Intermediaries play a crucial role in the functioning of agricultural and food markets in developing countries through linking production, imports and storage with consumption. We analyse how competition in the intermediary sector and alternative forms of intermediaries determine the incentives for storage and market outcomes more generally. We apply this framework to the Egyptian wheat sector as an illustrative case study, a country where food security is a priority, where both forms of intermediaries co-exist and undertake storage but where issues of reforms to the role of intermediaries have been raised. Through stochastic simulation, we analyse two changes in government policy: first, the effects of changing the policy instruments with both types of intermediaries undertaking storage; second, relating to market reforms where the private sector replaces the storage function of the parastatal. These issues have wider significance for addressing the interaction between food security and a wide range of policy reforms including de-regulation of parastatals in developing countries.  相似文献

This article investigates the impact of sectoral production allocation, energy usage patterns and trade openness on pollutant emissions in a panel consisting of high‐, medium‐ and low‐income countries. Extended STIRPAT (Stochastic Impact by Regression on Population, Affluence and Technology) and EKC (Environmental Kuznets Curve) models are conducted to systematically identify these factors driving CO2 emissions in these countries during the period 1980–2010. To this end, the study employs three different heterogeneous, dynamic mean group‐type linear panel models and one nonlinear panel data estimation procedure that allows for cross‐sectional dependence. While affluence, nonrenewable energy consumption and energy intensity variables are found to drive pollutant emissions in linear models, population is also found to be a significant driver in the nonlinear model. Both service sector and agricultural value‐added levels play a significant role in reducing pollution levels, whereas industrialisation increases pollution levels. Although the linear model fails to track any significant impact of trade openness, the nonlinear model finds trade liberalisation to significantly affect emission reduction levels. All of these results suggest that economic development, and especially industrialisation strategies and environmental policies, need to be coordinated to play a greater role in emission reduction due to trade liberalisation.  相似文献

The signing of the Cotonou Convention in June 2000 established a new trading relationship between the European Union and African, Caribbean, and Pacific States. Negotiations to establish new trading arrangements have already commenced and will lead to the establishment of economic partnership agreements or other viable alternatives. In this study, the economic impact on the Senegalese groundnut sector is assessed for the case in which Senegal enters into an economic partnership agreement with the European Union, or into an enhanced form of the Generalized System of Preferences. The preferred choice depends on whether Senegal's economic status classifies it as a least developed country (LDC) or not, as well as on other external trading arrangements. Findings indicate that as a non‐LDC, the best option for Senegal would be to enter into an economic partnership agreement. As a LDC, the best option would be to move to the enhanced generalized system of preferences, thereby allowing Senegal to retain Lomé‐style trade preferences. Furthermore, increased development funding under the Cotonou Convention could help shield the Senegalese groundnut sector from adverse economic impacts arising from either trading option.  相似文献

Most studies of stockholding in less developed countries have concentrated on public, interannual stocks. A recent change in Pakistan government policy for the pricing of wheat highlights the need to examine seasonal storage issues, considering explicitly the effects of policy on the behavior of private agents who hold seasonal stocks of grain. Using H. Working's supply of storage theory and a simple monthly model, implications of the policy change for fiscal cost, private storage, and government procurement are explored. Costs of the policy could be reduced dramatically by increasing marginally the gap between the procurement and release price. Expected cost to the consumer of a wider gap would be no larger than under the previous policy.  相似文献

A great deal of attention has been given in recent years to the question of externalities associated with water entitlements and how third parties can be protected without restricting opportunities for water trade. Yet one market failure that has received no attention at all is the missing market for storage that arises from the specification of water entitlements, particularly in Victoria where historically all storage decisions were made at the centralised level and where any additional carryover was treated as common property. The economic significance of the missing market for storage is demonstrated using an empirical model that represents the spatial‐temporal pattern of irrigation water demand in the Goulburn Valley and decisions regarding inter‐year storage of water in Lake Eildon. It is shown that, because irrigators have no incentive to trade‐off the benefit of current use (or sale) with the value of water storage, there is an erosion of reliability when opportunities for trade are broadened. The empirical results demonstrate that the loss in economic value associated with reduced reliability are as large as the gains from trade, so there is no net benefit from trade.  相似文献

The Green Triangle (GT) region of southern Australia is one of only two jurisdictions globally to licence plantation forestry's groundwater use. In response to declines in groundwater resources caused by historical plantation expansion, reductions in forest water allocations (~50%) are likely for some parts of the region, presenting novel challenges for forest managers in maintaining revenues and timber flows. This article presents a mathematical programming model evaluation of water trade opportunities for plantation forest owners to adapt to reduced water entitlements and explores how tightening groundwater policy could affect forestry returns and land use mix for the region. Results suggest that even absent opportunity to sell water, relatively limited 11% reduction in return could be expected for a large (−50%) water entitlement and (−48%) land-use change out of forestry. Results suggest that opportunities for forestry companies to sell water entitlements may allow them to maintain or even increase combined returns from forestry and water sales. Whilst the results highlight the adaptive capacity of the plantation forestry sector to operate within reduced water entitlement, a significant sectoral and regional economy adjustment would be likely. The discussion focusses on the potential to realise optimisation model-identified adaptation opportunities accounting for real-world thin markets, transaction costs and market friction.  相似文献

Communities downstream of hazardous on-farm water storages are at threat because of the severe consequences of potential dam failure. This threat exists due to inadequate development and integration of land-use planning and safety assurance policies in relation to private dams. Adequate policy integration is key to saving lives, public and private property and the environment downstream from dam failure. Whilst numerous studies have explored land-use policy and its relationship to safety, there has been limited attention to the safety risk posed by dams above increased housing development. Thus, this paper aims to explore the interrelated land-use policy and engineering issues associated with planning for and assuring safety of hazardous farm dams involving land developments and how best to integrate the policies. The extent of this problem is demonstrated in the Australian context but also has international relevance. Key guidance on the design of best-practice integrated land-use planning and safety assurance policy is provided based on (1) a comparative review of policy and practice in a wide range of different jurisdictions in Australia against indicative evidence of policy performance to determine best-practice policy elements for integration, and (2) development of a cost-effective flood safety review/design tool to help policymakers and planners with the integration process as well as minimising cost burdens to dam owners. This guidance follows on from previous research reported in this journal to help jurisdictions world-wide address the threats associated with farm dams and land developments within catchments.  相似文献

Forest fragmentation is continued to be widespread in the tropics resulting in reduced ecosystem services including carbon storage. However, the effect of forest fragmentation is not considered in the current carbon policy. We investigated the effect of forest fragmentation on tree biomass carbon and soil organic carbon (SOC) storage in a moist tropical forest in Bangladesh. Above and below-ground tree biomass carbon were calculated by using widely accepted allometric equations and SOC was measured by sampling soils up to 10 cm depth and analyzing them in a soil laboratory. Results showed that carbon storage in tree biomass was significantly lower in fragmented forests (16.3 ± 1.37 t C ha−1) than in contiguous forests (31.21 ± 2.75 t C ha−1) (p < 0.001). Likewise, a significantly lower SOC was contained in the soils of fragmented forests (17.26 ± 0.83 t C ha−1) than in contiguous forests (21.62 ± 0.78 t C ha−1) (p < 0.001). Thus a total of 36% less carbon retained in tree biomass and soils in fragmented forests than in contiguous forests. Backward multiple linear regression analysis revealed tree density, tree height, tree DBH, height-diameter ratio (H/D) and tree species richness as influential factors of carbon variation in fragmented forests. All these structural parameters except tree species richness were significantly lower in fragmented forests, were positively associated with carbon storage and explained together 69% of the carbon storage variation. These findings suggest that the altered stand structure and tree allometry likely caused reduced carbon storage in fragmented forests and highlight the importance of landscape scale management intervention in the tropics. Here, we provided with the evidence of strong negative impact of forest fragmentation on carbon storage and argue that this effect should be in consideration which is currently overlooked in existing carbon accounting systems for tropical forests.  相似文献

The need to enhance sustainable development of land use is more urgent than ever; specifically in developing countries where poverty and land degradation are often interlinked. To promote a common understanding of land use problems by experts, stakeholders and decision makers, it is essential to understand the system characteristics, including the complex feedbacks between drivers and impacts. To enhance sustainable development, appropriate policies need to be identified. In this paper, we analysed and compared seven case studies in Kenya, Mali, Tunisia, China, India, Indonesia and Brazil, representing different biophysical and socio-economic conditions and challenges. We analysed Driver Pressure State Impact Response (DPSIR) story lines of the land use problems, policy priorities and value trade-offs as identified by stakeholders and experts in National Policy Forums. Important drivers of land use change impacting main land use problems among the case studies were economic growth, technological development, immigration and agricultural intensification, in addition to existing policies. Of the latter the most important were related to domestic support through various forms of subsidies or access to credit, land tenure polices and liberalization policies. In the policy prioritization, the value trade-offs made by the National Policy Forums emphasize the environment rather than increased economic production. It is recognized that the environment needs to be improved to maintain and improve economic production in the long term, both in agriculture and in other sectors.  相似文献

Tropical forests potentially contribute to global climate change mitigation through carbon sequestration, hence a global carbon pool. In order to mitigate the global climate change impact, the Kyoto protocol developed the clean development mechanism (CDM) which supports carbon credits for plantation activities in developing countries. Unfortunately, none of the CDM forestry projects included bamboo as a carbon reservoir. Although bamboo is an integrating part of tropical forest ecosystems, it was overlooked in the initial negotiating process. The present study, therefore, investigated the carbon storage potential of a common bamboo species, Bambusa vulgaris at Lawachara forest reserve of Bangladesh. Results showed that five-year-old B. vulgaris stand stored in total 77.67 t C ha−1 of which 50.44 t C ha−1 were stored in the above ground biomass (culms, branches and leaves), 2.52 t C ha−1 in the below ground biomass and 24.71 t C ha−1 in the soils. This amount of carbon storage is much more promising than the carbon storage of many other tree species considered in the CDM projects. These findings demonstrate the potential of B. vulgaris to be considered in CDM projects as a plantation species and thereby mitigate climate change impact more efficiently.  相似文献

The US Farm Bill of 2002 is the latest in a 7-decade history of farm subsidy laws that transfer funds to farmers and regulate and subsidize production of selected commodities. Fruit, tree nut, ornamental and vegetable crops, hay and meats remain outside scope of main subsidy programs. The new law continues many innovations of the 1996 Act, such as removal of authority for annual land idling and crop price floors accompanied by government stockholding. Government payments remain the primary focus of commodity programs. The total amount of these payments are likely to remain similar to the amount paid in the period 1999–2001, but with some changes in the form of the programs. For example, allowing owners to update acreage and yield payment bases creates additional incentives for farmers to link current planting decisions to anticipated farm subsidies. Similarly, the new program that ties "counter-cyclical" payments to the price of a specific crop also has production stimulus. A new program, estimated to add about 5–10 per cent to marginal milk revenue for smaller farms, makes 'deficiency' payments to dairy farms when milk prices are low. Despite the new programs with added links to stimulating production, new USA programs stimulate production only marginally more than the subsidies of the 1999–2001 period, which were replaced. Furthermore, the USA has flexibility to avoid explicitly violating its WTO commitments. Nonetheless, this US Farm Bill of 2002 has curtailed the previous trends toward lower farm subsidies and smaller production stimuli, and the negative publicity surrounding it has made negotiating reductions of farm trade distortions more difficult.  相似文献

Seaborne shipping is the dominant mode of transport in international trade in agricultural products, and an increasing part of seaborne agricultural trade is carried in containers. Furthermore, the majority of world containers are moved through liner shipping services, that is, regular transport services provided by global shipping companies which comprise a dense network connecting ports and countries around the world. Using a theoretically consistent gravity equation and a novel identification strategy based on the use of intra-national trade flows, this paper investigates the effect of liner shipping connectivity on international trade in agricultural products. The results show that liner shipping connectivity has a positive and statistically significative effect on agricultural trade. Moreover, this positive effect can be observed for the majority of the agricultural products analysed and is also identified for countries at different stages of development. These findings appear especially relevant in terms of the objective of increasing less developed countries' participation in global agricultural trade.  相似文献

Recent research highlights the role that multinational trading companies may play in impeding price transmission. In markets characterised by imperfect competition, an estimate of the partial elasticity of demand may be of limited practical value if no account is taken of the reaction of competitors. In this paper, we demonstrate the potential for market structure to affect price transmission and trade elasticities, and challenge the presumption that only government intervention can impact upon price transmission, with examples supporting why theory would suggest otherwise.  相似文献

Studies of US‐Mexico vegetable trade have generally emphasized the importance of US tariffs in determining the competitive advantage of US producers. Even so, research has identified at least four factors related primarily to the different levels of economic development in the US and Mexico that also have important effects on US‐Mexico agricultural trade in general and fresh vegetable trade in particular. These include the differential growth rates of US and Mexican real wages, production technology (yields), and per capita income as well as cyclical movements in the real Mexican Peso/US Dollar exchange rate. This study examines the relative contribution of NAFTA and the development‐related factors to likely future changes in US fresh vegetable imports from Mexico. The analysis employs an econometric simulation model of US and Mexican markets for five fresh vegetables (tomatoes, cucumbers, squash, bell peppers, and onions) accounting for 80% of US fresh vegetable imports. The results suggest that the 1994–1995 Peso devaluation rather than NAFTA was primarily responsible for the sharp increase in US imports of Mexican vegetables observed in the first years following the implementation of NAFTA. Over time, however, the results suggest that differences in the growth rates of US and Mexican production yields and, to a lesser extent, of US and Mexican real incomes and/or real wage rates could plausibly contribute more to the future growth of US tomato, squash, and onion imports from Mexico than the trade liberalizing effects of NAFTA.  相似文献
