This paper presents a piece of research aimed at evaluating the relative sustainability of the Italian Regions. After selecting a core set of indicators, for which we referred to the EU Sustainable Development Strategy, we built a composite index and checked for its robustness. As a result we got ‘many numbers’, that is, a range of possible rankings for Italian Regions.  相似文献

Sustainability assessment methods are primarily aimed at global, national or state scales. However, modelling sustainability at finer spatial scales, such as the region, is essential for understanding and achieving sustainability. Regions are emerging as an essential focus for sustainability researchers, natural resource managers and strategic planners working to develop and implement sustainability goals. This paper evaluates the effectiveness of current sustainability assessment methods - ecological footprint, wellbeing assessment, ecosystem health assessment, quality of life and natural resource availability - at the regional scale. Each of these assessment methods are tested using South East Queensland (SEQ) as a case study. It was selected because of its ecological and demographic diversity, its combination of coastal and land management issues, and its urban metropolitan and rural farm and non-farm communities. The applicability of each of these methods to regional assessment was examined using an evaluation criteria matrix, which describes the attributes of an effective method and the characteristics that make these methods useful for regional management and building community capacity to progress sustainability. We found that the methods tested failed to effectively measure progress toward sustainability at the regional scale, demonstrating the need for a new method for assessing regional sustainability.  相似文献

A major objective of European agricultural policy is to have a sustainable and efficient farming sector that is applying environmentally-friendly production methods. Policy makers aim to combine a strong economic performance and a sustainable use of natural resources. Therefore, it is important to measure and to assess farm sustainability. For a large dataset of Flemish dairy farms, a valuation method that is based on the concept of opportunity costs is used to calculate and analyze differences among the sample farms with respect to the creation of “sustainable value”. But more important than measuring the creation of sustainable value is to analyze differences in sustainable efficiency. Therefore, sustainable efficiency measures are calculated and differences in sustainable efficiency are explained. Using panel data, an effect model captures the determinants of sustainable efficiency of the studied farms. The empirical model shows that, in general, larger farms have a higher sustainable efficiency. Also farmer's age and dependency on support payments proved to be determining characteristics for observed differences in sustainable efficiency.  相似文献

The present work makes a comparison between the two most used environmental sustainability indices of nations: “ecological footprint” and “environmental sustainability index”, with two emergy ratios (renewability and emergy sustainability index). All of them are gaining space within the scientific community and government officials. Despite the efforts for obtaining an index that adequately represents the sustainability of a region, according to the result of this research, nowadays there is not yet a completely satisfactory index. We consider that all of them need to be improved, but the results point out the possibility of obtaining one better index of sustainability through the junction of ecological footprint with renewability emergy index.  相似文献

The Value of the World's Ecosystem Services and Natural Capital by Costanza in 1997 is generally regarded as a monumem for the research of valuing ecosystem services. However, the classification of ecosystem services, the method of various services summation and the purpose for static global value had be confronted by many criticisms. Based on the summary of these criticisms, suggestions, related function assessment and further study direction, the sustainability of ecosystem Services is presented. The two basic indicators in ecology, productivity and biodiversity, respectively charactering the ability of producing and self-organizing, not only represent the internal function of ecosystem, but also are proportioned to its external function of supporting and providing for human life. On presenting the general.form of ecosystem services assessment, this paper improves the mathematical formula by giving a function adjusting coefficient composea of productivity and biodiversity. Theoretically, the integration of the two indicators reflects the changes of ecosystem services at spatial and temporal scales, can physically assess the sustainability of ecosystem services, and build a firm scientific fundament of value assessment for ecosystem services. This paper describes recent progress in the utilization of participatory scenario-based backcasting approaches to sustainability research that blend quantitative and qualitative analyses in order to explore alternative climate change futures, as undertaken in a range of academic, government, and private sector projects in the Lower Mainland of British Columbia, Canada. These projects reveal that buy-in to policy proposals may be enhanced by participation, but there is a risk of participants being overwhelmed by the complexity of the choices they are being asked to make. Furthermore, tools are grounded in a process, which must itself be the explicit focus of attention in designing successful backcasting projects and combining participatory backcasting techniques with more interactive processes that can enhance our ability to explore highly complex and uncertain, value-laden issues. These approaches can be used to drive action and support decision-making, but for a truly consultative and consensus-oriented process to occur, it is important that a broad sample of the community be engaged in the discussion that are equipped with technical knowledge or understanding of the goals of the process in order to participate in an equitable and effective fashion.  相似文献

It is more and more agreed by research and policy that a long-term sustainability of industrialized societies cannot be achieved without fundamental changes at the level of different societal subsystems, such as the agricultural, transportation or water management systems. This view has lead to an increase in the amount of research carried out about the so-called “transitions”. Transitions comprise long-term, fundamental change in societal subsystems and are seen as encompassing co-evolutionary and mutually reinforcing processes in the economic, technological, institutional and socio-cultural domains. Transition research aims at understanding transitions and at finding methods that facilitate change directed towards societal goals (so-called “transition management”).This paper adds to the growing body of concepts of this young research strand. It suggests a framework for defining and describing “regimes”, the systems resulting from the broad and interdisciplinary view taken by transition research. The concept “regime” is of central importance for transition research, since it defines the level of societal systems on which transitions are mainly analysed. What actually is “the regime” to be researched and possibly managed is however usually not given through clear system boundaries but is a matter of framing and deliberation. In order to guide processes of regime identification, the paper develops five defining characteristics of regimes and gives a definition based on them. Further a method useful to structure and graphically represent knowledge about a regime is introduced. Such a structuring of knowledge is an important first step to understand how a regime “works”.  相似文献

A lack of understanding of the waste flow of durable goods complicates decision-making efforts that will increase sustainability. To address this problem, the modeling of the waste flow of durable goods is considered. Televisions are used to illustrate the requirements for forecasting and the magnitude of the associated uncertainty of the waste flow for a durable good that is impacted by technological change and/or unpredictability in field life. This example is timely due to disposal laws affecting cathode ray tubes (CRTs) and the emergence of alternate technology trajectories for televisions. The findings suggest that the reuse of lead-bearing CRT glass is worthwhile, even though flat panel TV technology will eliminate this controversial waste stream. The findings also indicate the implications of forecasting durable waste flows for decisions regarding policy, business models, required infrastructure and supply chain management.  相似文献

Sustainable development represents a commitment to advancing human well-being, with the added constraint that this development needs to take place within the ecological limits of the biosphere. Progress in both these dimensions of sustainable development can be assessed: we use the UN Human Development Index (HDI) as an indicator of development and the Ecological Footprint as an indicator of human demand on the biosphere. We argue that an HDI of no less than 0.8 and a per capita Ecological Footprint less than the globally available biocapacity per person represent minimum requirements for sustainable development that is globally replicable. Despite growing global adoption of sustainable development as an explicit policy goal, we find that in the year 2003 only one of the 93 countries surveyed met both of these minimum requirements. We also find an overall trend in high-income countries over the past twenty five years that improvements to HDI come with disproportionately larger increases in Ecological Footprint, showing a movement away from sustainability. Some lower-income countries, however, have achieved higher levels of development without a corresponding increase in per capita demand on ecosystem resources.  相似文献

This article analyzes the experience of a particular sustainability learning classroom model, examining the classroom composition, structure, positioning, and atmosphere components in an experimental course on the topic of sustainable buildings. The course, called Angles on Green Building, offered as the second in a suite by the Learning City sustainability in higher education collaborative, experimented with content, which concerned the emerging practice and policy of green building, and with form, exploring the most appropriate pedagogical methods for the advancement of sustainability learning and action. The course took as its practical focus the green building industry in Vancouver, Canada, with an initial case study of the new Centre for Interactive Research on Sustainability (CIRS), a green building and research facility planned for completion in 2009. This article uses evidence drawn from the instructors, students and visiting professionals in the course, together a diverse and interdisciplinary group from four different higher education institutions in Vancouver. Our findings contain lessons about the careful attention needed for instructors to design, run and implement courses in sustainability topics that enable students from widely different backgrounds and levels of self-directedness to engage with, take responsibility for, and transform their behaviours in favour of sustainability.  相似文献

The incorporation of the intergenerational equity objective has rendered the traditional Cost–Benefit Analysis (CBA) approach obsolete for the evaluation of projects presenting an important number of environmental externalities and for those whose impacts extend throughout a long period of time.Based on the assumption that applying a discount rate rewards current consumption and, therefore, that it is only possible to introduce a certain intergenerational equity in a Cost–Benefit Analysis, in this work we propose an approach to discounting based on a different rationale for tangible and intangible effects. We designed two indicators of environmental profitability: a) the Intergenerational Transfer Amount (ITA), which quantifies in monetary units what the current generation is willing to pass on future generations when an environmental restoration project is carried out, and b) the Critical Environmental Rate (CER), measures the implicit environmental profitability.These concepts were tested through an empirical case study pertaining to the assessment of an Erosion Control Project in the southeast of Spain. The results yield traditional profitability indicators that are higher — and probably closer — to the real values set by the contemporary society. The information provided by the environmental profitability indicators proposed renders more transparency to the quantification of the levels of intergenerational equity applied, thereby facilitating the difficult reconciliation of the CBA technique with the objective of sustainability.  相似文献

The differing paradigms of ecological and neoclassical environmental economics have been described in various articles and books and are also embedded in different professional associations. However, we cannot take for granted that the paradigm debates described in the literature are actually mirrored in exactly the same way in the perceptions and opinions of researchers looking at sustainability from an economic perspective. This paper presents empirical results from a German case study on how economists and others involved in sustainability research from different schools of thought think about the issues of sustainability and economics, how they group around these issues, how they feel about the current scientific divide, and what they expect to be future topics of sustainability research.We analyze the data using cluster analysis. Based on a literature survey, we generated forty sustainability economics-related statements and asked 196 sustainability researchers about their degree of agreement or disagreement with these statements. In evaluating our survey results, we discuss to what extent the clusters that we identified do—or do not—represent the two schools of thought of ecological and neoclassical environmental economics. We also propose some fields of research that can help to bridge the gaps amongst sustainability economics researchers while clearly marking others that are more suitable for a scientific ‘competition of ideas’. Key results of the study are: We identify two primary scientific clusters, one clearly confirming the existence of the ecological-economics school of thought, and the other largely capturing the neoclassical environmental view. Yet, there are some surprising exceptions: Both schools of thought share a conceptual definition of sustainability that is integrative in considering ecological, societal and economic dimensions (‘three pillar concept’) and is geared at preserving the development potentials of society. We also find a shared critique of ‘pure economic growth’ strategies in our sample. These shared opinions may provide bridging concepts between the schools of thought. Also both clusters agree with respect to a wide range of future fields of sustainability economics research. Yet, the research agenda of the ecological-economics cluster contains a large number of additional topics, primarily related to social, distributional and evolutionary aspects of sustainable development. Strong divides between the clusters that seem to be more suitable for a scientific competition of ideas are primarily related to the question of how to achieve sustainability, including appropriate environmental policies.  相似文献

Sustainability assessments have become important tools for decision makers. This research assesses the sustainability of different types of tourists in New Zealand by using the concept of yield and by developing yield indicators in the areas of financial, public sector and sustainable yield. The concept and indicators have been developed in cooperation with the New Zealand tourism sector and therefore provide a sector-driven approach to implement a sustainability assessment. The analysis shows that there are numerous ‘trade-offs’ between indicators when attempting to define the ‘ideal visitor type’. Coach tourists, for example, are the largest spenders and generate the greatest Value Added in tourism on a per-day basis, but they contribute less to the financial sustainability of tourism when the costs of capital are accounted for. Coach tourists are highly concentrated in a few key destinations and at the same time produce substantial amounts of CO2 emissions due to their air travel component. In contrast, backpacker and camping tourists provide greater financial yield and are more dispersed, but they are also the greatest user of publicly provided tourist attractions and therefore come at a higher cost to government than other tourist types. Camping tourists are also contributing considerably to CO2 emissions. The yield analysis proposed in this paper could be a valuable tool for complex policy decision making and identifying strategies that lead to high-yield tourism.  相似文献

We analyze a dynamic and stochastic ecological-economic model of grazing management in semi-arid rangelands. The ecosystem is driven by stochastic precipitation. A risk averse farmer chooses a grazing management strategy under uncertainty such as to maximize expected utility from farming income. Grazing management strategies are rules about which share of the rangeland is given rest depending on the actual rainfall in that year. In a first step we determine a myopic farmer's optimal grazing management strategy and show that a risk averse farmer chooses a strategy such as to obtain insurance from the ecosystem: the optimal strategy reduces income variability, but yields less mean income than possible. In a second step we analyze the long-run ecological and economic impact of different strategies. We conclude that a myopic farmer, if he is sufficiently risk averse, will choose a sustainable grazing management strategy, even if he does not take into account long-term ecological and economic benefits of conservative strategies.  相似文献

Summary. This paper attempts to merge two strands of the literature on relative deprivation and generalized Gini indices by designing a new class of generalized Gini indices based on the concept of relative deprivation. In this connection, rank-dependent marginal deprivation functions are introduced. A new class of generalized Gini indices is derived axiomatically. This paper analyses sustainability transitions in the electricity system, using recent theories on socio-technical pathways. The paper describes three possible transition pathways and indicates the implications for (grid) infrastructures. The ‘transformation pathway’ is characterised by a further hybridization of the infrastructure; in the ‘reconfiguration pathway’, internationalisation and scale increase in renewable generation lead to the emergence of a ‘Supergrid’. The ‘de-alignment and re-alignment pathway’ is dominated by distributed generation and a focus on more local infrastructures. We suggest that this pathway, which involves a major restructuring of the electricity system, is less likely than the other two. The de-alignment and re-alignment pathway is therefore more dependent on external developments and/or strong policy interventions. All pathways, however, require major investments in infrastructure and innovative technologies.  相似文献

A multi-attribute sustainability function is included into a dairy farm LP-model by using Weighted Goal Programming. The created Weighted Linear Goal Programming (WLGP)-model is used to maximise sustainability of different Dutch dairy farming systems and to analyse the impact of: (1) maximisation of individual sustainability aspects (economic, social and ecological sustainability) and (2) maximisation of overall sustainability using stakeholder preferences. Maximising the individual aspects of both dairy farming systems, i.e. conventional and organic, shows the trade-offs between different aspects of sustainability. For conventional as well as organic dairy farming maximum scores are highest for external social sustainability. The conventional dairy farm achieves a slightly higher score for overall sustainability than the organic dairy farm for all stakeholders (i.e. consumers and producers). This shows that it is possible for conventional dairy farms, similar to the conventional farm used in the analysis especially regarding the stocking density and under Dutch policy conditions, to achieve equal sustainability scores in comparison with organic dairy farms. It is concluded that the WLGP model is a suitable tool to analyse the sustainability of different dairy farming systems.  相似文献

Despite the urgency of the ecological crisis the steady continuation of environmental degradation suggests that new ways of interpreting problems and acting with environmental integrity may need to be considered. This paper draws on a broad range of contemporary theory to argue that the conventional conceptualization of environmental problems has remained a largely disciplinary-based exercise that has relied on abstracting the environmental issues from their real-world complexity. A practical articulation of the main environmental narratives reveals self-referential discourses whose disciplinary-based practices have insulated these approaches from a broad range of contemporary theorising and different ways of knowing. The dominance of these approaches in environmental policy development has led to the continued acceleration of environmental degradation despite widespread political and social interest in its abatement. This paper provides a critique of methodologies derived from the assumptions of instrumental rationalism, and contemplates the potential for alternative ‘communicative’ approaches and strategies for dealing with environmental policy development and implementation. It is argued that a communicative approach to planning for sustainability represents a more appropriate strategy for mobilising a currently impotent environmental movement. A communicative approach by explicitly dealing with the assumptions and motivations of contested positions in the sustainability debate, it is argued, offers the most pragmatic way of developing change strategies to deal with the complex issues surrounding environmental policy development and implementation.  相似文献
