The increasing share of imported food in the United States, coupled with highly publicized incidents of food contamination and adulteration in Asia, particularly China, is posing new challenges for consumers and food safety regulators. In this study, we focus on imported shrimp and tilapia, to evaluate consumer willingness‐to‐pay (WTP) for enhanced food safety, use of antibiotics, and eco‐friendly environmental practices. Results show that U.S. consumers were willing‐to‐pay more for enhanced food safety, followed by the use of no antibiotics and environmental friendly production practices. American consumers in our sample were found to have a higher WTP for domestic products and placed more trust on U.S. government verification of product attributes followed by third‐party certification.  相似文献

This paper examines the implications of the new tomato suspension agreement (signed on March 4, 2013, by the U.S. government and Mexican tomato producers) for trade in fresh tomatoes and processed tomato products. The empirical analysis is performed through a gravity model that accounts for vertical linkages between primary and processed goods. The estimated gravity parameters are used to implement suspension agreement scenarios. The results show that the new suspension agreement leads to considerable decreases in Mexico's exports of fresh tomatoes to the United States. These decreases are accompanied with various trade diversion and deflection effects. There are increases in Mexico's exports of processed tomato products to the United States and other countries, and in Mexico's exports of fresh tomatoes to non‐U.S. destinations. These increases do not amount, however, to considerable compensations of the decreases in Mexico's fresh tomato exports to the United States. The results also suggest that the initial 1996‐based suspension agreement has significantly smaller impacts on trade flows over the period that preceded the implementation of the new suspension agreement.  相似文献

Irrigation with saline water has a positive impact on some quality indices of processing tomatoes, but with concomitant reductions in output quantity. This article studies the impact of the trade‐off between these two factors on optimal water management under waterlogging and costly drainage‐disposal conditions. The focus is on the content of total soluble solids as a quality measure affecting prices paid by California processors to tomato growers. A function relating quality to water and salinity applications and a quality hedonic‐price function are estimated and introduced into a static, field‐level mathematical programming model. The model calculates optimal water management under environmental regulations associated with drainage disposal in California. Findings indicate that only when the quality effect is taken into account does blending fresh surface‐water with saline drain‐water become an optimal strategy. Management and policy implications on the regional scale are discussed.  相似文献

In recent years, Asia has emerged as an important supplier of food to Western countries. In this study, we focus on shrimp, a major aquaculture commodity, to evaluate consumer willingness‐to‐pay (WTP) for enhanced food safety, use of antibiotics and eco‐friendly practices used in producing shrimp in the presence of country‐of‐origin labelling. Specifically, this research assesses the effects of news headlines regarding product safety, as information shocks on U.S. consumer demand. Consumers were found to have a mean willingness‐to‐pay of $7.81 per pound of shrimp with an enhanced safety characteristic from the United States, $0.94 for the same type of shrimp from China and $2.43 for similar shrimp from Thailand. Consumers had a WTP for the absence of antibiotics in the production of U.S. shrimp of $7.31 and were only willing to pay for an eco‐friendly attribute on domestically produced shrimp. Media headlines were found to have a statistically significant effect on consumer preferences and WTP for product characteristics. Food policy and international agribusiness implications of our findings are discussed.  相似文献

This article uses national, quarterly data to conduct an empirical analysis of pre‐committed meat and fish demand by U.S. and Japanese households using the generalized almost ideal demand system (GAIDS). Pre‐committed demand represents the component of demand that is insensitive to both income and price adjustments. U.S. consumers are found to hold significant positive pre‐committed demand for beef and pork, while Japanese consumers appear to possess significant, positive pre‐committed demand for beef and fish. This provides evidence to partially explain observed differences in Japanese and U.S. consumer reactions to nonprice and nonincome effects in beef, pork, poultry, and fish. In addition, based on in‐ and out‐of‐sample performance, the more general GAIDS is preferred to the almost ideal demand system (AIDS) for both the U.S. and Japanese demand systems. Results lend to improved demand modeling efforts and more complete understanding of true market forces at hand in meat and fish markets for these culturally diverse consumer groups.  相似文献

In the aftermath of the recent food scares, the United States and the United Kingdom face major challenges to maintain a safe food system. Regulators on opposite sides of the Atlantic are facing rapid product and process innovations, changes in consumption behaviors, expansion of international trade, and discovery of new food hazards. The U.K. and the U.S. demonstrate different approaches to manage safety risks. This article will focus on two issues: the reasons behind the differences in the American and English policy approaches to food safety, and how these differences impact U.S. safety outcomes. A comparative legal framework is provided to understand how food safety is elicited in the economy and the incentive implications of the different institutional settings. These two different lenses, because they differ so, teach us about the fundamental sources of safety. The U.K.'s prevalent doctrine is parliamentary sovereignty and leads to a regulatory framework, while the U.S. is based on constitutional supremacy and relies on a legal framework. The source of safety under a regulatory framework is the government bureaucracy, while the U.S. legal framework provides an important point of departure—the constitutional standing of the firm and the consumer. We argue that while the U.K. system is structured to work through a regulatory framework to enhance the supply of safety in the economy, the U.S. system is much less directed. The legal system, the subject of this article, plays an important role not only in discouraging breach but also in acting as a check on the discretionary authority of the regulator. In the end, the U.S. and the U.K. may have equally safe food systems, but what differs is the fundamental source of the safety supply. The practical implication is that safety in the food system emerges from several sources, not just through regulation. Therefore, direct importation of U.K.‐style regulatory approaches may not be effective within a U.S. constitutional setting.  相似文献

This article provides an empirical analysis of the impact of European Union (EU) private food safety standards on pesticide use and farm‐level productivity among small‐scale vegetable producers in Kenya. We apply an extended three‐stage damage control production framework, accounting for multiple endogeneity problems, to farm‐level data collected from a random cross‐sectional sample of 539 small‐scale producers. Estimation results show that farmers producing vegetables for the domestic market use significantly lower quantities of pesticides than do export farmers. However, contrary to findings elsewhere, the econometric evidence here shows that both domestic and export‐oriented vegetable farmers in Kenya use pesticides at levels below the economic optimum. The results also show that the adoption of standards by export farmers does not have any significant impact on total pesticide use. However, adopter categories are distinguishable in terms of types of pesticide used, i.e. adopters use safer pesticides based on World Health Organization (WHO) classification. The third‐stage structural revenue model results demonstrate that adoption of standards has a positive and significant impact on revenue raised in vegetable production. Nevertheless, farmers producing for the export market are indistinguishable from those producing for the domestic farmers in terms of the total revenue earned from producing vegetables during the rainy season, on a ‘per acre’ basis. Although standards can potentially prevent resource‐poor smallholders from maintaining their position in the lucrative export markets, they can also result in positive changes in the production systems of those small‐scale farmers who adopt it, as shown by these results.  相似文献

This article provides an empirical analysis of farm‐gate tomato price negotiations under asymmetric information. Regression models are estimated to analyze when and by how much sellers stick to their initial ask prices and what explains the variation in the initial ask–offer price spread. Detailed information on 66 farm‐gate tomato transactions and daily tomato wholesale price data from the central vegetable market in Addis Ababa are used for the analysis. Estimation results show that farmers are less committed to their initial ask price when the buyer speaks out the transaction price first, when their quality perceptions of the tomatoes being transacted differ from those of the buyers, and when their tomato farm is at a large distance from the main road. Sellers stick more to their initial ask price when they know that the central market price is high. The initial ask–offer price spread decreases when the buyer speaks out the initial negotiation price first, but increases in the difference in quality perception between buyer and seller, and in the quantity of tomatoes being transacted.  相似文献

A 2012 survey of upland U.S. cotton producers was analyzed to determine the factors contributing to changes in weed management costs (WMCs) after the identification of herbicide‐resistant weeds. An ordered probit regression estimated changes in WMC as a first‐order Markov process. The most important determinants of post‐resistance cost increases were initial WMCs, adoption of labor‐intensive remedial practices, and wick application of herbicides. Cultivation and mechanical/chemical‐intensive practices did not increase WMCs. Post‐resistance changes in WMC ranged between $85 and $138 ha?1, depending on the practices adopted. WMCs increased by $88 ha?1 when cost‐neutral practices were adopted. The in‐sample aggregate costs of managing herbicide resistance ranged between $25 and $53 million, depending on the types of adopted practices.  相似文献

Cattle producers were surveyed to determine their adoption rates and reasons for non‐adoption of 16 best management practices. Potential reasons for non‐adoption included unfamiliarity, non‐applicability, high cost, still considering adoption, and preference not to adopt. The two most commonly cited reasons for non‐adoption were unfamiliarity and non‐applicability of the practice. Results highlight the importance of educational efforts in encouraging adoption, as well as farm type and financial situation of the farmer.  相似文献

Food insecurity, child malnutrition, and land degradation remain persistent problems in sub‐Saharan Africa. Agricultural sustainable intensification (SI) has been proposed as a possible solution to simultaneously address these challenges. Yet there is little empirical evidence on if agricultural management practices and inputs that contribute to SI from an environmental standpoint do indeed improve food security or child nutrition. We use three waves of data from the nationally‐representative Tanzania National Panel Survey to analyze the child nutrition effects of rural households’ adoption of farming practices that can contribute to the SI of maize production. We group households into four categories based on their use of three soil fertility management practices on their maize plots: “Nonadoption”; “Intensification” (use of inorganic fertilizer only); “Sustainable” (use of organic fertilizer, maize–legume intercropping, or both); and “SI” (joint use of inorganic fertilizer with organic fertilizer and/or maize–legume intercropping). The results from multinomial endogenous treatment effects models with the Mundlak–Chamberlain device suggest that use of practices in the “SI” category is associated with improvements in children's height‐for‐age and weight‐for‐age z‐scores relative to “Nonadoption,” particularly for children aged 25–59 months. These effects appear to come through improvements in both crop income and productivity.  相似文献

In response to growing consumer concerns, developed‐country governments have reduced permissible pesticide residue levels in food. Many food retailers have developed even more stringent private food safety protocols relating to pesticide use, storage and disposal and passed them on to their suppliers. Exporters in developing countries enforce these developed‐country pesticide standards (DC‐PS) by subjecting farmers to close monitoring. This study explores the effects of enforcing compliance with DC‐PS on smallholder farmers’ pesticide‐related health costs. Results suggest that enforcing DC‐PS encourages farmers to use protection that lowers pesticide‐induced morbidity, hence reducing farmers’ health costs from pesticide exposure. The study concludes that there are health benefits to family farmers from complying with DC‐PS beyond the acknowledged income generation from selling fresh produce in premium export markets.  相似文献

Global trade in agriculture and food products is increasingly governed by an array of standards. In order to continue exporting, developing countries have little choice but to comply with the new requirements. This study uses a census based panel data set from the nascent floriculture industry in Ethiopia to empirically examine the determinants of firms’ adoption of international private standards in fresh horticulture produce in large‐scale estate farms. The econometric analysis shows that larger size, older, and foreign owned firms are more likely to adopt the private standards. Moreover, this study analyzes the overall industry level efforts and public–private partnership to launch and implement a national scheme GAP and build a firm's capacity to comply with the standards.  相似文献

Abstract

The purpose of this study was to measure NAFTA's impact to date and quantify how the producers and consumers of fresh tomatoes in the United States, Canada and Mexico have benefited or lost. Changes in consumer and producer surpluses were calculated in 2001 US dollars based on simulations of two scenarios. The analysis found that U.S. consumers captured $12.1 billion more surplus than they would have captured had NAFTA not been enacted. Mexican fresh tomato producers gained an additional $2.08 billion in surplus due to NAFTA. In contrast to Mexican growers, U.S. and Canadian producers appear not to have benefited economically from NAFTA. Findings suggest that U.S. producers would have earned $3.29 billion more if NAFTA had not gone into effect. Canadian producer surplus with NAFTA was estimated to be approximately $20 million less with NAFTA, and the total net benefit from NAFTA was found to be a positive $10.87 billion.  相似文献

Extension programs to encourage farmers to reduce reliance on herbicides by adopting integrated weed management (IWM) practices have met with limited success. Studies aiming to understand the factors that influence farmers' choices of integrated control practices have faced difficulties in variable specification, and have not achieved high explanatory power. Using data from grain growers in Western Australia, where herbicide resistance in major crop weeds is common, this study tests the applicability of a framework for the IWM adoption decision in which herbicide efficacy is assumed to be a potentially exhaustible resource. Farmers' perceptions of multiple techniques and other variables are aggregated using principal components, and used in logistic regressions to explain the intensity of use of IWM practices. Eighty‐six percent of growers were correctly classified according to use of multiple IWM practices. Herbicide resistance and expectations of the future availability of effective new herbicides were significant in explaining IWM adoption. IWM adoption and herbicide‐resistance management are shown to be information‐intensive and involving an intertemporal resource management decision.  相似文献

This article contributes to a growing body of empirical literature relating credit constraints and incomplete insurance to investment decisions. We use panel data from rural Ethiopia to investigate whether participation in a safety net program enhances fertilizer adoption. Using a difference‐in‐differences estimator and inverse propensity score weighting, we find that participation in Ethiopia's food‐for‐work (FFW) program increased fertilizer adoption in the short run, but not in the long run. Results also indicate that the intensity of fertilizer usage increased with livestock holdings for FFW‐participant households, providing some evidence that the intervention helped asset‐rich farm households more than asset‐poor households. We find no significant effects of free distribution on fertilizer adoption or intensification. Our results are consistent with the hypothesis that safety nets can be viewed as mechanisms that allow households to take on more risk to pursue higher profits. The results highlight the importance of safety net programs, their effectiveness in ensuring farmers that they will be protected against uninsured shocks, and how that assurance can translate into productivity‐enhancing behavior.  相似文献

Increases in U.S. consumer incomes result in an increase in imports' share of U.S. consumption. Although U.S. consumers reduce the quantity demanded in response to higher import prices, the reduction is sufficiently inelastic that exporter revenue increases. U.S. Free Trade Agreements have made fresh fruits and vegetables available throughout the year and may also have broadened the U.S. marketing window for imports. Now U.S. food safety regulations favor large operations that can absorb the fixed and seasonal food safety related costs. Therefore, the brunt of the increased import competition is borne by small and medium-size producers.  相似文献

We estimate a CBS system model of U.S. derived demand for meat. We use this model (1) to examine relationships between three quality categories of beef and three other meats and (2) to simulate how taste shifts have affected demands for meats over time. We extend previous studies by disaggregating wholesale beef production into three quality categories: (1) USDA Choice grade or higher, (2) USDA Select or lower, and (3) cow and bull beef. Innovative features of our empirical model include a breakout of ‘table cuts’ into Choice and Select and the use of a hedonic characterization of the two breakouts to value “Choice‐ness” and “beef‐ness.” Our model demonstrates important shifts in separate demands for Choice and Select beef. We show that, separately, the demand for Choice‐grade beef declined in the 1980s and 1990s and the demand for Select beef increased, a departure from the relatively stable demand characterizations of more aggregated measures of combined Choice and Select beef.  相似文献

We developed and applied a model of consumer risk perceptions of beef food safety to better understand the underlying drivers of consumer demand for food safety. We show how consumer demographics, country‐of‐residence, as well as reliance on, and trust in, alternative food safety information sources affect risk perceptions of consumers in Canada, Japan and the United States. Consumers in all three countries have risk perceptions shaped by their level of reliance on observable and credence attribute information. Risk perceptions of consumers in each country are significantly higher for those less trusting of doctors. Moreover, personal and indirect food safety experiences substantially affect risk perceptions. These results are useful to decision‐makers in developing more efficient supply chain management strategies and public policies aimed at building or sustaining consumer confidence in food safety.  相似文献

Payments for environmental services (PES) have gained wide popularity as approaches to promote environmentally friendly land use or agricultural production practices. Yet academics have also voiced concerns against seeing PES as a panacea. This article discusses whether PES is an appropriate and promising approach to promote so‐called “climate‐smart agriculture” (CSA) practices, which we define as agricultural production practices that contribute to CO2 emission reductions and/or removals and provide benefits to farmers via increased productivity and profits and reduced vulnerability to climate change. PES appears most promising for the promotion of CSA practices in small‐scale farming contexts with low incomes. Effective design, however, requires solid estimates of cost and benefit flows from CSA adoption over time, accounting for differences in socioeconomic and ecological conditions, and addressing the risk of leakage. Funding for such PES will likely have to come from public sources, and seems most promising where synergies with other objectives such as agricultural development, food security, and climate adaptation or other environmental services exist. The potential of alternative approaches for CSA support such as taxation with rebates for CSA practices, CSA‐related investment support such as microcredits, and hybrid approaches such as conditional microcredit should be further investigated.  相似文献
