Desertification in the Northern Mediterranean region can be effectively managed only through an understanding of the principal ecological, socio-cultural and economic drivers. Scenarios can play an important role in the understanding of such a complex system. Following the fundamentals of Integrated Assessment, narrative storylines were developed that are qualitative, participatory, and highly integrated. Multi-scale long-term (2030) storylines were developed for Europe, the Northern Mediterranean, and for four local cases. This paper discusses the methodology and results of the process of developing European and Mediterranean scenarios. In Part II, the local scenario development by means of scenario workshops is elaborated upon. European and Mediterranean scenarios were based on a set of three existing European scenarios, that were adapted to fit the specific issues in the Mediterranean region, using the so-called Factor-Actor-Sector (FAS) framework. Resulting scenarios were Convulsive Change (disruptive climate change); Big is Beautiful (oversized EU and powerful multinationals); and Knowledge is King (technological development and mass migration). It proved possible to use and enrich a set of existing European scenarios and to translate them to fit the Mediterranean region. A possible use of this type of narrative storylines is further illustrated in Part II.  相似文献

This paper builds on Part I, where three European and Mediterranean scenarios were introduced. Theses scenarios can be typified as qualitative, integrated narrative storylines that describe three possible directions of future change until 2030. The main purpose of the paper is to summarise the methods and results of a series of stakeholder workshops held in the Guadalentín (Spain) and the Val d'Agri (Italy) to develop local scenarios, using the Mediterranean scenarios as boundary conditions. Two workshops were organised in both watersheds, employing different methods to develop short-term and long-term future outlooks. During the first workshop an exploratory forecasting methodology was employed. By means of a collage of images, stakeholders constructed three future images linked to three Mediterranean scenarios. In the second workshop, a discussion on the short-term outlook based on current trends was followed by a backcasting exercise. The various methods yielded highly complementary results, with detailed short-term developments, rather general yet highly creative visions of the long-term future, and a set of desirable futures. It is argued that such a mix of methods has increased the quality and comprehensiveness of the results. In any case, these efforts should be but the onset of long-term stakeholder participation.  相似文献

This paper investigates the contribution of socio-economic scenarios to improve decisions and policies in climate assessments. We specifically looked at adaptation projects in the Dutch Climate changes Spatial Planning programme. Based on the four decision failure criteria neglect of internal information, bounded rationality, insufficient expansion of existing mental models and stickiness and lack of friction of information and knowledge, it was concluded that in these projects, socio-economic scenarios appear to generate useful data, but that their full potential to reduce decision failure is not likely to be exploited. Therefore adaptation options suggested by these studies may not be ‘future-proof’: they may be appropriate in some future societies, but fail in others. We believe similar results would be obtained in other contexts. Possible decision failures are caused by neglecting socio-economic developments, limiting the number of storylines generated by scenario studies to one or two, lack of stakeholder involvement in the scenario development and ignoring discontinuities.  相似文献

In order to build prospective scenarios for biodiesel industry in Brazil, with a sustainable perspective, it was necessary to develop a cross-disciplinary work to include Sachs’ dimensions of sustainability into the scenarios method. This meant linking concepts from different disciplines, without transforming it in a new discipline. In order to support the proposition for the new method, a study case is presented, the framework for the biodiesel scenarios in Brazil, by 2030. An in-depth interview was used to test the proposition of having the sustainability dimensions as driving forces. The result was the identification of a critical uncertainty composed of various aspects related the response to climate change and environmental conservation. The scenario storylines that were developed based on the critical uncertainties showed that sustainable options for the future are possible if the mental maps are enlarged to see beyond the business as usual.The results show that the scenarios storylines go through social, environmental and economic aspects, supported by other aspects like the territorial and political. Also it showed that sustainable options are possible if the mental maps are enlarged to see beyond the business as usual.  相似文献

In this paper, we present a strategy for the development of interactive media scenarios to help communicate uncertainties and complexities in coupled human and natural systems. Insights arising from Complex Adaptive Systems theory advocate the need for more adaptive perspectives on natural resources management. For the collaborative exploration of future complexities and uncertainties, participatory scenario development has proven to be a powerful approach. A range of communication strategies with benefits for conveying complexity, however, has not yet been adopted by scenario developers. We present a framework of criteria with which we structurally analyze the benefits of interactive media communication. First, we consider requirements of feasibility, flexibility and stakeholder contributions. Then, we synthesize criteria for the communication of Complex Adaptive Systems. Finally, we set criteria for communicatory clarity and engagement. Using this framework, we review several science communication fields, including landscape visualization, serious gaming and visual analytics. We then develop a strategy for interactive media communication in participatory scenario development, including two work-in-progress examples. This strategy employs mixed media, micro-games and accessible stakeholder contributions in a geo-web context, and is suitable for participatory work in live settings as well as on-line, from a local to a global scale.  相似文献

This paper attempts to open up a new line of enquiry into the dysfunctions of creativity within strategic processes. Generally, the impact and results of introducing creativity (and innovation) into organisational life are perceived to be wholesome and beneficial. But recent research in the area of organisational psychology has documented a ‘dark’ side to its introduction, e.g., low employee morale, stress, theft, sabotage, destructive conflict. Learning from this work and shifting the domain to strategic management, this paper focuses on scenario planning—a strategy process widely regarded by participants and facilitators as creative and innovative in structure, content and output. First, the creative credentials of the process are established with reference to the literature and definitions from the creative and cultural industries. Second, the process is deconstructed into activities and each is examined for the extent of its embedded creativity. Third, informed by case evidence, four dysfunctions of the scenario planning process are conjectured: creativity layered on fantasy; heightened expectations and confusion; pride and passion; and creativity leading to excess. The paper concludes by suggesting four options for handling these potential dysfunctional effects and, in the light of the dialogue presented, re-interprets the definition of scenario planning presented earlier in the text.  相似文献

Scenarios are stories. In the diverse field of scenario planning, this is perhaps the single point of universal agreement. Yet if scenarios are stories, their literary qualities are often underdeveloped. Scenarios used in business and government frequently do not contain a relatable protagonist, move a plot toward resolution, or compellingly use metaphor, imagery, or other emotionally persuasive techniques of literature. In these cases, narrative is relegated to an adjunct role of summarizing the final results of the workshop. While this neglect of narrative may be reasonable in some contexts, the power of narrative should not be underestimated. Scenario planning methodologies can benefit from using diverse narrative techniques to craft compelling and infectious visions of the future. This article explores the relationship between science fiction and scenarios as story genres and investigates a creative story-telling technique, “Science Fiction Prototyping” (Johnson, 2011). While the method is promising, it is an ultimately problematic means to incorporating narrative into scenario planning.  相似文献

This article considers design and scenario work as a team-coaching experience. It presents the componential theory of learning in coaching and the underlying componential model of creative learning, highlighting some ideas and showing some possibilities of using them for creating and implementing a creative learning environment necessary for the success of both design and scenario work. The benefits of other methods and tools of educational science and psychology are also briefly described. Finally, possibilities arising from the new as well as the usual perspectives on design and scenario work for educational science and psychology – more precisely, coaching and creativity research – are dealt with. In the last section of the article, general principles used are highlighted and summarized. Some connections to fundamental questions of the role of sciences, arts, theory and practice as well as of the location of design and scenario work are discussed. Thereby, a possible solution to the related controversy is initially proposed. Overall, this article shows some of the areas in which educational science and psychology, on the one side, and design and scenario work, on the other, can be of mutual benefit. It aims to initiate further discussions about connections among the mentioned fields, and seeks to suggest some possibilities for interdisciplinary research and utilization of its results.  相似文献

Scenario exercises have become instrumental across multiple fields, from their original usage in business and military planning, to being ubiquitous in environmental planning and policy formation. This article critically reviews whether there are explicit and imminent divisions between how scenario exercises are used and discussed, with particular focus on the literature of qualitative scenarios concerning environmental challenges. The authors interrogate what scenario exercises are in actual practice, in the context of what they are used for and how they are designed, before then considering the criteria for determining ‘success’ for a scenario exercise. The particular focus of the literature analysed is in the emergence of the discipline of ‘environmental scenarios’, being scenarios concerned with 21st Century environmental challenges such as the influence of climate change on the notion of natural hazards.  相似文献

Participatory planning experiences highlight the crucial role of cognitions produced, shared and used throughout participatory processes. The construction of spatial plans is more and more intended as a socio/political activity producing highly cognitive visions able to guide collective action and make a common good of it.In accordance with the view that a relevant portion of such knowledge is revealed only through action, the paper proposes the idea of structuring-scenarios as open entities able to structure action and, consequently, to bridge participatory knowledge to the impetuous practice of action.The paper first presents and discusses the role of structuring-scenarios in the work carried out while developing an environmental plan for the delta area of the Po River in Italy. Then it reflects on the main features of content and structure of such scenarios. The dynamic input-output model DIMITRI (Dynamic Input-output Model to study the Impacts of Technology Resulted Innovations) can be used for long-term scenario explorations on technology, demand and environmental effects. The model describes at a sectoral level the relations and dynamics between consumption, production and emissions. Technologies are introduced bottom-up at a sectoral level, through variations on the inputs from other sectors and by changes in the coefficients for capital, labour and emissions. This paper presents a methodology for future explorations of technologies in four scenarios, based on the International Panel on Climate Change (IPCC) scenario framework. Trend analysis combines detailed information on specific technologies. Differentiations are made between scenarios, based on their specific storylines. The adjustment of coefficients influences model outcomes such as production, balance of trade and emissions. Creativity and imagination are the most important ingredients for coping with post-normal times, according to Sardar. This paper looks at the way creativity itself is being transformed in the West, from the individualistic/atomistic view of Modernity towards a more contextual, collaborative, complex approach. It explores the potential and possibilities for this more participatory creativity to help go beyond the “crisis of the future,” and argues that the centrality of creativity must go beyond the mythology of genius and inspiration to inform philosophy, ethics, and action. Philosophical reflection and the imagination of desirable futures can emerge from a creative ethic that stresses the value of generative interactions and contexts that support creativity.  相似文献

Australian futurists have been working with a range of integral theories over the past decade to inform new approaches to scenarios. Chief among the integral theories explored is Wilber's All Quadrant, All Level, All Lines, All States, All Types (AQAL) meta-theory. This emerging and diverse set of scenario methods, falling under the term ‘integral scenarios’ as reviewed in this paper, have mostly been developed in practice and to date, have not been represented in futures journals. This paper contextualises integral scenarios with a summary of the theoretical background to their development before arriving at a generic scenario generation process together with a set of utility and quality criteria. This generic framework and criteria are then used to situate a range of case studies of integral scenarios, outlining their features, benefits and limitations. Finally, the areas of potential for further development are highlighted—for both refined and wholly new types of integral scenario methods.  相似文献

It's creative capital--simply put, an arsenal of creative thinkers whose ideas can be turned into valuable products and services. Creative employees pioneer new technologies, birth new industries, and power economic growth. If you want your company to succeed, these are the people you entrust it to. But how do you accommodate the complex and chaotic nature of the creative process while increasing efficiency, improving quality, and raising productivity? Most businesses haven't figured this out. A notable exception is SAS Institute, the world's largest privately held software company. SAS makes Fortune's 100 Best Companies to Work For list every year. The company has enjoyed low employee turnover, high customer satisfaction, and 28 straight years of revenue growth. What's the secret to all this success? The authors, an academic and a CEO, approach this question differently, but they've come to the same conclusion: SAS has learned how to harness the creative energies of all its stakeholders, including its customers, software developers, managers, and support staff. Its framework for managing creativity rests on three guiding principles. First, help employees do their best work by keeping them intellectually engaged and by removing distractions. Second, make managers responsible for sparking creativity and eliminate arbitrary distinctions between "suits" and "creatives". And third, engage customers as creative partners so you can deliver superior products. Underlying all three principles is a mandate to foster interaction--not just to collect individuals' ideas. By nurturing relationships among developers, salespeople, and customers, SAS is investing in its future creative capital. Constant Proportion Debt Obligations (CPDOs) are structured credit derivatives that generate high coupon payments by dynamically leveraging a position in an underlying portfolio of investment-grade index default swaps. CPDO coupons and principal notes received high initial credit ratings from the major rating agencies, based on complex models for the joint transition of ratings and spreads for all names in the underlying portfolio. We propose a parsimonious model for analysing the performance of CPDO strategies using a top-down approach that captures the essential risk factors of the CPDO. Our approach allows us to compute default probabilities, loss distributions and other tail risk measures for the CPDO strategy and analyse the dependence of these risk measures on various parameters describing the risk factors. We find that the probability of the CPDO defaulting on its coupon payments can be made arbitrarily small—and thus the credit rating arbitrarily high—by increasing leverage, but the ratings obtained strongly depend on assumptions on the credit environment (high spread or low spread). More importantly, CPDO loss distributions are found to exhibit a wide range of tail risk measures inside a given rating category, suggesting that credit ratings are insufficient performance indicators for such complex leveraged strategies. A worst-case scenario analysis indicates that CPDO strategies have a high exposure to persistent spread-widening scenarios and that CPDO ratings are shown to be quite unstable during the lifetime of the strategy.  相似文献

This paper presents research findings from the application of scenario planning in multinational firms that operate in competitive industries. We use exclusive and not publicly available data to investigate the link between scenario planning and firm performance from a qualitative perspective. The focus was primarily on firms that had real-life experiences with this strategic tool. Our research suggests that scenario planning is interwoven in how strategy is formulated and that it has a major influence on decisions taken by management. We also found that none of the firms reported formal efforts of assessing the success rate of scenario planning. Participants report that this is due to difficulties in measuring qualitative and quantitative outcomes and because standardized assessment tools are not readily available for this kind of strategic intervention. Overall, participants generally regarded scenario planning as an effective intervention with a positive contribution to the firms’ performance. When pressed for more detail, participants revealed that scenario planning techniques were useful in exploring the business environment and future risks, isolating trends, understanding interdependent forces, and considering the implications of strategic decision-making.  相似文献

This paper critically assesses a series of scenario planning exercises in the Washington Metropolitan region and the State of Maryland within a broad and evolving framework of participatory planning. Reality Check, as the exercises were called, were a daylong set of activities using tools that encouraged stakeholder participation to develop scenarios focused on long-term regional sustainability. The paper draws upon planning theory, participant reactions, media reports, post-exercise outcomes and author's experiences of shaping the process. It illustrates how the model was adapted to multiple scales and contexts, and variations in desired technical complexity. The paper concludes that such processes have an inherent value in capturing the issues of the future and in creating awareness and knowledge. It argues that certain considerations such as early strategic engagement of stakeholders, flexibility of technical tools and diversity among organizers, all played a role in enhancing the dialogue. Furthermore, it suggests that when timed with favorable external conditions and designed within suitable institutional frameworks, they have the potential to provide a foundation from which tangible regional benefits can be realized.  相似文献

Technological progress does not happen in a social vacuum. Shaping of tomorrow is not possible without qualitative analyses. Therefore, the social and psychological dimensions of reality form an important part of technology foresight. Qualitative research will be needed to understand superficial and deep structures of social realities. So called push and pull factors are always linked to social behaviour. People's relationship to the use of technologies and the utilization of technologies is a complex and not a one-dimensional or monological issue. Monological methodological approaches can be harmful and confusing in the field of participatory foresight. We can conclude that the cycles of deductive and inductive logic are needed in science and in participatory foresight studies. Experts of the FTA community must have a higher level of methodological know-how in this research field and they should use qualitative methods in multi-faceted (external and internal) ways in foresight studies. Still the qualitative parts of many studies are quite monological and these studies can be quite problematic, even confusing. More critical methodological approaches should be taken into serious consideration. As a methodological approach, the principle of triangulation should be used more in the fields of participatory foresight studies and technology foresight.The key focus of this article in the use of qualitative and phenomenological approaches in the fields of FTA and foresight. The aim of this theoretically oriented discussion is to promote the professional use of qualitative methods in foresight and FTA studies. The strength of qualitative analyses is linked to deeper understanding of social change and social patterns and structures. Actually people create and constitute the markets, networks, and crowds where technologies are applied and used.Internal systemic understanding of social realities is an important part of foresight activities, especially in participatory foresight studies. Internal and external analyses can be seen as complementary approaches, like qualitative and quantitative approaches. The use of qualitative methods is a conventional part of the research process in participatory foresight projects. A typical problem may be that the use of methods is not planned carefully enough and people are unaware of the underlying key assumptions of applied methods. Experimenting with phenomenology is not a simple task in foresight research. Therefore, the views and informative platforms expressed and presented in this article may be useful for foresight practitioners.  相似文献

The term “scenario” is familiar to those involved in forecasting, but too few people are aware of what exactly a scenario is, or how it can best be developed and applied. The author describes a method developed over several years in response to a need which most forecasting efforts have left unfulfilled. The method enables quantitative and qualitative forecasts to be combined in a manner which can be directly related to an organisation's planning and decision-making processes, and which permits the evaluation of a company's objectives and performance in the light of those forecasts. The analysis of an organisation's likely performance in given scenarios can, in turn, provide a basis for contingency planning.  相似文献
