市场经济下人口问题研究述评

人口问题是中国社会经济可持续发展的核心问题,近几年来学术界对我国人口问题及解决方案进行了多方面的研究和探讨,取得了许多成果。本文归纳了学术界对我国未来人口的战略目标、生育政策导向及市场经济下生育的调节机制问题的若干观点,并对其合理性及局限性进行了分析,进一步指出不同观点之间的碰撞及对我国未来人口研究及人口政策的启示。

文章基于广西2005年至2020年人口数据,对人口规模、结构、质量、分布等方面发展趋势进行分析,指出广西人口内部要素存在人口流失严重,劳动力资源匮乏、性别比失衡严重、人口文化素质低、抚养负担过重等问题。针对相关问题,提出了推进生育政策激发适龄人口生育意愿、加强人口性别管理、吸引返乡人员和外部移民、增加高等教育有效供给、创新人才政策对策建议。

人口因素对经济增长的影响机制研究

基于对人口结构转变中人口红利和人口老龄化对经济增长的影响以及人口转移中劳动力资源的优化配置进行综述。两者的变化对我国经济在未来数十年、甚至更长期都会产生重要的影响,这对预测两者的变化以及应对变化的政策措施提出了学理要求。通过文献的梳理发现,已有文献的研究往往只突出单个人口因素的影响,缺乏多因素的合力影响和影响机制的深入分析。人口各因素之间本身就有密切的关联性,如何辨别各因素的影响是可研究的重要方向。人口因素在经济发展中是内生因素,外生的人口政策对人口因素的影响进而对经济增长可能的影响是不确定的,加强内生性研究促进人口政策的合理性是必要的。

本文通过对新时期下的经济与人口进行分析,从人口与经济的关系入手,阐明了人口因素对于经济的重大意义,并进一步结合我国劳动力市场现状探讨刚颁布不久的二胎政策对于人口结构的影响,从而研究经济新常态下的人口新常态。结合图表以及相关经济学原理从劳动力市场的供需关系等多个角度探讨全面二胎政策即将给国家和经济带来的影响。

在充分认识大连市沙河口区人口承载力内涵的基础上,对大连市沙河口区2005-2020年人口承载力进行了综合分析,得到了可持续发展的人口承载力预测结果,该结果对于沙河口区人口政策的制定至关重要。     

基于人口发展方程的河南人口预测与分析

本文根据宋健等人建立的人口发展方程,对2015-2050年河南人口数量进行预测。而后,从人口结构、人口红利等两个方面对河南未来人口状况进行分析。结果发现,未来0-14岁、15-64岁人口所占比重呈现逐年下降趋势,65岁及以上老年人口比重的迅速逐年递增;同时,根据陈友华（2005）的研究结果,判定河南2039年以前皆为人口红利时期,2040-2047年属于人口盈亏平衡期,从2048年开始,河南开始进入人口负债时期。这对河南未来人口政策的制定具有一定的参考价值。
