Previous research provides opposing theoretical arguments regarding the effect of environmental regulation on financial performance. As one important argument, the Porter hypothesis claims that tighter regulation improves financial performance. This study provides empirical evidence on this debated effect. In particular, we employ panel data analysis to examine the effect of Clean Water Act regulation, as measured by permitted wastewater discharge limits, on expected future financial performance, as measured by Tobin’s q, for publicly owned firms in the chemical manufacturing industries. We find that tighter permitted discharge limits lower Tobin’s q; i.e., more stringent Clean Water Act regulation undermines expected future financial performance. By decomposing Tobin’s q into its constituent components—market value and replacement costs—and estimating each component separately, we find that tighter permitted discharge limits lower both components with a larger impact on market value, which implies that investors revise their expectations of the discounted present value of future profits in response to changes in Clean Water Act regulation.  相似文献

This research examines the effects of the 1977 Clean Air Act Amendments (CAAA) on the location decisions of pollution-intensive manufacturing plants. We develop a panel data set to analyze plant births of polluting manufacturers over time as a function county-level attainment status of the federal standard for ozone pollution. We find that more stringent county-level environmental regulations impact pollution-intensive capital flows through deterring new plant births. We also find that the impact of stricter regulations varies by pollution-intensity of manufacturers, with results suggesting that federal guidelines have a greater impact on high pollution intensive manufacturers than more moderate polluters.   相似文献

Opposing theoretical arguments exist regarding the effect of environmental regulation on financial performance. Some studies argue that environmental regulation constrains firms' abilities to exploit revenue‐enhancing or cost‐reducing opportunities. Other studies, representing the Porter hypothesis, argue that environmental regulation motivates firms to innovate, which ultimately improves financial performance. Although much of the debate focuses on long‐run effects, there are also important short‐run effects. This study provides empirical evidence regarding the short‐run and long‐run effects of Clean Water Act regulation on financial performance. To generate this evidence, we examine the effect of permitted wastewater discharge limits, on the return on sales, using panel data on publicly owned firms in the chemical manufacturing industries. We find that Clean Water Act regulation improves financial performance in both the short run and the long run with a stronger effect in the long run. These results suggest that some net benefits may be realized during a short‐run transition to comply with a tighter permitted discharge limit, with additional benefits accruing to the firm in the long run because the firm has more time to innovate. In this paper, we evaluate the impact of the SO2 provisions in the 1990 Clean Air Act. A computable general equilibrium (CGE) model of the United States is used to evaluate the implications of this law for a number of economic sectors. We find that the largest negative impact falls on the coal industry. Output in the refining sector also decreases, but agricultural production increases as consumers shift spending into food and wood based products.  相似文献

This paper develops an index of pollution based on the epidemiological dose-response function associated with each pollutant, and the welfare losses due to exposure to pollution. The probability of damage is translated into welfare losses, which provides the common metric required for aggregation. Isopollution surfaces may then be used to compare environmental quality over time and space. An Air Pollution Index (API) is computed using 1997 data for the criteria pollutants under the Clean Air Act (CAA). The results are compared with the EPA's Pollutant Standards Index (PSI). Two significant differences emerge: unlike the PSI, the API facilitates a detailed ranking of regions by air quality and API values may contradict PSI results. Some regions with PSI values of 100–200 are considered less polluted under the proposed methodology than those with PSI values between 50 and 100. The key reason for the difference is that PSI values are determined entirely by the gas with the highest relative concentration whereas the API value is based on the ambient concentrations of all pollutants.  相似文献

Abstract.  Optimal decisions of a firm facing the option of retrofitting its plant to reduce pollution and thereby eliminate the need to purchase emissions allowances are analysed. The decision is treated as a real option with the price of pollution permits following a known stochastic process. The model is formulated as a set of one‐dimensional partial differential equations. At discrete points in time, the firm owner makes optimal decisions about the retrofit, including whether to mothball temporarily. The model is used to analyse a firm's decision to instal a scrubber as a result of the 1990 U.S. Clean Air Act. JEL Classification: Q25, D81, G31
Sur la possibilité d'investir dans le contrôle de la pollution dans un régime de permis d'émission de pollution échangeables commercialement.  Ce mémoire examine les décisions optimales d'une entreprise face à la possibilité d'adapter ses installations pour réduire la pollution, et ce faisant d'éliminer le besoin de se procurer des permis d'émission de pollution sur le marché. Le décision est traitée comme une option réelle où le prix des permis résulte d'un processus stochastique connu. Le modèle est formulé sous forme d'un ensemble d'équations différentielles partielles à une dimension. A des points discontinus dans le temps, le propriétaire de l'entreprise prend des décisions optimales de mise à niveau des installations – y compris la possibilité de les fermer temporairement. US economic growth and air pollution were decoupled after 1970. Possible explanations include regulation, oil price shocks, technology and income growth. This paper uses VAR analysis to show that the 1970 Clean Air Act (CAA) may have actually increased pollution in the short run but led to accelerated improvements in abatement technology. Gross domestic product and consumption growth had little direct effect while oil price increases caused small but significant emissions reductions. Recursive simulation shows that overall, the CAA, by accelerating improvements in abatement technology, reduced total emissions as of 1998 to 46% of what they would have been.   相似文献

Technology forcing is a strategy where a regulator specifies a standard that cannot be met with existing technology, or at least not at an acceptable cost. Using the 1970 U.S. Clean Air Act for controlling automobile emissions as a baseline example, we demonstrate the importance of the regulatory implementation process if regulations are to foster technological change. The 1970 legislation required steep emissions reductions for new 1975 and 1976 automobiles, which presented automakers with major technical and economic challenges. Nevertheless, the U.S. Environmental Protection Agency successfully forced the adoption of two marquee control technologies—the catalytic converter in 1975 and the three-way catalyst in 1981. We focus on three factors critical to the implementation process: agency credibility to enforce standards, competitive pressures to drive industry research and development, and uncertainty about technological development.  相似文献

This study contains a simulation of a coal-fired electric plant subject to multiple pollutant standards for SO2 and NO x . It shows that firms may not choose the lowest cost technology. The firm's cost-minimizing choice is compared for three increasingly stringent standards: the 1990 Clean Air Act Amendments, the 1997 New Source Performance Standards, and the 2002 North Carolina Clean Smokestacks Act. The study finds support on cost-benefit grounds for the 2002 North Carolina standard, which is the most stringent standard, but not for the 1997 NSPS. (JEL Q28 , Q25 , L94 )  相似文献

This paper investigates the effect of governance on levels of water pollution for all industrial activities as well as by some specific industry category in a sample of OECD economies. Using an institutional ecological economic conceptual framework, the effects of several measures of governance are empirically examined. Our findings reveal that the rule of law, regulatory quality, control of corruption, government effectiveness and voice and accountability are negatively and statistically significantly correlated with water pollution across all industrial activities as well as specific industry groups. We conclude that governance matters for mitigating industrial water pollution. This novel paper adds to the existing literature on industrial water pollution by developing a modeling approach that empirically examines questions that have so far not been explored in institutional ecological economics and demonstrates the importance of the framework for addressing real life ecological problems that are common across the world. This paper explores the relationship between interstate air pollution and the division of power between federal and state agencies in setting and enforcing standards. In the context of the US Clean Air Act we argue that the EPA is able to monitor the adoption of technology-based standards more closely than it can monitor state-level enforcement, and that this causes an effective division of control between federal and state agencies. Our analysis offers three main insights into the interstate pollution problem in this setting. First, states have an incentive to enforce standards less stringently on firms located close to downwind borders, and this leads to excessive interstate pollution in equilibrium. Second, there can arise an inherent substitutability in the regulatory problem between strict standards and compliance effort, and this creates a strategic linkage between the federal policy on standards and state policies on enforcement. In particular, a tighter federal standard can induce less selective enforcement but can also lead to less enforcement overall. Third, states will attempt to neutralize the impact of location-based federal standards (that specifically target interstate pollution) in a way that actually exacerbates the underlying enforcement problem.  相似文献

Weak law enforcement is usually blamed for the dramatic deterioration of the environment in China. Using a panel data covering 287 Chinese prefecture‐cities during 2004–2011, we investigate the role of personnel turnover and institutions in water pollution. We show that water pollution deteriorates with the tenure of incumbent mayors. Mayor turnover and institutional quality are associated with lower pollution. Furthermore, personnel turnover and institutions complement each other in mitigating pollution: the influence of mayor turnover on pollution reduction is larger in the cities endowed with stronger executive constraints. We also suggest some channels through which personnel turnover affects water pollution. In general, we illustrate that the turnover of cadres has only limited and temporary effects in mitigating pollution.  相似文献

Using agricultural feedstocks for industrial products affects domestic and international agricultural markets, all of which are encumbered with complex policies. This article examines the interaction of three seemingly unrelated policies: the Clean Air Act, the U.S. corn program, and European Union agricultural subsidies. More ethanol production, resulting from new regulations associated with the Clean Air Act, increases the use of U.S. corn and increases the supply of corn gluten feed, an ethanol co-product. Corn gluten feed is primarily exported to Europe under a loophole in European Union trade barriers. But recent reform of European Union farm policy will lower the price of the European grain for which corn gluten feed is a substitute. This development lowers prices for a major ethanol co-product and thus makes ethanol itself less profitable just as the demand for the fuel is expanding. This study explores the specific deterrence generated by punishment in the context of regulatory violations with a focus on the distinction between upward revisions to future punishment parameters—likelihood and severity—and the experience of being penalized. In order to avoid the pitfalls of empirically analyzing actual choices made by regulated entities, e.g., measuring entities’ beliefs regarding the likelihood and size of future penalties, our study examines behavior associated with a stated choice scenario presented within a survey distributed to the environmental managers of facilities regulated under the US Clean Water Act. This choice of respondents strengthens the external validity of our empirical results. Based on a variety of statistical methods, our empirical results strongly and robustly reject the standard hypothesis that specific deterrence stems solely from upward revisions to punishment parameters while supporting the alternative hypothesis of experiential deterrence, whereby facilities focus on recent experiences to shape their compliance behavior.  相似文献

Water pollution from non-point sources is a global environmental concern. Economists propose tradable permit systems as a solution, but they are difficult to implement due to the nature of non-point sources. We present a pollution offset system for trading non-point source water pollution permits. Conventional pollution offset systems suffer from thin markets and transaction costs. In this paper, we show how to overcome these problems with a centrally managed common-pool market. We define permits as allowable nitrate loading to a groundwater aquifer. This trading system utilizes estimates of potential nitrate leaching from land uses, a set of transport coefficients generated from a simulation of nitrate transport in groundwater, an online trading system, and a linear program to clear the market. 水体污染是当前环境污染一个重要方面,有效评价水污染的价值损失是水环境规划、制定水环境对策与政策的基础。文章基于污染损失率法估算连云港水环境的功能价值损失,得出1996—2000年连云港的水环境污染功能价值损失年均高达11.8亿元,占GDP的比重年均为4.55%。表明连云港水环境污染损失较大,其经济发展在一定程度上是以水环境污染为代价的;目前以GDP为主要衡量指标的国民经济核算体系可能过高地估计了连云港的经济增长水平。  相似文献

The goal of this research paper is to analyze the households’ environmental impact in a regional economy such as Aragon, focusing on water consumption, and water and atmosphere pollution. Our objective is to include not only the direct impact but also the indirect one that is generated by the production of goods and services in global and per capita. The framework of analysis is a SAMEA (Social Accounting Matrix and Environmental Accounts) built for Aragon in 1999. This SAMEA is composed by SAM (Social Accounting Matrix) and also the Water Accounts, the Water Pollution Accounts and the Atmosphere Emissions Accounts. For this reason, the SAMEA describes the relationship between the institutional activities and the environment. In order to obtain environmental impact of household activity in Aragon and to measure the individual responsibility, we are going to calculate indicators from the SAMEA model considering only households as exogenous account. The environmental effects are estimated for two water resources categories, for six water pollution categories and for six atmosphere emissions categories.  相似文献

The competitive free-for-all that Congress envisioned in the 1996 Telecommunications Act has for the most part not appeared. The Act calls for two forms of regulatorily-assisted entry into local markets: lease of network elements and resale. The FCC has decreed that the charges for those elements and the resale discounts must emulate the costs of an ideally-efficient firm. This standard is in fact not efficient, and the FCC’s attempt to jump-start the entry of competitors in this way has short-circuited the competitive process itself and jeopardized achievement of the goals of the Act.  相似文献
