A common dilemma facing educational planners engaged in educational reform in developing countries is the allocation of sharply-reduced resources to the expansion of school facilities versus improvement of existing school facilities (say, by raising the teacher/pupil ratio). The empirical results presented in this paper for Kenya suggest that the two interventions have diametrically opposite effects on poor and nonpoor children. An expansion of school facilities increases the enrollment of children in the poorest expenditure quintiles but has no impact on the enrollment of children in the top quintiles. On the other hand, an improvement in the teacher-pupil ratio increases the enrollment rate of children in the top quintiles, and actually reduces the enrollment of children in the poor quintiles. These findings suggest that in situations where there is less than universal primary enrollment (UPE) and the government has set a time-bound goal of UPE, such as in Kenya, policies that serve to expand the number of school facilities may make more sense than interventions that increase the teacher-pupil ratio.  相似文献

In this paper, I investigate whether increases in public education expenditures lead to reductions in private school enrollment. In order to deal with the endogeneity of public expenditures, I use as a natural experiment the 1998 FUNDEF reform in Brazil that caused exogenous variations in local public school funding. Using data from Brazilian School and Population censuses, I show that public education expenditures increases are associated with reductions in the share of private school enrollment for grade 1. However, the effect is smaller for grades 2 to 4, which is consistent with the existence of costs associated with switching schools.  相似文献

Cross-section estimates of 31 countries for the year 2000 are used to examine the effect of the level of female education, and the gap between male and female levels, on the prevalence of HIV/AIDS in Sub-Saharan Africa. Many standard types of education are analysed and a non-standard category involving under- and over-aged primary school enrollees are identified. Although it is found that female education is positively related to country infection rates, there is scope to reduce infection rates by substituting one type of education for another. It is estimated that female infection rates peak within 15–17 years of the first case reported.  相似文献

In this paper, we depart from the standard way of analyzing school enrollment by accounting explicitly for educational selectivity in order to examine the determinants of child school enrollment in Ghana. Using data from the Ghana Living Standard Survey round 6 (GLSS 6), we estimate a three‐step sequential logit model for the determinants of secondary school enrollment and its dependence on completing primary school. We find that family resources such as parental education, household income and the gender of the head of the household play a role in households' child schooling decisions. Educated parents are relatively more likely to enroll their children in primary school and keep them in school until they complete primary education. As well, we show that educated parents do not promote a gender‐biased investment in the schooling of children at the primary level. While household welfare does not influence children's entry into primary school importantly, their completion of primary school depends on household welfare. The study sheds more light on the pro‐male bias phenomenon regarding entry into primary school and primary school completion. Policies to promote the achievement of Sustainable Development Goal 4 in Ghana must be grade sensitive.  相似文献

A number of studies explore the differences in men's and women's labor market participation rates and wages. Some of these differences have been linked to gender disparities in education access and attainment. The present paper contributes to this literature by analyzing the relationship between the proclivity of a firm having a top woman manager and access to education among women relative to men in the country. The study combines the literature on women's careers in management, which has mostly focused on developed countries, with the development literature that has emphasized the importance of access to education. Using firm-level data for seventy-three developing countries in 2007–10, the study finds strong evidence that countries with a higher proportion of top women managers also have higher enrollment rates for women relative to men in primary, secondary, and tertiary education.  相似文献

At the end of 2001, the Indian Supreme Court issued a directive ordering states to institute school lunches – known locally as “midday meals” – in government primary schools. In this paper we provide a large‐scale assessment of the enrollment effects of India's midday meal scheme, which offers warm lunches, free of cost, to 120 million primary school children across India, and is the largest school feeding program in the world. To isolate the causal effect of the policy, we make use of its staggered implementation across Indian states in government but not private schools. Using a panel dataset of more than 420,000 schools observed annually from 2002 to 2004, we find that midday meals result in substantial increases in primary school enrollment, driven by early primary school responses to the program. Our results are robust to a wide range of specification tests.  相似文献

This study examines the affect of IMF-induced structural adjustment programs on several key indicators regarding the status of women in Ecuador. In particular, we focus on the evolution of female primary and secondary school enrollment and female labor force participation in time series data from 1987 to 2003. The analysis is conducted using ordinary least squares regression with corrections for heteroscedasticity. The findings suggest that structural adjustment programs reduced female enrollment in primary and secondary schools and caused a reduction in the reported female labor force participation rate.   相似文献

This article analyzes the relationship between abortion and female education. It provides new empirical evidence from sub-Saharan Africa to show that more liberal abortion policies are associated with a higher female secondary school enrollment. It is assumed in the model that easier access to abortion decreases probability of dropping out of school for a female child in the case of an occasional pregnancy. As a consequence, it enhances parental investment in human capital of their female offspring and helps to reduce the gender gap in education.  相似文献

Students in private schools routinely outperform those in public schools both in the United States and around the world. But do private schools make students better or do they simply cream skim better students? In this article I take advantage of the remarkable fact that in many districts in India a majority of students attend private schools. As the private share of school enrollment increases, cream skimming becomes less plausible as the explanation for a higher rate of achievement in private schools. Evidence for cream skimming is found when the private share of schooling is low, in the range of 0–15%, and thus private schools have a large public pool from which to skim. But the private effect on achievement does not appear to diminish greatly even in districts where more than 70% of students are in private schools. Most importantly, mean scores taken over the entire population of students, private and public, increase with the share of private schooling. This paper estimates the effects of school starting age (SSA) on educational attainment and labor market outcomes by using unique urban adult twins data from China. Ordinary least squares (OLS) estimates indicate that late enrollment in primary school lowers years of education, earnings, wage rate, and probability of employment. However, when we use the within-monozygotic (MZ)-twin fixed effects method to exclude unobservable endowments and family factors, the effects of SSA on years of education become less negative. For earnings, wage rate, and the probability of employment, the within-twin fixed effects estimates become insignificant. The results indicate that a one-year delay in primary school starting age lowers schooling by 0.51 years but does not affect earnings, wage rate, or probability of employment. The difference between OLS and within-MZ-twin fixed effects estimates indicates that the negative return to SSA is due to unobservable family variables and omitted individual-specific endowments. We further find that the earlier primary school starters fail to obtain a level of education with high return. Specifically, early birds do not have a high probability of getting a vocational school degree or above.  相似文献

This article has two goals: (i) to reduce the 7‐fold productivity differential required to explain the observed 33‐fold income difference between the richest and poorest countries of the world; and (ii) to explain cross‐country differences in the capital‐output ratio. To achieve the first goal we modify the production function of the standard neoclassical growth model to include public capital whose provision is subject to intermediation costs. For the second goal we distort private investment by introducing credit frictions. The model, quantified using cross‐country data, generates an income gap of 33 with productivity differences of only 3 under the measured variations in public and private capital. The required productivity gap declines even further, to 2.1, when we introduce a home‐production sector. On the second goal, however, credit frictions do a poor job of explaining cross‐country variations in the capital‐output ratio.  相似文献

Human capital investment in developing countries is thought to be significantly constrained by household resources. This paper studies the relationship between household resources and the demand for education using recent household survey data from Vietnam. The data cover a period, 1993–1998, of exceptional income growth in Vietnam, during which secondary school enrollment rose substantially. Using consumption expenditures to measure household wealth, we find a positive and significant relationship between changes in wealth and changes in the demand for education. This wealth effect persists even after controlling for locality-specific factors such as changes in education returns and the supply and quality of schools, and for the opportunity costs of schooling.  相似文献

The primary aim of this paper is to examine the relationship between school attainment, school completion, and economic development. In doing so it also examines the effect of other macroeconomic variables on school attainment and completion. Estimation is conducted using a panel dataset of 138 countries. Our results show that income levels, government expenditure on education, and political instability all have significant effects on school completion and attainment. In addition these variables have different effects on male and female schooling. Our results have important policy implications and in particular allow policymakers to identify different instruments to target the problem of non‐completion of schooling.  相似文献

Evidence across regions in the world reveals patterns in school enrollment ratios and literacy that are divided along gender lines. In the developing world, apart from most countries in Latin America and the Caribbean, enrollment ratios of girls lag behind those for boys at all levels of education. Worldwide literacy rates for adult men far exceed those for women. While educational progress has been enjoyed by both sexes, these advances have failed to eradicate the gender gap. Education enhances labor market productivity and income growth for all, yet educating women has beneficial effects on social well-being not always measured by the market. Rising levels of education improve women's productivity in the home which in turn can increase family health, child survival, and the investment in children's human capital. The social benefits from women's education range from fostering economic growth to extending the average life expectancy in the population, to improving the functioning of political processes. This paper reviews recent empirical research that analyzes the benefits of women's education, describes the importance of women's education for country-level measures of economic development, and examines the implications of a gender gap in education for aggregate social well-being.  相似文献

This paper analyzes the effect of lifting primary school fees on educational attainment in Uganda. After the abolishment of school fees in 1997, the enrollment rate more than doubled. Two decades later, we know little about the effect of the policy on educational attainment. With recent data on eight cohorts exposed to free education, we analyze the impact of the policy on years of completed primary school, completion of primary school, and transitioning to secondary school. We use a straightforward regression analysis with cohort dummies and household fixed effects to control for unobserved heterogeneity. We find that lifting school fees had no effect on the years of primary school achievement and the likelihood of primary school completion. We find some weak evidence that the likelihood of those who completed primary education to start secondary school increased after Universal Primary Education.  相似文献

We construct a model of the determination of public funding of education through majority voting. Households have the option of privately supplementing public education. Alternatively, they can opt out of public education completely and choose private education. We find that in general the single‐crossing property cannot be used to establish existence of a majority voting equilibrium. Numerical solutions of the model reveal (i) when public education inputs and private supplements are substitutes, private school enrollment is often zero; and (ii) the funding level for public education is very sensitive to the productivity of private supplements and the elasticity of substitution between public inputs and private supplements.  相似文献

This article provides estimates of private rates of return to education in Greece derived from Mincerian-type earnings equations. The data come from the latest three household surveys of the country covering the 1988 to 1999 period. The empirical evidence suggests that: rates of return associated with female high school and university graduates exceed the respective rates for male graduates; rates of return pertaining to tertiary education graduates are increasing over time, whereas the corresponding rates for secondary education graduates follow an inverted U-shaped pattern and dropouts from any education degree end up with rates of return lower than the rates associated with the immediately preceding education level.  相似文献

In this paper, we investigate how housing prices react to the quality of education offered by neighboring public and private schools. The organization of secondary schooling in the city of Paris, which combines residence-based assignment to public schools with a well-developed and almost entirely publicly funded private school system, offers a valuable empirical context for analyzing how private schools affect the capitalization of public school performance in housing prices. Using comprehensive data on both schools and real estate transactions over the period 1997–2004, we develop a matching framework to carefully compare sales across school attendance boundaries. We find that a standard deviation increase in public school performance raises housing prices by 1.4 to 2.4%. Moreover, we show that the capitalization of public school performance in the price of real estate shrinks as the availability of private schools increases in the neighborhood. Our results confirm the predictions of general equilibrium models of school choice that private schools, by providing an advantageous outside option to parents, tend to mitigate the impact of public school performance on housing prices.  相似文献
