This article engages the recent studies that have treated the European Union (EU) in geopolitical terms, as an empire engaged with enlargement. The article introduces the meta-concept of geopolitical subjectivity. This meta-concept enables us to situate such imperial interpretations of the EU into a theoretically informed, comparative setting. The meta-concept is defined as goal-oriented ordering of territories and political spaces, extending from one's own sphere of sovereign rule to broader regional contexts. It is used to study the EU-Russian interaction in creating order to the Kaliningrad region that is set to become a Russian enclave/exclave within the enlarged EU. The article concludes by arguing that in this case, the EU's geopolitical subjectivity is constituted more strongly by Russia's recognition of this status than by the EU's own identity and interest projects.  相似文献

After Poland’s accession to the EU, the Polish-Russian border became the EU external border. This significantly changed its nature and started the new type of cross border relation. Since 2012, when the Small Border Traffic (SBT) zone came into force, the border has changed its blockade function and started instead to be treated as a resource. The fundamental loosening of the border crossing regime reduced the social and functional distance between Poland and Kaliningrad, and in a broader sense between EU and Kaliningrad. This paper will try to show how small but meaningful initiative, the SBT, has had an impact on cross-border region. The present paper will describe the relationship between larger geopolitical actors and how they affect local border relations. The aim of this paper is to present phenomenon of new visa regime at the Polish-Russian border. The paper likewise describes the impact of the SBT on local communities and their economies, as well as national relations between adjacent countries. The analysis is based on the interviews and surveys conducted in the Polish-Russian border region in late 2014.  相似文献

This article argues that strategic culture, long consigned to the margins of broader, more substantial IR theories, offers a novel mode by which to explore recent developments in EU-Russia energy relations. Approaching seminal strategic policies from the perspective of institutionalised norms and cultural value-sets, strategic culture explores the power of the past and its ability to produce and influence national attitudes in governments and societies. This enables analyses of strategic energy relations between actors like the EU and Russia to move beyond obvious polarities to nuanced insights about the national value sets by which energy security is itself rendered strategic. Beginning with the individual strategic cultures of both the EU and Russia within the area of contemporary energy security policies, the article then appraises the range of bilateral EU-Russia energy security policies, suggesting that in many ways, these shared policies constitute a sector-specific strategic energy culture that includes both the EU and Russia. Areas of ongoing intransigence and policy convergence in EU-Russia energy security approaches constitute the case studies, illustrating that both sides are essentially motivated toward the same goals of energy security, market prosperity and actor-based prestige, but on the basis of vastly different visions, using widely diverse modes of implementation, and with dissimilar standards of evaluation. The analysis then appraises whether this co-constituted area is progressive or regressive in terms of the cooperation or conflict generated between the two sides, concluding that a basis of acknowleged commonalities – made available through strategic culture perspectives – both sides retain the impetus to cooperate to the point of complete agreement on some areas, whilst simultaneously remaining in conflict to the point of aggression in others.  相似文献

Negotiations between the world's two largest trading partners, the European Union (EU) and the USA, on a Transatlantic Trade and Investment Partnership (TTIP) have been ongoing since July 2013. Anticipating the controversy the agreement has sparked, EU trade policy-makers in the European Commission have put considerable effort into discursively framing the agreement on their terms. Drawing on computable general equilibrium (CGE) models of the agreement's likely impact, the central claim has been that the TTIP promises to deliver much-needed ‘growth and jobs’ without stretching the public purse at a time of austerity. Our main argument in this article, drawing on the insights of the economic sociologist Jens Beckert, is that these CGE models – and the figures they have produced – represent an important exercise in ‘managing of fictional expectations’. The models make overly optimistic predictions about the ability of the EU and the USA to eliminate regulatory barriers to trade – which are unlikely to be realised in the face of considerable political opposition – and also downplay the potential deregulatory impact of an agreement. Rather than act as a reliable guide to future outcomes, we thus show that these models serve the pro-liberalisation agenda of the European Commission and other advocates of the TTIP.  相似文献

An element that policymakers and academics often believe to be constitutive in the governance of a social enterprise is the use of inclusive and responsible decision‐making processes. This entails the involvement of various categories of stakeholders. In this paper, a case study is used to explore how a work integration social enterprise based in the Netherlands, AutiTalent BV, has organized its governance. The Netherlands has not developed legislation specifically dealing with social enterprises, in contrast to many other EU Member States (16 out of 28), and it does not require, although it allows for, the establishment of inclusive governance. By examining how (national Dutch) law affects the governance of a work‐integration‐oriented social enterprise, the authors aim to contribute to emerging theory on participatory and inclusive governance of social enterprises – as a legal concept but also as an organizational concept – shaped by (tailor‐made and/or ordinary) law. The case study reveals that the investigated work integration social enterprise has not set up formal inclusive governance, suggesting that a social enterprise may not be stimulated by legislation which allows but not requires the participation of stakeholders in decision making. At the same time, informal direct communication channels exist between the people who influence the decision‐making processes and people from various stakeholder categories.  相似文献

This article provides an empirical analysis of the impact of tax differentials and agglomeration economies on Foreign Direct Investment (FDI). The article departs from most previous work on FDI and tax competition in a number of ways. First, it incorporates several measures of agglomeration in order to investigate whether agglomeration economies mitigate the downward spiral in tax rates. As the strength of agglomeration economies may vary with the degree of integration, we use a panel of bilateral FDI flows for a highly integrated region including countries with similar economic structure – the EU15 – from 1986 to 2004. Second, the empirical analysis explicitly deals with the problem of selection bias by using the Heckman sample selection approach. Also, by focusing on the EU15, we are able to provide additional information on the determinants of FDI between similar, higher-income countries. The empirical analysis provides some evidence of corporate marginal effective tax rates having an impact on FDI. This result, however, is sensitive to the inclusion of agglomeration economies. In particular, we find both Marshall types of technological externalities and overall concentration of economic activity to have an influence on FDI flows and, moreover, mitigating the negative impact of taxes.  相似文献

The existing international economic order has been heavily shaped by US power and the US has been a key driver of globalisation and neoliberal economic restructuring, prompting speculation about whether the rise of new developing country powers could rupture the current trajectory of neoliberal globalisation. This paper analyses the case of Brazil at the World Trade Organization (WTO), a core institution in global economic governance. In the last decade, Brazil successfully waged two landmark trade disputes against the US and EU and created a coalition of developing countries – the G20 – which brought an end to the dominance of the US and EU at the WTO and made their trade policies a central target of the Doha Round. Brazil's activism has been widely hailed as a major victory for developing countries. However, I argue that rather than challenging the neoliberal agenda of the WTO, Brazil has emerged as one of the most vocal advocates of free market globalisation and the push to expand and liberalise global markets. I show that Brazil's stance has been driven by the rise of its export-oriented agribusiness sector. This case demonstrates that business actors from the Global South are becoming significant new protagonists in global economic governance; they are taking the tools created by the states and corporations of the Global North – in this case, the WTO and its neoliberal discourse – and turning them against their originators. At the same time, their interests are being wrapped in and advanced through a discourse of development and social justice and a strategic mobilisation of the politics of the North-South divide.  相似文献

ABSTRACT ** : This article evaluates EU policies on public services – particularly public network services – from the citizens' point of view. It is first argued that citizens' perceptions are important because the provision of fundamental services is at stake and because they constitute the infrastructure necessary for social and economic development. Citizens’‘voice’ can, therefore, be known, analyzed and used in the design of improved policy on public services along with other indicators. Changing EU policy on public services is synthesized and classified into two main phases in section two. Citizen satisfaction with public services as revealed through surveys from 1997 to 2007 is explored in the third section. In the discussion, the prospects for EU policy on public services are considered and, it is argued that, from the perspectives of subsidiarity and proportionality, policy towards strengthening the common market is being increasingly uploaded to the supranational level in the form of directives, whilst cohesion and redistribution policies are being downloaded to the national level or dealt with at the supranational level by ‘soft’ instruments.  相似文献

A great deal of research has been conducted on the determinant factors of infant mortality. In this work, the focus is placed on the aggregate determinants of infant mortality in the EU. Data is collected from Eurostat and World Health Organization – Health for All databases for the period 2005-12. Robust regressions and panel data regressions are estimated in order to test the main determinants of infant mortality in the EU. Both the GDP and birth before the age of 20 influence infant mortality rate. It is likely that as mothers mean age at the first child increases, the rate of infant mortality decreases. The results found here contribute to the discussion on the factors explaining infant mortality in Europe and to future health policy. In particular, controlling teen motherhood may help to reduce infant mortality rate in the EU.  相似文献

While a reluctant European player now heading for the Exit, the UK was also an enthusiastic adopter of several key EU economic policies – namely, the skills and technology policies of Agenda 2020 and labour mobility. These initiatives worked with existing British policy, and structural biases, to exacerbate the already bifurcated structure of UK capitalism – between the high-paid technology and financial services sector on the one hand, and low-cost, low-wage sectors on the other hand. In particular, and central to the argument of this paper, immigration from Eastern and Central Europe after 2004 helped to sustain low-cost manufacturing and services industries by undermining firms’ incentives to invest in training. This combined with endemic failures in the UK’s skills system, which is heavily geared towards producing graduates with general skills but neglects the needs of mid and lower segments of the labour market. EU integration, therefore, exacerbated cleavages over skills between high- and low-productivity sectors and may have contributed to social divisions that led to Brexit.  相似文献

The linking of emission trading systems (ETS) is a widely discussed policy option for future international cooperation on climate change. Benefits are expected from efficiency gains and the alleviation of concerns over competitiveness. However, from trade-theory it is known that due to general equilibrium effects and market distortions, linking may not always be beneficial for all participating countries. Following-up on this debate, we use a Ricardo-Viner type general equilibrium model to study the implications of sectoral linking on carbon emissions (‘leakage’), competitiveness, and welfare. By comparing pre- and post-linking equilibria, we show analytically how global emissions can increase if one of the ‘linked’ countries lacks an economy-wide emissions cap, although in case of a link across idiosyncratic sectors a decrease of emissions (‘anti-leakage’) is also possible. If – as a way to address concerns about competitiveness – a link between the EU ETS and a hypothetical US system is established, the partial emission coverage of the EU ETS can lead to the creation of new distortions between the non-covered domestic and international sector. Finally, we show how the welfare effect from linking can be decomposed into gains-from-trade and terms-of-trade contributions, and how the latter can make the overall effect ambiguous.  相似文献

In all the discussions regarding Turkey’s accession to the EU, little attention has been paid to the views of workers. This paper provides a statistical analysis of the views of over 6000 Turkish trade union members on Turkey’s EU membership. Parameters are estimated using multilevel probit models where the nested structures of workers into trade unions and federations were taken into account since they shared some joint characteristics because of belonging to these organisations. It confirms the extensive disillusion with the EU found elsewhere in Turkish society but more interestingly it disconfirms an idea that those inside the EU may too easily assume to be the case: that it is those with what might be considered modernist characteristics among the Turkish population who are most likely to be in favour of EU entry. The idea seems to chime well with assumptions that the EU is a progressive, modern force. But whatever the validity of such a view, EU entry is not in fact found to be the favoured goal of the young and the best educated: it is older workers who are the most likely to support entry and those who are educated to the highest level the most likely to oppose it. Amongst the main three trade union federations there is also a greater propensity of members of trade unions affiliated to Hak Is (the Islamic federation) to support entry than those in Turk Is (centre right) or DISK (historically the most militant).  相似文献

Food with inputs from genetically modified organisms (GMOs) has met considerable skepticism among European Union (EU) consumers. The EU import ban on GM food has triggered a great deal of controversy and has been partly replaced by a mandatory labeling scheme. Although there is no measure in the General Agreement on Tariffs and Trade that directly addresses the use of product labeling, WTO and others have been skeptical to mandatory product labeling on the grounds that they may be used as hidden protectionism hampering global welfare. This study has two foci. First, we examine how different policies for the production and use of GMOs might influence the market outcome in consumer food markets. Second, we evaluate the welfare effects of the policy measures. We find that mandatory labeling often increases domestic welfare and, may also enhance global welfare. On the other hand, a trade ban is more likely to decrease global welfare.  相似文献

‘Financial statecraft’, or the intentional use of credit, investment and currency levers by the incumbent governments of creditor – and sometimes debtor – states for both international economic and political advantage, has a long history, ranging from money doctors to currency wars. A neorealist, zero-sum framing of international monetary relations is not inevitable, yet casts a persistent shadow especially during periods of prospective interstate power transitions when previously peripheral countries find themselves with unexpected new capabilities. This article seeks to understand and theorise the financial statecraft of emerging economies, moving beyond the traditional understanding that closely identifies the concept with financial sanctions imposed by a strong state on a weaker state. We propose that the aims of financial statecraft may be either ‘defensive' or ‘offensive’. Financial statecraft may be targeted either ‘bilaterally' or ‘systemically’. Finally such statecraft may employ instruments that are either ‘financial' or ‘monetary’. As emerging market economies have moved up in the ranks in the interstate distribution of capabilities, they have also expanded their financial statecraft strategies from narrowly defensive and bilateral to those involving offensive tactics and targeted at the global and systemic level. Over the last twenty years, European Union (EU) actorness at both regional and global scales, has become a fruitful topic of analysis in the field of political science, and more specifically in international relations and political geography. Critical geopolitics dedicated many substantive papers on EU discourses and representations. Our paper aims at providing a complementary way to study texts issued by the EU and to question EU actorness by adopting an approach based on textual analysis. The corpus examined includes the seven communications on the European Neighbourhood Policy (ENP) issued between 2003 and 2013. These communications provide essential information regarding relations between the EU and its immediate neighbours. The textual analysis allows several relevant characteristics of discourses to be highlighted: stability and changes, actors, spaces and scales mentioned. The outcomes of the analysis confirm previous research on the subject: The ENP appears as a bilateral state-centric policy, missing global scale, and neglecting the role of regional powers like Turkey or Russia.  相似文献

This study uses firm-level panel data from Romania to examine whether the origin of foreign investors affects the degree of vertical spillovers from FDI. Investors' origin may matter for spillovers to domestic producers supplying intermediate inputs in two ways. First, the share of intermediates sourced locally by multinationals is likely to increase with the distance between the host and the source economy. Second, the sourcing pattern is likely to be affected by preferential trade agreements. In this case, the Association Agreement between Romania and the European Union (EU) implies that inputs sourced from the EU are subject to a lower tariff than inputs sourced from the United States or Canada. This means that on average American investors may have a greater incentive than EU investors to source from Romania and hence present a greater potential for vertical spillovers. The empirical analysis produces evidence consistent with this hypothesis. The results show a positive association between the presence of American companies in downstream sectors and the productivity of Romanian firms in the supplying industries and no significant relationship in the case of European affiliates. The results also indicate that Romanian firms in sectors whose products are expensive to transport benefit more from downstream presence of American affiliates than Romanian firms in sectors with low shipping costs. No such pattern is found for European affiliates.  相似文献

This article evaluates the cyclicality, inertia and effect of EU accession on fiscal policy in Central and Eastern Europe (CEE) using a real time dataset. Budget balances are found to react in a stabilizing way to economic activity – every extra percentage point of economic growth is associated with an improvement in the budget balance of 0.3 percentage points of Gross Domestic Product (GDP) – and there is no evidence of an asymmetric reaction to the cycle. Balances are much less inert than is typically found in Western Europe. However, there is clear evidence of a fiscal loosening in the run-up to EU accession. This began in 1999 in larger central European countries, often identified as ‘front-runners’. The other seven began loosening in 2001, after the Nice Treaty was agreed. For both sets of countries, this loosening cumulatively amounts to some 3% of GDP.  相似文献

Liberal economists are known to be one of the driving forces behind economic liberalisation in various countries, but how did they become so politically influential? Constructivists generally suggest that during economic crises liberal economists persuaded decision-makers to adopt pro-market policy ideas as solutions for economic turbulence. While this answer is true, it is also only partial because it disregards the role played by governance-related ideas and institutional entrepreneurship in the political actions of liberal economists. I argue that ideas regarding decision-making mechanisms provided liberal economists with the basis for creatively exploiting pre-liberalisation institutions, such as central banks and central budget offices, through which these economists enhanced their long-term political influence. An in-depth examination of a paradigmatic case of economic liberalisation driven by liberal economists – Israel's Stabilisation Plan – exemplifies that argument. The existence of like-minded economists and similar pre-liberalisation policy-making institutions in many other countries hints that the Israeli experience is not unique.  相似文献

This work assesses the causal impact of the EU trade preferences granted to the Southern Mediterranean Countries (SMCs) in agriculture and fishery products over the period 2004–2014. It overcomes some of the weaknesses of previous assessments and presents several methodological improvements. Firstly, it relies on a continuous treatment – i.e. preferential margins – to capture the ‘average treatment effect’ of trade preferences, rather than on a binary treatment based on dummy variables. Secondly, it uses highly disaggregated data at sectoral level in order to evaluate properly the preferential treatment. Thirdly, it applies a non-parametric matching technique for continuous treatment – specifically, a generalized propensity score matching. The results show, on the one hand, that the impact of the EU preferences is positive and significant on SMCs trade and is better evaluated using impact evaluation techniques. On the other hand, they demonstrate that the relationship between preferences and trade flows is asymmetric and warn against the risk of providing too much of a good thing. These results raise important issues for policy-making. First, they demonstrate that raising the level of preferences is not the solution to foster the SMCs trade towards EU. Second, that the policy-makers should put more emphasis on complementary factors other than trade barriers.  相似文献

Spatial stigmatisation – naming spaces with high concentration of poverty as a slum or ghetto – has been well covered in the critical urban geography and sociological debates. Yet, these discussions have neglected to theorise the intersection between the production of stigmatised space and the governance of its inhabitants within the context of one of Germany’s most stigmatised boroughs. By situating Berlin-Neukölln within historical processes of capital accumulation, I show how the discursive, institutional and material practices of neoliberal social policies have played a central, albeit contradictory, role in (re-)producing stigmatise spaces and subjects along racialised, gendered and class lines. This is particularly evident with regard to neoliberal governance strategies that employ and apply the power of public money to repress and integrate impoverished workers into contemporary capitalist society, or what I refer to as the ‘monetisation of socio-spatial reproduction’.  相似文献
