic (and political) structure is very unequal. The paper begins by demonstrating the various dimensions of this inequality as they relate to economic measures such as per capita GDP, degree of consumption and ownership, health measures, education, and power and influence in various global organizations such as the United Nations (UN), World Trade Organization (WTO), International Monetary Fund (IMF), and others. Next, the paper, supporting a more equal global economic and political structure, investigates the various instruments in welfare economies and ethics theory that can be utilized to justify a sort of distributional change that could lead to more global equality. Finding various economic and ethical instruments associated with utilitarianism, Pareto Optimality and the Hicks–Kaldor compensation test less than satisfactory in dealing with and advocating sufficient global distributional changes, we will investigate ethical principles developed by John Rawls in both his 1971 The Theory of Justice and his 1999 The Law of Peoples, Sen's capability approach, the debate between Rawls and Sen regarding their ethical principles, and whether or not those ethical principles can justify necessary global distributional changes. As we will argue, although the principles developed by Sen and Rawls can be utilized to justify global distributional changes to a degree, they cannot advocate a global difference principle that can justify sufficient global distributional changes. Attempt is made to develop a global difference principle that can justify and advocate more drastic distributional changes.  相似文献

In his Idea of Justice, Amartya Sen compares the two basic approaches to evaluating institutions, transcendental institutionalism and realization-focused comparisons. Referring to Adam Smith's Impartial Spectator, he argues in favor of the latter and proposes the principle of open impartiality. However, this cannot solve the tension between universalism and contextualization of values that Sen has inherited from Smith. Based on recent Hegel scholarship, we argue that some of the difficulties can be resolved, considering the role Smith played in the development of Hegel's thinking. Hegel's concept of recognition plays an essential role in establishing the possibility of impartiality both on the level of consciousness and on the level of institutional intersubjectivity. Hegel's critique of Kant's formalist ethics (also considered as transcendental institutionalism by Sen) and his analysis of the civil society in the Philosophy of Right, especially his focus on associations and Estates, can serve as a model for making Sen's focus on public discourse theoretically more concise and pragmatically feasible. Hegel shows that universalistic attitudes can only emerge in specific institutional contexts.  相似文献

Abstract

This article discusses a group of essays on ethical issues written by Pigou between 1900 and 1908. It is argued that they contain the foundations of his economic philosophy. Pigou's research on the meaning and content of the good merged into his definition of welfare, and his interest in religion as a subjective experience resurfaced in the subjective framework of his economics. A methodological pragmatism informed his economics as well as his ethics; moreover, the endorsement of interpersonal comparisons of the good in the ethical texts was consistent with Pigou's adoption of utility comparisons in welfare economics. Pigou's philosophical pessimism was reflected in his analysis of the economic evils of society, eventually leading to his advocacy of governmental intervention to foster economic welfare. The article contends that Pigou's philosophy derived not only from Sidgwick, as commonly believed, but also from G.E. Moore's Principia Ethica.  相似文献

Abstract

The aim of this article is twofold. First, it seeks to verify the elements of affinity between Graziani's approach to the Monetary Theory of Production and Keynes’ Treatise on Money and his General Theory. It is shown that two important theoretical elements, from the Treatise on Money, enter Graziani's basic schema, namely the view of endogenous money supply and the distribution process. At the same time, uncertainty and aggregate demand—conceived as a crucial variable in the General Theory—can play a significant role in the basic schema of the Monetary Theory of Production. Second, the article sets out a critical reconstruction of Graziani's basic schema emphasising the existence of ‘open issues’– such as bank behaviour and the ‘paradox of profits’—relating to internal and external inconsistencies.  相似文献

Abstract

This article aims to clarify Sen's paradoxical relationship to Rawls's work in the face of some misconceptions. It is argued, first, that the dialogue between the authors did not start with Sen's 1980 article “Equality of What?”: Rather, this article represents the beginning of a transformation in Sen's position towards Rawls. Second, Sen's approach to justice is not a mere extension of Rawls's theory of justice as fairness: The departure relies less on a different metric of justice than on a divergent conception of impartiality, one which undermines the foundation of Rawls's theory of justice.  相似文献

Abstract

In his Theory of Public Finance (1959), Musgrave invented the concept of merit wants to describe public wants that are satisfied by goods provided by the government in violation of the principle of consumer sovereignty. Starting from Musgrave’s mature discussion (1987), I construct two categories to classify the explanations of merit goods. The first strand of thought attempts to justify merit goods within the New welfare economics, by modifying its assumptions to accommodate irrationality, uncertainty, lack of information, and psychic externalities. The second category encompasses more radical departures from consumer sovereignty, drawn from philosophical critiques of economics. In the third part of the paper, I argue that the two strands might be represented by a non-individualistic social welfare function. I also show how this solution echoes Musgrave’s early views on public expenditures before he coined the concept of merit wants. From an historical perspective, the survival of the concept highlights the persistence of a social point of view in welfare economics.  相似文献

Abstract

Jacob Viner was one of the most important interpreters of Adam Smith's work, particularly for his emphasis in a classic 1927 article on Smith's theological framework, his discussion of the relationship between the Theory of Moral Sentiments and the Wealth of Nations and dismantling of a popular view of Smith as a doctrinaire advocate of laissez-faire. What is less well known is that Viner's theological reading of Smith developed over the next 40 years through intense study of eighteenth century natural theology, and some of his views changed. This article traces the development of Viner's interpretation of Smith. It assesses the suggestion of D.D. Raphael that Smith moved away from a theological framework over time and that Viner repudiated his theological reading of Smith. I argue instead that Viner's mature work broadened and strengthened the theological reading. Much of the literature on Smith and Viner wrongly assumes that naturalistic explanation and theological frameworks are mutually exclusive. This may be the dominant twentieth century view, but it was not so in the eighteenth century, as Viner well understood.  相似文献

Abstract

This is a response to Robert Cherry's comment on the article, “Welfare as We [Don't] Know It: A Review and Feminist Critique of Welfare Reform Research” that appeared in the 10(2) issue of Feminist Economics. This response argues that while some combination of welfare reform, the booming economy in the late 1990s, and changes in economic policy all worked together to decrease caseloads and increase employment rates among welfare leavers, these are incomplete measures of the impact of welfare reform on the lives of lone mothers. This paper also argues that the effects of welfare reform on lone mothers are more mixed than Cherry acknowledges. This paper concludes that when one holistically examines low-income lone mothers' lives, it is premature to declare welfare reform a success.  相似文献

We present a three-fold test for sustainability on policies addressing environmental and natural resource management. The first — ecological holism — requires that management of natural systems not only ensure the long term viability of ecosystem functions and enhanced diversity of wildlife within that ecosystem, but also facilitate the provision of renewable energy and material resources. The second — community centeredness — is an assessment of the improvement (or reduction) in economic wellbeing of local populations measured by employment and income and in quality of life for the larger community resulting from that policy. The third — institutional legitimacy — evaluates the level of justice that a policy and its outcome(s) bring to the entire community (here, just policies will satisfy Rawls's "veil of ignorance" test). Three policies for National Forest management on Washington's Olympic Peninsula are examined and results are compared: the Northwest Forest Plan, the Wild Olympics Wilderness and Scenic Rivers Act of 2012 (Wild Olympics), and The Third Way (an alternative forest management option). Each policy satisfies the first test of ecological holism, but not in equal measures. Success in this regard can be differentially ranked because the relative impacts are not neutral. Both the Northwest Forest Plan and Wild Olympics fail the test of community centeredness. In contrast, The Third Way promotes community centeredness and ecological holism. We assert that, as a result, it would satisfy John Rawls's test for justice, and it is institutionally legitimate.  相似文献

Abstract

Irving Fisher's encounter with the Quantity Theory of Money began in the 1890s, during the debate about bimetallism, and reached its high point in 1911 with the publication of The Purchasing Power of Money. His most important refinement of the theory, derived from his recognition of bank deposits as means of exchange, was to treat their out of equilibrium recursive interaction with inflation as integral to it. This treatment underlay both his 1920s work on the business cycle as a “dance of the dollar” and his advocacy of subjecting monetary policy to a legislated price stability rule, initially to be based on his “compensated dollar” scheme. Fisher's failure to recognise the onset of the Great Depression even as it was happening was directly related to his faith in the quantity theory's seeming implication that price level stability in and of itself guaranteed the continuation of prosperity, while his subsequent work on the debt deflation theory of great depressions initially failed to repair the damage that this failure did to his reputation, and to that of the quantity theory. In the 1930s Fisher nevertheless remained an active supporter of various schemes to reflate and then stabilise the price level. His subsequent influence on the quantity theory based Monetarist counter-revolution that began in the 1950s lay, directly, in its deployment of his analysis of expected inflation on nominal interest rates, and, indirectly, in its espousal of the case for subjecting monetary policy to a legislated rule.  相似文献

Abstract

In the Preface to the second edition of his Theory of Political Economy (1879), W. Stanley Jevons announced an extraordinary turn in his analysis as he abandoned much of the explanatory framework used in the body of the text to explain cost of production and distribution. It is shown here that, when the Theory is read in the context of the objective and structure of Jevons' distribution analysis, the turn can be explained as Jevons' response to the realization that he was only able to reconcile his analysis of cost of production and of distribution in a special case.  相似文献

Abstract

Scitovsky's The Joyless Economy is especially well-known in recent economic studies on happiness. However, his insightful contributions have not been taken up as they deserve, mainly because they were, and still are, too original. By reconstructing Scitovsky's analysis on the basis of all his relevant writings, this article integrates his most original concepts, such as novelty, consumption skill, endogenous preferences, pleasurable uncertainty, into conventional economics; it compares Scitovsky's analysis to the economic thought of his time and to current consumer theory and it reveals his contributions to happiness economics, such as an original interpretation of the Easterlin paradox.  相似文献

After a brief biographical summary, the following sections deal with Sweezy's early writings; his book, The Theory of Capitalist Development; his thinking on socialism; his contribution as an historian of events and of ideas; the Monopoly Capital, co-authored with Paul Baran; and Sweezy's work after the death of Baran in 1964. Abstract

Robert W. Clower's article “A Reconsideration of the Microfoundations of Monetary Theory” (1967) deeply influenced the course of modern monetary economics. On the one hand, it questioned Don Patinkin's (1956) project to integrate monetary and Walrasian value theory. On the other hand, it was the fountainhead of the cash-in-advance models à la Robert J. Lucas (1980), one of the most widely used approaches to monetary theory since the 1980s. Despite this influence, Clower's project to integrate monetary and value theory remains an enigma. My paper intends to resolve it. This is a difficult task since Clower never completed the monetary theory outlined in his 1967 article. To overcome this difficulty, I characterise the intellectual context from which Clower's contribution emerged and have recourse to a reconstruction of his project. This reconstruction is based on the analysis of published and unpublished materials, written by Clower before and after the 1967 article. It is argued that Clower sought to elaborate a disequilibrium monetary theory whilst retaining the two pillars of Patinkin's integration, i.e., the introduction of money into utility functions and the real-balance effect. I trace the origins, account for the originality, and discuss the challenges of this project.  相似文献

Abstract

Scholars tend to examine Smith's historical approach as a whole from the perspective of the four stages theory. This leads to a neglect of Smith's ability to use history in different ways as his different purposes require. This article distinguishes Smith's recourse to primitive society with respect to his purposes in Wealth of Nations and in Lectures on Jurisprudence. In the former, Smith analyses the capitalist economy, thereby laying emphasis on capital and the division of labour in his account of wealth. In the latter, he explains the evolution of institutions in order to challenge contractarian accounts of government.  相似文献

This paper discusses a number of questions with regard to Sweden's economic and political development:

? How did Sweden become rich?

? What explains Sweden's high level of income equality?

? What were the causes of Sweden's problems from 1970 to 1995?

? How is it possible that Sweden, since the crisis of the early 1990s, is growing faster than most EU countries despite its high taxes and generous welfare state?

These questions are analysed using recent insights from institutional economics, as well as studies of inequality and economic growth. The main conclusion is that there is little, if any, Swedish exceptionalism: Sweden became rich because of well-functioning capitalist institutions, and inequality was low before the expansion of the welfare state. The recent favourable growth record of Sweden, including the period of financial stress (2008–10), is a likely outcome of a number of far-reaching structural reforms implemented in the 1980s and 1990s.  相似文献

In this paper, we use a dynamic structural model to measure the effects of (1) single mothers' work and welfare use decisions and (2) welfare reform initiatives on the early cognitive development of the children of the NLSY79 mothers. We use PIAT‐Math scores as a measure of attainment and show that both the mothers' work and welfare use benefit children on average. Our simulation of a policy that combines a time limit with work requirement reduces the use of welfare and increases employment significantly. These changes in turn significantly increase children's cognitive attainment. This implies that the welfare reform was not only successful in achieving its stated goals, but was also beneficial to welfare children's outcomes. In another policy simulation, we show that increasing work incentives for welfare population by exempting labor income from welfare tax can be a very successful policy with some additional benefits for children's outcomes. Finally, a counterfactual with an extended maternal leave policy significantly reduces employment and has negative, though economically insignificant, impact on cognitive outcomes. Abstract

An important clue to the ambiguity in Smith's attitudes towards commercial society may lie in his disaffection with natural distributions; with distributions based on unintended consequences. The absence of proportionality between motives and outcomes dooms the morality of commercial society, not the mere absence of an ethical dimension to human character. Through the analysis of actions, we find correspondence between the three economic states of the Wealth of Nations and the three social states of the Theory of Moral Sentiments. Thus, re-distribution is important in the moral evaluation of commercial systems. Unintended consequences are neither a source of moral strength nor a safeguard against injustice.  相似文献

Abstract

This paper provides an encompassing portrayal of Thoreau's economic thought. It is analyzed against the background of the history of economic thought and the economic thinking of his time. Thoreau's economic thought is an extensive examination of the ideas of classical political economy, and particularly of Jean-Baptiste Say, and it is a fundamental critique thereof. Thoreau recognizes that some aspects and foundations of the modern conception of the economy lead to an alienation of the human being from itself as well as to an alienation from nature. I demonstrate that this critique is a result of Thoreau's specific approach to the economy, which, based on his particular understanding of the human being and his philosophy of nature, seeks the meaning of the economy for human life and for nature. In this philosophical approach, which I characterize as an economic philosophy, Thoreau's deeper defiance of classical political economy and his original place within the history of economic thought are grounded. It leads Thoreau to an alternative conception of an economy of moderation, which is identified and described in detail. I conclude with considerations on the potential meaning of Thoreau's thought for current economic research.  相似文献
