The ‘direct costs’attributable to 30 different endemic diseases of farm animals in Great Britain are estimated using a standardised method to construct a simple model for each disease that includes consideration of disease prevention and treatment costs. The models so far developed provide a basis for further analyses including cost‐benefit analyses for the economic assessment of disease control options. The approach used reflects the inherent livestock disease information constraints, which limit the application of other economic analytical methods. It is a practical and transparent approach that is relatively easily communicated to veterinary scientists and policy makers. The next step is to develop the approach by incorporating wider economic considerations into the analyses in a way that will demonstrate to policy makers and others the importance of an economic perspective to livestock disease issues.  相似文献

Farmers in sub‐Saharan Africa are constrained by large transaction costs associated with marketing of their livestock. However, transaction costs are often not taken into account in the analysis of factors hampering the development of livestock marketing in this region. This article empirically measures the influence of transaction costs on the offtake from cattle grazed on natural rangelands in Uganda. The study is based on the monitoring of 696 cattle transactions in three districts of Uganda from August 2004 to August 2005. The estimated models suggest that proportional transaction costs represented by the state of roads, distance to markets, and time taken to reach the market are important variables constraining market participation. In order to raise offtake from the national herd, it is essential to explicitly address these costs. One potential solution is collective action in marketing of livestock in which proportional and fixed transaction costs are reduced and shared among the group members.  相似文献

This article examines factors related to a livestock rental market in western Nepal and assesses whether this market is associated with caste differentiation and land rental market participation. Theoretical models for asset‐rich (i.e., high‐caste) households, rich in land and livestock, and asset‐poor (i.e., low‐caste families) households are presented to provide logical explanations for the existence of a livestock rental market and the synergy between livestock and land rental markets participation. A combination of double hurdle models and bivariate‐ordered probit models were used to test the implications of the models. Consistent with the theoretical models, land‐ and livestock‐rich high‐caste households were more likely to rent out land and/or livestock, whereas land‐ and livestock‐poor and credit constrained low‐caste households were more likely to rent livestock and land from others. Participation in the two markets was positively correlated, indicating a synergistic relationship that may be due to production and transaction costs reducing benefits. Policies that can enhance the allocative efficiency of livestock and land rental markets can improve equity as well as efficiency of land use in Nepal. Provision of livestock credit to land‐poor low‐caste households is also crucially dependent on their access to more long‐term contracts for land.  相似文献

Agricultural activities are a substantial contributor to global greenhouse gas (GHG) emissions, accounting for about 58% of the world's anthropogenic non‐carbon dioxide GHG emissions and 14% of all anthropogenic GHG emissions, and agriculture is often viewed as a potential source of relatively low‐cost emissions reductions. We estimate the costs of GHG mitigation for 36 world agricultural regions for the 2000–2020 period, taking into account net GHG reductions, yield effects, livestock productivity effects, commodity prices, labor requirements, and capital costs where appropriate. For croplands and rice cultivation, we use biophysical, process‐based models (DAYCENT and DNDC) to capture the net GHG and yield effects of baseline and mitigation scenarios for different world regions. For the livestock sector, we use information from the literature on key mitigation options and apply the mitigation options to emission baselines compiled by EPA.  相似文献

This study is unique and crucial to the current time period because of the recent high energy price escalation. The uniqueness of this study pertains to the void in energy impact research of the agricultural sector, more specifically to livestock. The U.S. Department of Energy has models estimating economy-wide impacts, but not the specific impacts on agriculture. The Iowa State study concentrated on the grain sector.
The results presented here indicate that energy price increases will have substantial effects on livestock prices and production. Energy price increases will also result in differential impacts on livestock commodities (with poultry and eggs having the largest price and production effects). Furthermore, the multi-period framework enables the livestock model to capture lagged production responses. Noticeable is the higher impacts occurring in the third and fourth years.
In the future, higher energy costs may induce changes in U.S. production, processing and distribution patterns of livestock commodities. The highly vertically integrated poultry and egg industries may begin shifting production locations away from the colder northern regions to areas with more temperate climates. For industries like beef, pork and dairy, there may be increased range production to reduce impacts from higher feed costs. For all industries, closer proximity of processing plants to major livestock producing areas may occur.  相似文献

This article illustrates a statistical approach for deriving farm economic impacts of policy options aiming to reduce nitrate diffuse pollution. Building upon Fezzi et al. (2008) , who assess the costs of Water Framework Directive‐related measures on farm accounts data, we estimate regression models allowing such costs to be predicted for any region for which land use patterns and livestock numbers are known. We derive economic impacts in terms of changes in farm gross margin for (a) reducing inorganic fertilizer application, (b) reducing livestock stocking rates, and (c) converting arable land to ungrazed grassland. A case study of the agriculturally diverse Yorkshire Derwent catchment, in the North of England, demonstrates the overall approach. In addition, for this illustration, we combine these cost estimates with prediction of the water quality changes arising from each measure, derived via an integrated hydrological model of the Derwent. This allows a comparison of cost‐effectiveness. Finally, we implement our spatially explicit approach to target the measures to specific subcatchments identified as being of particular environmental policy interest.  相似文献

Nuclear accidents such as Chernobyl have far reaching impacts on ecological systems. Likewise they have major implications for agricultural systems, since crops and livestock can become contaminated and rendered unfit for human consumption. A range of “countermeasures” exists, however, which can mitigate these impacts and allow food products to be saved. The CESER project has been concerned with the development of a system to assess the environmental side‐effects of such countermeasures. Estimates of the economic costs of these environmental side‐effects have been made for a number of case study sites in the UK, using environmental models and an original contingent valuation study. In this study, a dichotomous choice model is used to determine the compensating welfare measure for water quality improvements stemming from livestock waste management in the Abbotsford region of southwestern British Columbia. The benefits of improving water quality are compared with the net costs of composting manure on a large scale, the option for handling livestock wastes preferred by the provincial government. The results indicate that the costs of composting manure exceed the revenue from selling manure (compost) plus the off-site damages avoided.  相似文献

This paper estimates the impact of trypanosomiasis on crop-livestock production, economic loss and poverty in Ethiopia. We use unique panel data to estimate how the disease affects livestock deaths, production costs and crop production. We then use these estimates to evaluate the disease's total economic loss and its implications on poverty in the study districts and the country. Estimates of the fixed effect regression models indicate that trypanosomiasis increases the value of livestock deaths by 33% and production costs by 63%. Crop production decreases by 14% when trypanosomiasis and oxen death coexist. We estimate that the direct economic loss is about US$58,300 per annum in the study districts. The estimated countrywide economic loss is about US$94 million per annum. Had the government prevented this economic loss and invested it in social protection programmes, it could have lifted about 9000 people in the study districts and about 200,000 people in the country above the national poverty line per annum. These findings indicate that trypanosomiasis remains a major production constraint. Controlling the disease appears to be pro-poor, calling for more policy attention.  相似文献

In developing countries livestock are kept not only for their physical products, but also for insurance, financing, and to display status. Though this range of purposes is acknowledged, livestock policies nevertheless often emphasize physical production: a limited perspective that hampers the formulation and implementation of effective livestock policies. This article presents a comprehensive appraisal of costs and benefits of livestock systems that takes into account the institutional environment of livestock keepers. Indicators are developed that capture, quantify, and organize not only the benefits resulting from the physical production, but also those from the intangible functions. The method is illustrated by an analysis of cattle in the Western Province of Zambia. The results indicate that the perspective on livestock systems developed more closely reflects the observed decisions of the livestock keepers.  相似文献

Systems of urban and peri-urban agriculture (UPA) take many forms in terms of integration of different activities, production intensities and production orientations. The present study is aimed at a refined characterization of the diversity in terms of production orientation, resource endowments and production strategies of the different types of farm households involved in urban and peri-urban agriculture in three West African cities. A total of 318 UPA households were surveyed using a standardized semi-structured questionnaire in the West African cities Kano (Nigeria), Bobo Dioulasso (Burkina Faso) and Sikasso (Mali). Through categorical principal component analysis and two-step cluster analysis, six distinct household clusters were identified based on resource endowments and the degree of integration of vegetable, field crop and animal production. Three clusters appeared in all three cities; the remaining three were specific for one of the cities each and comprised (i) commercial gardening plus field crop–livestock (cGCL) keeping, (ii) commercial livestock plus subsistence field cropping (cLsC), (iii) commercial gardening plus semi-commercial field cropping (cGscC), (iv) commercial gardening plus semi-commercial livestock (cGscL) keeping, (v) commercial field cropping (cC) and (vi) commercial gardening (cG). Production constraints were similar across the cities, that is, high costs of inputs, water shortages and lack of fertilizers in the garden and field crop production systems, while feeding constraints and animal diseases were the main constraints in livestock production. UPA remains an important economic activity to livelihood strategy for urban and peri-urban farmers. Appropriate policies should be formulated that efficiently target the site-specific constraints for improving the quality and sustainability of UPA production systems.  相似文献

Savannas cover the greater part of Africa and Australia and almost half of South America and contribute to the livelihoods of more than 350 million people. With the intensification of land use during the second half of the 20th century, savannas have become increasingly degraded through bush encroachment as a consequence of increased grazing pressure. Research on rangeland dynamics, however, provides contradicting answers with regard to the causes and possible remedies of bush encroachment. In this article we present results from an application of a simulation-optimization model to the case of extensive rangeland management in South Africa. Our model differs from previous approaches in that it explicitly accounts for the influence of stochastic prices and rainfall on economically optimal management decisions. By showing the implications of neglecting price variation and stochasticity in rangeland models we provide new insights with regard to the determinants of bush encroachment and rangeland managers' economic return. We demonstrate that, in the case of South Africa, optimal rangeland management is likely to lead to bush encroachment that eventually makes livestock holding unprofitable. Yet, we identify the costs of fire management to be a limiting factor for managers to counteract bush encroachment and explore the impact of policy measures to reduce fire control costs on the ecological and economic sustainability of livestock holding.  相似文献

This paper explores further some of the ideas put forward by McInerney (1993) in his economic perspective of animal welfare. It uses a simple economic framework to consider citizens' concerns and perceptions about farm animal welfare and the production and consumption of livestock products in society. People's perceptions that certain aspects of livestock production give rise to poor farm animal welfare are a potential source of disutility for them. This disutility may be associated with people's own consumption of livestock products and/or with other people's consumption. The latter is a negative externality of consumption in society, resulting in very real indirect costs associated with livestock production. The paper discusses the need for valuing farm animal welfare, considers techniques for evaluation and highlights some of the policy issues involved.  相似文献

Massive out-migration of rural labor force brings both challenges and opportunities to crop-livestock integrated production system (crop-livestock system) in smallholder economy. Compared with previous researches that have paid major attention to the effect of labor migration on either crop production or livestock husbandry, this study considers the mediating role of crop production in predicting the effect of labor migration on livestock raising. Our econometric estimation based on a 2012 survey of 974 rural households in Chongqing, a mountainous region of China, showed the following. (1) The massive migration of rural labor force had led to significant increase in farmland abandonment and considerable changes in the pattern of livestock raising. (2) The livestock raising number per household began to differentiate, with the livestock system separating from the traditional crop-livestock system and becoming a specialized business. (3) In terms of the pathways through which rural labor migration exerts impact on livestock raising number, though the increased opportunity costs of rural labor greatly reduced farmers’ willingness to raise livestock, the decoupling of the crop-livestock system partly alleviated the declining trend in the livestock raising number because of the availability of household labor force freed from cropping via farmland abandonment. These findings have important policy implications for rural development and agricultural restructuring in mountainous areas of China, and provide references for other developing countries.  相似文献

This article examines how corn prices affect the demand for feed grains and the supply of livestock outputs. The differential approach to the theory of the multiproduct firm is employed to examine ex ante decisions about feed grain demand and livestock supply. The estimation results suggest that livestock producers have little flexibility in adjusting the demand for corn in response to an increase in corn prices. The substitutable relationship between corn and distillers’ grains contributes to alleviating pressures on feed costs in response to high corn prices. In addition, the estimation results highlight that the composition of livestock supply can be altered by changes in livestock prices. On the basis of the estimated elasticities, the decompositions of profit‐maximizing input demand are conducted to examine the effects of changes in corn prices on feed grain demand and livestock supply. The decomposition results reveal that an increase in corn prices reduces corn demand but raises the demand for distillers’ grains mainly due to the substitution effects of corn price changes. The decomposition results also show that an increase in the price of corn reduces cattle supply but raises the supply of chicken and pork due to the output relationships in supply.  相似文献

Re‐emergence of the bluetongue disease in Europe poses a continuous threat to European livestock production. Large‐scale vaccination is the most effective intervention to control virus spread. Compared to command‐and‐control approaches, voluntary vaccination approaches can be effective at lower costs, provided that farmers are willing to participate. We use a discrete choice experiment to estimate the preferences for vaccination scheme attributes, accounting for preference heterogeneity via an integrated choice and latent variable approach. In designing livestock disease control schemes, it is often argued that governments should use financial, incentive‐based policy instruments to compensate farmers for externalities, assuming they act in rational self‐interest. Our results suggest that in addition to economic motives, farmers can have intrinsic or social motives to invest in livestock disease control. Implications for the effectiveness of providing subsidy or information to motivate voluntary participation are discussed.  相似文献

The specification of supply/demand relationships has received considerable attention in agricultural economics (Heien 1977). Economic theory has helped provide a basis for the specification of such relationships, one of its contributions being the proposition that prices should be interpreted only in relative terms. This has had a profound influence on model building in agricultural economics, leading a number of researchers to avoid the use of absolute prices in economic analysis. For this reason, numerous market models of the agricultural economy use price ratios as explanatory variables (e.g., Chen; Chen et al.; Heien, 1976; Gerra; Kulshreshtha and Wilson; Rahn; Talpaz; Morzuck et al.; Houck and Gallagher; Wilson et al.); these examples suggest that the use of such ratios is fairly widespread in econometric modeling of the crop and livestock sectors. One of the best examples of price ratios is the "feed cost to price" ratio commonly used in the analysis of livestock supply response. Indeed, since feed cost constitutes a major part of the total production cost in livestock activities, the "feed cost to price" ratio is often considered a proxy for profitability. For this reason, data on such ratios are regularly published for various livestock activities (e.g., USD A). Also, "feed cost to price" ratios are often employed in the specification of models of livestock supply response, (e.g., Chen; Chen et al.; Heien 1976; Gerra; Kulshreshtha and Wilson; Rahn; Talpaz). However, not all models of aggregate supply response follow this approach. For example, Freebairn and Rausser, and Arzac and Wilkinson, use prices as separate variables rather than in ratio forms in their models. In particular, they do not employ price ratios in their livestock and crop supply equations. The existence of these different approaches raises questions about the appropriateness of the use of price ratios in the modeling of aggregate supply.  相似文献

Declining agricultural incomes, increasing concern over rural poverty and sporadic crises such as those of Bovine Spongiform Encephalopathy (BSE) and Foot and Mouth Disease mean that the imposition of further costs on U.K. agriculture are likely to be politically and socially sensitive. Such additional costs are however on the agenda with the implementation of the Water Framework Directive (WFD; European Commission, 2000 ). The WFD aims to achieve “good ecological status” in EU water bodies reducing, inter alia, diffuse pollution from agriculture. In this study, we assess four possible WFD measures proposed to the U.K. Department for Environment, Food, and Rural Affairs: reducing inorganic fertilizer application, conversion of arable land to ungrazed grassland, reducing livestock stocking rates, and reducing livestock dietary N and P intakes. For each measure, changes in farm gross margins (FGMs) are estimated using a dataset of over 2000 farms. In contrast to previous analyses, which have focussed upon mean responses on stylized farms, our approach allows the analysis of the range of impacts across a wide variety of real‐world farms and farm types. Findings reveal high variability in impacts. Cost‐effectiveness analysis indicates that, on average, cropping farms seem capable of reducing nutrient leaching in a more cost‐efficient way than livestock or dairy enterprises.  相似文献

Estimates of aggregate disease costs can be used for assigning research resources or to evaluate control measures. Most diseases cause production losses, but others affect quality and marketability. Seed-borne diseases also cause problems for the seed production and distribution industry. The aim in this paper is to examine issues relating to the economic impact of a quality-reducing, seed-borne disease, and to highlight differences compared to non-seed-borne diseases affecting yield only. Economic evaluation of quality-reducing, seed-borne diseases needs to incorporate impacts of trading restrictions such as quarantines or embargoes imposed by purchasers. The costs of measures taken to control diseases also represent part of the economic impact of the disease. Full economic costs of a disease include the direct (yield and quality) costs and costs of the control measures. The costs of Karnal bunt of wheat in Mexico were found to include many control costs that have often been overlooked. The optimal amount of resources to invest in controlling a disease depends on the likely annual costs of the disease and of control measures. Before implementing disease control policies, both the costs and the benefits of the policies need to be considered, taking the risks of each option into account, to ensure that the policy itself does not impose greater costs than the uncontrolled disease.  相似文献

In New South Wales there are one million acres of land bearing cypress pine and held under lease from the government. This land is suitable for the joint production of timber and livestock or for timber production alone. Alternatively, the timber can be harvested to provide capital for property development. Farm management plans have, however, been constrained by the land tenure policy which aims to promote both closer settlement and timber production. In this paper the opportunity costs of the current tenure system are evaluated against the freehold situation. The conditions which favour either specialized timber production or the joint production of timber and livestock are examined. Finally, the cost of achieving a timber production target is examined in terms of loss of income to the individual grazier and the nation.  相似文献
