Using original survey data collected on growers, traders, processors, markets, and village communities, we will compare the situation in four states: Tamil Nadu, Uttar Pradesh, Maharashtra, and Orissa. We examine the way that information about crop attributes is conveyed (or not) along the value chain. We find that little information circulates about unobservable crop characteristics. Growers receive a price premium when they dry, grade, and pack their produce, but we find no evidence that information about crop salubrity or agricultural practices circulates through the value chain or that growers are encouraged to follow specific agricultural practices for quality purposes. Market infrastructure is deficient regarding sanitation, with few public toilets, inadequate drainage, and no coordinated pest control.  相似文献

Natural disasters affect economic activities and welfare of small-scale producers in developing countries, but may also offer opportunities to reinvest in productive asset, economic capital, and new technologies for future economic prospects. This paper investigates the impacts of a livelihood recovery project that provided access to finance and rehabilitated communal infrastructures in the coastal communities of Tamil Nadu, India which were severely affected by the 2004 tsunami. We replicate the project's eligibility criteria to build the counterfactual to identify control households based on the validation of secondary data and administrative records. Using data from a carefully designed primary survey, we estimate the impacts of providing access to finance and rehabilitating communal infrastructures on economic and livelihood outcomes. Results indicate positive and significant impacts on income, asset and food security. These impacts are mainly driven by improved access to finance provided and participation in groups. Findings highlight the importance of ensuring access to finance for sustainable economic recovery among small-scale producers, particularly in the aftermath of natural disasters.  相似文献

There is a lack of evidence for impact at scale of vegetable research and development, although the importance of vegetables for human nutrition and smallholder incomes is generally understood. We therefore study adoption and impact of improved tomato and African eggplant varieties developed through international agricultural research, released by national agricultural research and extension systems, and supplied to farmers by private seed companies in East and Southern Africa from 1990 to 2014. The study finds that in 2014, varieties developed by the World Vegetable Center accounted for 50% of tomato and 98% of African eggplant commercial seed production in East and Southern Africa. For Tanzania alone, investment in crop improvement generated economic gains of US$ 255 million for tomato and US$ 5 million for African eggplant up to 2014. The internal rate of return is 26% for tomato and 12% for African eggplant, though we project the latter to increase to 26% by 2024 as the variety was released only in 2007. These findings support the view that agricultural policy and investment reoriented towards contemporary nutritional challenges will give high returns to investment.  相似文献

An analysis of the annual costs of weeds in seven winter crops across Australia demonstrated that the most important 15 weed species cause substantial annual costs in both financial and economic terms. Using survey data captured over the 1998–1999 growing season, the financial cost of these weeds in seven crops was estimated to be AU$1,182 million. The main components of this cost were herbicides (AU$571 million), the competitive effects of residual weeds (AU$380 million), and tillage (AU$206 million) while weed contamination of grain was a minor cost (AU$25 million). Across all regions, the most economically important weeds were annual ryegrass, wild oats, and wild radish, although there were regional differences in importance. An economic surplus analysis determined the annual economic cost of weeds in annual winter crops to be AU$1,279 million. This surplus loss represented 17% of the gross value of Australian grain and oilseed production in 1998–1999. Australian grain producers incurred a major loss, with a reduction in producer surplus of AU$1,047 million. Australian grain consumers had a large consumer surplus loss (AU$229 million), while international consumers suffered a small loss and international grain producers gained a small producer surplus from the higher grain prices.  相似文献

This paper examines the impact that publicly funded agricultural research has on productivity in crop production within Thailand. It tests empirically the two hypotheses that, first, publicly funded research and development (R&D) in crop production is a significant determinant of total factor productivity (TFP) in the crop sector and, second, that its social rate of return is high. The statistical analysis applies error correction methods to national level time series data for Thailand, covering the period 1970–2006. Emphasis is given to public research in crop production, where most publicly funded agricultural R&D has occurred. The role of international research spillovers and other possible determinants of TFP are also taken into account. The results demonstrate that public investment in research has a positive and significant impact on TFP. International research spillovers have also contributed to TFP. The results support the finding of earlier studies that returns on public research investment have been high. This result holds even after controlling for possible sources of upward biases present in most such studies, due to the omission of alternative determinants of measured TFP. The findings raise a concern over declining public expenditure on crop research, in Thailand and many other developing countries.  相似文献

This article investigates how off‐farm income affects crop output market participation decisions and marketed surplus of smallholder farmers in Ethiopia. A double‐hurdle model is estimated using three waves of panel data from the Ethiopian Rural Household Survey. Unobserved heterogeneity is controlled for using a correlated random effect procedure and potential endogeneity of explanatory variables using a control function approach. The results show that off‐farm income has no significant influence on household crop output market participation. However, conditional on market participation, additional off‐farm earnings negatively affect the marketed surplus. This indicates that farmers use off‐farm earnings for consumption rather than for investment in agricultural production. Policy measures that promote rural investment may help increase returns to labor for land‐poor households participating in off‐farm work in the process of agricultural commercialization.  相似文献

An examination of the economic impacts of Bovine‐Leukosis virus indicated that reduced milk production, attributed to the presence of Bovine‐Leukosis virus in dairy cows, reduced consumer surplus by 2.7 ± 2.3 billion US$ (bUS$), and resulted in a total partial equilibrium loss of 720 ± 560 million US$ (mUS$) to the U.S. economy in 1996. Most of the economic surplus lost by consumers was transferred to producers, whose economic surplus increased by 2.0 ± 1.8 bUS$ as a result of reduced milk production attributed to the presence of Bovine‐Leukosis virus in dairy cattle. Uncertainty analysis showed that an estimate of the milk‐production decline per percent increase in the prevalence of Bovine‐Leukosis virus in dairy cows accounted for most of the uncertainty in the economic‐impact estimates. If Bovine‐Leukosis virus had not been present in U.S. dairy cows, then milk production would have increased by 2.0 billion ± 1.5 billion kg, the price would have fallen by 3.8 ± 3.2 cents/kg, and the value of the milk produced would have decreased by 2.1 ± 1.9 bUS$. Guidelines delineated by the International Organization for Standardization, for evaluating and expressing uncertainty in measurement, are discussed and proposed for use in the context of broad national estimates, for which the economic impacts of Bovine‐Leukosis virus serve as an example. The principal advantages of the methodology are the clarity and transparency of results, and the ability clearly to identify major uncertainty contributors.  相似文献

The South Indian state of Tamil Nadu is a relatively recent addition to the list of Indian states to experience the phenomenon of “missing girls”. Nonetheless, the government and non-governmental organizations in the state have been active for some time in collecting data to track gender differences in survival and in introducing interventions to prevent daughter elimination. Against this background, this article has two aims. First, it provides a temporal and spatial analysis of patterns of daughter deficits in Tamil Nadu over the period 1996–2003. Second, it undertakes an examination of the modus operandi, underlying assumptions, strengths and weaknesses of various interventions and assesses their effect on daughter elimination.  相似文献

While it is often recognised that agricultural technology adoption decisions are intertwined and best characterised by multivariate models, typical approaches to examining adoption and impacts of agricultural technology have focused on single technology adoption choice and ignored interdependence among technologies. We examine farm‐ and market‐level impacts of multiple technology adoption choices using comprehensive household survey data collected in 2010/11 and 2012/13 in Ethiopia. Economic surplus analysis combined with panel data switching endogenous regression models are used to compute the supply shift parameter (K‐shift parameter), while at the same time controlling for the endogeneity inherent in agricultural technology adoption among farmers. We find that our improved technology set choices have significant impacts on farm‐level maize yield and maize production costs, where the greatest effect appears to be generated when various technologies are combined. The change in maize yield and production costs results in an average 26.4% cost reduction per kilogram of maize output (the K‐shift parameter). This increases the producer and consumer surpluses by US$ 140 and US$ 105 million per annum, respectively. These changes in economic surplus help to reduce the number of poor people by an estimated 788 thousand per year. We conclude that deliberate extension efforts and other policies that encourage integration of technologies are important for maize technologies to yield their full potential at both farm and market levels.  相似文献

Within neoliberal development discourse, the poor are represented as entrepreneurial subjects for whom integration into formalized financial systems can facilitate their escape from poverty. This paper examines how the 2010 microfinance crisis in Andhra Pradesh reveals significant fault lines that underlie this narrative. It argues that the crisis of microfinance in Andhra Pradesh needs to be placed within the context of severe agrarian dislocations stemming from the impact of trade liberalization, drought cycles and a transformation of rural social relations. The contradictions are most strikingly represented in increasing rural differentiation and a generalized crisis of social reproduction among land‐poor farmers and landless labourers. A massive influx of microfinance – driven by both state‐operated programmes and private‐sector institutions leveraged with cross‐border financial flows – found a ready clientele among various agrarian classes seeking to bolster consumption and roll over debt in conditions of significant uncertainty and distress. Yet in banking on this vulnerability, microfinance institutions socialized the contradictions of rural Andhra Pradesh and have ultimately been thrown into limbo through the unleashing of political and social forces unforeseen in neoliberal narratives of agrarian change.  相似文献

This article explores the potential and limitations for using farmyard manure (FYM) to improve paddy and upland cereals productivity under various soil conditions in Tamil Nadu, India. Using household‐level fixed effects, estimated yield functions from 1993 to 2003 confirm that FYM application directly increases crop productivity in upland cereals, but not in paddy rice. Complementary effects through an increase in the marginal product of inorganic fertilizer is observed for both paddy and upland cereals, especially where inherent soil fertility is low. Farmers’ FYM use is responsive to changes in the price of FYM, but transport costs limit price transmission across space. Dairy sector development thus improves crop productivity, but only in the small area around the animals which limits the spread of FYM‐based development strategy.  相似文献

This paper reports the results of a study undertaken to estimate the economic impact in developing countries of efforts by the International Maize and Wheat Improvement Center (CIMMYT) to breed leaf rust resistant spring bread wheat varieties since 1973. The challenge in estimating these benefits lies in the pathogen's ability to mutate to new races, which may infect previously resistant varieties. Genetic resistance, rather than fungicide application, is the principal means of controlling leaf rust in developing countries. Whereas productivity enhancement is often estimated in terms of yield gains and increased supply, productivity maintenance is measured in terms of the yield losses avoided by the research investment. The internal rate of return on CIMMYT's research investment was estimated at 41%. When discounted by 5%, the net present value was US$ 5.36 billion in 1990 dollars, and the benefit‐cost ratio was 27:l. These findings emphasise the economic importance of maintenance research in crop breeding programs.  相似文献

A future agricultural research agenda for Pakistan and its provinces was developed as part of the national master agricultural research plan (NMARP) under the Government of Pakistan, World Bank agricultural research project II (ARP-II). The current research agenda mainly keeps pace with maintenance research and little contribution is being made to increase the productivity above maintenance levels for most crop and livestock commodities. Thus, the present Pakistan agricultural research system cannot contribute in any substantial or efficient way to the narrowing of Pakistan's projected food deficit anticipated in the next 15 years. A major thrust of the ARP-II project was identifying a new research agenda with agricultural research priority setting as the basis. An ex ante economic surplus priority setting analysis at the national level was undertaken for selected agricultural commodities as part of the priority setting process. Three eparate research funding scenarios were analyzed: (1) Scenario I: an ex ante analysis using the present research commodity funding levels and present research management level for each year over the next five years, (2) Scenario II: an ex ante analysis using double the present funding level for each year over the next 5 years with a higher research management level than at present, and (3) Scenario III; an ex ante analysis at an ‘optimally’ funded level with a higher research management level. An efficiency index (NPV divided by the present value of research expenditure) was used for the priority ranking of commodities. A framework for using the information generated by the ex ante economic surplus method is presented. The results of the analysis proved to be useful as baseline information for researchers and research managers to assess the overall budget commitment required for agricultural research in Pakistan and for identifying an overall research strategy at the national level.  相似文献

Sustainable Agriculture is a term that has grown out of global call for sustainable development. Unfortunately, the term has been very widely adopted to represent a variety of initiatives. If the term is to retain any meaning it must be refined and defined. In this paper sustainability was defined as: The maintenance of the net benefits agriculture provides to society for present and future generations. This definition is very much a humanist approach, which includes both consumer and producer surplus. The paper identifies the conflict that may occur between consumer surplus, producer surplus and total economic surplus. From a consumer surplus point of view food security, and discounting are major issues. The compensating variation of a famine may be infinite making food security a primary goal of many nations. The maximization of the net returns from agricultural production represents me producer surplus point view. A second, somewhat related concern is the maintenance of minimum level of income in the agricultural sector. Consumer surplus is threatened by food scarcity, and agricultural income is threatened by surpluses. Price is the best measure we have of scarcity. To discuss sufficiency in the absence of price is very misleading. Similarly, describing sustainability in terms of expected output and prices is also misleading. It is unplanned scarcity and abundance that threatens food security and economic viability respectively. It is therefore, the ability of the agricultural system to respond and rule out extreme price that is central to the issue of sustainability. Given the inelastic nature of the demand the ability for sustainable agriculture may largely be a function of the elasticity of supply. The ability of fixed factors such as land to enter and exit a sector may also augment sustainability. A thirdsource, of economic flexibility is alternative technologies that can be applied at very low or high prices. This flexibility has to be valued not at expected prices but rather for the option values at extreme prices. Government has a role in sustainability. Governments should pursue policies which enhance the elasticity of supply. Policies that stabilize income through prices have the opposite effect. These programs should at a minimum be decoupled. Secondly, governments should spend research dollars on technologies that enhance the elasticity of supply. Finally, land set aside programs, add great deal to the elasticity of supply.  相似文献

This research characterizes the biological diversity of millet crops in the semiarid regions of India at the household and village‐community ( panchayat) scales of analysis, placing that evidence in the context of local seed systems. A set of seed system parameters that span formal and informal exchange and can be measured empirically are proposed. The analysis is based on data collected through sample surveys of farmers and traders in selected sites of Karnataka and Andhra Pradesh, combined with cultivar taxonomies developed with geneticists and applied to seed samples. Findings demonstrate that millet crop diversity levels at both scales of analysis are significantly influenced by seed system parameters, factors which related studies have omitted. In particular, the presence of active local (formal and informal) seed markets enhances millet richness among and within farming communities. Crop improvement strategies oriented toward local seed markets could provide important benefits and incentives to farm households living in these marginal environments. There is a need, however, for an enhanced theoretical understanding of local seed markets in analyzing crop variety choices and the diversity of materials grown in less favored environments.  相似文献

Abstract

Does decentralisation promote clientelism? If yes, through which mechanisms? We answer these questions through an analysis of India’s (and the world’s) largest workfare programme, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), in two Indian states: Rajasthan and Andhra Pradesh (AP). The two states adopted radically different implementation models: Rajasthan’s decentralised one stands in contrast with Andhra Pradesh’s centralised and bureaucracy-led model. Using a mixed method approach, we find that in both states local implementers have incentives to distribute MGNREGA work in a clientelistic fashion. However, in Rajasthan, these incentives are stronger, because of the decentralised implementation model. Accordingly, our quantitative evidence shows that clientelism is more serious a problem in Rajasthan than in AP.  相似文献

Large‐scale tree plantations in high rainfall upstream areas can reduce fresh water inflows to river systems, thereby imposing external costs on downstream irrigation, stock and domestic water users and wetland interests. We take the novel approach of expressing all benefits and costs of establishing plantations in terms of $ per gigalitre (GL) of water removed annually from river flows, setting upstream demands on the same basis as downstream demands. For the Macquarie Valley, a New South Wales sub‐catchment of Australia’s Murray‐Darling Basin, we project changes in land and water use and changes in economic surpluses under two policy settings: without and with a policy requiring permanent water entitlements to be purchased from downstream parties, before plantation establishment. Without the policy, and given a high stumpage value for trees ($70/m3), upstream gains in economic surplus projected from expanding plantations are $639 million; balanced against $233 million in economic losses by downstream irrigators and stock and domestic water users for a net gain of $406 million, but 345 GL lower mean annual environmental flows. With the policy, smaller gains in upstream economic surplus from trees ($192 million), added to net downstream gains ($138 million) from sale of water, result in gains of $330 million with no reduction in environmental flows. Sustaining the 345 GL flow for a $76 million (406–330) reduction in gains to economic surplus may be seen to cost only $0.22 million/GL; but this is much lower than the market value of the first units of that water to agriculture and forestry.  相似文献

Several complicating issues arise in evaluating the returns to research into varietal improvements for perennial crops compared with annual crops. We elucidate and address these issues in the context of a case study of research aiming to develop varieties that are resistant to Pierce's disease (PD) of grapevines. PD imposes costs of over $100 million per year on the California grape industry, even with public PD control programs in place. Research projects to develop PD resistant varieties of grapevines are at various stages of completion. We describe the economic problems posed by PD, document the research programs undertaken to address the disease and present an economic assessment of the returns to the investment, which are conditional on other policies. Using a simulation model of the market for California winegrapes, we estimate the benefits from research, development and adoption of PD‐resistant vines as ranging from $4 million to $129 million annually over a 50‐year horizon, depending on the length of the R&D lag and the rate of adoption. In addition to these specific quantitative results the paper offers insight into the broader question of economic evaluation of damage‐mitigation technology for perennial crops.  相似文献

Analysts of agricultural research policy in the United States of America have claimed that the overall level of public investment in agricultural research is less than what would be socially optimal, that the present composition of public research investment is excessively myopic in that too little basic research is performed relative to the level of applied research, and that the allocation of research resources among commodities is inconsistent with economic efficiency. A non-linear optimal growth model of the U.S. economy was developed to analyse these propositions. Strong support was found for the claim that the overall level of investment has been inadequate. No support was found for the contention that basic research has been relatively underfunded compared to applied research. Weak support was found for the view that crop research has suffered from more acute underfunding than has livestock research.  相似文献

This study conducts an economic analysis of investment in simple soil conservation technologies in the highlands of Eritrea. The data used in the analysis were obtained from a farm survey and supplemented with data from secondary sources. Risk analysis techniques are used to take account of the uncertainties regarding the relationship between soil erosion and crop yield. The financial analysis reveals negative net present values (NPVs) and internal rates of return (IRRs) below 12 per cent for various slope categories. On the other hand, the economic analysis returns positive NPVs and IRRs of over 20 per cent. The results clearly indicate that investment in soil conservation technology may not be a viable short-term proposition from the farmer's point of view and yet the net social benefits are positive. There is a strong case for government to provide incentives for soil conservation in view of the economic benefits.  相似文献
