Using a simple innovation‐driven growth model I investigate to what extent labor market regulations underlie the devastating effects of output volatility on long‐run growth trends. Empirical analysis conducted for 154 countries over the 1996–2005 period shows that an increase from low values of the rigidity of employment index strengthens the influence of volatility on growth. This effect weakens with further increases in rigidity. Hence implementation of labor protection legislation is recommended in economies frequently hit by shocks.  相似文献

Summary. A firms degree of specialization is modeled as the number of different goods it produces. When a firm chooses its degree of specialization, it faces a tradeoff between the fixed cost and the marginal cost of production. A firms degree of specialization is shown to increase with the extent of the market. Theoretical and empirical models provide ambiguous responses on the relationship between labor market regulation, innovation and investment. On the one hand, labor market regulation increases firms' adjustment costs and, ceteris paribus, decreases investment. But, on the other, it also stimulates firms to invest, innovate, increase productivity and profit in the long run. In this paper we present an endogenous growth model that describes the role of these opposite forces, and why a stricter labor market regulation may positively affect innovation and investment in the long run. Most of the theoretical and empirical results hold for Italy, Germany, France, and Spain.  相似文献

We re-estimate the capital-labor elasticity of substitution and the biased factor-augmenting technological progress using a system approach for the aggregate U.S. economy from 1948 to 2010. Due to (i) the significant impacts of labor market dynamics on economic growth and (ii) the fundamental tension between the short-run data that are available and the long-run parameter that is required in the estimation process, we incorporate labor market friction into a supply-side system to re-estimate these important growth parameters and to explore their sensitivity to the incorporation of labor market friction. Our estimation obtains a significantly smaller-than-unity elasticity of substitution. This result is consistent with labor input measured along the extensive and intensive margin, and in both competitive and imperfect labor markets. Technological progress tends to be purely labor-augmenting, with the average growth rate around 2% per year. These findings are robust to alternatively constructed data sets and different estimation strategies.  相似文献

We expand previous U.S. state-level research on the relationship between pro-market institutions and labor market outcomes by examining this relationship at the U.S. metropolitan-area level. Using panel data for 1992–2012 in a fixed-effects model, we investigate the effect of pro-market institutions on the unemployment rate, labor force participation rate, employment-population ratio, and employment growth across 366 U.S. metropolitan areas. The results indicate that pro-market institutions are associated with a lower unemployment rate, higher employment-population ratio, and faster employment growth. These results suggest that local-area policies are important for achieving favorable labor market conditions at the local level.  相似文献

一般来说,独立董事能够对管理层起到监督作用从而提高公司治理水平,然而在我国上市公司特殊的制度背景下,独立董事制度实施的效果究竟如何,一直是理论界和实务界争论的热点问题。本文引入"独立董事声誉"这一长期被忽视的独立董事制度设计的核心理念,构建了引入声誉机制的独立董事激励模型,并采用2004年至2005年沪市A股独立董事作为研究样本进行追踪,实证检验了我国上市公司独立董事所受到的声誉激励水平。研究发现我国独立董事的劳动力市场缺乏有效性,声誉激励只能够促使独立董事避开公开违规事件,却不能激励独立董事更好地履行监管职责。这很可能是影响我国独立董事制度发挥作用最重要的原因。  相似文献

This paper provides a quantitative assessmet of a cost shift from labor to energy by means of a carbon/energy tax. The analysis utilizes a general equilibrium model for the European Community, placing the emphasis on the modeling of labor supply. The paper highlights the importance of the feedback from an induced increase in labor demand to wage formation. It shows that the goals of CO2 reduction and improved employment are complementary, provided the reduction in labor costs financed by the carbon/energy tax is not offset by increased wage claims. Under this condition, reduced CO2 is consistent with an increase in GDP.  相似文献

With the establishment of labor market of China, market is playing a more and mare important role in allocation of human resources. However, with the transition of economy in China and industrial upgrading in recent years, many labor problems have occurred which do harm to the sustainable development of local economy. The paper researches on the labor market issues of China from the perspective of local labor market regulation. Firstly, it reviews the theories of local labor market regulation. And then the main components of local labor market regulation of China are identified and the evaluation index system is established. The results of analysis of the calculated output show that (1) the local labor market regulation of China has an obvious character of gradient distribution geographically and decreases gradually from east to west; (2) of all the regulations, the regulation of the development of human capital has the most significant impact on local economy currently which is followed by the regulation of labor relation and the regulation of market participation. However, the research on gender differences in promotions within the internal labor market is scant, especially in China. This paper evaluates whether different labor market policy interventions taken in response to the COVID-19 pandemic have been effective in reducing its adverse impacts. We construct a database covering 165 countries and 39 labor market interventions grouped into four pillars: stimulating the economy and jobs (pillar 1); supporting enterprises, employment, and incomes (pillar 2); protecting workers (pillar 3); and social dialogue (pillar 4). The results revealed that measures taken under pillars 1, 2, and 3 have reduced the impacts of the pandemic on economic growth; measures under pillar 4 were significantly associated with reducing its impacts on employment and those under pillar 2 with reducing its impacts on working hours.  相似文献

This study empirically investigates the effects of goods market segmentation on interregional labor mobility using data from National Population Surveys in China. The findings reveal that a one-standard deviation increase in the goods market segmentation index reduces interprovincial migration by 4.0%. Restraining interregional trade and improving industrial specialization are the two mechanisms at work. Further analysis indicates that the restrictive effect of goods market segmentation is greater on highly educated laborers and the labor flows from poorer to richer regions. The heterogeneous analysis also implies that migrants are more concerned about educational resources and consumption diversity.  相似文献

We present a North-South model with labor market frictions and labor migration to study the dynamic implications of workers mobility on employment, capital accumulation and welfare. In the baseline model, the Northern country is able to control immigration flows by setting a cap on the number of foreign workers. We find that, despite an increase in migration displaces native employment in the short-run, a permanent raise of the migration cap stimulates capital accumulation, improves labor market conditions and increases social welfare in the long run. In an extension of the model, we also test the long-run effects of a pro-employment protectionist policy consisting in imposing a distortionary tax on immigrant employment. We find that the protectionist policy in North, while increasing national welfare, damages the macroeconomic performance of the domestic economy and is not effective in improving native employment.  相似文献

当代全球劳动力日益分化为核心与边缘两个群体,劳动力市场的双元结构特征由于跨国资本的弹性生产措施而深化。中国在融入生产全球化的过程中也形成了劳动力双元结构。虽然中国通过承接劳动力密集型产业的转移,实现了农村劳动力的有效配置,全球劳动力分化的逻辑在中国被复制具有一定的合理性,但是边缘劳动力群体的不断膨胀将给中国的长期稳定发展带来诸多隐患。由于劳动力的分化只不过是全球生产体系重组的面向之一,因此只有在更广泛的全球资本主义生产体系变迁的背景下去寻求一种涵盖宏观制度层面、中观产业层面和微观企业层面的综合应对之道,才能扭转中国劳动力进一步分化的趋势。  相似文献

Current anti-poverty policy proposals focus on welfare reform to the exclusion of reforming the low-wage labor market. In contrast, we compare two policy proposals aimed at low-wage labor markets: a national comparable worth policy and an increase in the minimum wage. With both policies we pay specific attention to their impact by gender. Our findings suggest that while both would reduce poverty among working women, the impact of a comparable worth policy on female poverty would be greater under most scenarios presented. It is estimated that an increase of 96 cents per hour in the national minimum wage would be necessary to equal the poverty reduction effect for women workers of a comparable worth policy which excludes small employers. Both policies decrease the incidence of povertylevel wages less among men, since roughly 60 percent of minimum wage workers are women. Additionally, not only would a national comparable worth policy improve the economic status of low-waged women workers, it would also narrow the gap between male and female poverty. While an increase in the minimum wage would also reduce this gap, comparable worth would virtually eliminate it.  相似文献

ABSTRACT

We discuss the relevance of the internationally adopted methodology for modelling labour market flows and comparing labour market flexibility. This is based on a two-state labour market model that neglects inactivity and uses aggregate stock data to derive transition rates. Traditionally, the results suggest that continental European labour markets are inflexible and unable to adjust quickly to aggregate demand or supply shocks compared with their Anglo-Saxon counterparts. This evidence has driven us to gain a better understanding of the relevance of such a modelling approach and critically discuss its main methodological hypothesis. We relax its assumptions by including inactivity and by using flow data for the period 2010–2017. We compare the results thus obtained with transition rates derived using a three-state labour market model for France, Italy, Spain and the United Kingdom. These countries represent the institutional settings of continental Europe on the one hand and Anglo-Saxon nations on the other. The implied transition rates are much higher, even in continental Europe, when inactivity is considered, thus suggesting that conclusions derived using an incomplete representation of the labour market are misleading. Inactivity therefore plays a crucial role and its inclusion provides a more exhaustive picture of labour mobility.  相似文献

In this article we estimate the wage and employment effects of recent immigration in Western Germany. Using administrative data for the period 1987-2001 and a labor-market equilibrium model, we find that the substantial immigration of the 1990s had very little adverse effects on native wages and on their employment levels. Instead, it had a sizeable adverse employment effect on previous immigrants as well as a small adverse effect on their wages. These asymmetric results are partly driven by a higher degree of substitution between old and new immigrants in the labor market and in part by the rigidity of wages in less than flexible labor markets. In a simple counter-factual experiment we show that in a world of perfect wage flexibility and no unemployment insurance the wage-bill loss of old immigrants would be much smaller.  相似文献

We analyze the effects of the 2011 Egyptian protests on the relative labor market conditions of women using panel data from the Egypt Labor Market Panel Survey (ELMPS). Using unique information from the Statistical Database of the Egyptian Revolution, we geocode each “martyr”, i.e. demonstrators who died during the protests, based on the location of the political incident. We construct our measure of the intensity of the protests – the district-level number of “martyrs” – and rely on a Difference-in-Differences approach. We find that the 2011 protests have reduced intra-household differences in labor force participation by increasing women's employment and unemployment relative to men. Women's employment relative to men increased in both the private and informal sectors. Our estimates suggest how economic uncertainty such as the one associated to the recent protests may undermine the importance of cultural factors and attitudes towards female work. We link these findings to the literature showing how a relevant shock to the labor division between women and men may have long run consequences on the role of women in society.  相似文献
