The construction of South Korean High-Speed Rail (HSR) or Korea Train eXpress (KTX) has been evolving in phases since its first operation in 2004. This development raises concerns whether the benefits from the extended HSR network would again be limited to the initial HSR corridors and will deepen the inequalities in accessibility with the rising issue of uneven regional development of the country. This paper measures the accessibility of each stage of HSR network extension and evaluates its spatial distribution, variation, and changes using weighted averaged travel time and potential accessibility indicators. The results of this study find different accessibility impacts from each stage of HSR extension. Although travel-time reduction and increased attractions have been widened in more cities by each HSR extension, the spatial equity is degenerated by the extension in 2010/2011 as the improvement of accessibility has been concentrated in cities along the primary HSR corridor near the already-advantageous Seoul capital area. In contrast, the future HSR extension in 2018 will enhance equitable accessibility to the isolated regions such as the northeast and the southwest regions of the country. However, the relative degree of accessibility improvement will not be large enough for increasing the spatial equity of accessibility without more extended HSR networks between provinces. 相似文献

Large-scale transport infrastructure projects such as high-speed rail (HSR) produce significant effects on the spatial distribution of accessibility. These effects, commonly known as territorial cohesion effects, are receiving increasing attention in the research literature. However, there is little empirical research into the sensitivity of these cohesion results to methodological issues such as the definition of the limits of the study area or the zoning system. In a previous paper (Ortega et al., 2012), we investigated the influence of scale issues, comparing the cohesion results obtained at four different planning levels. This paper makes an additional contribution to our research with the investigation of the influence of zoning issues. We analyze the extent to which changes in the size of the units of analysis influence the measurement of spatial inequalities.The methodology is tested by application to the Galician (north-western) HSR corridor, with a length of nearly 670 km, included in the Spanish PEIT (Strategic Transport and Infrastructure Plan) 2005–2020. We calculated the accessibility indicators for the Galician HSR corridor and assessed their corresponding territorial distribution. We used five alternative zoning systems depending on the method of data representation used (vector or raster), and the level of detail (cartographic accuracy or cell size). Our results suggest that the choice between a vector-based and raster-based system has important implications. The vector system produces a higher mean accessibility value and a more polarized accessibility distribution than raster systems. The increased pixel size of raster-based systems tends to give rise to higher mean accessibility values and a more balanced accessibility distribution. Our findings strongly encourage spatial analysts to acknowledge that the results of their analyses may vary widely according to the definition of the units of analysis. 相似文献

High-speed rail has developed both nationally and internationally in Europe as a successful alternative to both air and road over distances of 400–600 km. Inter-city traffic, especially between the major metropolitan areas in North-west Europe has benefitted greatly from the investment in this network. This paper explores two issues: the impact on the intermediate areas between these major metropolitan areas and the creation of potential cross-border inter-regional services. The evidence shows how both levels of service and potential economic impacts have been much less pronounced in these intermediate areas. Such areas have been affected both by a failure to see greatly improved direct access to major cities other than within their own countries and a lack of new cross-border inter-regional services. The paper argues that the creation of the high-speed rail TEN-T has not met the primary objectives of reducing regional disparities in accessibility or reducing the effect of national borders on regional integration. To achieve this requires not just infrastructure provision but an appropriate regulatory framework for service provision and accompanying measures at the local level. 相似文献

Population change and accessibility by road and rail networks: GIS and statistical approach to Finland 1970-2007 总被引:3,自引:0,他引:3
This study analyzes the relation of accessibility by road and railway network to population change between the years 1970-2007 in Finland. Accessibility is evaluated at built-up area unit and municipal levels by potential accessibility analysis and by measuring accessibility to network. Analyses are done in decadal periods by using geographical information systems (GIS) and data about road and railway networks involving digitized speed limits and geometry for each period. Accessibility variables and population change are related by generalized additive models (GAMs). The results indicate that the Finnish population has concentrated to areas with high road-based potential accessibility, especially since the opening in the Finnish economy in the 1990s. The accessibility of railway network was found to have affected the population change in the 1970s, when local level traffic reduced in the entire country, and in 2000-2007, following remarkable investments in long-haul transport. 相似文献

Dealing with retired aircraft taking into account the environmental, social, and economic impacts is emerging as an air transportation problem for the near future. The players involved in the problem wish to solve this challenge in a systematic way to benefit from the value extracted from the core activities of the end-of-life (EoL) aircraft treatment, decrease the environmental impacts, and at the same time maximize the social value. This paper proposes a holistic approach to EoL aircraft treatment considering lean management, sustainable development, and the global business environment. An integrated optimization framework is proposed to support decision-making at both the strategic and managerial levels. The flexibility of the framework makes it possible to compare different business models, dismantling strategies, and network structures that impact the efficiency, stability, and leanness of the recovery network. A solution methodology based on the joint application of fuzzy interactive approach and genetic algorithm is introduced. The application perspective and guidelines for pilot study are also provided. To the best of our knowledge, this is the first time that recovery of EoL aircraft is considered based on three aspects of sustainability, lean, and global business. Therefore, this study provides many promising perspectives in this context to enrich the literature of EoL aircraft as a new aviation industry challenge and opportunity. 相似文献

Container flows have been booming for decades. Expectations for the 21st century are less certain due to changes in climate and energy policy, increasing congestion and increased mobility of production factors. This paper presents a strategic model for the movement of containers on a global scale in order to analyse possible shifts in future container transport demand and the impacts of transport policies thereon. The model predicts yearly container flows over the world’s shipping routes and passing through 437 container ports around the world, based on trade information to and from all countries, taking into account more than 800 maritime container liner services. The model includes import, export and transhipment flows of containers at ports, as well as hinterland flows. The model was calibrated against observed data and is able to reproduce port throughput statistics rather accurately. The paper also introduces a scenario analysis to understand the impact of future, uncertain developments in container flows on port throughput. The scenarios include the effects of slow steaming, an increase in land based shipping costs and an increased use of large scale infrastructures such as the Trans-Siberian rail line and the opening of Arctic shipping routes. These scenarios provide an indication of the uncertainty on the expected port throughputs, with a particular focus on the port of Rotterdam in the Netherlands. 相似文献

This study analyzes the positive and negative relationships between housing prices and proximity to light rail and highways in Phoenix, Arizona. We hypothesize that the accessibility benefits of light rail transit (LRT) and highways accrue at nodes (stations and highway exits specifically), while disamenities emanate from rail and highway links as well as from nodes. Distance decay of amenities and disamenities is captured using multiple distance bands, and hypotheses are tested using a spatial hedonic model using generalized spatial two-stage least-squares estimation. Results show that proximity to transport nodes was associated significantly and positively with single-family detached home values. As a function of distance from highway exits and LRT stations, the distance-band coefficients form an inverted-U pattern consistent with a positive longer-range distance–decay accessibility effect minus a smaller and shorter-range distance–decay disamenity effect. The positive accessibility effect for highway exits extends farther than for LRT stations. Coefficients for the distance from highway and LRT links, however, were not significant. We also test the effect of highway design on home values and find that below-grade highways have relatively positive impacts on nearby houses compared to those at ground level or above. 相似文献

Traditional views of regional development have focused on economic factors and potential innovation in technical and resource exploitation processes. Similarly, regional tourism development is usually couched in economic terms, such as number of jobs and increasing land values. This approach usually ignores the social and community aspects of tourism development; thus an alternative view argues that the community needs to be factored into our planning and development strategies to balance the traditional economic view. It is argued in this paper that fostering innovation in regional development is much more than a process of community consultation. Rather, what needs to be factored in is SPCC – social, political and cultural capital. This works in both directions; tourism development depends on a level of social, political and cultural capital in order to be a successful regional development tool (even in economic terms) while at the same time tourism development can be undertaken in a way that contributes to SPCC in the region. The paper outlines the key concepts of social capital, political capital and cultural capital. It does so within the context of regional tourism development and the concepts of systems of innovation and sustainable development. 相似文献

This study demonstrates the trade-offs between vehicle energy consumption and on-site solar energy potential in a city landscape. While higher urban density may curb many of the problems associated with sprawl mainly by reducing vehicle travels and associated energy use, it can also limit on-site rooftop solar energy utilization due to more shade on rooftops in dense urban settings and less available rooftop area per person. Using travel survey, Geographic Information System (GIS) and Light Detection and Ranging (LiDAR) data, we estimated vehicle energy use and rooftop solar potential in the City of San Francisco as a case study and calculated possible offsetting effects between vehicle energy consumption and rooftop solar potential. Given the prevalence of gasoline-based vehicles and today's solar photovoltaic (PV) panel efficiency, vehicle energy use per capita appears to exceed energy generated by rooftop solar PVs per capita across all density ranges, especially in lower density environments. At the point when electric cars and advanced, highly efficient solar PV panels penetrate the market, the results change based on the combination of different technological options. A significant reduction of energy consumption can be achieved through the immediate and rapid spread of energy efficient technologies in vehicles and solar PVs along with the long-term effect from gradual urban densification. 相似文献
