This paper presents novel evidence on the impact of temperature on daily indoor worker productivity in a non-climate-controlled manufacturing environment in China. Combining individual worker productivity data from personnel records with weather data, it documents an inverted-U shaped relationship between temperature and labor productivity. Workers do not increase avoidance behavior. The findings suggest that the economic loss from reduced manufacturing labor productivity due to ambient temperature is quantitatively important, providing new insights into the biological effects of climate factor on human labor. Further, back-of-the envelope calculations indicate that the estimated welfare gains from preventing extreme temperatures are substantial.  相似文献

Global warming and livestock husbandry in Kenya: Impacts and adaptations   总被引:1,自引:0,他引:1  
This paper examines the economic impact of climate change on livestock production in Kenya. We estimate a Ricardian model of net livestock incomes and further estimate the marginal impacts of climate change. We also simulate the impact of different climate scenarios on livestock incomes. The Ricardian results show that livestock production in Kenya is highly sensitive to climate change and that there is a non-linear relationship between climate change and livestock productivity. The estimated marginal impacts suggest modest gains from rising temperatures and losses from increased precipitation. The predictions from atmospheric ocean general circulation models suggest that livestock farmers in Kenya are likely to incur heavy losses from global warming. The highest and lowest losses are predicted from the Hadley Centre Coupled model (HADCM) and Parallel Climate Model (PCM) respectively, based on the Intergovernmental Panel on Climate Change A2 Special Report on Emissions Scenarios. The paper concludes that in the long term, climate change is likely to lead to increased poverty, vulnerability and loss of livelihoods. Several policy interventions are recommended to counter this impact.  相似文献

The impact of climate change on agriculture has been one of the most discussed topics in the literature on climate change. Multi-regional computable general equilibrium (CGE) models have frequently been used to examine the impact of climate change on agriculture. However, these studies do not focus on country-specific issues related to the link between climate change and agriculture. This paper aims to address this gap by investigating the economy-wide impacts of climate change on Nepalese agriculture. Nepal makes an interesting case study as it has one of the most vulnerable agricultural economies in South Asia. This paper develops a comparative static multi-household CGE model to trace the direct and indirect impacts of climate change in Nepal. The results suggest that climate change has a significant negative impact on the overall Nepalese economy due to the induced loss of agricultural productivity. The results further reveal that rural households in Nepal, whose livelihoods primarily depend on subsistence farming, will face additional climate change–induced stresses due to already overstrained poverty and a weak social welfare system. The results indicate an urgent need to mainstream adaptation strategies to lessen the negative impacts of any climate change–induced loss of agricultural productivity in Nepal.  相似文献

The main objective of this paper is to compare the cost of climate policy consistent with the 2 °C global warming target (Paris Agreement target) with the cost of climate change induced agricultural productivity shocks, using a recursive dynamic CGE model for India. The social cost of carbon, in terms of loss in agriculture sector, is estimated to be about 2 percent of GDP, at zero rate of discount, under conservative forecasts of fall in agricultural productivity. In comparison, the cost of climate policy consistent with the Paris Agreement target of 2 °C is about 1 percent of GDP. Thus, there is a strong case for the adoption of ambitious climate policy in India, provided other countries also adhere to the same. Besides, revenues generated from the carbon tax and emission allowance could be a means to support the development and adoption of new energy and agricultural technologies, to increase social sector expenditure and to reduce abatement costs.  相似文献

Governments around the world are forced to react to disasters caused by weather. The agricultural sector is particularly susceptible to weather extremes and adverse climate conditions. In the US, agricultural disaster payments account for a significant part of total agricultural subsidies. The payments, and their distribution, are more important in the areas most affected by disastrous weather events, usually coinciding with areas of pronounced impact of the El Nino Southern Oscillation (ENSO). In this article, the impact of weather and climate, as well as some economic variables, on disaster payments is analysed using county level data from four states in the southeastern United States. The results suggest that weather and climate variables explain most of the crop disaster payments at the county level while socioeconomic variables do not, suggesting that advancements in weather and climate forecasts could be helpful in planning for disaster compensation.  相似文献

The resilience of cooperatives and their positive contribution to employment in times of crisis is well established. However, their overall economic performance relative to conventional firms is still controversial, casting doubt on the ability of this alternative organizational form to govern the fundamental drivers of productivity. To shed new light on the issue, we study the comparative technical efficiency of agricultural cooperatives (ACs) and conventional firms (CFs), drawing on a unique data set comprising all wine‐producing companies in Sardinia (Italy) from 2004 to 2009. Due to the similarity of the habitats in which the firms operate and the careful measurement of several key inputs, the observed units are ‘twins’ in all non‐organizational respects, providing an ideal setting for comparison. Having generated efficiency scores through Data Envelopment Analysis (DEA), we regressed the scores on external covariates and ownership type using a pooled truncated maximum likelihood formulation. Our findings, which survive correction for spatial correlations, indicate that cooperatives are less technically efficient than their capitalist counterparts and struggle more to adapt to extreme weather fluctuations. Both results are particularly worrying in light of the main challenges facing the wine industry in the near future: liberalization of EU planting rights and climate change.  相似文献

This study aims to investigate dynamic relationships between research and development (R&D) expenditure, climate change (measured by annual rainfall and temperature variations), human capital (proxied by literacy) and total factor productivity (TFP) growth in Bangladesh agriculture. Pesaran’s Pooled Mean Group (PMG) estimator is used to a unique panel data of 17 regions of Bangladesh covering a 61-year period (1948–2008). In addition, the panel vector autoregression (PVAR) model is also applied to trace the responsiveness of TFP from a shock to R&D, extension services, and literacy rate. Results reveal that R&D has an insignificant impact on TFP in the short-run, while it has a significant positive impact in the long-run. The contributions of climate variables (i.e., rainfall and temperature variations) are highly significant and negative in the long run. The literacy rate is found to have a significant positive impact on TFP as expected. These results suggest that agricultural R&D investment and human capital could play an important role to ameliorate the adverse effects of climate change in the agricultural sector of Bangladesh.  相似文献

Nepal is one of the poorest countries in the world. Using the panel data of the Nepal Living Standard Measurement Survey (NLSS), the poverty rate in 1995–96 was estimated to be about 40%, while in 2003–04 it was estimated at roughly 30%. Political instability has prevented the development of industry and threatened the food security of poor people, but scholarship on the factors contributing to food security is incomplete; while the determinants of food security have been mentioned in past research, prior studies have analyzed cross‐sectional data and thus could not have omitted heterogeneity bias. This paper analyzes the change in agricultural productivity in real terms and the impact on household food security by using the panel data of NLSS in 1995–96 and 2003–04. This analysis reveals that growth is observed in real agricultural productivity in spite of land segmentation; the growth in agricultural productivity in real terms has a positive impact on household food security; and the lower a farmer's income becomes, the more positive its impact on food security. Therefore, advancements in agricultural productivity play a critical role in promoting food security at the individual and household levels.  相似文献

China joined the Paris Agreement, and the global 2°C and 1.5°C warming targets will be supported by China. In order to achieve these targets, China's CO2 emissions need to be cut deeply by 2050. The present paper presents studies from the integrated policy assessment model for China (IPAC) team about the impact on China's economic development of deep cuts in greenhouse gas (GHG) emissions, in order to realize the Paris climate change targets. With the requirement of deep cuts in GHG emissions in China, China's economic development will also be impacted in moving toward a low‐carbon or zero‐carbon emission‐based economy by 2050. This means the Chinese economy needs a strong transition over the next three decades, a relatively short time. All sectors in the economy need to seek ways to reduce GHG emissions, and this could change activities, industry processes and technologies in order to make the deep cuts in GHG emissions happen. This is the meaning of the economic transition toward to a low‐carbon economy. The findings of the present paper include: a significant transition in the energy supply sector; a high rate of electrification in all end‐use sectors; and a technology transition in the transport sector. Transitions will also occur in the traditional industrial sectors, including steel making, cement manufacture, and the chemical sector. The availability of low‐cost renewable energy could change the allocation of industries, which could potentially have a strong impact on regional economic development. Deep cuts in CO2 emissions in China need not be a burden for economic development, as the IPAC results show there will be a more than 1.5% increase of gross domestic product by 2050 in the deep cut scenario compared with the baseline scenario.  相似文献

Agricultural policy reform has been an important source of change in the Chinese agricultural sector. The reforms led to productivity growth and helped China to pursue its self-sufficiency goal especially in the grain sector. In order to analyze whether observable productivity growth stems from technologically induced components or from the market induced parts, a multi-input–multi-output model is derived by using an econometric distance function framework. A decomposition allows to distinguish allocative effects, scale effects, technological change, and technical efficiency change. Data on farms in Zhejiang from 1986 to 2000 are used to analyze the impact of policy reform.  相似文献

There is much uncertainty about the effects of anthropogenic climate change on the frequency and severity of extreme weather events like hailstorms, and subsequent economic losses, while this is also relevant information for the design of climate policy. Few studies conducted indicate that a strong positive relation exists between hailstorm activity and hailstorm damage, as predicted by minimum temperatures using simple correlations. This relation suggests that hailstorm damage may increase in the future if global warming leads to further temperature increase. This study estimates a range of Tobit models of relations between normalized insured hailstorm damage to agriculture and several temperature and precipitation indicators for the Netherlands. Temporal dynamics are explicitly modelled. A distinction is made between damage costs for greenhouse horticulture and outdoor farming, which appear to be differently affected by variability in weather. ‘Out of sample’ forecast tests show that a combination of maximum temperatures and precipitation predicts hailstorm damage best. Extrapolations of the historical relations between hailstorm damage and weather indicators under climate change scenarios project a considerable increase in future hailstorm damage. Our estimates show that by 2050 annual hailstorm damage to outdoor farming could increase by between 25% and 50%, with considerably larger impacts on greenhouse horticulture in summer of more than 200%. The economic implications of more hailstorm damage for, and adaptation by, the agricultural and insurance sectors are discussed.  相似文献

随着全球气候变化的不断加剧,区域气温、降水、辐射等都发生了重大变化,其对农业发展也具有重要影响,研究气候变化对湖南农业水旱灾害的影响及适应性对策有利于减小灾害性天气及气候系统对湖南省农业的影响,适时找出适合湖南区域特点的应对措施,并进一步完善当前全球气候变化对农作物生长研究的不足。基于英国哈德莱气候中心的区域气候模式PRECIS系统的区域尺度气候情景模拟结果,借助于GIS技术运用EPIC和SWAT模型分别模拟未来不同气候情景下湖南水稻产量和水资源的变化,通过对过去50年气候变化及其对水稻模拟产量的影响研究,可以总结湖南省应对气候变化引发的水旱灾害的策略和方法,并进一步提出未来气候变化情景下的适应性对策,可以为政府和相关决策部门应对未来水旱灾害的适应性对策提供参考依据。  相似文献

As a symbol of regulations as “solid as bedrock,” Japanese agriculture is a key target for structural reform under the Abe administration's “Abenomics” growth strategy. Its reform proposals have encompassed long‐standing rice production regulations, agricultural organizations, including the agricultural cooperatives (JA), and the controlled system of milk distribution. The government also seeks to promote agricultural exports and farmers’ participation in processing and distributing agricultural products. Led by the Prime Minister's Office, and taking advantage of changes in the political environment of agriculture that have weakened the political power of farmers and JA, the government has launched a reform offensive with variable impact: progress has been made in some areas (e.g. JA reform) but little change in others (such as rice production adjustment). The most significant challenge lies ahead in reforming the farmland system, which is yet to be tackled.  相似文献

Although many of today's ecological, climatic and socio-economic problems seem unprecedented, similar events have occurred in the past. As such, historic periods of climatic and economic volatility can be used as a way of developing frameworks for analyzing today's predicament. Western Europe's “middle ages” (circa 11-14th century) may be one such case. By the 12th century, medieval Europe had shifted from the subsistence agrarian economy that emerged following the collapse of the Roman Empire to one where spatially dispersed trade in agricultural commodities helped support a complex society that devoted considerable resources to cultural works. This shift was facilitated by new institutional arrangements centred on monastic orders that provided access to both new agricultural and food processing technologies as well as trade routes. These institutional arrangements contributed to population growth and land clearing. All of these factors increased the wealth of society but also concentrated this wealth in a small number of communities that were dependent on an ever-increasing and exploited hinterland for resources. Ultimately, this created a tightly coupled continent-wide subsistence system that was vulnerable to the weather, economic and disease shocks of the 14th century when Europe's population declined by perhaps 50%. In exploring this history, the goal of this paper is to draw on a diverse theoretical body of literature (that includes resiliency theory, landscape ecology, political science and ecological economics) to develop a series of hypotheses about how large-scale complex civilizations can become vulnerable to climate change.  相似文献

碳交易是推动制造业绿色发展,实现“双碳”目标的重要市场化工具,交易价格和市场规模能够反映碳交易实施状况,是影响制造业绿色全要素生产率的重要因素。从碳交易价格和市场规模切入,基于2008—2020年中国内地30个省份面板数据,构建连续型双重差分模型评估碳交易对制造业绿色全要素生产率的作用效果,并考察异质性技术创新模式的传导路径。结果表明,提高碳交易价格和扩大市场规模均能显著提升制造业绿色全要素生产率。机制检验表明,碳交易价格和市场规模能够推动自主创新、减少技术改造投入,进而影响制造业绿色全要素生产率,而技术引进并非有效路径。进一步研究发现,自主创新对技术改造存在挤出效应。研究结论对完善碳交易制度顶层设计、精准制定技术创新配套政策具有重要启示意义。  相似文献

This paper presents an empirical analysis of the impact of climate change on agriculture in a typical developing country. The economic implications of climate change are estimated by using both a farm productivity and a Ricardian framework. Data are drawn from about 1,000 farms producing cereal crops in the Nile Basin of Ethiopia. The thin plate spline method of spatial interpolation was used to predict household specific rainfall and temperature values using meteorological station data collected for 30?years across the regions. We found that climate change adaptation has a significant impact on both farm productivity and farm net revenues. We complement the analysis by providing an estimation of the determinants of adaptation. Extension services (both formal and farmer to farmer), as well as access to credit and information on future climate changes are key drivers of adaptation.  相似文献

The primary approach to address climate change in China has been the use of CO2 intensity targets coupled with targets for low carbon energy deployment. We evaluate the impact of extending similar targets through 2050 on China's energy use profile and CO2 emissions trajectory using the China-in-Global Energy Model (C-GEM). The C-GEM is a global computable equilibrium model that includes energy and economic data provided by China's statistical agencies, calibration of savings, labor productivity, and capital productivity dynamics specific to China's stage of development, and regional aggregation that resolves China's major trading partners. We analyze the combined impact of extending CO2 intensity targets, implemented via a cap-and-trade program, and low carbon energy policies (directives for nuclear power expansion and feed-in tariffs for wind, solar, and biomass energy) through 2050. Although with the policy, simulated CO2 emissions are around 43% lower in 2050 relative to a reference (No Policy) counterfactual, China's CO2 emissions still increase by over 60% between 2010 and 2050. Curbing the rise in China's CO2 emissions will require fully implementing a CO2 price, which will need to rise to levels higher than $25/ton in order to achieve China's stated goal of peaking CO2 emissions by 2030.  相似文献

Many authors have estimated and found that the productivity growth in agriculture is higher than that in non‐agriculture in today's richest countries. Several papers suggested that growth in agricultural productivity was essential for today's richest countries to take off early. However, few articles noticed that growth in agricultural productivity is critical in driving structural change in today's richest countries. This paper studies a two‐sector neoclassical growth model with subsistence agricultural consumption and shows that growth in agricultural productivity plays a more important role than growth in non‐agricultural productivity in governing massive structural change in today's richest countries.  相似文献

We examine the distributional impact of large dams on cropland productivity in Africa. As our unit of analysis we use a hydrology based spatial breakdown of the continent that allows one to exactly define regions in terms of their upstream/downstream relationship at a highly disaggregated level. We then use satellite data to derive measures of cropland productivity within these areas. Our econometric analysis shows that while regions downstream benefit from large dams, no beneficial effects accrue to cropland within the vicinity. Moreover, we find that the productivity enhancing impact of upstream dams is dependent on the local climate. Overall our results suggest that upstream dams have quantitatively on average provided up to 12% of the minimum daily per capita amount of kilocalorie needs in downstream communities and increased agricultural production by 1%.  相似文献
