Traditional fisheries management relies on the imposition of gear and/or effort restrictions. In spite of much experience with such techniques, the danger of fishery collapse is ever present. Biologists have advocated an alternative strategy, the establishment of marine reserves. However, it is possible that the benefits of marine reserve creation can be overstated if economic behaviour is ignored. In spite of being managed under a system of transferable quotas, the Stewart Island paua (abalone) fishery has been in decline for some time. We develop an integrated economic and biological model of this fishery and use it to predict biomass levels in a number of scenarios, including the imposition of a network of no-take areas. We identify circumstances under which the marine reserve solution outperforms traditional management techniques. We show that the benefit of a marine reserve is highest when a fishery is heavily exploited and when accounting for stochastic recruitment.  相似文献

This paper presents the results of the FLUMAGIS project, in which we developed a spatial decision support system (SDSS) to support the implementation of the European Water Framework Directive (WFD). The modelling approach is based on the integration of ecological and socio-economic assessment methods, scale-specific and GIS-based data and knowledge modelling and visualization techniques. The project study area is the intensively cropped Upper Ems River Basin in north-western Germany. A method was developed that enables the transfer of scale-specific data and information. Analyses were performed for baseline conditions and specific management and planning scenarios to improve water quantity and quality at micro-, meso- and macro-scale. The results of the study indicate that substantial, expensive water and land management changes at different scales would be necessary to achieve the WFD water quality targets in this basin. Ecological-economic analysis of cost-effectiveness reveals that the costs of achieving certain goals of the WFD can vary more than tenfold depending on which measure is chosen out of the pool of management alternatives. Moreover, the study shows that the differentiation between landscapes and other regional characteristics although considered essential to the successful implementation of WFD measures is very data intensive.  相似文献

The management of marine resources is often impeded by a lack of models to integrate ecological and economic information on exploited populations. We used available biological and economic data for an overexploited population of the leopard grouper (Mycteroperca rosacea) to study if closing parts of the population to fishing would allow sustainable use and maximum economic benefits. Our results suggest that fishing should be closed in all spawning areas and in at least 50% of the adjacent areas. High non-consumptive benefits would be achieved with large closures because the abundance of the leopard groupers, which is an important attribute for SCUBA divers, would increase. In a no-take reserve, the welfare gains of divers seemingly could compensate for losses incurred by fishers if parts of their fishing grounds are closed. An adaptive management scheme could provide a way to incorporate newly available information into management decisions for the no-take reserve.  相似文献

Adoption of a new ICT tool in the fisheries sector depends on several factors such as ease of use, affordable cost, information, and time. All these factors determine the preference of an existing tool over others for productivity enhancement. Which ICT tool is more beneficial than others is a continuing debate among researchers. However, the literature currently lacks detailed studies of fishermen criteria for selecting the best ICT tools in the marine fisheries sector. This paper is based on a framework which explains the factors influencing the adoption of ICT tools for the better fish catch, with the help of a multi-criteria decision making approach, called Analytic Hierarchy Process. Also, in the study we have compared the results of analysis using AHP with popular method TOPSIS and the obtained results were validated. The Study also assesses scientifically, which is the most important ICT tool for fishing through a case study in Northern and Southern parts of Kerala, a state in the southern India. The Study finds that Global Positioning System (GPS) is the most beneficial and important ICT tool in marine fishing. In contrast to the earlier studies, the results show that wireless set is important than other tools like mobile phone and echo-sounder for multi-day fishing. The cost-benefit analysis also supports findings of the study.  相似文献

In this study, we investigate the impacts of hurricane shocks on the international reserves of Caribbean countries. To this end, we use a panel VARX (Vector Auto-Regressive, with exogenous variables) with monthly data that allow us to account for external shocks (hurricane strikes). Our results show that for the whole sample, an increase in foreign reserves a month after the strike was followed by a decrease 2 months later. The increase can be explained by remittances and emergency foreign aid granted by the International Monetary Fund. Dividing the sample into middle-income and high-income countries shows that the increase is mainly due to the latter. This outcome may not be surprising given that production in Caribbean high-income countries is mainly due to manufacturing, off-shore banking and natural resources exploitation, which are all non-weather dependent sectors, while the middle-income countries are mostly dependent on weather-prone agriculture and tourism.  相似文献

Food waste is increasingly recognized as a global challenge, with both public and private efforts aimed at reducing food waste from farm to fork. However, analyses of food waste often fail to treat the problem as an economic phenomenon, where consumers’ utility maximizing decisions result in discarded food. In an effort to guide future research, this article presents a conceptual model of household food waste, showing that decisions to discard food depend on food prices and wage and nonwage income.  相似文献

Conventional specifications of import demand in LDCs have commonly been plagued by implausible and unstable parameter estimates. This paper shows the importance of imposing long‐run income homogeneity and of including foreign exchange reserves when estimating import demand function for an LDC. Using several cointegration techniques, it is shown that there is one linear relationship among real imports, real income, relative import prices and real foreign exchange reserves. In addition, by employing stability tests for cointegrated systems by Hansen (1992a), the paper shows that only when foreign exchange reserves and long‐run unit‐income homogeneity are accounted for does a constant parameter, long‐run equilibrium relation emerge for Pakistan. Also, the ensuing short‐run dynamic model is constant and data‐coherent. Finally, the study provides information on the speed of adjustment to equilibrium and the median and mean time lags of adjustments of real imports to changes in their determinants. The results indicate a quick response of real imports to changes in their determinants.  相似文献

The dynamics of the adjustment of the demand for international reserves by LDC's is analyzed. Using a GLS procedure on pooled cross section-time series data it is showed that, contrary to previous results, the speed at which actual reserves adjust to desired reserves is very fast: in one year 95 percent of this adjustment is completed.  相似文献

A major problem affecting world fisheries today is overcapacity of which overfishing is both a cause and a consequence. There is a general consensus that fisheries subsidies cause great harm to the resource by exacerbating the problems resulting from the common resource issues of fisheries leading to overexploitation of the resource through a new set of perverse incentives. Many now advocate that subsidies should gradually be terminated, and that capacity enhancing and fuel subsidies should be terminated immediately. On account of the global fisheries crises, highly subsidised fisheries and the anticipated reforms of the European Union's Common Fisheries Policy this study aimed to estimate the impact of eliminating fisheries subsidies on various macro and micro economic variables pertaining to the regional economy of the Azores using a dynamic computable general equilibrium model based on a social accounting matrix. The simulation results suggest that reduction, and in particular, elimination of fisheries subsidies would have a substantial effect on the region, however, the negative social and economic effects would be largely confined to the fishing sector. Conversely, the augmentation of fishery subsidies would benefit the fishing sector with an overall adverse effect on the rest of the economy.  相似文献

We illustrate a methodology for estimating the damages to commercial fisheries from entrainment and from temporary loss of seafloor habitat productivity because of marine sand mining. A Beverton-Holt, year-class model is used to estimate illustrative short-term, long-term, and indirect (food web) effects from the inception of mining through the time to recovery of the injured resource stocks. A Base Case analysis evaluates hypothetical mining for a 4 km2 mining site with biological recovery of the mined area beginning seven months after mining ceases and the bottom excavation fills in. Sensitivity analyses also are used to illustrate damages for alternative recovery paths and for 20 hypothetical mining sites for one year of mining and for recurring mining for 5 and for 10 years. Important qualifications and directions for further research are outlined.  相似文献

This paper uses QUEST III, a multi-region DSGE model, to study the macroeconomic effects of a gradual equalization of official foreign reserves between dollars and euros. We simulate a scenario of a shift in the composition of foreign reserves holdings from the present ratio of 65% dollars and 25% euros to equal 45% shares over a 10 years period. We assume imperfect substitutability between financial assets to allow this shift to have real effects. Our simulations point towards small real effects due to the reduction in real interest rates resulting from this shift in official holdings.

Wind farms are often planned offshore where wind conditions are favourable and the visual impact is less important. Wind farms have both positive and negative effects on the marine environment. Negative effects include bird collisions, underwater sounds and electromagnetic fields, whilst positive effects constitute functioning as artificial reef and acting as no-take zones for fish, with possible spill-over effects.This paper presents a spatially explicit framework to analyze effects of wind farms on the marine environment and aims to evaluate how wind farms can contribute to protection of the marine environment through strategic and economically viable location choices.The functioning and the applicability of the model are demonstrated in a numerical example for the Dutch exclusive economic zone. We find that the careful spatial planning of wind farms is a key factor for profitability and environmental protection, and that, if carefully planned, the environment can benefit from offshore wind farms.  相似文献

A large literature exists that deals with economic issues of development and growth. It includes various approaches that can be classified as formal-theoretical, empirical-statistical and qualitative-verbal. Recently, the issue of sustainable development has been discussed much, which has given rise to some novel views on the relationship between development and environment. Most of these contributions utilize a more or less qualitative approach. A comprehensive inquiry of the relationship between economy, development, growth and environment may include an analytical approach as well. An analytical framework is proposed here for studies of environment-economy-development relationships that separates between economy, development, environment, and value system. A distinction is made between direct and indirect economy-environment interactions. To overcome disadvantages of assumptions of determinism in long term analysis a sustainable development feedback mechanism is proposed. It reflects anticipative behaviour to natural environmental changes in making long term decisions. This can be seen as a specific element of endogenous growth, namely one based on environmental factors. To illustrate the ideas a number of theoretical models are discussed that can be regarded as dynamic formal extensions of the concept of carrying capacity. Different cases include combinations of internal and external feedback mechanisms to an economy. There are a lot of functions of marine resources. The various and competing conflicts between different users and different sectors in the use of marine resources will cause the disorderly development of marine resources, and even destroy the marine ecosystem. Marine functional zoning is an effective tool to solve the conflicts. However, there are some shortcomings in the current understanding on marine functional zoning and its practice. In this paper, a case study on the resource-oriented marine functional zoning of Xiangshan Port is introduced. By the principles of resource-oriented and public participation, Xiangshan Port is divided into seven zones, and the main function of the whole port and seven zones are determined by the environmental economics analysis. A case study of Xiamen is also introduced for how to integrate marine functional zoning into a coastal city conceptual planning. Under the conservation principle, resources-oriented principle and so on, the advantages and disadvantages of natural ecosystem, social ecosystem and economic ecosystem are holistically analyzed, the urban orientation of Xiamen is determined as a regional international tourism city, and the whole city is divided into five function zones according to its leading industry -tourism. Resource-oriented marine functional zoning has a long-term guidance for sustainable use of marine resources and development strategy of a coastal city. And environmental economics analysis is an effective tool for resource-orientation.  相似文献

This paper presents a model developed in the Netherlands for the estimation of damage caused by floods. The model attempts to fill the gap in the international literature about integrated flood damage modelling and develop an integrated framework for the assessment of both direct hazard-induced damages and indirect economic damages such as the interruption of production flows outside the flood affected area, as well as loss of life due to flooding. The scale of damage assessment varies from a specified flood-prone area in a river basin or a coastal region to the country's entire economy. The integrative character of the presented model is featured by the combination of information on land use and economic data, and data on flood characteristics and stage-damage functions, where the geographical dimension is supported by modern GIS to obtain a damage estimate for various damage categories. The usefulness of the model is demonstrated in a case study estimating expected flood damage in the largest flood-prone area in the Netherlands.  相似文献

A methodology is offered which can be used to construct an econometricmodel in the presence of structural change of an evolutionarytype. The theoretical basis for such modelling is drawn fromthe self-organisation approach and operationalised in the contextof the logistic diffusion growth model. The latter is augmentedto allow for the impact of exogenous effects upon both the diffusionrate and boundary limit. We show how the hypothesis of augmentedlogistic diffusion can be falsified using econometric methods.An illustrative case study is used, namely the growth and declineof Australian Building Society Deposits. With the aid of thisexample, it is shown how the approach could be of use to botheconomic forecasters and regulators in conditions of structuralchange where conventional econometric methods are often inappropriate.  相似文献
