We apply prospect theory to examining farmers’ economic incentives to divert a share of their land to bioenergy crops (miscanthus and switchgrass in this study). Numerical simulation is conducted for 1,919 rain‐fed U.S. counties to identify the impact of loss aversion on bioenergy crop adoption, and how this impact is influenced by biomass price, discount rate, credit constraint status, and policy instruments. Results show that ignoring farmer's loss aversion causes overestimation of miscanthus production but underestimation of switchgrass production, particularly when farmers are credit constrained and have a high discount rate. We find that establishment cost subsidy induces more miscanthus production whereas subsidized energy crop insurance induces more switchgrass production. The efficacy of these two policy instruments, measured by biomass production increased by per dollar of government outlay, depends on the magnitude of farmers’ loss aversion and discount rate.  相似文献

In the continuing debate over the impact of genetically modified (GM) crops on farmers of developing countries, it is important to accurately measure magnitudes such as farm‐level yield gains from GM crop adoption. Yet most farm‐level studies in the literature do not control for farmer self‐selection, a potentially important source of bias in such estimates. We use farm‐level panel data from Indian cotton farmers to investigate the yield effect of GM insect‐resistant cotton. We explicitly take into account the fact that the choice of crop variety is an endogenous variable which might lead to bias from self‐selection. A production function is estimated using a fixed‐effects model to control for selection bias. Our results show that efficient farmers adopt Bacillus thuringiensis (Bt) cotton at a higher rate than their less efficient peers. This suggests that cross‐sectional estimates of the yield effect of Bt cotton, which do not control for self‐selection effects, are likely to be biased upwards. However, after controlling for selection bias, we still find that there is a significant positive yield effect from adoption of Bt cotton that more than offsets the additional cost of Bt seed.  相似文献

Increased climate variability during the last four decades has made the agricultural environment in many developing countries more uncertain, resulting in increasing exposure to risk when producing crops. In this study, we use recent farm‐level data from Ghana to examine the drivers of individual and joint adoption of crop choice and soil and water conservation practices, and how adoption of these practices impacts on farm performance (crop revenue) and exposure to risks (skewness of crop yield). We employ a multinomial endogenous switching regression model to account for selectivity bias due to both observable and unobservable factors. The empirical results reveal that farmers’ adoption of crop choice and soil and water conservation leads to higher crop revenues and reduced riskiness in crop production, with the largest impact on crop revenues coming from joint adoption. The findings also show that education of the household head, access to extension and weather information influence the likelihood of adopting these practices. Thus, enhancing extension services and access to climate information and irrigation can reduce gaps in adoption of soil and water conservation and crop choice, considered as climate‐smart practices that will eventually improve crop revenues and reduce farmers’ exposure to climate‐related production risks.  相似文献

The case for promoting export‐oriented cash crops in Africa has generally been based on their direct potential contribution to agricultural productivity and small farmer incomes. A relatively neglected avenue of research concerns the synergistic effects that cash cropping can have on other household activities, including food production. The conventional view that cash crops compete with food crops for land and labour neglects the potential for cash crop schemes to make available inputs on credit, management training, and other resources that can contribute to food crop productivity, which might otherwise not be accessible to farmers if they did not participate in cash crop programs. This article builds on previous research by hypothesising key pathways by which cash crops may affect food crop activities and empirically measuring these effects using the case of cotton in Gokwe North District in Zimbabwe. Analysis is based on instrumental variable analysis of survey data on 430 rural households in 1996. Results indicate that—after controlling for household assets, education and locational differences—households engaging intensively in cotton production obtain higher grain yields than non‐cotton and marginal cotton producers. We also find evidence of regional spill‐over effects whereby commercialisation schemes induce second round investments in a particular area that provide benefits to all farmers in that region, regardless of whether they engage in that commercialisation scheme. The study suggests that the potential spill‐over benefits for food crops through participation in cash crop programs are important to consider in the development of strategies designed to intensify African food crop production.  相似文献

Crop insurance is critical in risk management in global agricultural production (e.g. by helping stabilise farmers' incomes in the long term and reducing risk-bearing costs). In this paper, using field survey data on cotton farmers in Xinjiang, China, we examine the influence of crop insurance on farmers' behaviours regarding agrochemical inputs and aim to investigate the synergy between crop insurance and reductions in fertiliser and pesticide usage. We find evidence that crop insurance significantly negatively affects farmers' use of fertilisers and pesticides, as well as significantly positively affects their adoption of green agricultural technologies (GAT) that can replace or complement traditional fertilisers and pesticides. Moreover, our results reveal that compared with small-scale farmers, crop insurance has a stronger effect on large-scale farmers' use of agrochemicals. Finally, when the insured amount is higher or the relative deductible is lower, farmers are more likely to reduce fertiliser and pesticide usage and adopt GAT. Overall, this paper scientifically identifies crop insurance can improve farmers' agrochemical input behaviour, by reducing farmers' use of traditional agrochemical inputs and increasing their adoption of GAT, which is of great significance for ensuring the safety of the agricultural ecological environment.  相似文献

This study focuses on how subsidized crop insurance affects crop choices. Crop insurance may change farm investments by reducing risks and providing subsidies. First, actuarially fair insurance reduces risks in crop production and marketing, holding the expected return constant. Second, insurance subsidies encourage farms to purchase crop insurance, which increases the expected return to insured risky crops. Farms also have many self‐insurance mechanisms such as crop diversification or working off the farm. We derive conditions under which (1) unsubsidized and actuarially fair crop insurance or (2) insurance premium subsidies lead to more investment in a risky higher return crop. We then examine the role of self‐insurance for these conditions. The impact of premium subsidies is decomposed into a direct profit effect and an indirect coverage effect. These effects are explained by substitutions between market insurance and self‐insurance and between a risky crop and a safe crop. We discuss each effect as a combination of subsidy and risk effects. Numerical illustrations show that an insurance subsidy has a larger impact on risky crop investments compared to that of an input subsidy when farms are more risk‐averse and have high costs of self‐insurance. The framework provides a novel way to evaluate subsidized crop insurance programs.  相似文献

Current crop insurance rating procedures consider only performance for the individual crop in question. Recent farm legislation has given producers considerable planting flexibility and, as a result, many have shifted to new crops. Producers without a production history for the new crop may be offered levels of insurance that do not accurately reflect their expected yields. Likewise, premium rates may not reflect a producer's actual risk for a new crop. We examine the extent to which information about expected yields may be gleaned from a consideration of historical performance on other crops. We also consider the extent to which yield performance exhibits learning by doing such that yields improve with experience. Though the results are mixed, we generally find that yield performance tends to improve with experience. However, when yields are conditioned on historical yield performance for other crops, the importance of experience is diminished significantly. Yield performance is related to a number of farm characteristics. Finally, we examine the extent to which yield variability is correlated across crops for individual farmers. Implications for crop insurance rating practices are discussed. The results demonstrate robust correlation between a farm's historical yield on other crops and a newly produced crop—a factor largely ignored in current crop insurance contracts.  相似文献

Farmers in low‐income rural economies often fail to switch to cash crops from staple production despite the positive income effects of commercialization expected by policy makers. The literature suggests that market failures prevent households from cash crop adoption but remains inconclusive regarding farmers' motives and the effects of commercialization. This article contributes to the debate by offering an original approach to the analysis of commercialization outcomes and farmers' decisions. It consists of applying a model with essential heterogeneity and a semiparametric estimation technique to analyzing harvest value returns to cash cropping. Using Malawian data, we show considerable heterogeneity in harvest value returns to cash cropping both within and between groups of farmers choosing different crop portfolios. Importantly, the results imply rational choices based on comparative advantage considerations of farming households: farmers self‐select into the activity where they expect higher gains and adopt cash crops when facing weaker market barriers.  相似文献

This paper examines relationships between crop insurance and input technology decisions among Chilean wheat farmers. Using nationwide farm‐level data, a bivariate probit model is estimated. We investigate the extent to which the adoption of production input technologies is associated with farmers’ participation in the insurance program. We find that relationships between insurance and technology decisions are significant only for family farmers. In particular, there is a negative relationship between participation in the insurance program and the adoption of modern irrigation. Interpretations based on the role of input technologies on insurance adoption and adverse selection behaviours are discussed.  相似文献

[目的]农户作为微观经营主体,其节水技术的采用将提高粮食生产用水效率,达到节约水资源与保证粮食生产的双重目的。通过分析农户粮食生产用水行为,探讨水资源短缺约束对农户粮食生产技术采用的诱致效应。[方法]文章基于2019年对山东省728份农户的调查问卷数据,以农户行为理论为基础,综合运用统计分析、Logit模型等方法,对农业用水非农化约束下农户的粮食生产用水行为进行分析。[结果]在农业用水非农化态势下,作为理性经济人的农户倾向于采用节水技术,以保证粮食生产。农户年龄、家庭农业劳动力人数、灌溉水源与灌溉方式对其节水技术的采用影响显著为负,农业年收入、小麦及玉米种植面积对农户节水技术的采纳行为影响显著为正。[结论]规模化经营是大型节水设施应用的基本条件,应当加快农地流转,推进粮食生产规模化经营,提高粮食灌溉的规模化和标准化水平;同时加快建立科学合理的农业水价改革制度,促进农民节约农业用水,以此实现水资源利用效率提高与粮食生产能力稳定的双重目标。  相似文献

The adoption of conservation practices is a dynamic process. Factors that vary over time can affect farmers’ decision to adopt and adoption timing. We used a duration model to evaluate the farmer's adoption time for continuous no-till (CNT), cover crops (CCs), and the variable-rate application of inputs (VRA). We found that producers who had previously adopted soil conservation practices were more likely to adopt additional complementary practices. Farmers using crop rotation adopted CNT and CCs approximately 48% and 62% faster than farmers without a crop rotation, respectively. The CC adoption time was also reduced by 70% for farmers who had adopted CNT. Complementarities between conservation practices may enhance the benefits from adoption and allow farmers to adopt bundles of conservation practices more quickly over time. This can be taken advantage of in conservation programs by promoting or requiring practices first that enhance adoption of other practices. We also found important heterogeneity in the adoption speed associated with farm management characteristics, producers’ attitudes, weather patterns, and crop prices.  相似文献

Organic farming and genetically modified (GM) crops technologies are currently being promoted as alternatives to conventional farming that is seen as unsustainable. However, institutional constraints can impede the adoption of even the most sustainable technology. This paper analysed the effect of institutional factors on farmers’ adoption of conventional, organic and GM cotton in Burkina Faso. Building on the expected utility model and institutional theory, a multinomial logistic regression was performed using farmers’ survey data from the 2014–2015 production season. The results showed that subsidies on fertiliser and credit for cereals production, the power of farmers’ association and that of the cotton company favoured the adoption of conventional and GM cotton at the expense of organic cotton. In order to succeed, organic cotton projects need to include components that help farmers to access organic fertilisers for cereals production. They also need to involve the cotton companies that are the most powerful stakeholders of the cotton sector. Extension services are necessary for both organic and GM cotton adoption. Other important factors to consider include farmers’ education, the potentials of the technologies, the good agro-ecological conditions, the continued involvement of women, the availability of virgin lands and the closeness of farmers to their farms.  相似文献

To address critical water quality problems, significant public and private sector resources in the U.S. have been directed to promoting and supporting the adoption of conservation practices. Cover crops, in particular, have been a focus of outreach and policy efforts due to their multiple benefits for crop production, carbon sequestration, soil health, and water quality. We hypothesize that Indiana’s state and local agencies have emphasized a systems approach to conservation planning and farm management, which has been successful in reaching a subset of farmers and has established Indiana as a national leader in cover crop adoption. We contend that the systems approach to conservation adoption is not a salient message to farmers who have yet to implement conservation, thus adoption (particularly cover crops) may be stagnant. Early work on systems thinking (ST) in conservation is dominated by qualitative research. Here, we make a first attempt to quantify the relationship between ST and cover crop adoption through producer surveys administered in three Indiana watersheds – St Marys, Big Pine, and Upper White. We found that farmers who adopted cover crops were more likely to be systems thinkers than farmers who had not adopted cover crops. These results have significant implications for conservation planners and educators across the U.S. and internationally who are working to implement additional conservation acreage – a whole farm systems approach to conservation messaging may not be an effective method for farmers who have yet to implement conservation.  相似文献

This study examines the need for crop insurance for litchi production in northern Vietnam and how farmers might participate in such a program. Hypothetical insurance programs were developed which proposed all‐risk coverage based on area yields. This coverage was offered to farmers to determine both their interest in the program and how insurance features and farmer characteristics affected their decision to buy insurance. Farmers were also surveyed regarding their production practices, price and yield expectations, and financial and personal characteristics. Even before considering other program costs and government budget constraints, there is not a strong case for establishing a crop insurance program here. Results indicate that while farmer participation would be significant, crop insurance is not needed to achieve policy goals like raising farmer income or guaranteeing subsistence levels of income. Crop insurance is not needed to promote litchi production, which is already expanding rapidly due to its high profitability relative to other farm enterprises. In their choice of coverages, farmers preferred higher yield guarantee levels and lower indemnity prices. Estimated premiums were quite low when expressed as a percent of expected revenue, and farmers were not responsive to changes in premiums. Econometric analysis indicated that high income farmers were more likely to participate, but other farmer characteristics seemed to matter little. Anecdotal evidence suggested that farmers believed the expected area yields used to set insurance coverage levels were too low. Because litchi productivity varies significantly by tree age and the litchi planted area is expanding rapidly, determining appropriate values for expected area yields and insurance coverage levels appeared to be the biggest challenge in program design. It is hypothesized that additional farmer education about the relationship between area and farm yields and other aspects of area insurance could improve such a program's operation. Determining farmers’ real demand for crop insurance is difficult, especially in developing countries, where there is a lack of formal financial sector integration and a high reliance on informal risk mitigation options. We provide some new estimates of farmers’ willingness‐to‐pay for insurance in the context of a large‐scale subsidised programme in India. We conducted a discrete choice experiment with agricultural households across four states in India, enabling us to estimate preferences for specific insurance policy attributes such as coverage period, method of loss assessment, timing of indemnity payments and the cost of insurance. Our results suggest that farmers do value crop insurance under certain conditions and some are willing to pay a premium for such coverage in excess of the subsidised rates they are currently required to pay under this programme. In particular, farmers value the assurances that they will receive timely payouts when they incur losses, and may not have a strong preference for the method with which losses are assessed. On the other hand, farmers are quite sensitive to coverage periods. Our baseline assessment shows that when optimised to farmer requirements, there can be a sizeable demand for crop insurance by developing country farmers.  相似文献

This study identifies farm‐specific and market factors affecting the adoption of herbicides and the level of herbicide use by rice farmers in the Philippines. This requires the application of a modified version of Heckman's two‐step method to estimate a random‐effects double‐hurdle model for unbalanced panel data. The age of the farmer, household size, and irrigation use are significant determinants of the decision of farmers to adopt herbicides as an alternative to manual weeding, while economic variables such as the price of herbicides, total income, and access to credit determine the level of herbicide use. Determinants of both adoption and level are land ownership, farm area, and the method of crop establishment. These results are potentially relevant when designing policies to reduce excessive herbicide use or to encourage the adoption of alternative weed control methods such as integrated weed management.  相似文献

We analyze determinants of hail insurance use of Swiss farmers, using FADN panel data covering the period 1990–2009. Mixed effect logistic regression models are estimated to identify the most important farm and farmer characteristics that trigger insurance use. In addition, information on local hail risk is taken into account in these models. It shows that larger farms, with specialization in crop production, and with larger local hail risks are more likely to adopt the hail insurance. Moreover, insurance users are usually older and better educated. Since the early 1990s, Swiss agricultural policy has reduced price support and introduced general and ecological direct payments. This has led to a much higher importance of direct payments for farmers’ incomes. Our analysis shows that this development has contributed to decreasing hail insurance adoption rates in Switzerland over the period considered. Our results indicate that the larger the share of direct payments for total farm revenue, the less attractive is insurance as a risk management strategy for farmers. This interdependency should be explicitly considered by agricultural policy in the design of support mechanisms.  相似文献

Perennial grain crops may play an important role in environmentally sound and socially just food systems for Africa. We study the future possibility of integrating perennial grains into Malian farming systems from the perspective of agroecology, and more specifically using a gendered space approach. We interviewed 72 farmers across the sorghum-growing region of Mali. We found that perennial grains offer a vision for transforming human relations with nature that mirrors the resource sharing of customary land tenure, including patterns of extensive and intensive land use in time and space. Women interviewees identified a broad set of potential advantages and challenges to perennial grain production. Advantages include reduced labour, saving seed, and improving food security. Women farmers were concerned about livestock, water access, and resource limitations. We argue that perennial grains may increase access to land and natural resources for women farmers. Perennial grains may improve soil quality, reduce labour early in the rainy season, and provision more resources from fallow lands. Pastoralists stand to benefit from improved pastures in the dry season. We conclude that investments are needed to develop viable crop types in consideration of the complexity of West African farming systems and the local needs of women farmers and pastoralists.  相似文献

We study factors associated with a shift toward diversified, high‐valued vegetable crops and the incentives associated with the use of IPM methods for vegetable producers in Bangladesh. The primary objective is to measure how IPM technologies affect the crop and technology choices of low‐income rice farmers. A three‐season household optimisation model is used to study crop and technology choice under price and yield uncertainty. The model is parameterised using data from vegetable farms and experimental IPM trials conducted in Bangladesh. Simulation results show that access to IPM technology and IPM availability combined with access to credit increase household welfare and lead to higher rates of vegetable adoption. Off‐farm employment opportunities work against vegetable cultivation and IPM use by risk‐averse farmers. Implications for policy and extension efforts are highlighted.  相似文献

Are farmers better stewards of the land they own than the land they rent from others? We answer this question using a data set that identifies Ontario farmers’ conservation practices on their own land as well as the land they rent. Using a fixed‐effects regression approach, we find that the role of tenure varies for different types of conservation practices. Farmers were found to be just as likely to adopt a machinery‐related practice such as conservation tillage on their rented land as that land which they own. On the other hand, farmers were found to be less likely to adopt site‐specific conservation practices such as planting cover crops on rented land. However, this effect diminishes as the expected length of the rental relationship increases when the landlord has a farming background.  相似文献
