Health futures represents the application of various futures tools to the arenas of health and health care. This special issue of Futures reflects the significant growth of health futures. Health and health-care systems can be far better by the early 21st century, or they could be worse. Health futures enables individuals, organizations and communities to understand better the threats and opportunities facing their health, both of which are profound. The International Health Futures Network is an indicator of the growth of this subfield of futures. The future of health futures will be shaped by the ability of futures techniques and those who use them to provide value to organizations and individuals. Better networking among health futurists, expert systems, and the ability to measure and communicate quality will be essential.  相似文献

Futures studies intend to structure our knowledge and our judgement about the future by handling facts and values in a certain way. In other words, futures studies frame futures. These frames might be powerful, triggering social action and societal transformation, yet they risk to be criticised and provoke scepticism. The environmental field has a long tradition in futures studies: environmental outlooks. Some of these outlooks, e.g. those published by the IPCC are among the most prominent examples of outlooks that provoke scientific, social and political debate, create commotion and provoke action. Part of these discussions deal with how outlooks frame the future and how they handle the uncertainty inevitably linked to framing futures. The way these challenges are dealt with may affect the overall assessment of an environmental outlook. This article attempts to identify the way environmental outlooks frame futures. We do not strive for exhaustiveness, but deliberately restrict to an in-depth analysis of a handful of recent environmental outlooks. We conclude that environmental outlooks reflect a lack of clarity and argumentation upon how they frame futures and how they deal with uncertainty. This epistemological and methodological ambiguity risk to affect the outlooks’ credibility and impact.  相似文献

It can be observed that a growing number of German corporations are using futures studies and its methods in various ways. This evidence suggests that there is a strong ongoing interest in the field of management in futures studies. To assess how the future of futures studies might look like a Delphi study was carried out. The experts in this Delphi study were asked not only to state how futures studies are used in corporations but also what futures studies need to accomplish in order to find more acceptance.The Delphi study suggests that futures studies will become more important in German corporations. In particular, the improvement of methods like environmental scanning, trend research, trend monitoring, strategic early warning and the scenario technique were suggested. While the results of the Delphi study do not suggest that new methods are needed, implementation remains a major concern.  相似文献

National climate change policy currently operates on a continuum from the local community to the supra-national level. These initiatives include local deliberative processes of low-carbon futures as well as local-global interactions in ‘eco-innovation jam’ dialogues carried out in a virtual space, but founded on communicating with local stakeholder groups. Experiences from national processes and international examples of these structured dialogues of community engagement raise important questions of environmental justice and deliberative processes that facilitate participation by some groups, but perhaps also neglect others. This is particularly relevant since the environmental justice discourse traditionally frames environmental concerns in a place-bound manner that includes local responses to environmental questions. In this paper we argue the importance of local and global forums and deliberative processes for community engagement in order to incorporate stakeholders’ perceptions of future options for low-carbon living, travelling and consuming services and products. Important policy transformations in planning for low-carbon societies are outlined and results from cases are discussed. We conclude with three remarks about the importance of citizen participation for understanding local conditions for change, processes of localized internationalization, and new roles for nation states facing the climate change challenge. We also recognise the importance of the local and global level of deliberative processes targeting sustainable urban futures.  相似文献

The visions we hold of the future, whether they are of utopias or dystopias, are not simply a matter of personal imagination. Our conceptions of the future are mediated to us as much as they are privately created by us. To this point, futures studies have not developed an integrative and broad-based framework for considering the social mediation of futures. Understanding how social mediation impacts on our futures visioning requires an interpretive framework that can cope with the multilayered nature of futures visions, the worldviews that are associated with them and a theory of mediation that can be applied within such a context of ‘depth’. Using theory-building methodology, the current paper attempts this task by describing a theory of social mediation that builds on the integral futures framework. An application of the framework explores the relationship between various scenarios of health care futures, their associated worldviews and the mediational factors that influence our visions of future health care systems.  相似文献

The World Health Organization's 1993 consultation on health futures examined the field from perspectives of the macro-environment, health status, health resources, emerging health technology, alternative care systems, and tools for health futures research. The consultation produced numerous suggestions about how WHO could promote and support health futures work. Among the ideas now being implemented are new efforts in global surveillance of infectious diseases, the publication of health futures articles, the establishment of an electronic health futures bulletin board, and preparation of a handbook for health futures studies.  相似文献

Like any other science, to remain a worthwhile scientific discipline, futures research needs to reflect on itself. It needs to do so from three perspectives: 1) futures research is regarded as an applied science: a closer connection between studying the future in an academic manner and conducting futures research can improve the quality and subsequently the use and impact of futures research, since this will set a cyclic process between theory and practice in motion. An important condition for ensuring this is to increase the amount of empirical research concerning the way futures research is carried out in real life; 2) a reappraisal of predicting the future: although history has shown that predicting the future is difficult, stating that, in the future, predictions will not be a part of futures research is in itself a prediction. In fact, predictions can serve as valuable starting points for discourses on the future; 3) the context of futures research: futures researchers should be more aware of the context in which they do their work. This can significantly enhance the usability of futures research but it also means that futures researchers should become more flexible in applying their methods and processes.  相似文献

Futures study is not yet well established at the social level. Given the unstable conditions of the late 20th century, and the challenging outlook of the early 21st, this is a serious oversight. The article considers how futures studies can be progressively developed through five distinct layers, or levels. First is the natural capacity of the human brain/mind system to envisage a range of futures. Second, is the clarifying, enlivening and motivating role of futures concepts and ideas. Third are analytic gains provided by futures tools and methods. Fourth are a range of practical and intellectual applications, or contexts. When each of these levels functions in a coordinated way, grounds for the emergence of futures studies at the social level can clearly be seen. The article concludes with a brief summary of a preferred future which would arguably be within reach if futures studies were to progress along such a path from individual to social capacity.  相似文献

The article highlights methodological issues of futures research on mental health (care). In particular the limited relevance of quantitative psychiatric epidemiology is emphasized. The mental health sector in the Netherlands is characterized as a balance of power between professionals, institutions, insurance companies, patient organizations and local and national governments. To value shifts in this balance and to assess future interventions and policies, opinions of people who know the sector well are indispensable. Delphi with its main characteristics of anonymity, iteration and feedback to the participants and being a predominantly qualitative method for data collection was chosen to gather this type of information. Finally the Delphi method as a tool in policy-oriented futures research is discussed. The strength of Delphi must be found in its capacity to generate new options for intervention and to enhance consciousness of the future in order to reinforce rationality of decision processes. Clarifying dissensus on the issues under study proved to be as relevant as the elucidation of consensus.  相似文献

This paper reports research which investigated the views and visions of the future of Steiner educated senior secondary students using quantitative and qualitative methods. The students demonstrated a strong sense of activism and self-confidence and felt empowered to create their own preferred futures. This capability is referred to as `prospectivity' of futures visions. In exploring the human qualities they thought they should develop to contribute to their ideal world in 2020, the students identified such factors as more activism, more awareness, attitude and values changes, future care and more spirituality. A number of features of Steiner education are identified which might contribute to feelings of empowerment in spite of realistic fears and concerns about the future. In conclusion, there is an exploration of theoretical and practical links between the findings and recent speculations of educational futurists in regard to educating young people for the 21st century.  相似文献

The three authors of this article are all relative newcomers to the health futures field. One is based within an academic Institute of Public Health, another at the regional tier of the UK National Health Service (NHS), and the third within the NHS Executive Headquarters. The common bond between them is a desire to contribute to the development of new ways of planning for health and a wish to see health futures actively engaged with health services to bring about effective change. With the aim of providing practical advice for others who are beginning to take an interest in health futures work, they look back on their own personal experiences and summarize the lessons they have learned.  相似文献

Taking the ambitious educational programmes and global collecting practices of 19th century industrial arts museums as case studies, this article analyses the role of design in shaping the future. The article examines the historical dynamics behind the construction of futures knowledge and futures expertise on the one hand, and current futures construction within design museum collections on the other. It tests strategic drivers and trends for the imagination and design of futures in the museum within the context of wider debates about the value of museums as sites of transdisciplinary practical learning. In this way the article also considers how cultural value is articulated through changing concepts of time and temporality embodied in material form. The final section examines the potential for social agency and activism within the design museum to foster critical reflection on the methods by which social institutions signal and shape directions of change. The article finds that in providing tools for the sharing as well as shaping of visions of the future, wider debates about the designed object in the museum have much to contribute to futures agency and literacy across disciplinary and professional boundaries.  相似文献

Looking back at futures studies in the past (past futures) is perhaps the second nature of futures researchers. In this article we look back at a study that was conducted by the Netherlands Scientific Council for Government Policy in 1977. We considered it interesting to assess its value 25 years later since many changes have taken place in technology, society, economy, and in the science of futures research as well. From our analysis we have drawn the following conclusions: (1) instead of giving every topic the same time horizon more diverse time horizons should be included because of the different dynamics, (2) more attention for people and opinions outside the mainstream discourse, (3) more attention for thinking in multiple futures instead of predicting just one future outcome, (4) do not only look at the (possible) future of a specific topic, but assess if this topic in its whole will be relevant in the future important (meta-forecast), and (5) more attention for integrating topics for futures studies, but not fulfilling the impossible ambition to link everything to everything.  相似文献

The article looks at futures studies from the point of view of the author who has spent over 30 years in the field, with special reference to the World Futures Studies Federation. It suggests that visions are essential for conducting futures studies and education in futures studies is vital for preparing future oriented new generations. The author points out that around the world women are developing silent alternatives to the present societies geared to conflict and violence; this may lead to non-violent changes of which many are not aware. Futures studies will also benefit from examining futures of cultures as we seem to be developing a new culture of peace.  相似文献

Morphological analysis allows any number of dimensions to be retained when framing future conditions, and techniques within morphological analysis determine which combinations of those dimensions represent plausible futures. However, even a relatively low number of dimensions in future conditions can lead to hundreds or even thousands of plausible future scenarios. Creating highly diverse but conceivable visions of the future in which to explore decision-making, exploratory futures techniques rely on the selection of a small number of plausible scenarios from the larger set. In this paper we describe a new method for finding maximally diverse sets containing a small number of plausible scenarios from a multi-dimensional morphological analysis. It is based on a mathematical optimization of diversity that is robust to the uncertainty in the framing of future factors and states and in what stakeholders might consider diverse combinations of those factors and states. We also describe implementation of the method as a software tool and its performance in recent exploratory scenario development by CGIAR and partners for regional environmental change, food security and livelihoods.  相似文献

This article shows how demographic projections are made and what the evolutionary perspectives are for France up to 2050. Assuming a zero migration balance, it is shown that the death rate should not change noticeably in the years ahead and that changes in the future population of France will be affected essentially by fertility rates, which have noticeably decreased since 1965. By using projections prepared by INSEE and based on four fertility assumptions, the author shows that the population of French origin could vary by as much as 100% between now and the middle of the next century, and that the age structure will change more or less rapidly. An ageing of the population will occur leading to major modifications in the relationships between ‘active’ people and ‘non-active’ people from the year 2000. This article presents a comprehensive view of possible futures for the French population and, by way of comparison, the demographic evolutionary paths of other European countries.  相似文献

The Peruvian 21st century study, initially conceived in 1981 and still going on, is a large programme consisting of several interlinked projects. Simulations have been done on the future of 10 key national sectors, and these simulations have then been integrated to produce scenarios describing alternative feasible futures. At the same time, a group of desired scenarios has been constructed using personal interviews and a consultation process. There has been initial work on a third project examining key external factors affecting Peruvian development. Still to be undertaken are projects identifying specific development strategies and analysing the national planning process. Especially noteworthy products of the study are the user-friendly spreadsheet models, which make the feasible futures component of the study highly accessible to interested decision makers.  相似文献

The concept of ‘university’ has been around for centuries and yet the majority of British Universities have yet to reach their 50th birthday. The higher education sector has been through extensive change over a relatively short period of time and this is likely to continue in the future. This paper presents the results of a futures study focussed on the Higher Education sector in the UK in 10 and 25 years time. Following an extensive, broad ranging literature review covering business, education, futures, and socio-political texts and studies, a series of scenarios were developed for the future of the sector as a whole. This study differs from other studies in its field as it is does not focus on individual institutions, but rather at the environmental factors that are going to impact on the sector, setting out a range of scenarios within which institutions will need to shape their individual futures. Five scenarios are presented in this paper with their underlying driving factors, and their implications for the academic workforce being employed in the sector.  相似文献
