There has been a structural change in mobility in major Spanish cities in recent decades, with a switch to the pattern followed in other countries in the area. A shift has taken place from a traditional Mediterranean model to a North American city stereotype, with uncontrolled motorization and major implications for public health. This article specifically analyzes negative road safety-related externalities that result from this process, given that the trend seems to show a steady decline in road safety accidents on urban roads in Spain, with major differences among NUTS-3 provinces. The objective is to evaluate the factors that empirically explain these differences for the 2003–2013 period using a panel data analysis. Results show that a key role is played by urban development variables, such as population density and improvements in health services, with advances linked to more accessible and sustainable urban transportation, such as the Smart City concept. Not only does this article close a gap in the literature, but the findings can also serve as a practical guide for the development and implementation of urban mobility and road safety plans, and reveals the special needs of the most vulnerable groups. 相似文献

Similar to virtually all formerly socialist countries in Central and Eastern Europe, the Czech Republic has been experiencing a transport revolution since the shift from socialism to capitalism a decade ago. From 1988 to 1998, per-capita car ownership rose by 63% in the country as a whole, and by 93% in the capital city of Prague. Vehicle km of motor vehicle use have more than doubled. Conversely, public transport usage has fallen considerably, by 26% in the country as a whole, and by 19% in Prague. This modal shift from public transport to the private car has resulted from increased incomes, access to Western markets, declining real prices of cars and petrol, removal of restrictions on manufacturing and importing cars, and the car's attraction as a symbol of freedom, affluence, and status. The sharp reduction of subsidies for public transport has forced increases in fares and service cutbacks, which have also encouraged the shift toward the private car. Although the private car is very popular, the sudden surge in car ownership and use has caused significant social and environmental problems: roadway congestion, parking shortages, increased traffic accidents, air pollution, and noise. Given their severe financial limitations, Czech cities are struggling to preserve their public transport systems while accommodating the immensely popular private car. 相似文献

Jobs-housing balance in an era of population decentralization: An analytical framework and a case study 总被引:1,自引:0,他引:1
Despite the well-established theoretical understanding on the benefits of compact cities to the attainment of sustainable transport goals, there has been a worldwide trend of population decentralization in cities. In this paper, an analytical framework, which can be applied to other cities to quantify the potential commuting travel savings and environmental benefits of different job policies in cities having different rates and patterns of population decentralization, is presented. A case study of Hong Kong in the 1992-2002 decade is used to illustrate the analytical framework. The findings suggest that a city’s population patterns did have significant implications on the commuting travel savings from alternative job relocation policies. With a dispersed population pattern, the expected environmental benefits from a job decentralization policy can be very substantial. 相似文献

Triggering competition in the Spanish airline market: The role of airport capacity and low-cost carriers 总被引:1,自引:0,他引:1
We analyze the influence of increases in airport capacity and the entry of low-cost carriers on airline competition. We use parametric and non-parametric techniques to analyze a sample of Spanish routes. We find that capacity increases in large airports produce more competitive airline conduct only in routes departing from non-hub airports. Also, we find that the natural monopoly threshold decreases with time. Finally, low-cost carriers have a moderate but still significant effect on prices and increase alternatives even in low-density routes. 相似文献

This article explores the spatial and development implications of the Pan-European Transport Axes in the Balkans. For that purpose, the potential Development Poles and Axes are determined, on the basis of size, the location of cities, their interconnection and their role as hubs of the Pan-European axes. This is achieved by means of the formation and implementation of a methodology based on the use of special statistical applications. According to data analysis, three geographical units arise: Central Core, Peripheral Zone, Perimetric Zones. In the analysis that follows, Advantages, Weaknesses, Opportunities and Threats are examined in each case and suggestions are made as regards the policies required. 相似文献

The arrival of high-speed trains (HSTs) leads to unprecedented time-space effects, potentially assisting face-to-face contacts in knowledge-generating process, yet its wider spatial-economic impacts are still open to debate. This research attempts to fill in this gap with empirical evidence by studying the inter-regional impacts of upgraded British InterCity 125/225 on British economic geography over 30 years. The six study routes of London-outbound trains serving major railways stations in 26 local authorities were selected as units of analysis, with the observation of differential effects both between HSTs and non-HSTs towns and among each group of towns, to understand time-space effects of InterCity 125/225 whose potential impacts on local economic strength and knowledge intensive development. The key findings suggest that the differential HST effects on British economic geography could be classified into three influential zones, namely 1-h, 2-h, and over-2-h towns. HST has had substantial and demonstrable effects in aiding this transition within a 2-h travel limit of London, thus helping to generate renewed economic growth, but that the effects have not been automatic or universal. Regarding future British HST policy, the implications arising from this study is that cities connected to a new HST could seize opportunities which non-HST cities will not be able to do so, but this is not a zero-sum situation. Instead, it involves a national strategy to develop a hierarchical network with HST between London and key regional hubs, well integrated at these hubs with intra-regional transport systems. This indicates a strong case for a finer-grained and deeper probing analysis at an intra-regional level of the potential for rail improvement as an agent of change in city-region development. In the French Alps the last decade has been dominated by efforts to regenerate winter sports resorts. This follows an extended period of rapid growth, resulting in the demographic and economic revival of many alpine communities. However, flaws in the process of development were exposed in the late 1980s. Given the huge scale of investment in tourist facilities and the numerous livelihoods dependent on winter sports, restructuring became vital. The present paper analyses the causes of recent problems and evaluates related remedial policies, showing how implementing change can be complicated by the numerous actors involved and their frequently divergent strategies.
