Grasslands are among the most endangered ecosystems in the world. They supply vital resources for society, support an abundance of wildlife species, and store rich carbon reserves beneath their surfaces. Despite this, only a fraction of original grasslands in the United States now remains, and their rate of conversion to cropland has recently reaccelerated. This paper discusses opportunities that are immediately available to reduce the loss of U.S. native grasslands (i.e., prairie) and advance toward collective goals in grassland conservation. Potential solution-oriented actions include inventorying and monitoring remaining prairie, reconsidering public and private incentives for conversion and conservation, and establishing an industry-led moratorium on natural ecosystem loss. There is also a need among the engaged communities to develop unified messaging and a shared vision for grassland conservation in the U.S., such as “no prairie conversion” or “zero net loss of grasslands.” Additional tangible steps for action are outlined across the science, policy, and public-driven support arenas and offered for multiple stakeholder groups, including agricultural producers, policymakers, academics, and conservation organizations.  相似文献

Grasslands have a multi-layer protection function for nature, biodiversity and climate. These functions can be fostered by an adapted management on grassland farms. Promoting nature protection alongside agricultural production is an aim of European agricultural policy. However, a number of studies indicate that existing Agri-environment measures (AEM) are not as effective as assumed, mainly because they are not sufficiently used by farmers. We investigated the view of grassland farmers on nature conservation and on existing AEM in four distinct regions on a west to east gradient in the North German Plain. We conducted a survey on 82 grassland farms inquiring basic farm data and asking questions on general agricultural issues and nature protection. The results indicate that the majority of all respondents is generally interested in nature conservation and believes it to be of concern for every farmer. In contrast, only a minority of grassland farmers is using the existing AEM to the full extend on their own farm. By applying the concept of farming styles, we classified farmers into four groups, namely Traditionalist, Idealist, Modernist, and Yield Optimizer. These farming styles groups differ in farm and management parameters, general attitudes towards agricultural issues, farming objectives and economic success. We found that in our survey the farming styles groups differ in their attitude towards nature conservation. However, they do not differ in the adoption of AEM and have different reasons for not taking part. We state that for a better implementation of AEM into agricultural practice a better communication, which is adapted to the different ways that farmers manage their farm and think and feel, is needed. Rural Sustainable Development (RSD) is promoted by the European Union (EU) Common Agricultural Policy (CAP) 2014–2020, and in particular by the national and regional Rural Development Programmes (RDPs), which are mainly supported by the European Agricultural Fund for Rural Development (EAFRD). At the sub-regional level, a part of the EAFRD is managed by Local Action Groups (LAGs), which decide how to use their own budget within their municipalities via a bottom-up approach, according to the most suitable projects available within the RDP.Requalification of traditional farm buildings is a possible RSD project for achieving various objectives, including creation of new jobs and economic activities, protection of the natural environment, promotion of rural tourism, preservation of rural culture and traditions, encouragement of a sense of community, improvement of the viability of rural villages, and also to contrast the abandonment of rural areas.Nevertheless, European projects and research show that the different types of requalification carried out are often not related to RSD objectives and that requalification does not usually combine the sustainability dimensions and spatial features of rural areas. Furthermore, the opinions of various stakeholders should be considered to support the generation of RSD policies and strategies.Thus, this research aims to provide a RSD decision making framework that makes it possible to tackle the above issues for identifying which type of requalification to assign to certain traditional farm buildings. Therefore, the results should facilitate the work of LAG policy makers in planning and managing the EAFRD 2014–2020. The framework combines the Multiple Criteria Decision Aiding (MCDA) methods “Analytic Network Process” (ANP) and “Dominance-based Rough Set Approach” (DRSA).This framework was applied to a LAG territory in Apulia Region (Southern Italy) that includes 176 traditional farm buildings. The ANP application identified the optimal quota for each type of requalification and showed that the highest quota is allocated to Facilities and Accommodations for Rural Tourism. The second preferred requalification is Centres for Environmental Education, Recreational and Social Facilities, while the third is Facilities for the Transformation and Sale of Agricultural Products. The DRSA was then applied in a Geographic Information System (GIS) in order to choose the most suitable traditional farm buildings for each type of requalification, helping the LAG policy makers to fill each quota.  相似文献

The western Corn Belt region of the United States has become a hotspot for agricultural extensification and consequent land use and land cover changes. The goals of this research were to characterize geographic patterns of grassland loss resulting from cropland expansion in the eastern Dakotas, and to understand how these changes were associated with characteristics of individual farms and farm operators. We collected data on grassland conversion and other land use decisions through a mail survey of farm operators in North and South Dakota. Overall, 40% of respondents converted at least some grassland to cropland between 2004 and 2014, and the total acreage of converted grassland was equivalent to 5.1% of the surveyed farm acreage. Although most converted grassland acres (3.2% of farm acreage) were from land enrolled in the conservation reserve program (CRP), there were also substantial amounts of native grassland conversion (1.0%) and tame grassland conversion (0.9%). The total acreage of grassland conversion was more than four times larger than the acreage enrolled in CRP and other conservation programs. Different types of grassland conversion (e.g., native grassland versus CRP) were concentrated in different parts of the study region, and were spatially disjunct from the areas of highest conservation program enrollment. Larger farms were more likely than smaller farms to expand their cropland acreage and accounted for a disproportionate share of grassland conversion. Younger farm operators, higher levels of farm income, higher proportions of rented croplands, and marginal yields were also associated with cropland expansion and grassland conversion. Although CRP and other land retirement programs will remain important policy mechanisms for conservation in this region, they are not sufficient to maintain current levels of grassland cover and do not provide protection for native grasslands. Alternative conservation strategies and new agricultural policies are thus critically needed to maintain the ecosystem services provided by grasslands.  相似文献

Permanent grassland combines various ecological functions in terms of nature, soil, water and climate protection. Conversion of grassland to arable land is accompanied by a diminution of these functions. Various developments have led to increased pressure on the EU grassland area. With cross compliance, the EU sets minimum standards for the protection of the ratio of permanent grassland. However, this requirement alone does not ensure the preservation of grassland on sensitive sites, such as water or nature conservation areas or land on organic soils or on steep hills.This paper deals with land use changes between grassland and arable land. For this purpose we analyse data of the EU's Integrated Administration and Control System (IACS) from four German federal states. The described methodology allows to identify gross changes of land use and to distinguish between conversion of permanent grassland and “loss” due to “deactivation” at a highly disaggregated level. Merging IACS-data with further spatially explicit data provides a picture of land use transitions in ecologically sensitive areas and enables conclusions to be drawn about the effectiveness of protection measures.  相似文献

To avoid the current paradoxes of the global agro-food system it is necessary to define and implement a viable agricultural sustainable model, combining satisfaction of food needs and land preservation. A possible solution can be found in a holistic production system consistent with a sustainable development model, designed to satisfy diverse “local” economies. The conservation agriculture (CA) could be a part of this model, as it includes a set of best practices available to preserve agrarian soil and its biodiversity. Briefly, we cover the CA background in Europe followed by the evaluation of its impact in terms of private/public interest, using the sustainability’s metric.To test the viability of a model based on CA in “local conditions”, we compare economic performance of different conservation practices (i.e. minimum and no tillage) to that of conventional agriculture in a typical Mediterranean environment – Collina Materana – in Southern Italy (Basilicata region). Our findings suggest that: i) CA can actually be a viable alternative to conventional systems; ii) in Mediterranean agricultural areas CA has yield advantages especially during dry years, when conservation techniques increase water supply to crops; iii) public support is needed to direct farming choices in fact without financial incentives these practices would be not widely accepted and diffused; iv) European policy makers have to recognized the positive benefits of CA and pay them as ecosystem services in the framework of Good Agricultural Environmental Conditions and the present CAP subsidies.  相似文献

This study addresses the question of whether farms enrolled in land preservation programs are actively engaged in agricultural or conservation activities. Data are drawn from an original survey administered to preserved farm owners in the states of New Jersey, Maryland, and Delaware in 2011. “Actively engaged” is defined as investment in conservation projects, buildings, equipment, or irrigation since the land was preserved. Affirmative answers to the survey's investment questions range from a low of 19% for irrigation to a high of 69% for equipment. Special attention was paid to differences between lifestyle farmers and small and large commercial farmers, which are classified using the USDA typology developed in 2000. Regression analysis estimates differences in investment behavior across these groups as well as farm tenure categories, controlling for farm size, program/state location, and demographic variables. Only owners who employ tenants or managers exclusively on their land were found to invest significantly less than the largest professional farmers, and they did so across all four types of investment.This study's findings support preservation goals articulated by legislators and program administrators, because (1) agricultural and land stewardship investments appear to be widespread on preserved farms, partly due to administrators’ preference for larger parcels, (2) there is no evidence that “hobby farmers” are disproportionately attracted to farmland preservation programs – in fact the opposite seems to be true – while those that exist in our sample behave similarly to the largest commercial farmers, (3) although tenant farming is associated in the sample with lower rates of investment, it is less common on preserved farms than on all farms in the three study states. The matter of land tenure, highlighted in this as in other studies, has not yet become a primary focus of either farm-behavioral research or state agricultural policy.  相似文献

The spatial pattern of urban development has important ecological and conservation implications. Urban sprawl, characterized by scattered and low-density urban development, is commonly criticized for its negative ecological impact. In response, growth management policies have been proposed in order to promote compact development, which is generally considered more favorable from an ecological perspective. Spatial simulations of land cover change are useful for comparing urban development scenarios and their potential effects. One aspect that has not received much attention is how the rate of development may affect differences between compact development and urban sprawl in terms of their potential impact to biodiversity conservation at the landscape scale. Our goal in this study was to compare the spatial pattern and landscape-scale conservation and ecological implications of sprawling development (expected under unregulated development) versus compact development (promoted by growth management policies) at different development rates. We focused on Israel's Mediterranean region—a region characterized by high human population density and heterogeneous land cover. Using a cellular automata model, DINAMICA-EGO, we calibrated and validated an urban development model for the period between 1998 and 2007. Using this period as a reference, we simulated two scenarios 20 years into the future: unregulated (resulting in a more sprawling development pattern) versus regulated development (resulting in a more compact development pattern). For each scenario we analyzed a range of development rates, and compared built-up area patterns, and several landscape-level attributes of natural habitats, conservation priority areas, and protected areas. We found that at development rates comparable to those observed during 1998–2007, there was no major difference between the two scenarios. At higher development rates, some differences between the scenarios emerged: natural core areas were more fragmented and smaller in their extent, and a higher proportion of conservation priority areas were expected to undergo development in the unregulated scenario. Overall, the regulated scenario was more favorable for conservation. Since the regulated and unregulated scenarios exhibited only minor differences in lower development rates, modifications to policy measures included in the regulated scenario should be considered in order improve its effectiveness.  相似文献

In this article we explore the hidden gender order of the biodiversity policy and, in particular, the social and societal positions offered to male and female forest owners in voluntary conservation. Two studies were conducted in the region where the National Biodiversity Program for Southern Finland (“METSO”) has been implemented. Study 1 focused on forest owners’ discursive practices that construct different actor positions to female and male forest owners; 27 interviews with forest owners were analyzed. Three discourses – “conservation threatens forestry,” “forestry threatens conservation,” and “good forestry is conservation” – were identified. Forest owners typically described themselves as “loggers” who were explicitly described as masculine. This was paired with the feminine position of “bystander.” The other two positions found, “protectors” and “political agents”, by contrast, were discussed as non-gendered positions. In Study 2 we examined quantitatively how individual forest owners’ nature conservation preferences and willingness to conserve forests is mediated by gender. The responses of 965 owners were analyzed with structural equation modeling. The endorsement of nature conservation preferences was found to increase willingness to conserve forests only among male owners. The results illustrate how individual forest owners adapt their nature conservation preferences to forestry's masculine socio-cultural context.  相似文献

Contrary to conventional stated preference valuation techniques that employ a direct questioning approach, the inferred valuation method utilises indirect questioning where respondents are asked for their belief regarding others’ values for a good or service. In this study, using choice experiments, we compare the results obtained through the two valuation techniques for environmental features of the Burren landscape in western Ireland. Consistent with previous studies, stated values using the conventional approach are found to be significantly higher than those obtained through the inferred valuation approach. In particular, this study highlights the dissimilarities in relative preferences observed between the two landscape attributes (rocky limestone pavements and orchid‐rich grasslands) from the two questioning formats. While respondents were indifferent between the two habitats, they believed the ‘average other’ to be significantly more concerned about the conservation of the rocky limestone pavements. We attribute this divergence in preferences to be a consequence of additional normative motives perceived by respondents with regard to the conservation of orchid‐rich grasslands.  相似文献

An Agri-environmental measure (AEM) is a payment to farmers to reduce environmental risks or to preserve cultivated landscapes. The single farm scale that is the basis for the AEM has often inhibited the achievement of the environmental goals since many biophysical processes (e.g. soil erosion, water pollution, biodiversity losses) occur at landscape scale. This creates a spatial scale mismatch between the implementation scale of the measures and the ecological processes controlling the target agri-environmental issues. In this paper, we propose how to address this spatial scale mismatch by analysing nine case studies of AEMs implementation at landscape scale concerning biodiversity conservation and water protection. The analysis highlights that the inclusion of the landscape scale in AEMs depends on the level of the involvement of the local stakeholders (SH) in the building process. When the authorities created the space for the SHs to participate in the defining process of AEMs, the inclusion of local knowledge led to the emergence of new landscape and site-specific AEMs which were not previously considered by the autorities. On the contrary, when the SHs were only allowed to choose among the AEMs predefined by the authorities, many site specificity and acceptance issues arose. The creation of space in Rural Development Programmes for collaborative, bottom-up and landscape scale AEMs and the overcoming of institutional constraints in the design of specific actions are the key ingredients for the successful adoption of measures and for enhancing their effectiveness. In this paper, we explore in depth what made these stories successful and provide a framework for the implementation of site-specific and landscape AEMs.  相似文献

Environmental quality preservation and nature conservation are complex land use planning problems, involving not only environmental aspects but also socio-economic and operational factors and represent ecosystem services of fundamental importance to human well-being, for health, livelihoods and survival. The present paper proposes a Multicriteria Spatial Decision Support System (MC-SDSS) development for the assessment of the environmental quality of the river basin of the Pellice river in the Province of Turin (Italy) with the objective of increasing awareness of environmental issues in the territorial planning phase. In order to fulfill this goal, the environmental quality issues were divided into two main aspects, “naturalness” and pressures”, which represent the strengths and the weaknesses of the territory. Different criteria were considered for each theme and were integrated into composite maps by a weighted linear combination of factors resulting from a focus group with several experts in different fields. The results of this approach generated a final suitability map of the study area. The map identifies some critical zones that need mitigation measures and highlights areas with high environmental quality which require future specific monitoring procedures and valorization actions. The application was performed by means of the IDRISI software. This paper is based on an integrated approach which facilitates the comprehension of complex phenomena and aims at exploring innovative MCDA models in the field of the environmental quality preservation assessment of territorial transformation.  相似文献

Canada's multilayered wetland policies promote the preservation of “significant” wetlands, but the criteria for identifying these wetlands are not clearly defined partially because wetlands are a source of multiple ecological outputs, such as abating sediment and providing wildlife habitat. This study adapts a GIS-based, hydrologic, and economic model to examine the trade-offs between agricultural interests and ecological benefits in the Eramosa Watershed, located in southwestern Ontario, Canada. While preserving a wetland enhances both water quality and wildlife habitat goals, and the costs of preservation increase at an increasing rate as expected, the ranking of wetlands, and so the choice of “significant” wetlands, varies considerably depending upon the wetland benefit chosen as the policy goal. The trade-off between wetland benefits and drainage is diminished if there is an alternative means to abate sediment. Since conservation tillage is a lower cost means of improving water quality than wetland preservation, its inclusion can achieve comparable environmental benefits at decreased agricultural cost. La politique canadienne multicouche sur les zones humides préconise la préservation des zones humides «d'importance», mais les critères d'identification de ces zones ne sont pas clairement définis, en partie parce que les zones humides offrent une foule d'avantages écologiques tels que la réduction des sédiments et la constitution d'habitats fauniques. Dans la présente étude, nous avons adapté un modèle économique et hydrologique fondé sur un système d'information géographique (SIG) pour analyser les compromis entre les intérêts agricoles et les avantages écologiques dans le bassin hydrographique de la rivière Eramosa, situé dans le sud-ouest de la province d'Ontario, au Canada. Bien que la préservation des zones humides améliore la qualité de l'eau et les habitats fauniques, et que les coûts liés à la préservation ne cessent d'augmenter, le classement des zones humides et, par conséquent, le choix des zones humides «d'importance» varient considérablement en fonction de l'avantage retenu comme objectif politique. Le compromis entre les avantages des zones humides et le drainage est diminué s'il existe une solution de rechange pour réduire les sédiments. Étant donné que, pour améliorer la qualité de l'eau, le travail de conservation du sol est un moyen plus économique que la préservation des zones humides, il peut permettre d'obtenir des avantages environnementaux comparables à des coûts agricoles moins élevés.  相似文献

The Biodiversity Strategy of the European Union includes a target to “ensure no-net-loss of biodiversity and ecosystem services by 2020”. Many policy options can be envisioned to achieve such a no-net-loss target, mainly acting on land use and land management. To assess the effectiveness of such policies at a European Union (EU) scale, we simulated land use changes and their impacts on biodiversity and ecosystem services indicators. We analysed a Business–as-Usual scenario, and three no-net-loss scenarios. The no-net-loss scenarios included measures that aim to reduce negative impacts of land use change on biodiversity and ecosystem services, by better implementation of existing biodiversity conservation measures (Scenario 1); and enhancement of existing measures (Scenario 2); and offsetting residual impacts on areas of high biodiversity and ecosystem service value (Scenario 3).Results show that none of the scenarios achieved overall no-net-loss. Compared to a Business-as-Usual scenario, the no-net-loss scenarios reduced the overall degree of land cover change at EU level, hence reducing impacts on biodiversity and ecosystem services in large parts of the EU. The more comprehensive no-net-loss scenarios resulted in a gain of natural land cover. Moreover, natural areas became better connected, especially in peri-urban areas as a result of impact avoidance and offsetting. Richness of farmland bird species was projected to increase. Measures included in the no-net-loss scenarios had net positive effects on pollination and carbon sequestration, neutral effects on crop production, erosion prevention and flood regulation, and negative effects on nature-based recreation, compared to Business-as-Usual. In particular circumstances policy measures invoked displacement effects in land use allocation, reducing the effectiveness of the measures. This was primarily the case for flood regulation services throughout the EU.This study differentiates the potential effectiveness of a no-net-loss policy framework in three manners: (i) considering biodiversity and ecosystem services simultaneously; (ii) in the light of existing policies and land use pressures; and (iii) in different land use contexts across the EU. Taken together, we conclude that achieving no-net-loss for biodiversity and ecosystem services throughout the EU remains challenging given high land use demands. Nevertheless, in large parts of Europe there appears room for improvement for certain kinds of biodiversity and ecosystem services compared to Business-as-Usual, while still meeting other land use demands.  相似文献

Systematic conservation planning (SCP) seeks to propose new reserves through a scientifically rigorous process using databases and research selection algorithims. However, SCP exercises have been criticized for “knowing but not doing”, i.e. not implementing the proposed reserve. But there is an additional problem that can be called “knowing but not knowing”, knowing things from databases, but not knowing crucial contextual information about community-based social processes that have supported the high forest cover and biodiversity detected. Examined here is how a common property region of the Sierra Norte of Oaxaca, Mexico has maintained high forest cover in the absence of public protected areas, while multiple SCP exercises have advocated for the creation of public protected areas in communal tropical montane cloud forests and pine forests as strategies for biodiversity conservation and resilience to climate change. Methods included archival research, review of community documents, focus group interviews, semi-structured interviews, participant observation, land use transects, and GIS analysis and remote sensing. Conservation in the region originally occurred because of low population densities, steep slopes and a lack of agricultural subsidies, supported by locally adapted agricultural practices. In the 1990s, a transition from passive to active conservation took place with land use zoning plans, community conservation rules, community forestry enterprises and payments for environmental service programs that consolidated a trend towards high, unthreatened forest cover. Today, the study communities have an average of 88.3% forest cover, with 61% of that in informal conservation based on community land use zoning and rules and another 14% governed by forest management plans approved by the Mexican government. We argue that truly systematic conservation plans would seek to understand how communities in the region are already managing forests for conservation. It is pointless and uninformed to advocate for top-down conservation interventions of forests that are already robustly conserved and resilient to climate change due to community action.  相似文献

分析城市建设用地变化影响因素对于探究城市内在演化规律具有十分重要的意义。本文以深圳市为例,通过建立2002~2007年和2007~2012年两个阶段建设用地变化的Logistic回归模型,从空间角度分析了建设用地变化的规律及原因。研究结果表明,在第一阶段(2002~2007年),深圳市处于快速城市化时期,建设用地变化以新增建设用地为主,主要的解释变量是固定资产投资变化,第二产业产值变化,坡度和高程,而在第二阶段(2007~2012年),深圳市进入高度城市化阶段,建设用地变化表现为存量建设用地空间布局的变化,主要解释变量是固定资产投资变化,第二产业产值变化,人均GDP变化和人口密度变化。  相似文献

The implementation of the National Biodiversity Strategies and Actions Plans (NBSAP), as required by Article 6 of the UN Convention on Biological Diversity (CBD), would improve the base for political decisions by quantifying the costs and benefits of biodiversity conservation in monetary terms and by illustrating the benefits of related ecosystem services (ESS). However, so far the costs and benefits of the NBSAP have not been routinely estimated. This paper presents results from research quantifying the financial costs and benefits of implementing a set of measures based on the National Strategy on Biological Diversity in Germany (NBS). Based on the NBS and the Quality Status Reports of the EU Habitat Directive, a conservation program was developed consisting of land use changes for six ecosystems/land use types: forests, arable land, grassland, peatlands, wetlands and dry habitats. In addition to the benefits of maintaining biodiversity, two potential ESS benefits of the NBS, water purification and climate mitigation, are estimated as well as the financial costs of implementation. A nationwide contingent valuation study was undertaken to determine the benefits of maintaining biodiversity as a result of the conservation program. The benefits of the conservation program with regard to the ESS water purification are calculated for N-reduction in the leachate and based on abatement costs. The contribution of nature conservation to climate mitigation is calculated for the avoidance of greenhouse gas (GHG) emissions and based on damage costs. The results of the study indicate that the implementation of the NBS would lead to significant financial costs, but the benefits would exceed the financial costs of measures.  相似文献
