Agricultural lands, primarily managed for crops and livestock production, provide various ecosystem services (ES) to people. In theory, the economic value of the service flows that can be captured privately is capitalized into land prices. This study proposes an integrative framework to characterize the ecosystem services associated with agricultural lands. Using that framework, we demonstrate how hedonic analysis of agricultural land prices can be used to estimate the private values of land-based ES. The model is estimated with data from southwestern Michigan, USA. Results suggest that ES values are associated with lakes, rivers, wetlands, forests and conservation lands in rural landscapes. Ecosystem services that support direct use values, such as recreational and aesthetic services, are likely to be perceived by land owners and capitalized in land prices. Some regulating services that provide indirect use values may be partially capitalized in a land parcel's relationship to natural resources and landscapes. Other ES from the land parcel and its surroundings are unlikely to be capitalized due to lack of private incentives, unawareness, or small perceived value. The private ES values measured in this study highlight opportunities to design cost-effective public policies that factor in the value of private benefits from agricultural lands.  相似文献

We analyze a bioeconomic model of a multiple-host disease problem involving wildlife and livestock. The social planner’s choices include targeted (i.e., infectious versus healthy) livestock harvests, non-targeted wildlife harvests, environmental habitat variables, and on-farm biosecurity to prevent cross-species contacts. The model is applied to bovine tuberculosis among Michigan white-tailed deer and cattle. We find optimal controls may target the livestock sector more stringently when the livestock sector exhibits low value relative to the wildlife sector. This is in contrast with the conventional wisdom on the issue that controls should primarily target wildlife species that serve as disease reservoirs.  相似文献

Chronic wasting disease (CWD) is a prion disease that affects deer, elk and other cervid wildlife species. Although there is no known link between the consumption of CWD affected meat and human health, hunters are advised to have animals from CWD affected areas tested and are advised against consuming meat from CWD infected animals (Government of Alberta 2010). We model hunter response to the knowledge that deer in a wildlife management unit have been found to have CWD in Alberta, Canada. We examine hunter site choice over two hunting seasons using revealed and stated preference data in models that incorporate preferences, choice set formation, and scale. We compare a fully endogenous choice set model using the independent availability logit model (Swait in Probabilistic choice set formation in transportation demand models. Dissertation, MIT, 1984) with the availability function approach (Cascetta and Papola in Transp Res C 9(4):249–263, 2001) that approximates choice set formation. We find that CWD incidence affects choice set formation and preferences and that ignoring choice set formation would result in biased estimates of impact and welfare measures. This study contributes to the broader recreation demand literature by incorporating choice set formation, scale and temporal impacts into a random utility model of recreation demand.  相似文献

Payments for environmental services (PES) have been distinguished from the more common integrated conservation and development projects on the grounds that PES are direct, more cost-effective, less complex institutionally, and therefore more likely to produce the desired results. Both kinds of schemes aim to achieve similar conservation outcomes, however, and generally function in analogous social, political and economic environments. Given the relative novelty of PES, what lessons can be learnt and applied from earlier initiatives? In this paper, we describe the evolution over the first 12 years (1989-2001) of Zimbabwe's Communal Areas Management Programme for Indigenous Resources (CAMPFIRE), a community-based natural resource management programme in which Rural District Councils, on behalf of communities on communal land, are granted the authority to market access to wildlife in their district to safari operators. These in turn sell hunting and photographic safaris to mostly foreign sport hunters and eco-tourists. The District Councils pay the communities a dividend according to an agreed formula. In practice, there have been some underpayments and frequent delays. During 1989-2001, CAMPFIRE generated over US$20 million of transfers to the participating communities, 89% of which came from sport hunting. The scale of benefits varied greatly across districts, wards and households. Twelve of the 37 districts with authority to market wildlife produced 97% of all CAMPFIRE revenues, reflecting the variability in wildlife resources and local institutional arrangements. The programme has been widely emulated in southern and eastern Africa. We suggest five main lessons for emerging PES schemes: community-level commercial transactions can seldom be pursued in isolation; non-differentiated payments weaken incentives; start-up costs can be high and may need to be underwritten; competitive bidding can allow service providers to hold on to rents; and schemes must be flexible and adaptive.  相似文献

Studies that demonstrate the economic value of the ecosystem services provided by public conservation lands can contribute to a more accurate appraisal of the benefit of these lands. The objective of this study was to estimate the economic value, in real (2004) dollars, of the ecosystem services provided by the U.S. National Wildlife Refuge System (Refuge System) in the contiguous U.S. In order to estimate this value, we determined the ecosystems present on the Refuge System in the contiguous 48 states, the proportion in which they are represented, and the dollar value of services provided by each. We used land cover classes as an approximation of ecosystems present in the Refuge System. In a geographic information system (GIS), we combined land cover geospatial data with a map of the Refuge System boundaries to calculate the number of acres for each refuge and land cover class within the Refuge System. We transferred values for the following ecosystem services: climate and atmospheric gas regulation; disturbance prevention; freshwater regulation and supply; waste assimilation and nutrient regulation; and habitat provision. We conducted a central tendency value transfer by transferring averaged values taken from primarily original site studies to the Refuge System based on the ecoregion in which each study site and refuge was located and the ecoregion's relative net primary productivity (NPP). NPP is a parameter used to quantify the net carbon absorption rate by living plants, and has been shown to be correlated with spatially fungible ecosystem services. The methodologies used in the site studies included direct market valuation, indirect market valuation and contingent valuation. We estimated the total value of ecosystem services provided by the Refuge System in the contiguous U.S. to be approximately $26.9 billion/year. This estimate is a first cut attempt to demonstrate that the value of the Refuge System likely exceeds the value derived purely from recreational activities. Due to limitations of current understanding, methods and data, there is a potentially large margin of error associated with the estimate.  相似文献

To decide on the policy measures to be implemented, policymakers need comprehensive information on the costs and benefits of land conversion for society. Accordingly, the EU Biodiversity Strategy requires the member countries to assess their ecosystems and the economic value of their ecosystem services by 2020. This paper takes up and extends the subjective well-being approach to valuing changes in natural land cover, which provides information on willingness-to-pay for landscape amenities such as scenic views or recreational opportunities. Results at the NUTS 2 level for European countries indicate (a) that marginal willingness-to-pay estimates tend to be higher for natural areas that are scarcer, and (b) that a nonlinear relationship between land cover and well-being is preferred to a linear relationship indicating decreasing benefits from individual landscape amenities.  相似文献

Increasing deer populations can be controlled through manipulatingharvest limits or season length. While such actions often result in benefitsto hunters, both motorists and the agricultural sector also benefit as alower deer population leads to fewer incidences of harmful human-deerencounters. Traditional recreation demand models are often employed toexamine the welfare implications of changes in daily hunting bag limits.Studies measuring the effects of changes in season length, however, arenoticeably absent from the literature. Remote agricultural lands, which include wildlife habitat, angling opportunities and scenic vistas, command higher prices per hectare in Wyoming than those whose landscape is dominated by agricultural production. Geographic information systems (GIS) data are used to measure recreational and scenic amenities associated with rural land. A hedonic price model is specified with GIS measures. It is used to estimate the impact of amenity and agricultural production land characteristics on price per acre for a sample of Wyoming agricultural parcels. Results indicate that the specification performed well across several functional forms. The sampled land prices are explained by the level of both environmental amenities as well as production attributes. Statistically significant amenity variables included scenic view, elk habitat, sport fishery productivity and distance to town. This analysis permits a better estimation of environmental amenity values from hedonic techniques. Improved estimation of amenity values is vital for policies aimed at open space preservation, using agricultural conservation easements and land use conflict resolution.  相似文献

In this paper we estimate the income elasticity of demand for recreational services and other traditional groups of goods in Sweden and test for potential changes in such estimates over the twentieth century. Due to the difficulty of directly observing the demand for recreational services, we employ an indirect methodology by using the demand for some outdoor goods as a proxy for the demand for recreational services. In line with most prior research, our results confirm the expectation that recreational services, as a public good, is a luxury good in Sweden. Our results also show that the income elasticities for traditional goods are stable over time, indicating that consumer preferences for expenditure on these specific commodities do not change over time.   相似文献

One Pleistocene mystery is why early North Americans eradicated their large, potentially domesticable animals (e.g., horses), whereas early Europeans did not. A commonly‐held hypothesis is that European species were evasive due to co‐evolution with hominids, whereas North American animals were naïve and unable to adapt quickly enough when experienced human hunters arrived from Eurasia. We explore this hypothesis with a paleoeconomic model of co‐evolution that integrates human hunting investments and wildlife population responses. We find that investments in hunting ability, based on the relative scarcity of prey species, could have mattered more than wildlife ‘naivety’ in explaining the extinction.  相似文献

We combine natural science modelling and valuation techniques to present economic analyses of a variety of land use change scenarios generated for the UK National Ecosystem Assessment. Specifically, the agricultural, greenhouse gas, recreational and urban greenspace impacts of the envisioned land use changes are valued. Particular attention is given to the incorporation of spatial variation in the natural environment and to addressing issues such as biodiversity impacts where reliable values are not available. Results show that the incorporation of ecosystem services and their values within analyses can substantially change decisions.  相似文献

This article presents an exploratory analysis of the effects of land use regulations on land values and land use patterns in a landscape near Eugene, Oregon. All land use regulations considered in this study, including exclusive farm use zoning, forest zoning, urban growth boundary designation, residential density zoning, commercial zoning, and industrial zoning, are found to affect land values and land use patterns both inside and outside of the designated zones. The framework is applied to measure the costs of the regulations versus the value of individual exemptions at the parcel level to illuminate the controversy surrounding Oregon Measures 37 and 49, which were passed to provide “just compensation” for “unfair regulatory burdens.” The cost of regulation is found to be lower than the value of an individual exemption for most regulations contested in the Measure 37 claims. However, governments tend to overregulate from the perspective of landowners. Although some land gained value under the six regulations and some lost value, the aggregate loss of land value was estimated to be several times larger than the gain. This does not necessarily mean that the governments overregulate from the perspective of society because land use regulations also generate public goods such as wildlife habitat and water quality protection. Seeking to act as prudent predators in many biological systems, humans try to harvest in a sustainable manner. In Sweden, wildlife managers and moose hunters use information about the future contribution of individual moose to population growth (i.e., their reproductive value), in order to harvest low-and non-reproductive animals. This selective harvest strategy results in a significantly faster overall population growth rate. To investigate whether this selective harvest policy is economically beneficial, we calculated the present value of the selective moose hunting policy used in Sweden compared to the present value of a non-regulated (i.e. random) moose harvest. Present values of the moose hunting produced by the different hunting regimes were calculated for a period of ten years and at interest rates ranging between 1% and 10%. The difference in present value between the selective hunting policy and the average outcome of random harvesting was SEK 310 million ($ 36 million) and SEK 300 million ($ 34 million), or SEK 1 321 ($ 154) and SEK 1 279 ($ 149) for an average moose hunter, when using interest rates of 3% and 4%, respectively. To determine whether the current selective moose hunting policy is economically profitable or not, benefit estimates like these should be weighted against the costs of upholding the policy. Most of the costs probably lie in providing the hunters with information about the future harvesting prospects and reducing the risk of divergences from the policy. The welfare effects of a hunting policy will also be dependent on the individual hunter's preferences, for instance in terms of their attitudes towards risk. The change in waterfowl hunting benefits due to an increase in water deliveries to the levels required for biologically optimal wildlife refuge management at California's San Joaquin Valley National Wildlife Refuges are estimated with the Travel Cost Method, using both ordinary least squares and Poisson count data estimators. To test whether these increases were statistically significant, the Krinsky and Robb technique was used to find confidence intervals around the consumer surplus point estimates. The increases in consumer surplus were found to be statistically significant in 5 of the 6 refuges based on OLS regression estimates and in all 6 refuges using Poisson count data regression estimates. In addition, a comparison of the marginal value of an acre-foot of water in consumptive recreational use versus agriculture use is made, with the finding that the marginal value of water in waterfowl hunting was greater than the marginal value of water in agriculture for one of the six refuges.  相似文献

Crop and rangelands are over 25% of the Earth's land area, and they are expanding. Agricultural ecosystems rely on a suite of supporting ecosystem services to provide food, fiber and fuel as well as a range of accompanying but non-marketed ecosystem services (ES). Ecosystem services from agriculture include regulation of water and climate systems, aesthetic and cultural services, as well as enhanced supporting services (such as soil fertility). Many of these ES are appreciated by people, but they lack markets, so they lack the incentives for provision that come with prices. For public policy decisions to take them into account, non-market valuation techniques are needed, such as travel cost, contingent valuation, hedonic valuation, and cost-based or factor-income approaches. This article offers an overview of ES from agriculture and non-market valuation methods as it introduces the articles in this special section on “Ecosystem Services and Agriculture.” Understanding how ecological functions generate ES is fundamental to management, but so too is understanding how humans perceive and value those services. Research is required both to design cost-effective incentives to provide ES and to measure which kinds of ES could provide the greatest overall welfare benefits to society. Agricultural ecosystems offer newly recognized potential to deliver more diverse ecosystem services and mitigate the level of past ecosystem disservices. This special section of Ecological Economics conveys both how these are becoming possible and the challenges to science and public policy design of turning that potential into reality.  相似文献

从城市生态经济系统协调的视角,构建生态系统服务价值和生态经济协调度指数测算模型框架。以北京市16个辖区为基本研究单元,基于修正后的当量因子法,利用北京市2009—2018年土地利用相关数据,对北京市辖区10年间的生态系统服务价值进行了动态估算,并分析了10年间生态-经济协调度的变动规律。研究结果表明:近10年人类活动或自然环境变化对未利用土地的影响最大,其次是建设用地、园地、耕地、水域及水利设施用地、草地、林地;生态系统服务总价值均呈现总体增长趋势,密云区、怀柔区、延庆区占比前三;大部分地区生态经济协调度总体上升为较高协调,局部生态经济协调度没有改善,整体生态经济协调度较好。并根据北京市的生态服务价值与土地利用动态变化特点,综合考虑生态-经济协调度发展等级分类等情况,提出北京市生态-经济协调发展及土地利用优化的对策和措施。  相似文献

Conclusion In this note, we have reported a simple attempt to examine the stability over time of willingness-to-pay measures. By running a simple regression equation, we are able to explain why the average willingness to pay fell between two consecutively hunting seasons. The most important explanation is that hunting in the second hunting season was affected by the nuclear radiation accident at Chernobyl. Almost 10 percent of the hunters stated that their willingness to pay was affected due to the fact that their moose meat was contaminated. Since there are 24,000 moose hunters in the county of Västerbotten, we arrive at a yearly loss of about SEK 2 million for the county. Assuming that our figures apply also at the national level, Swedish moose hunters suffered a loss of almost SEK 30 million in the 1986 hunting season. If the same impact on hunters was felt for, say, 3 to 4 years, the present value of the loss caused by the Chernobyl accident could amount to over SEK 100 million (assuming a discount rate of 5 percent). This is a considerable amount, given that Swedish moose hunters constitute only a small fraction of all those who were affected by the Chernobyl accident.  相似文献

Modelling and spatial mapping of recreation services require attention to both demand and supply factors. This paper combines recreational choice modelling and economic valuation with GIS based techniques to allow an assessment of the spatial diversity of the value of forest recreation services. The data for the analysis is a national study of the car borne recreational use of Danish forest sites. A random utility framework is used and a comparison between the standard fixed coefficient model and a mixed logit model is made. The results show that the different specifications of the random utility models reveal similar preferences for the measured forest attributes in terms of sign and magnitude. The spatial predictions, however, reveal a considerable difference in the spatial pattern of economic benefits from recreation between the two models. These results have implications for current ecosystem service mapping initiatives as they emphasise the need to account for spatial heterogeneity in preferences, and aggregate demand and environmental attributes and infrastructure.  相似文献
